Jasmin manages the com-mercial operation of Trans-Canada’s power generation assets in eastern Canada and eastern United States. His main responsibilities include asset optimization, market-ing, trading and regulatory involvement in the market areas where TransCanada’s eastern power generation assets, which include hydro, wind, solar, combined cycle, and peaking type facilities, are located.

ANTHONY HAINES President & CEO Toronto Hydro

Anthony is the President and CEO of Toronto Hydro, one of the largest urban electric-ity distribution companies in Canada. He is a seasoned leader with over 25 years of experience in the Canadian energy industry, including 15 years in various senior roles in the natural gas indus-try. Anthony is currently the Chair of the Canadian Elec-tricity Association and has been a member of its Board since 2006.

Prior to joining Power Advisory Ja-son was Director of Generation Pro-curement at the OPA. Approval was also received for ma-jor leave to construct applications. Susan has actively participated in and provided leadership to OEB initiatives and energy industry studies.

Previously Susan held positions with Hydro One in Corporate Finance, Trans-mission Asset Management and at On-tario Hydro in Hydroelectric. Prior to joining Ontario Hydro, Susan worked in regulatory consulting and in investment management.

Ian advises on nat-ural gas and electricity energy policy, regulatory policy, regulatory process-es, rates and tariffs, and compliance and licensing. Jay is a highly respected and experi-enced energy lawyer. Since 2003 he has been lead counsel for the School Energy %QCNKVKQP�� TGRTGUGPVKPI� CNN� ƂXG� VJQWUCPF�Ontario schools in the energy regulatory environment. Since 1995 he has also been the primary regulatory counsel in Ontario for the Heating, Ventilating, and Air Con-ditioning (HVAC) Coalition, an association of Canadian heating and air condition-ing contractors. Before that, in 1985 he was one of the founders of what is now the Association of Power Producers of Ontario (formerly IPPSO), and went on to be a member of their Board for ten years, including a stint as President, and several years as publisher of their magazine.

GORDON KAISER MODERATOR Energy Arbitration LLP & Former Vice Chair, Ontario Energy Board

Gordon acts as an arbitrator and mediator in complex commercial contracts with par-ticular reference to energy, telecommuni-ECVKQPU�� EQPUVTWEVKQP��RTQLGEV�ƂPCPEG�CPF�intellectual property. He served as Vice Chair of the Ontario Energy Board for six years.

Gordon practiced law as a partner in a PCVKQPCN�NCY�ƂTO�HQT�QXGT����[GCTU�URGEKCN-izing in energy, telecommunications, com-petition law and intellectual property. He is Co-Chair of the Canadian Energy Law Forum and a Managing Editor of the En-ergy Regulation Quarterly.

Gordon received the National Leadership Award from the Canadian Association of Public Utility Tribunals. He was named En-ergy Lawyer of the Year by the Energy Law Forum and was recognized as one of Can-ada’s leading arbitrators and mediators by Chambers Global 2014.

ALICIA MILNER President Canadian Natural Gas Vehicle Association

Alicia leads Canada’s national trade associa-tion for natural gas vehicles, the Canadian Natural Gas Vehicle Alliance. Alicia led the industry in working with Natural Resources Canada and a broad group of stakeholders to develop the “Natural Gas Use in the Ca-nadian Transportation Sector – Deployment Roadmap” focusing on the environmental CPF�GEQPQOKE�DGPGƂVU� QH� KPETGCUGF�WUG�QH�natural gas for medium- and heavy-duty ƃGGVU�KP�%CPCFC��5JG�CNUQ�EQ�NGCFU�VJG�9GUV�Coast Marine LNG project jointly funded by Transport Canada and industry which aims to identify and address the barriers to LNG use in Canada’s marine transportation sec-tor.

Alicia also serves as Chair of NGV Global, the international association for natural gas vehicles. She sits on Canada’s National Ad-XKUQT[�%QWPEKN�QP�'PGTI[�'HƂEKGPE[�CPF�KU�C�member of the Canadian Society of Associa-tion Executives.

Prior to joining MPA, Pelino was Chief of Staff to the Ontario Minister of En-ergy from 2003 to 2005. Dwight has had a distinguished ca-reer in public service that spanned close to 25 years. During his time as a Member of the Ontario Legislature he served as Deputy Premier, Minister of Finance, Chair of the Management Board of Cabinet, Chair of Cabinet, Government House Leader, Minister of Energy, Minister of Revenue, Min-ister of Government Services and Op-position House Leader. He delivered six budgets and authored historic reforms to Ontario’s tax, pension, in-surance, and energy regimes. Dwight also had Ministerial responsibility for the Ontario Securities Commission, the Ontario Energy Board, Hydro One, and Ontario Power Generation.

