Use of Your ASIFlex Visa Card is NOT Paperless!

The IRS requires that you retain documentation to prove that you have used your Flex card for eligible expenses. In many cases you will be contacted by ASIFlex to submit itemized receipts or Explanation of Benefits (EOB) statements to verify that expenses comply with IRS rules. Itemized statements must include the provider name and address, patient name, date the service was provided, a description of the service/supply and the dollar amount charged. This will include, and is not limited to, hospital, dental and vision services.

If you do not provide documentation as requested, IRS regulations require that the card be inactivated. Any manual claims submitted will be used to offset unsubstantiated Flex card transactions.

Hackers Are a Constant Threat

On December 30th 2014 at 6:40 AM, La Plata County I.T. staff noticed that the connection we have to the internet (bandwidth) was being used to its maximum capacity, thus slowing down many County applications that rely on that connection. Because the transmitted data happened in spurts, it proved difficult to track its point of origin. Then at 12:00 noon it quit all together, possibly because it was bed time for the hackers. At 3:00 AM on December 31st it started again. I.T. staff began to narrow the possibilities by systematically eliminating our 5 firewalls, Public Internet, and one of our HVAC (heating and cooling) monitoring systems as the source of the problem. Doing this allowed us to isolate the problem and we discovered the other HVAC monitoring unit, located at the Sheriff’s office, had been compromised. It is connected to a website that allows the vendor and our maintenance staff to control the heating and cooling of the building remotely. The HVAC monitoring unit was receiving and sending Gigabytes* of data to sites all over the world, with the largest recipient being in the country of China. At 8:45 December 31st we shut down the box and ended the threat.

Below is a screen-shot of our network traffic monitoring system.

In this case the HVAC monitoring unit is outside of our normal firewall security framework so none of the County’s operational data was ever threatened. But it does provide a real example of the potential for loss of data from hacks when a network is NOT secure. If it weren’t for the security measures we have in place and the monitoring our team provides, critical data could be lost or stolen. If you have an interest in how networks are designed and secured and how the internet works, Ben Arriza from the LPC IT staff will be teaching a class in 2015. This will be a technical overview of how the networks/internet works. It will be very technical but will be open to everyone who might have an interest in what makes the internet ‘tick’.

La Plata County in the LEED There is some good news for a previous bank building on 11th Street in Durango. It is being renovated to the tune of a Leader-

ship in Energy and Environmental Design, or LEED Certification.

La Plata County purchased the 12,658 square foot building, for-merly owned by Vectra Bank, to accommodate the offices of the La Plata County Board of County Commissioners,

the County Assessor, County Administration, and Finance. The building will be called the La Plata County Admin-

istration Building.

The $3.9 million project is being funded in part by a $1.5 million Energy Impact Assistance Grant from the Colorado Department of Local Affairs (DOLA). Working with LEED Accredited Professional Michelle Reott of Earthly Ideas, La

Plata County is striving for LEED Gold certification for the project.

Highlights of the project include:

Adding significant roof insulation to keep heat in during cold months and a

white roof, membrane to reflect the sun in warm months

Replacing windows with more energy efficient models

Installing conduit for potential future electric vehicle charging stations

Adding an elevator to provided access for those with disabilities

Using recycled concrete as fill material

Installing a sophisticated building automation system to ensure efficient

energy management

Recycling all its materials using local firm Phoenix Recycling

A much needed county training room with wireless, carts and technology upgrades Green power credits

The finished building, with a total of 16,147 square feet with additions, is slated to be open and occupied in July of

2015. Compared to a 'code-compliant building', the remodeled La Plata County Administration Building will realize approximately 20% annual electricity and gas cost savings, saving taxpayers money for years to come. It is clear

from this project, along with other LEED and ENERGY STAR buildings in the area, that Southwest Colorado is a leader in energy reduction and sustainable building initiatives.
