Encompass 21.4 Release Notes - Broker Edition

Encompass 21.4 Major Release(Version 21.4.0.0/21.4.0.1 Server Patch 1)These are the release notes for the Encompass 21.4 Major Release. They include a high-level overview ofnew features, feature and form enhancements, and fixed issues, followed by more detailed information andinstructions where appropriate.

These release notes also provide information about an update (21.4.0.1 Server Patch 1) to the 21.4 releasethat was added to address issues discovered during testing and to describe feature enhancements for year-end updates from government entities.

Refer to the online help and the Guides & Documents page for additional information and relateddocuments.

This Encompass 21.4 Major Release will be applied to your users' computersautomatically and cannot be controlled manually via the Encompass VersionManager tool. Users will receive the update upon their initial log in of Encompassfollowing the release.

What's in This ReleaseHighlights of this release include the following:

n Update to Windows Support - Windows 11 (Build 22471.1000)

HELOC Loans

Update to the Starting Date for HELOC Schedules

Updates have been made in the method used to set the starting date for the minimum, maximum, FL, andhistorical schedules included in HELOC loan disclosures. All schedules now begin on January 1 of the yearthat is 14 years prior to the disclosure date (field ID 363) for the loan. If no disclosure date is entered, theschedules begin on January 1 of the year 14 years prior to the current date. For example, schedules for aHELOC loan with a disclosure date of December 15, 2021 will begin on January 1, 2007.

When the full loan term as defined by the combined total of the Draw Period plusthe Repayment Period (field IDs 1889 and 1890) is less than 180 months, thestarting date for the schedules is determined by subtracting the number of years inthe loan term from the year of the disclosure date (or the current year when nodisclosure date is selected). For example, schedules for a HELOC loan with adisclosure date of December 15, 2021 and a loan term of 120 months will begin onJanuary 1, 2011.

To make the disclosure date accessible on the HELOCManagement input form, a HELOC Disclosure Datefield (field ID 363) has been added to the HELOC Program tab on the form. This date field uses the samefield ID as the disclosure date fields used elsewhere in Encompass.

Send Initial Disclosures Alert No Longer Triggered for HELOC Loans

Starting in Encompass 21.4, the Send Initial Disclosures alert will not be triggered for HELOC loans. Thisapplies to HELOC loans using RESPA 2010 GFE and HUD-1 forms or the RESPA-TILA 2015 LE andCD form version. In previous versions of Encompass, this alert would be triggered erroneously forHELOC loans if the 2010 REGZ-TIL and 2010 GFE was not disclosed.

HELOC loans are identified by the Loan Type field (field ID 1172) on the BorrowerSummary and other input forms. Selecting the HELOC check box for the loan typehere ensures that this alert will not be applicable to the loan.

Encompass Forms and Tools

Support for PACE Loan Data in Fannie Mae DU Submissions

Updates have been made to enable lenders to submit data for PACE (Property Assessed Clean Energy)loans to Fannie Mae DU (Desktop Underwriter). These updates include new fields that display on theVerification of Liabilities (VOL) and Fannie Mae Additional Data input forms, plus new calculations todetermine energy efficient loan amounts and PACE loan payoff amounts. The information from these newfields will be included in the MISMO 3.4 loan file when a loan is submitted to Fannie Mae DU.

On the VOL input form, in the Debt Information section, two new Energy Efficient Debt check boxes (field IDFL0069) have been added to indicate whether a liability is a debt associated with a PACE Loan or anEnergy Improvement loan.

On the Fannie Mae Additional Data input form, a new Existing Energy Improvements section has beenadded with calculated values for the Energy Improvement Amount (field ID 4785) and the PACE LoanPayoff Amount (field ID 4786) when appropriate. Both fields have a Lock icon that can be clicked to overridethe calculation and manually enter an amount. A Show all VOL button has been added to provide access tothe VOL input form via a pop-up window.

The PACE Loan Payoff Amount (field ID 4786) is populated with the sum of all Payoff Amount fields (field IDFL0016) for all borrower in VOL records with all the following check boxes selected:

n The PACE Loan check box (field ID FL0069)

n The Subject Property check box (field ID FL0027)

n The Will be Paid off check box (field ID FL0218)

If the PACE Loan checkbox is cleared, the Payoff Amount for the VOL is removedfrom the PACE Loan Payoff Amount total.

