PLAN («Road map») for EE in buildings and structuresRussian Federation Government Order № 1853-R of 01.09.2016

Reduction of the annual energy resources consumptions in buildings and constructions:

▪ a) for newly created buildings, constructions

from July 1, 2018 - not less than 20 percent to the baseline,

from January 1, 2023 - not less than 40 percent to the baseline,

from January 1, 2028 - not less than 50 percent in relation

to the baseline;

▪ b) for reconstructed or overhauled (except for dwellings) from July 1, 2018 – not less than 20 percent to the baseline.

Mandatory technical requirements - Priority EE requirements:

a) for administrative and public buildings with a total area of over

1,000 square meters, the new construction and reconstruction -

automatic regulation of heat energy consumption in heating and

ventilation systems, depending on changes in the outdoor temperature,

the preparation of hot water and maintaining a predetermined

temperature in the hot water system

b) for new dwellings – automatic regulation of heat energy

consumption

c) use for working lighting of light sources with luminous efficiency not

less than 95 lumen per watt and devices with automatic control of

lighting
