    1.0 PROGRAM INTRODUCTION

    Eciency NB oers the Energy Smart Commercial Buildings Retroft Program (Energy Smart). Theprimary objective is to assist owners and operators o commercial buildings to implement energyeciency projects in order to reduce energy consumption, increase competitiveness, and produce ahealthier and more comortable workspace.

    The Energy Smart Program provides nancial incentives to assist Commercial Buildings to identiyprojects and to oset the capital cost o the implementation o the eligible upgrades. These incentivesare:

    a) Up to $3000 towards an audit to determine the potential or energy eciencyupgrades in a commercial building; and

    b) Up to $75,000 towards the implementation o the energy eciency upgrades chosen.The implementation unding is on a per gigajoule saved basis and is intended or projectsthat have not yet been started. This incentive encourages the implementation o multiplemeasures in projects that would not proceed or which would proceed on a signicantlysmaller scale without assistance. More details are outlined in Section 3 FinancialIncentives.

    Important Note: Please do not start the retroft project or incur eligible costs until all parties havesigned a Program Agreement and notifcation o approval rom Eciency NB has been received.

    The current Energy Smart Program is available to all qualiying buildings on a rst-come, rst-serve basis. More specically, requirements or participation in the Energy Smart Program will beconsidered as they are received, and approval and allocation o qualied incentive unds will occur ona rst-come, rst-serve basis.

    2.0 ELIGIBILITY AND REQUIREMENTS

    It is important to read all the requirements in this section. Both building types and mandatory

    building requirements must be met in order to be eligible or the program and the subject buildingmust contain eligible measures.

    Buildings that have previously received incentives through the Energy Smart Program are not eligibleto apply or incentives or the same building through this program.

    2.1 ELIGIBLE BUILDING TYPES

    The ollowing types o buildings are eligible: Commercial or institutional buildings such as, but not limited to; agricultural buildings, arenas,

    grocery stores, health care acilities, hotels, institutional buildings (colleges, hospitals,schools, universities, nursing homes), oce buildings, places o worship, recreational acilities,restaurants, retail buildings, stand alone warehouses, water and wastewater treatment plants andpumping stations.

    Municipal buildings. Multi-unit residential buildings thato have a common entrance and are at least our stories above ground, oro have a common entrance with a ground-loor ootprint o at least 600 square metres (6,458 square

    eet).

    Mixed-use commercial/residential buildings, including houses that have been modied orcommercial use. Mixed residential/commercial buildings or which at least 50% o the loor areais used as one or more permanent residences and meeting the size denition o Part 9 buildingsunder the National Building Code may be eligible or nancial incentives with the Eciency NBExisting Multi-Unit Residential Program. Please contact Eciency NB to determine whether thebuilding is a better t or the Residential Program or Commercial Program.

    Occupancy changes within a building. Eciency NB will accept any building type where a changein occupancy will be occurring during the renovation. Special audit requirements or buildingschanging their occupancy type are detailed in Section 5 - Audit Requirements.

    Added capacities within a building are acceptable as long as the addition will save energy incomparison to the current common equipment that would have been installed without an energyconsult. An example o adding capacity: A building currently does not have air conditioning but

    energy ecient air conditioning will be added to the building post energy audit. Special auditrequirements or buildings adding capacity are detailed in Section 5 - Audit Requirements.

    2.2 INELIGIBLE BUILDING TYPES

    The ollowing types o buildings are not eligible or this program but may be eligible or otherEciency NB programs. More inormation can be ound at http://www.eciencynb.ca/energysmart .

    Manuacturing acilities (including attached warehouses and acilities) where 50% or more othe energy consumed at the acility is used in the manuacturing process. These acilities maybe eligible or the Eciency NB Small and Medium Industrial Program or the Eciency NB Large

    Industrial Program. Residential buildings such as houses, duplexes and townhouses with 50% or less commercial

    space and multi-unit residential buildings that are three-and-a-hal stories or less and have lessthan a 600 m2 ootprint. These buildings may be eligible or the Eciency NB Existing HomesEnergy Eciency Upgrades Program or the Existing Multi Unit Residential Building UpgradesProgram.