The Energy Improvement Amount (field ID 4785) is populated with the sum of all Payoff Amount fields (fieldID FL0016) for all borrower in VOL records that match all the following criteria:

Updated Fannie Mae DU and Freddie Mac LP Options in Drop-Down Lists

To address changes in Fannie Mae DU and Freddie Mac LP, the options that display in the following drop-down lists have been updated to match the revised Fannie Mae DU and Freddie Mac LP options. Theseupdates affect only the options that display on the drop-down list. The field names and mapping of the fieldshas not changed.

n The other credits description (field IDs 202, 1091, 1106, and 1646) and the other credits Source(field IDs 4667, 4668, 4669, and 4670) for lines M3–M6 in the Total Credits section on the 1003URLA - Lender input form and the Freddie Mac Additional Data input form.

n The Source of Funds (field ID URLARAL0133) in the Account Information section of the Verificationof Additional Loans input form.

n The Source (field ID URLAGG0119 and URLAGG0219) in the Gifts and Grants Information sectionof the Verification of Gifts and Grants input form.

n The Offering Identifier (field ID CASASRN.X163) on the Freddie Mac Additional Data input form.

n The Asset Type (field ID URLAROA0102) on the 1003 URLA - Part 3 and the Verification of OtherAssets input forms.

n The refinance program drop-down list (field ID URLA.X166). This field displays as a series of checkboxes on the 1003 URLA - Lender input form, but it can be added to a custom form as a drop-downlist.

Average Representative Credit Score

A new Average Representative Credit Score field (field ID 4752) has been added to the Borrower Summary- Origination and Borrower Summary – Processing input forms to provide visibility into the averagerepresentative credit score rating that is being implemented by Fannie Mae DU (Desktop Underwriter).

The field is populated with a calculated value based on the credit scores of the first four borrowers in theloan only. A borrower with no credit score is excluded from the calculation, which is then based on the creditscores of the remainder of the original four borrowers. A recalculation of the value is triggered when any ofthe credit scores are updated for the original four borrowers. Click the Lock icon to overwrite the value ifneeded.

The value in this field is not directly integrated with Fannie Mae DU submissions, but it enables lenders toperform eligibility screening prior to a submission to identify whether a loan falls under the eligibility criteriafor Fannie Mae DU.

Automated calculations have been implemented to ensure that Encompass uses the same logic as FannieMae Desktop Underwriter (DU) when determining the borrower and co-borrower combined present housingexpenses for Rent (field ID 119), 1st Mortgage (field ID 120), and R.E. Taxes (field ID 123). These fieldsdisplay in the Combined Housing section of the Loan Submission input form.

The following logic is now being used to populate values in these fields.

Rent calculation:

n The borrower portion is the sum of all monthly payments (field ID BR0016) in the borrower’sVerification of Residence (VOR) entries that have the Rent check box selected (field ID BR0016)and Current selected as the Residence Type (field ID BR0023).

n The co-borrower portion is the sum of all monthly payments (field ID CR0016) in the co-borrower’sVerification of Residence (VOR) entries that have the Rent check box selected (field ID CR0016)and Current selected as the Residence Type (field ID CR0023).

1st Mortgage calculation:

n The borrower portion is the sum of all Mortgage Payment fields (field ID FM0016) in Verification ofMortgage (VOM) entries that have Primary selected in the Property is used for drop-down list (fieldID FM0041) and the selection in the VOM is for drop-down list (field ID FM0046) is Borrower, Both,or is blank.

n The co-borrower portion is the sum of all monthly payments (field ID FM0016) in the Verification ofMortgage (VOM) entries that have Primary selected in the Property is used for drop-down list (fieldID FM0041) and Co-Borrower selected in the VOM is for drop-down list (field ID FM0046).

