21,1.1 l t aims at increased productivity of cows by genetic improvement, However, i t also

aims at conservation of native breeds and ensuring adequate supply of quali tybullocks for animal draught power in rural areas.

1.1.2 ln order to achieve self suff iciency in milk production, i t is aimed to achieve a level of60% genetic improvement in terms of propofiion of genetically improved animals tothe Non-de$cript population, from present (2009) level of 37Y0, by end 0f year 2017and to further improve it to 80% by the end of year 2025.

1.1.3 Above mentioned targets are expected to be achieved through the consolidated andcollective efforts of all the agencies engaged in cattle breeding activity viz. StateAnimal Husbandry Department, Co-operative Milk Unions, NGOs, Private SectorAgencies and unorganized Art i f icial Inseminaiion (Al) workers in the state. However.regulatory interventions wil i be implemenied, so as to bring al l segments rnvolved tnimplementation of "Assisted Reproductive Techniques" (ART), under uni-control ledmodus operendi at the Government level.

1.1.4 Due care has been taken to slreamline the present policy document to be inconsonance with the guidetines issued by the Government of India.

1.2 Strateav for.,9enetic $n-otadation of cafrle 'An area specilic breedlng policy will be adopted in consideration of Agro-climatic zones.(As depicted in the map) available fodder resources, prevalent breeds of that area andresources available with the farmer I livestock owner. ln view of this, the type ofrespective germplasm to be used in various districts under specified Agro-climatic zonesis Indicated in the statement at Annexure-|. Government of India have stressed uponthe need lo evolve an area specific methodology for genetic improvement suitable for theAgro-clirnatic zones. The land profile, rainfall and cropping patterns of these Agro-climatic zones play a dec:sive role in supporting the live5tock farming activities inpar t icu lar areas

For achieying genetic up.gradation, three pronged strategy wil l be adopted as fol lows;1,2.1 Genetrc improvement of low productive non-descript catt le population in targeted herds

1 areas will be achieved after, judiciously considering the resources available with thefarmer, lhrough cross-breeding programme ( by using exotic germplasm i.e. HF /Je:"sey) where ever it is suitable and desirable. However. in the home / breedingtracts of identified indigenous breeds of lhe state, the non-descripl animals will becontinued to be upgraded with ihe better performing suitable recognized indigenousbreeds viz. Deonr, Dangi, Red Kandhari, Gaulao and Khil lar and wil l be subsequentlyb:ed with the germplasm of same breed used initially.

1.2.2Pure bred indigenoug animals in the home/ breeding tracts as well as in the extendedbreeding tracts will be continued to be bred with pure bred animals of the samebreed through selective breeding to conserve and upgrade the original germplasm.

1.2.3 In addit ion, pedigreed germplasm of indigenous catt le viz. Gir. fharparkar. Kankrel.Sahiwal etc, wil l be uti l ized suitablv.

1.3 Use of Bulls for Natural Serviee:ln the tribal, hilly and non-accessible areas with prevalent practice of free grazing, whetecross-breeding using ART is not suitable, genetic improvement of non-descript cattlepopulation wil l be achieved through provision of natural service by using ' true to type' bul ls ofselected native breeds. Such bulls wil l be introduced after ensuring minimum chances ofnalural servtce by non-descript bulls by means oi castraiion. Selection of bulls for naturalservrce will be on the basis of Dam's milk-vield andlo, draftabilitv characler