    2.3 MANDATORY BUILDING REQUIREMENTS

    Eligible buildings as listed in Section 2.1 must also meet other requirements as ollows: The building must be 2 years old or more. The building(s) must have a permanent address in New Brunswick. The organization must own, manage or lease the buildings. A one year summary or baseline of the utility bills must be provided. A copy of one months utility bill for all energy sources must be provided regardless of whether or

    not a tenant is responsible or the utility bills. If a building is connected to another structure, the following requirements apply:o I the space is connected to another structure such as through a pedway or i it is served by a

    district heating or cooling plant, it must be clearly distinguishable as an independent unit andhave a separate utility meter or a detailed engineering analysis to support the current energy

    use and consumption proleo A building consisting o two wings with a common wall and a common heating system will be

    considered as one building.o Multiple eligible buildings served by a central heating plant with the same owner are eligible

    2.4 ELIGIBLE MEASURES

    Eciency NB will accept all proven measures (measures that have been tested and/or approved bya recognized third party such as Canadian Standards Association (CSA), the American Society oHeating, Rerigeration and Air Conditioning Engineers (ASHRAE), the Illuminating Engineering Societyo North America (IESNA) or similar organizations that lead to a reduction in non-renewable energyuse. To maximize potential savings and incentive amount, multiple measures in each building are

    required in the energy audit report. Section 5 Audit Requirements provides urther inormation. Theollowing are some common examples:

    Interior and exterior lightingincluding compact luorescent lighting, electronic and/orelectromagnetic ballasts, relector systems, controls, ecient lamps (ex HPT8 or T5 luorescents),lighting-emitting diodes (LED), photoluminescent exit signs, and high-intensity discharge (HID)lighting.

    Building envelope, including insulation, air-gap sealing, glazing, roo insulation and basement/slab loor insulation.

    Energy Management Controls Systems (EMCS), including direct digital controls (DDC), occupancy/motion sensors, thermostats, photocells and direct load controls.

    Water heating, including high-eciency water heaters, heat pumps, solar-assisted technology,

    heat traps and repairs. Motors, including high-eciency motors and variable speed/variable requency drives (VSD/VFD). Heating, ventilation and air-conditioning (HVAC) systems, including chillers and boilers,

    economizers, control systems, variable air-volume (VAV) systems, load control, pipe insulation,heat pumps, space heaters, air conditioners, systems or thermal storage and heat recoverysystems.

    Replacement equipment or major appliances that are essential to your operations such ascommercial rerigeration equipment, process equipment, commercial dishwashers or commercialwashers and dryers.

    Biomass projects that meet ECOLOGO certication requirements. Geothermal projects such as ground source heat pumps designed and installed by Canadian

    GeoExchange Coalition (CGC) Accredited Proessional companies (ound at www.geo-exchange.ca) and according to CAN-CSA C448.

    Renewable energy including solar, wind , and methane capture where the electricity generatedwill displace electricity currently supplied by the utility company. Or, i net-metering with a utility,the utility bills must relect the amount o electricity generated on-site.

    Eciency NB will consider other proven energy-saving measures with veriable costs that result in anet reduction in non-renewable energy consumption.

    2.5 INELIGIBLE MEASURES

    The ollowing are examples oineligible measures: Projects or measures that are already in progress or that have already been completed. Projects in new buildings or new additions to buildings. A new building is dened as a building

    where construction was completed less than 2 years ago. New or unproven technologies not yet substantiated by a recognized third party such as the

    Canadian Standards Association (CSA), the American Society o Heating, Rerigeration and AirConditioning Engineers (ASHRAE), the Illuminating Engineering Society o North America (IESNA)or similar organizations.

    Demand reduction where total energy consumption is unaected. Household appliances that are designed or residential use such as residential rerigerators,

    residential ranges, residential clothes washers and dryers and residential dishwashers. Portable equipment such as lamps and desk ans.

    Electronic equipment such as desktop computers and ax machines. Measures which take the equipment outside its operating range and that can negatively impact

    equipment lie (e.g., voltage reduction).

    2.6 MANDATORY APPLICATION REQUIREMENTS

    When submitting applications, the ollowing inormation and materials must be included: As described in Section 4 of this guide, schedule an energy audit (Step 1) and have the Energy

    Management Service Provider complete and submit the application orm electronically in itsentirety.