R.E. Taxes calculation:

n The borrower portion is the sum of all Taxes, Ins, Expenses fields (field ID FM0021) in theVerification of Mortgage (VOM) entries that have Primary selected in the Property is used for drop-down list (field ID FM0041) and the selection in the VOM is for drop-down list (field ID FM0046) isBorrower, Both, or is blank.

n The co-borrower portion is the sum of all Taxes, Ins, Expenses fields (field ID FM0021) in theVerification of Mortgage (VOM) entries that have Primary selected in the Property is used for drop-down list (field ID FM0041) and Co-Borrower selected in the VOM is for drop-down list (field IDFM0046).

To enable users to adjust the calculated amounts if needed, Lock icons have been added to the fields forRent (field ID 119), 1st Mortgage (field ID 120), and R.E. Taxes (field ID 123). Click the icons to manuallyedit the amounts.

The values from these fields are used to populate the Payment (field ID 737) for present housing in theUnderwriting Information section of the 1008 Transmittal Summary based on the borrower’s primaryoccupancy. An Edit icon has been added to the 1008 Transmittal Summary to enable underwriters toquickly access the Monthly Housing Expenses quick entry pop-up window to review the values.

Non-occupant borrower expenses continue to be populated to the present housing expenses for the Co-Mortgagors (field ID 1379).

New Use for UCD Export Indicator Added to Disclosure Tracking Tool

A new Use for UCD Export indicator is now provided in the Disclosure Tracking Tool to enable users whosend UCD (Uniform Closing Dataset) files to Fannie Mae or Freddie Mac to indicate the CD (ClosingDisclosure) to send. Only one disclosure can be indicated as the disclosure to send for UCD.

The Use for UCD Export check box is provided in the Disclosure Details window for each CD record in thetool. Select this check box in the CD record you want to send to Fannie Mae or Freddie Mac.

For more information about this new option, please refer to knowledge article 40337 in the Resource Centerthat discusses how this check box impacts the CD in the eFolder.

New eConsent Notification Templates for Encompass Consumer Connect Loans

Encompass administrators can create email notification templates that can be used when eConsentrequests are sent for loans originated in Encompass for Encompass Consumer Connect. These templatescan be configured so that different types of recipients receive different email notifications. For example, youcan send notifications to the borrowers based on one template, while sending notifications based onanother template to loan associates (Encompass users who are assigned to the loan). Encompass providesa preconfigured default template for eConsent in the setting.

The ability to create eConsent notification templates for loans originated inEncompass for Encompass Consumer Connect is available with the initialEncompass 21.4 release, but the notification emails themselves will be madeavailable in a future release.

ICE Mortgage Technology Branding Updates

Ellie Mae, Inc. officially became ICE Mortgage Technology in May 2021 following the acquisition of EllieMae, Inc. by Intercontinental Exchange in 2020. In support of this company naming update, references toEllie Mae have now been updated to ICE Mortgage Technology in the following user interfaces in electronicdocument management features:

n The error message that displays on the Company Status Online setting (Encompass > Settings >Additional Services > Company Status Online) when Status Online is not configured.

n The message that displays on the eDisclosure Fulfillment setting (Encompass > Settings >Additional Services > eDisclosure Fulfillment).

New Character Limitation for System Audit Trail Records

In previous versions of Encompass, when custom fields or virtual fields contained values greater than 8,000characters, the System Audit Trail update would fail. To address this issue, starting in Encompass 21.4,custom and virtual fields containing more than 8,000 characters are truncated in the System Audit Trail andthe search record will be successfully stored.

Juneteenth Added as a Federal Holiday on the Encompass Compliance Calendars

Miscellaneous Updates to Encompass Settings

To ensure that disclosure and closing timelines are scheduled correctly, June 19th (Juneteenth) has beenadded as a federal holiday on the Reg-Z Business Day Calendar and the U.S. Postal Calendar in theEncompass Compliance Calendar setting. Juneteenth, which celebrates the abolishment of slavery in theUnited States, was established as a Federal Holiday on June 17th, 2021. When a disclosure or closing datefalls on Juneteenth, the date rolls to the next business date.

June 19, 2022, which falls on a Sunday, is recorded on Sunday, June 19 on theReg-Z Business Day Calendar and on Monday, June 20 on the U. S. PostalCalendar.

Feature Enhancements for Version 21.4.0.1 ServerPatch 1(Added on 12/6/2021)

This update contains updates to users' Encompass client machines (21.4.0.1) and a Server Patch (serverpatch 1) that is applied to the Encompass Server. The feature enhancements listed below are included inthis update .

