Senator James E. Risch483 Russell Senate Office BuildingWashington, DC 20510

Attn: Mr. John Sandy, Chief of Staff

Re: Oil Refining - Considering future eventualities versus the myopia of the present (letter #23)

Dear Mr. Sandy,

During September 8-11, I visited your office—as well as the offices of other members of the SenateEnergy and Natural Resources Committee (ENR)—and handed your staff my September 5 letterrequesting Senator Risch to ask ENR Chairman Lisa Murkowski to call hearings to take testimonyfrom CEOs of petroleum corporations on how they will act in a scenario of continued global low-oil prices when the National Interest might conflict with their fiduciary duty.

I am curious to know whether you have read my letter and passed it on to the Senator, and whetherhe has expressed any interest, concern, or inclination to further investigate my concerns.

The petroleum industry continues its decline. The Oil & Gas Journal reported on September 18:

US rig count falls for fourth straight week (http://bit.ly/OGJ18Sept15)

The overall US drilling rig count lost 6 units during the week ended Sept. 18 in a fourth straightweek of declines, according to data from Baker Hughes Inc. (OGJ Online, Sept. 11, 2015). Thenew total of 842 is the lowest since the first week of January 2003.

The count has fallen by 43 units since the week ended Aug. 21. The downward shift follows ashort-lived summer rebound in which the total lifted to 885 from a previous low for the currentdownturn of 857. The count is now down 1,089 year-over-year. (my emphasis added)

I encourage Senator Risch to ask Lisa Murkowski to put the brakes on the Energy PolicyModernization Act of 2015 and Offshore Production Energizing National Security Act of 2015.

Those bills assume and rely on a sustained viable and financially healthy petroleum industry.

Anybody in their right mind should be questioning the credibility of that assumption. This warrantshearings and investigation in my opinion. ENR's work is incomplete and lacks credibility.

Please tell me that Senator Risch has given serious consideration to my concerns.
