    SUBJECT: The benefit to having more members licensed to drive specialty vehicles.

    Dear Ms. Pannullo:

    Here is my proposal for the vehicle training requirements in my work section.

    I would like to thank you for granting me time out of your busy work schedule to reviewmy late proposal. The information provided in the proposal will give you some insight onthe unique challenges my work section is faced with when it comes to having licenseddrivers for specialty vehicles.

    During the time I have spent researching the efficiency of my work section and the strain ofnot having licensed drivers puts on my personnel. I have come up with a solution that Ibelieve to be the best possible for all parties involved. Honestly all personnel that work the21 Air Mobility Operations Squadron need to be licensed on all specialty mobilityequipment. Although it is not feasible to ask all commanding officers to receive forklift orheavy equipment training it should be mandated for every individual working in the DOXintegration flight structure. DOX personnel spend the most time prepping and deployingall heavy equipment assets. Only having 2 licensed drivers throughout the Squadron is nota feasible or efficient way of doing business. At a minimum all DOX personnel should berequired to be licensed on all the heavy equipment items required to accomplish ourdeployable mission.

    Observations and Recommendations

    Currently our work section only has two-licensed drive for out prime mover (MTV5ton) and the 10,000lbs All Terrain forklift. At a minimum the entire work center, 18

    employees, need to be licensed on this equipment. When one or both of the licenseddrivers are not available production in the work center comes to a grinding halt. Everyoneunderstands that the necessity to keep the mobility of our equipment as a first priority, butprecious time is miss managed when personnel are unable to do their job based on anothermember not being physically their to facilitate it. Quantifiable man-hours are lost to thefact that it is not a requirement for all members to be licensed to operate the vehicles wehave on hand.

    As a licensed trainer and certifier of the specialty vehicles mentioned. I propose thatI be put in charge of the training section and given the authority to request that everymember of the integration flight to be properly licensed.

    I have extensive driving hours on both the MTV 5Ton and 10k AT Forklift. I am acertified trainer/certifier for both of the vehicles mentioned. I have also spent 4 years as avehicle control officer for the entire squadron, which has allowed me to build a rapportwith the 87th Logistical Readiness Squadron. The 87th LRS is the governing body for allvehicles and licensed drivers on the base installation.

    Efficiency Cost

    If you were to accept my offer you would see and exponential growth inproductivity out of the integration flight mobility operations. Equipment and memberwould be able to mobilize faster with out any delay. All member would be able to marshalequipment, load and unload trucks as well as initially train any new members coming intothe work center. This simple action could considerably save the military a total of $40,000U.S. dollars a year.

    As a flight we have the responsibility to mobilize and move over 45 shipping palletspaces of equipment. Each pallet moved can cost up to $3000 depending on how it isshipped. Everything in the process of moving the equipment is costly. Fuel, manpower,trained drivers, administrative paperwork. All of these things cost the overall governingbody that is the taxpayer money.

    If we are able to move the equipment more efficiently with more licensed driverthen that is less outsourcing our office has to do. Each time we out source the movementof our equipment we are potentially spending $3000.00 dollars. Averaged out over the past12 months, with the amount of deployments we were faced with the total cost is right under$40,000 dollars.

    Conclusion

    If you accept my plan the cost to the military is nothing. Since the training is beingaccomplished in house there is not potential monetary loss. All legal certifications and

    licensing can be accomplished through my office, making the training availability datesextremely flexible and able to meet the needs of any service member.