When you upgrade to 21.4, this client-side update (21.4.0.1) and Server Patch (server patch 1) will beapplied to your Encompass instance automatically.

In Encompass, go to Help > About Encompass in the menu bar to view your Encompass version. Once theupgrade is complete, your new version number will be 21.4.0.1 Server Patch 1.

Update to the Encompass Client Machines

Updated FHA County Loan Limits for 2022

(Added on 12/6/2021) 

On November 30, 2021, the FHA announced the availability of new FHA County Limits for 2022. The URLfor the 2022 FHA County Limits table is now provided in the Encompass Settings (and selected by default).Selecting the URL synchronizes this new table to apply the new limits to applicable loans in Encompass.

To Apply the 2022 FHA County Limits:

1. On the menu bar, click Encompass, and then click Settings.

2. On the left panel, click Tables and Fees, and then click FHA County Limits.

Issue Resolved with Military Service Check Boxes

For loans using the URLA 2020 forms, an update was made to the behavior of the borrower and co-borrower Military Service check boxes (field IDs URLA.X13 and URLA.X14) on the 1003 URLA Part 1 inputform. Previously, when an encompass user selected and then cleared the Yes check box, for MilitaryService, the No check box would automatically be selected. User would then have to clear the No checkbox if they did not want to indicate the military service status of the borrower or co-borrower.

This issue has been resolved. Clearing the Yes check box no longer causes the No check box to beselected.

Updated Closing Costs Calculation for VA Statutory Closing Cost Recoupment

An update was made to the calculation for the Closing Costs (VASUMM.X127) in the Statutory Closing CostRecoupment section on the Qualification tab of the VA Management input form to address an issue thatoccurred with lender-paid VA Funding Fees. Regulations require that these fees not be included in theClosing Costs in the Statutory Closing Cost Recoupment section.

The previous calculation for Closing Costs added the Loan Costs (which included the VA Funding Fee) andthen subtracted the VA Funding Fee from the Closing Costs amount. However, when the VA Funding Feewas lender-paid, it was excluded from the Loan Costs. This resulted in a lender-paid VA Funding Fee beingsubtracted twice when calculating the Closing Costs.

To address this issue, in the calculations for the following fields on the Qualification tab in the VAmanagement input form, the borrower VA Funding Fee (field ID 1050) from line 903 on the 2015 Itemizationinput form has been replaced with the borrower-paid amount (field ID NEWHUD.2.X2290) from the feedetails pop-up window for line 905 on the 2015 Itemization input form:

n All Other Non Shoppable services (field ID VASUMM.X137) in the Closing Costs Recoupmentsection

An issue was resolved that caused erroneous export codes to display in the HMDA LAR export for brokeredloans or loans imported from Encompass TPO Connect. This issue occurred when the Action Taken (fieldID 1393) for a loan with two borrower pairs was set to Active and an Encompass user entered data on theHMDA Information input form for the first borrower pair. If the user then switched to the second borrowerpair, changed the Action Taken (field ID 1393) to 6. Purchased, saved the loan while the second borrowerpair was still selected, and then generated the HMDA LAR report, the values for the first borrower pair werenot updating to Not Applicable when appropriate in the HMDA LAR export.

This issue has been resolved. When the second borrower pair is selected in a loan, Encompass nowupdates the values for the first borrower pair prior to generating the HMDA LAR export.

HMDA APR Field Now Recalculates Correctly When APR Updated

An issue was resolved that caused the APR (field ID 799) on the HMDA Information input form to notrecalculate for loans with co-mortgagors and mortgage insurance when a change in loan data triggered arecalculation of the APR. The value was recalculating correctly for the APR field (field ID 799) on other inputforms (for example the Loan Estimate Page 3, the Closing Disclosure Page 5, the RegZ-LE and the RegZ-CD).

This recalculation issue affected only the HMDA APR field and did not affect APRvalues used in disclosures for the loan.