    The application must be for a building two years of age or older. The retrot project must notincur any eligible costs until all parties have signed the Program Agreement and Eciency NB has

    sent notication o approval. The notication o approval will be sent once ENB has reviewed andapproved the Statement o Work. Incurred costs reer to eligible costs or goods that have beenreceived and/or services that have been rendered related to procurement or installation o theproposed measures.

    The proposed project(s) must have a simple payback period that is at least one year in orderto be eligible or an implementation incentive; where the proposed project is dened as allrecommended energy eciency measures being implemented. Individual energy eciencymeasures within the proposed project are permitted to have paybacks o less than one year and,i necessary, the eligible incentive amount will be limited to ensure that the total simple payback

    period is not less than one year. The simple payback per measure and the total simple paybackshould be detailed in the energy audit report.

    The audit may include multiple buildings, but a separate Application or each building is required. All implementation of approved energy eciency projects must be completed within 18 months of

    the date Eciency NB signed the Program Agreement.o Implementation o approved energy eciency projects or Municipalities and campuses

    must be completed within 36 months o the signed Program Agreement. Municipalities and campuses are eligible to apply or implementation incentives

    once per year up to a maximum o three (3) implementation claims within theaorementioned 36 months.

    Buildings that have previously received incentives through the Energy Smart Program are noteligible to apply or incentives or the same building through this program.

    3.0 FINANCIAL INCENTIVES

    3.1.2 Water and Wastewater Treatment Plants and Pumping Stations

    Eciency NB has developed a custom approach or Waste Water Treatment Plants (WWTP) and theirrespective pumping/lif stations. WWTPs are eligible to receive % o their energy audit costs upto $,. Pumping/Lif stations are considered part o their respective treatment acility and areeligible or an additional audit incentive o% o audit costs up to $ maximum total or allassociated pumping stations.

    3.2 EFFICIENCY NB IMPLEMENTATION INCENTIVES

    3.2.1 Buildings

    The incentive is $30/GJ saved, up to a maximum o $75,000, or all building sizes.

    3.2.2 Water and Wastewater Treatment Plants and Pumping Stations

    The incentive or the implementation o energy eciency measures is based on amount o energysaved. Each water and wastewater treatment plant and its associated pumping stations are eligible oran incentive o $30/GJ saved up to a maximum o $75,000.

    4.0 PROGRAM STEPS

    STEP 1 SCHEDULE YOUR ENERGY AUDIT

    Contact an Energy Management Service Provider (EMSP) to schedule an energy audit. The EMSPwill perorm the audit, discuss potential projects with you, prepare an audit report and submit anapplication on your behal to Eciency NB. See our website or a list o qualied service providersthat has successully entered our program and or a list o questions to ask EMSPs.

    Acceptable Qualications or Service Providers: Unless there is someone within the Participantsorganization with the required qualications and experience in evaluating the energy eciency inbuildings described below, an outside EMSP will need to be retained at the Participants expense.

    It is the Participants responsibility as the applicant to ensure that the proessional selected hasthe necessary training, credentials and experience. Retaining the services o a competent energyproessional throughout the project will help realize the estimated energy savings.

    EMSP Qualifcations or all buildings:

    Either a Proessional Engineer (P Eng), a Proessional Technologist (P Tech), a CertiedEngineering Technologist (CET), an Architect or a Certied Energy Manager (CEM) must perormthe energy audit; this individual must have at least two years experience evaluating energysystems in commercial buildings.

    An Engineer-In-Training under the supervision o a P Eng., a P Tech or a CET with the two yearsexperience is acceptable, but the supervisor must certiy and sign the audit report.

    STEP 2 SUBMIT PROGRAM AGREEMENT AND RELEASE OF INFORMATION

    The Energy Smart kit will be sent to the Participant once the application has been received byEciency NB. All necessary orms and inormation required to successully participate in the programcan be ound in this kit.

    Please return to Eciency NB:

    Program Agreement: complete these orms, sign, and return the two copies to Eciency NBwithin 30 days.

    Release o Inormation: complete and send in to Eciency NB within 30 days.

    Afer the EMSP has submitted proo o payment, the audit rebate will be received within 60 days.Acceptable proo o payment is a copy o a paid invoice or a submittal by the EMSP indicating the auditamount and that the participant has paid the EMSP in ull.

