Minutes of the meeting of the Project Approval Board held on the 15th of February,2017 for approval of Annual Work Plan and Budget 2017-18 of Karnataka under theCentrally Sponsored Scheme of Rashtriya Madhyamik Shiksha Abhiyan (RMSA).
A meeting of the Project Approval Board (FAB) to consider the Annual Work Plan &Budget 2017-18 of the State of Karnataka was held on the of February, 2017.
1. The list of participants who attended the meeting is at Annexure-I.
2 Joint Secretary (SE&L) welcomed the participants. Thereafter, a presentation wasmade by Deputy Secretary(RMSA-IV) highlighting the overall status of secondaryeducation in tihe State, areas of concern and details of the proposal of Annual Work Planand Budget (AWP&B) of RMSA for 2017-18. A copy of presentation is at Armexure - 11.
3. Discussions were held on the areas of concern, point wise as follows:
3.1.1 Status of HMs and teachers posts under State Cadre: Out of the approved postsof 40807 teachers & 4172 Head Masters (HM), only 36103 teachers and 3597Headmasters are in position, whereas 4704 posts of teachers and 575 Headmaster postsare vacant.
Civil works: Surrender of civil works of 154 schools approved in the years 2009-10,2010-11, 2013-14, 2014-15 & 2015-16 was accepted in 2016-17 PAB meeting, againstwhich 40 schools were approved for civil works in the year 2016-17. Out of remaining114 schools, 39 schools were considered for approval of civil works as these are alreadyfunctional.
Salary of teachers: The State has proposed the salary of 1952 subject teachers whichincludes computer. Art, craft, physical education, sports and other teachers, whereasonly core subject teachers (Maths, Science, Social Science, Language) can be consideredfor financial support under RMSA. As per UDISE, there are only 1003 core subjectteachers in position in the state.
Secretary Education, Karnataka explained that it is a common practice that oneteacher teaches more than the core subject due to lack of work load and if teachers teachmore than one subject they fill all subject options in the UDISE format. Further, the Staterequested to consider all subject teachers i.e. 498 along with 1003 subject teachers for thefinancial support. Hence, salary for 2017-18 was approved for a total of 1501 teachers.
Vocational Education: Out of the 250 schools approved for implementation ofVocational Education, the state has implemented VE in 100 schools only. The state doesnot intend to implement VE scheme in remaining 150 schools. These 150 schools havebeen surrendered. List of these schools may be seen at Annexure III. Further to this,the state also mentioned that they would not be creating any infrastructure, be itconstruction of labs or procurement of tools and equipments. The state plans to dopractical training by tying up with Polytechnics, ITIs and other industrialestablishments. In view of the above, it was decided to cancel the non-recurringapproval of Rs. 6482.50 Lakh. This includes 100 functional schools and 150 surrenderedschools. The non-recurring releases already made under non-recurring head ofRMSA would headjusted against the future non-recurring releases due to the state.
Girls Hostel: Out of 74 Girls Hostels approved, construction has been completed in 45hostels; construction of 25 hostels is in progress and civh work has not been started in 4hostels. 62 hostels have been made functional. The state was asked to start theconstruction of remaining 4 approved Girls Hostels.
ICT@School: The state was advised to surrender the 400 non implemented ICT schoolsbeing old sanctions. The State requested for 3 months time to take a decision on theissue.
3.1.2 Joint Secretary(SE) observed that the State should ensure timely submission ofaudit reports and utilization certificates so that the central funds could be released andthe implementation of Scheme is not hampered.
3.1.3 The State was asked to complete the child wise data along with Aadharnumber/unique ID for all students by 31st March, 2017, as releases under fresh nonrecurring outlay will be subject to the child wise enrolment data uploaded on UDISEplatform.
3.2 Education Indicators:-
• Gross Access ratio of the State is 93.10%.
• The enrolment in the year 2016-17 has increased by 25986 (1.46%) from previousyear.
• The Gross Enrolment Ratio at Secondary level is 84.44% in the year 2016-17,which has increased from 83.22% in the year 2015-16.
• The NER at state level is 61.75% in the year 2016-17, which has decreased from62.14% in 2015-16.
• The Dropout Rate at state level is 7.53% in the year 2016-17, which has increasedfrom 6.73% in 2015-16.
• The Transition Rate (Class VIII to IX) at State level is 97.15% in the year 2016-17,which has increased from 93.03% in 2015-16.
• The retention rate at State level is 90.41 % in the year 2016-17pyhich has increasedfrom 88.60% in 2015-16.
4. Annual Work Plan and Budget for 2017-18:
Thereafter, discussion was held on the activities proposed and the following decisionswere taken(Annexure IV):

Civil works for functional Schools: Under RMSA, civil works were approved for39 schools upgraded earlier and functional with an outlay of Rs. 2669.55 lakh. Thelist of schools is at Annexure - V. '

1.1School Grant: School Grant was approved for 5240 schools @ Rs. 0.50 lakh withan outlay of Rs.2620.00 lakh.
2 Staff for previous year schools:

Financial support for Head Master Salary @ Rs. 4.11 Lakh per annum (@ Rs.34250 per month) for 287 posts of Head rhasters was approved with total outlayof Rs. 1179.57 lakh.
2.2
Subject Teacher: Financial support was approved for salary @ Rs. 3.18 lakh perarmum (@ Rs. 26500 per month) for 1501 posts of teachers in position with totaloutlay of Rs. 4773.18 lakh.
3 Training of Teachers/HMs & Other members
3.1
In-service training of 22198 teachers including HMs in Teaching (ICT, lEDSS,RMSA etc.) was approved @ Rs. 300/- per day per teacher for 10 days with atotal outlay of Rs. 665.94 lakh.
3.2
Training for school leadership management course (Residential) for 25members was approved @ Rs. 400/- per day for 30 days with a total outlay of Rs.3.00 lakh.
3.3Training for Educational officer (DEO's/Principals/Administrators) for 128officers was approved @ Rs. 300/- per day for 3 days training with a total outlayof Rs. 1.152 Lakh.
3.4Training for 750 Head Masters (HM) {SLDP} was approved @ Rs 300/- per dayper HM for 16 days, i.e., Rs. 4800/- per HM with a total outlay of Rs. 36.00 lakh.
4.1
Need Based Training for teachers was approved for 5000 Teachers @Rs. 3000/-per teacher and 40 lakh extra amount for Development of teacher trainingmodule with a total outlay of Rs. 190.00 Lakh.
4.2Shaala Siddhi was approved for implementation in 9053 Schools (5242 Govt. +3811 Aided) @Rs. 600/- per school with a total outlay of Rs. 54.32 Lakh.
4.3Talent Search at school level was approved for all the 30 districts @ Rs 0.50/-Lakh per district with a total outlay of Rs. 15.00 lakh.
5 Project on Science and Maths (Rashtriya Avishkar Abhiyan)5.1 Excursion trip for students within the state was approved for 3000 students of
Class IX @ Rs. 200/- per student with a total outlay of Rs. 6.00 laVh.
5.2
Exposure visit for students including visit to higher educational institutions wasapproved for ICQ students of Class IX @ Rs. 1500/- per student with a total outlayof Rs. 1.50 lakh.
5.3
In-service training of Science and Maths teachers was approved for 8707teachers (Math-4281 + 4426 Science teachers) @ Rs. 300/- per day per teacher for10 days with a total outlay of Rs. 261.21 lakh.
5.4Remedial teaching was approved for 20600 students of Class IX in Govt.Secondary schools @ Rs. 500/- per student with a total outlay of Rs. 103.00 lakh
5.5Maths kits @ Rs. 1100/- were approved for 2000 government schools with a totaloutlay of Rs. 22.00 lakh.
5.6Science Exhibition cum Book fair was approved for all the 30 districts @ Rs. 1.00lakh per district with a total outlay of Rs. 30.00 lakh.
5.7Science kits @ Rs. 5400/-were approved for 2444 schools with a total outlayof Rs. 131.98 lakh.
5.8
Intervention on Vedic Math for students was approved for 600 students of ClassIX & X in Government Secondary schools @ Rs. 500/- per student with a totaloutlay of Rs. 3.00 lakh.
6 Project on English
6.1In service Training for 365 English Teachers was approved @ Rs. 150/- per dayper Teacher for 10 days with a total outlay of Rs. 5.48 lakh.
6.2Remedial Teaching for 10000 students for English was approved @ Rs. 500/-per Teacher with a total outlay of Rs. 50.00 lakh.
7 Project Kala Utsav
7.1 As per norms for Kala Utsav, an outlay of Rs. 10.00 lakh was approved.
7.2
Travel allowance TA & DA for 50 students and escorts @ Rs. 2000/- per personfor participation in national level event was approved with a total outlay of Rs.1.0 lakh.
8 Project on Sports & Tournament
8.1District Sports tournaments were approved for all 30 districts @ Rs. 50,000/- pertournament with a total outlay of Rs. 15.00 lakh.
9 Equity Components
9.1The project of CELSE was approved in remaining 24 EBBs @ Rs. 1.49 lakh perEducationally Backward Block with a total outlay of Rs. 35.76 lakh.
10 Project for Girls' Empowerment
10.1Career Guidance Programme for Girls was approved for 1200 girls (400 girls perdistrict) of 3 special focus districts @ Rs 200.00 per girl's student with a totaloutlay of Rs. 2.40 lakh.
10.2
Martial arts/self-defence training for girl students was approved in 4643 schools(including tribal welfare and local bodies) with girls enrolment @Rs. 9000/- perschool (@ Rs. 3000 per month) for 3 months with a fqtal outlay of Rs. 417.87 lakh.
11 Recurring grant for lEDSS \ \
11.1Environment building programme was approved for 204 blocks @ Rs. 10,000/-per block with a total outlay of Rs. 20.40 lakh.
11.2Orientation of 3973 principals, administrators, parents and guardians wasapproved @ Rs. 200/- per member for on day with a total outlay of Rs. 7.95 lakh.
11.3
Salary for 408 Special educators for CWSN children was approved @ Rs. 3.18Lakh per annum (@ Rs. 26500 per month) per educator with a total outlay of Rs.1298.37 lakh.
11.4Special pay for 408 trained general teachers was approved @ Rs. 400 per monthper teacher for 12 months with a total outlay of Rs. 19.58 lakh.

6. The cost sheet indicating the component wise approval for RMSA for 2017-18 is at Armexure - IV.
7. The release of funds to different schemes will be further guided by thefollowing conditions:
(i) The state government will give a written commitment for meeting its share of thebudget approved under Integrated RMSA Scheme according to the prescribed sharingpattern. The provision made in the State budget may also be communicated to theMinistry of HRD invariably after presentation of the State budget.
(ii) SMDCs should be constituted in all schools and bank accounts may be opened bythem to take care of school grant, civil works, and other such expenditures.
(iii) The first installment would be released based on provisional UtilizationCertificate for 2016-17 and subject to full release of proportionate State sharecorresponding to GOl share released during the previous financial year.
(iv) The second installment would be released only after (a) the proportionateinstallment of State/UT share has been released, (b) at least 50% expenditure againstavailable funds has been incurred, (c) utilization certificate has been submitted forfunds released in the year 2017-18 and (d) Audit Reports have been submitted for theyear 2016-17.