When a PurchasePrice was entered, the Loan Amount was rounding correctly. Update to Business Rules to Ensure Date Range Formats are Managed ConsistentlyBetween Encompass and Users’ Windows Systems

When working with business rules in Encompass, administrators can set up rules for date fields and specifythe date range in which the rule will be applied. An issue occurred for some users who entered these dateranges with two-digit years (as shown in the example screen below). After setting up field rules with two-digit years like this, users subsequently received an error message (Invalid upper/lower bound) whenattempting to open any loan in Encompass. The error was due to the Encompass system interpreting a two-digit date range differently than the two-digit year indicated in the users’ Windows system. For example (asshown below), since the Windows system calendar was set up to interpret two-digit years as dates between1930 and 2029, and the Encompass field rule had a ‘Maximum’ (end) date of 12/31/40, the Encompasssystem interpreted the 12/31/40 end date as 1940 instead of 2040. This caused the error message to betriggered when users tried to open a loan because the business rule’s date range had a start date(‘Minimum’) that was higher than the end date (‘Maximum’). To address this issue, Encompass 21.4 nowuses the same date interpretation as the users’ Windows system calendar setting. In addition, two-digityears entered into business rule date ranges are now converted into 4-digit years when updates to thebusiness rule are saved. For example, 02/01/29 will be converted to 02/01/2029 in the business rulesettings.

An issue was resolved for FNMA 3.2 or Blend loan file imports that resulted in some non-POC fees beingtreated as POC fees in the Borrower Transaction section of the Closing Disclosure Page 3 when the 2015Itemization input form included at least one fee with a POC amount. The values in the following fields wereaffected by this issue:

n Sub Total (field ID CD3.X41)

n 03 Closing Costs Paid at Closing J (field ID CD3.X1)

n Total Due from Borrower at Closing K (field ID CD3.X21)

n Cash From Borrower (field ID CD3.X23)

This issue was resolved. POC and non-POC fees are now being populated correctly in the BorrowerTransaction section of the Closing Disclosure Page 3 for FNMA 3.2 and Blend file imports.

Principal Reduction Amounts No Longer Applied to Multiple Borrower Pairs

For loans with two borrower pairs, an issue was resolved that cause a principal reduction amount in aPayoffs and Payments entry for the first borrower pair to be doubled in the following fields because theamount was being applied to both borrower pairs:

n Line 04 (field ID L85) in section K. Due from Borrower at Closing in the Borrower’s Transactionsection of the Closing Disclosure Page 3

n The field at the bottom of the Closing Disclosure Page 3 that displays the cash due to or from theborrower at close (field ID CD3.X23)

This issue has been resolved and principal reduction amounts for Payoffs and Payments are now alwaysapplied to the first borrower pair only.

Updates have been made to correct an issue with county codes in the ZIP code database used byEncompass. This issue occasionally caused extraneous counties and cities to display in the Select a Citypop-up window that opens when entering ZIP codes that included more than one city or town. The invalidentries have now been removed from the ZIP code database.

Fixed Issues for Version 21.4.0.1 Server Patch 1(Added on 12/6/2021)

This update contains updates to users' Encompass client machines (21.4.0.1) and a Server Patch (serverpatch 1) that is applied to the Encompass Server. The fixed issues listed below are included in this update.

When you upgrade to 21.4, this client-side update (21.4.0.1) and Server Patch (server patch 1) will beapplied to your Encompass instance automatically.

The updates included in the Server Patch (server patch 1) are applicable tofeatures provided in Encompass Banker Edition only.

In Encompass, go to Help > About Encompass in the menu bar to view your Encompass version. Once theupgrade is complete, your new version number will be 21.4.0.1 Server Patch 1.

Updates to Encompass Client Machines

Issue Resolved with How MIP Amounts Used in Payment Calculations

(Added on 12/6/2021)

Customers using the initial build of the Encompass 21.4 release in test environments discovered an issuethat caused the mortgage insurance premium (MIP) amount to be incorrectly applied to the calculations forthe Total of Payments (field ID CD5.X1) on the Closing Disclosure Page 5 and the In 5 Years Total You WillHave Paid (field ID LE3.X17) on the Loan Estimate Page 3. No other calculations were modified inEncompass 21.4 and the changes to the calculations for Total of Payments and the In 5 Years Total YouWill Have Paid have been reverted to the previous versions of the calculations.