    Eciency NB requires that a signed Program Agreement, Release o Inormation and the Audit Reportbe sent to Eciency NB beore an audit incentive cheque is issued. I payment has not been receivedand a signed Program Agreement and Release o Inormation has been submitted please contact yourEMSP. See Section 3.1 or a detailed look at audit incentives available.

    STEP 3 SUBMIT THE STATEMENT OF WORK

    Once the audit report has been received, the Statement o Work can be submitted to Eciency NB.

    The audit report provides detailed inormation on potential energy eciency projects along with theirestimated costs, energy savings, and an estimate o the time it will take or the investment to be paidback as a result o energy savings.

    The Statement o Work documents the energy eciency projects that will be implemented. When thedecision has been made to go ahead with some, or all, o the recommended measures in the auditreport, enter these in the Statement o Work.

    Please send Eciency NB:

    Statement o Work: can be ound in your Energy Smart kit. It will inorm Eciency NB o the measuresthat will be implemented to upgrade the buildings level o energy eciency.

    Once the measures have been selected (the complete list is in the audit report), complete the ormindicating the intended projects and send the signed original to Eciency NB or approval a minimumo 45 days beore construction is scheduled to start.

    STEP 4 RECEIVE APPROVAL TO GET STARTED

    Eciency NB will receive and review the completed Statement o Work and notication will besent when the projects have been approved. Once the approval rom Eciency NB is received, theparticipant can commence implementation o the energy eciency measure upgrades.

    Important: No project work can begin prior to receiving approval o the Statement o Work romEciency NB.

    STEP 5 SUBMIT REQUEST FOR PAYMENT

    At this point all the upgrades have been completed. Congratulations. Now it is time to request theincentive payment.

    Please send Eciency NB:

    Request or Payment: describes the work that was completed.

    Complete and send an original, signed Request or Payment along with copies o invoices, receipts,etc. Please send this within 90 days o completion o construction to ensure the payment is receivedin a timely manner.

    STEP 6 SITE INSPECTION

    A member o Eciency NBs sta may perorm a site inspection to veriy the energy eciencymeasures that have been completed.

    STEP 7 RECEIVE INCENTIVE PAYMENT

    Once Eciency NB has approved your Request or Payment, the incentive or your energy ecientupgrades will be received within 60 days o ENB receiving the claim and invoices. Please see Section3.2 or more inormation on energy ecient upgrade incentives available.

    5.0 AUDIT REQUIREMENTS

    Eciency NB requires a comprehensive energy audit or all buildings entering the program.

    A comprehensive audit is an onsite audit and subsequent report that investigates all possible buildingpotential measures to reduce energy consumption. These measures can include but are not limited to;

    building envelope

    heating, ventilation and air conditioning (HVAC)

    process equipment

    plug loads

    electrical equipment

    commercial kitchen equipment

    hot water

    refrigeration

    lighting

    motors

    Eciency NB requires the energy audit to be comprehensive so that all options can be considered andthe potential to increase savings is made available. For example, where more ecient lights createless heat, it is benecial that the audit report should indicate the extent to which this aects thebuildings heating load in winter and cooling load in summer.

    The comprehensive energy audit should include the ollowing: A written description of the physical characteristics of the building, as well as its current condition,

    age and construction type.

    A description of the major existing equipment including lighting, all sources of heating andcooling, their energy consumption and uel type as well as the manuacturer, model number,physical condition and years o service.

    A complete breakdown of the buildings current energy consumption by end-use type such aslighting, space cooling, space heating, water heating, ventilation, rerigeration and plug loads.

    An analysis of the recommended energy saving measures and their resulting net eect on energyconsumption o other systems in the building.

    The audit should describe both the current equipment and the recommended measures. The auditreport needs to provide enough inormation or Eciency NBs technical sta to evaluate the proposalwithout requesting urther details.

    Include the recommended measures rom the audit report that will be implemented on the Statemento Work orm received in the Energy Smart Program Kit.

    I capacity is being added (ex: adding air conditioning during the retrot), a very small additionis being added, or the occupancy will be changed (ex: changing a building rom a restaurant toapartments) a modelled approach is required. A baseline model as well as the intended equipmentmodel must be included in the report. All the baseline assumptions must also be submitted.