MURRAY ELSTON Director, IESO & Former Chair, Ontario Distribution Sector Review Panel

Murray was elected to the Ontario Legislature in 1981 and re-elected in 1985, 1987 and 1990. In the Legis-lature, he served as Health Minister, Minister of Financial Institutions and Chair of Management Board. Follow-ing his tenure in the Legislature, he served as President of the Canadian Nuclear Association and Canada’s Research-Based Pharmaceutical Com-panies before joining Bruce Power in 2009. After retiring from Bruce Power, Murray served as Chair of the Ontario Distribution Sector Review Panel.

TIM MURPHY Co-Chair, Aboriginal, Government Relations, Project Finance, Infrastructure & Energy, McMillan LLP & Former Co-Chair, Liberal Party of Ontario Campaign

Formerly Chief of Staff to the Prime Minister of Canada, Tim provided strategic advice and direction to the Cabinet, the Prime Minister and to senior levels of the public service. His public sector experience also includes serving as Chief of Staff to the Finance Minister of Canada, as a Member of Provincial Parliament in Ontario and as a strategic advisor to governments at all levels. As a lawyer, Tim has advised national and international clients in diverse areas including RTQLGEV�ƂPCPEG��EQPUVTWEVKQP� NCY��infrastructure and renewable energy, government procurement and bid practices generally. Adam is a Canadian journalist. He is currently The Globe and Mail’s On-tario Legislature columnist, based out of Queen’s Park, and writes a political blog for that newspaper’s website. He was formerly a member of the Globe’s Editorial Board. Adam has also been the managing edi-tor for online services at Maclean’s magazine, a columnist and editorial board member at the National Post, and a columnist for The Hill Times and The Ottawa Citizen.

He has served as Minister of Infrastruc-ture and Minister of Infrastructure and Transportation. PETER FRASER Vice President, Industry Operations & PerformanceOntario Energy Board

Peter was appointed Managing Di-rector of Regulatory Policy in No-vember 2011. Prior to this he held the position of Senior Manager, In-frastructure & Renewables, with re-sponsibilities relating to connection of renewable generation to electric-ity networks, oversight of wholesale electricity markets, regulatory as-pects of electric reliability and the review of network investment plans. Prior to joining the OEB, Peter worked for six years at the Interna-tional Energy Agency (IEA) in Paris, France, as senior electricity policy advisor and spent nearly nine years as energy policy advisor at the On-tario Ministry of Energy. Peter holds master’s degrees in physics from Queen’s University and in environ-mental studies from York University and a BSc in physics from the Univer-sity of Toronto.

DR. CHRISTINA HOICKA Assistant Professor & PowerStream Chair, Faculty of Environmental Studies, York University

Christina’s research interest is in the relationships and decisions that pol-icy makers, citizens and consumers make in the current energy system transition. She is currently teaching a graduate level course on community energy planning in the Faculty of En-vironmental Studies at York University. Christina developed practical course content through consultation with the stakeholders engaged in community energy planning in Ontario - City of Toronto, Guelph, Burlington, London, QUEST, and the Ministry of Energy.

Prior to her PhD, she worked with stakeholders and advised on policy related to climate change mitiga-tion, carbon markets, transportation demand management, electricity and the use of coal and renewables, energy conservation, and energy ef-ƂEKGPE[�� %JTKUVKPC� JCU� YQTMGF� CV� VJG�Ministry of Energy, the Ministry of the Environment, the Association of Major Power Consumers in Ontario (AMP-CO), the Ontario Power Authority and Enbridge Gas Distribution Inc.

MATT JAMIESON Director of Economic DevelopmentSix Nations Elected Council

Matt is a member of the Tuscarora Nation and resides on Six Nations of the Grand River Territory. He currently serves as the Director of Economic Development for Six Nations Elected Council. Recently, Matt was the principle architect of Six Nations equity investment in Samsung’s Grand Renewable Energy Park - a devel-opment of 250 megawatts of nameplate capacity with a total investment cost of $1 billion. He was also the primary nego-tiator of direct and indirect community DGPGƂV� CITGGOGPVU� UVGOOKPI� HTQO� CP�additional 225 megawatts of renewable energy projects.

In his role as Director of Economic De-velopment, Matt is responsible for man-aging a diverse portfolio of business enterprises ranging from gaming and tourism to housing and commercial de-velopment. The Six Nations Economic Development department is the largest of its kind in Ontario with over 120 em-ployees and a $25 million annual operat-ing budget.

John was elected to the Ontario Legis-lature as MPP for the riding of Renfrew-Nipissing-Pembroke on October 2, 2003 and was re-elected on June 12th, 2014 for his fourth term. John is currently Energy %TKVKE�CPF� VJG�%JKGH�9JKR� HQT� VJG�1HƂEKCN�Opposition. He has served as the House Leader and as a member of the General Government Committee.

John was raised on politics as his father, Paul Yakabuski, served as the Provincial Member for the riding of Renfrew South for 24 years. John is also known for his re-cord of community service that has includ-ed service to the Royal Canadian Legion, Madawaska Valley Lions Club and the Boy Scouts. John has also sat on the steering committee of St. Francis Memorial Hospi-tal’s Capital Equipment Campaign.

Sean joined the Centre for Urban Energy as a Distinguished Re-search Fellow in 2012. As one of the longest serving Members of the Ontario Legislature, Sean has had an active interest in Ontario’s energy debate for over 30 years.

Sean is a Public Policy Advisor with VJG�PCVKQPCN�NCY�ƂTO�)QYNKPIU�..2��He is also a public affairs analyst on various television and radio programs. A graduate of Wilfrid Laurier University and Queen’s University, Sean Conway entered the Legislature in 1975 and served until his retirement in 2003. During that time, he was a member of sev-eral Select Committees on Energy. From 1985-1990, he served as Min-ister of Education in the Govern-ment of Premier David Peterson. Upon leaving the Legislature, Con-way received the Churchill Society Award in the Cause of Parliamen-tary Democracy.

MAYOR JEFF LEHMAN City of Barrie & Chair, Large Urban Mayor’s Caucus of Ontario (LUMCO)

Mayor Lehman is the 46th Mayor of the City of Barrie. As the head of Council and CEO of the City, he is leading Bar-rie through a period of rapid change. His top priorities include jobs and economic development, public engagement, and VJG�2NCP�HQT�6TCPUKV��YJKEJ�KU�VJG�ƂTUV�GXGT�overhaul of the City’s transit system. In February of 2014, Mayor Lehman was elected by his peers to Chair the Large Urban Mayor’s Caucus of Ontario, which consists of the Mayors of Ontario’s 26 largest cities.

Mayor Lehman holds a B.A. from Queen’s University, and a Master’s Degree with ƂTUV�ENCUU�JQPQWTU�HTQO�VJG�7-oU�.QPFQP�School of Economics. As an economist, he worked with cities across Canada to manage redevelopment and invest in their urban infrastructure, and has be-come known nationally as an expert on the links between public and private in-vestment.

BRIANRIVARDDirector of MarketsIndependent Electricity System Operator (IESO)

Brian Rivard is the Director, Mar-kets at IESO. In this role, Brian leads a team of analysts who study the impacts of changes to the IESO Market Rules or Market Design. Prior to this, Brian was the Manager, Regulatory Affairs and Sector Policy Analysis. Brian has also held the position of Manager, Economics and Senior Economic Advisor to the Ontario Market Sur-veillance Panel.

Prior to joining the IESO, Brian was a Senior Economist with the Canadian Competition Bureau, an economic consultant for LECG, and Director of Economics at Bell Canada Enterprises.

Brian is a member of the Indepen-dent System Operator/Regional Transmission Organization Council (IRC) and holds a PhD in Econom-ics from the University of Western Ontario.

BRUCEANDERSON Director of Market & Regulatory Affairs, New England Power Generators Associa-tion

Bruce is the New England Power Gen-erators Association’s (NEPGA) Director of Market and Regulatory Affairs. Since 2012 he has represented NEPGA in dozens of proceedings before the Federal Energy Regulatory Commission and state regu-latory authorities, as well as before the Massachusetts Supreme Judicial Court and the United States Court of Appeals for the D.C. Circuit. He also represents NEPGA at all NEPOOL stakeholder com-mittee meetings, the forum for New Eng-land market participants to deliberate on proposed market rule changes.
