The Emergency Management Issues (EMI) Special Interest Group (SIG) established in 1986 as the

MISSION

The mission of the EMI SIG is to exchange information, ideas and resources among the DOE and

contractor emergency management personnel that identify common issues, standard procedures,

lessons learned and best practices, to better implement emergency management programs, complex

wide.

PURPOSE

The purpose of the EMI SIG is to pursue activities that provide insight, expertise, and technical support

and encourage communication, coordination and collaboration between DOE Sites/Facilities

contractor and federal employees and DOE/NNSA Headquarters (NA-41) on emergency

management topics of interest and shared needs.

This purpose is accomplished through:

Direction and support of the DOE Sponsor, Office of the Associate Administrator for

Emergency Operations, Office of Plans and Policy (NA-41).

Leadership of the EMI SIG Steering Committee comprised of DOE and DOE contractor

personnel.

Opportunities for Subcommittee/Working Group (SC/WG) Membership to communicate

through regularly scheduled videoconferences and/or teleconferences, EMI SIG

website, SharePoint sites, and social media accounts.

The EMI SIG Annual Meeting. Typically a four-day meeting in close proximity to a

DOE/NNSA facility/site and is hosted by that contractor/organization to welcome

approximately 200-250 EMI SIG Federal and contractor members. Each annual

meeting includes:

• Pre-/Post-conference meetings, Bring Your Own Laptop (BYOL) workshops,

presentations, panel discussions, SC/WG breakouts, concurrent sessions, site tours and

other professional development events that provide information on a wide variety of

emergency management topics

Technological & Educational Collaborative eXchange (TECX) that exhibits state-of-the-

art technology, demonstrates products with hands-on interaction on the latest EMI SIG

SharePoint products and displays on emergency management topics of interest to

members and new SIG Products.

MEMBERSHIP DESCRIPTION, SELECTION, ROLES & RESPONSIBILITIES

The EMI SIG is open to all Departmental Elements and its contractors with interest or responsibility for

managing, overseeing, or implementing emergency management requirements in DOE/NNSA

organizations.

Members consist of DOE/NNSA employees, DOE/NNSA Contractor employees, and others who provide

support to DOE/NNSA emergency management operations. Membership includes emergency

managers, first responders, coordinators, planners, hazard analysts, emergency public information

personnel and trainers from facilities across the DOE complex.

EMI SIG SPONSOR

The EMI SIG is sponsored by the National Nuclear Security Administration (NNSA) Office of the

Associate Administrator for Emergency Operations, Office of Plans and Policy (NA-41).

Selection Selected by Sponsoring Organization, NA-41

Responsibilities 1. Must be a standing member of the EMI SIG Steering Committee.

2. Represents EMI SIG interests to the Department/Administration.

3. Secures and approves funding of EMI SIG activities.

4. Develops and proposes annual objectives and priorities to the Steering

Committee.

5. Works with the EMI SIG Program Administrator and Steering Committee to

discuss and resolve EMI SIG common issues among DOE contractor

personnel.

6. Ensures the EMI SIG’s integrity in meeting complex-wide needs.

7. Appoints DOE advisors to Subcommittees, Working Groups, and Task

Groups.

8. Reviews progress regularly.

STEERING COMMITTEE

The EMI SIG Steering Committee is composed of the NA-41 Sponsor, a duly elected Steering

Committee Chair, the EMI SIG Program Administrator, and members from various DOE Contractor

sites that reflect representation of the entire DOE/NNSA complex, including NNSA sites, large and

small Labs, and Hazardous Materials and Core Programs. They are actively involved in the EMI SIG

and hold positions of responsibility that allow them to make key recommendations and decisions

that provide vital support to the EMI SIG. The terms of Steering Committee Members are indefinite

in order to attain cohesiveness and avoid interruptions in SIG operations.

Selection Elected by Steering Committee Members with concurrence of NA-41

Sponsor.

New Members are nominated and elected by the incumbent Steering

Committee from among EMI SIG Members who are actively involved in the

EMI SIG and who hold positions of responsibility that allow them to make

key recommendations and decisions that provide vital support to the EMI

SIG.

Nominees must have the backing of their management to provide their

time, participate in meetings, provide resources, and otherwise support

the EMI SIG.

Responsibilities 1. Oversees the EMI SIG plans and activities.

2. Reviews and approves potential products and initiatives.

3. Aids in the development and prioritization of sub-committees annual

objectives.

4. Discusses common emergency management and preparedness issues

particularly as it relates to the EMI SIG’s role in meeting complex-wide

needs.

EMI SIG PROGRAM ADMINISTRATOR

Selection Appointed by Project Enhancement Corporation with approval of NA-41

Sponsor.

Responsibilities 1. Manages EMI SIG operations.

2. Appoints EMI SIG Operations Support Staff.

3. Manages the work of technical experts under the PEC contract who

support EMI SIG activities.

4. Works with NA-41 Sponsor and is a standing member of the Steering

Committee.

5. Maintains minutes and documents Steering Committee meetings,

votes and discussion.

6. Ensures EMI-SIG Operations Support Staff provides documentation,

minutes, and administrative support to respective sub-committees

and working groups.

7. Schedules and plans EMI SIG Annual Meeting, workshops, and other

activities of interest, as requested by the EMI SIG Sponsor and Steering

Committee.

8. Manages the Annual Meeting Approval Process within established DOE

guidelines and procedures.

9. Works with EMI SIG Sponsor and Steering Committee to discuss and resolve

issues.

10. Manages product approval and development.

11. Ensures that all EMI SIG products are technically edited, corrected,

reviewed, and approved by the Steering Committee prior to

distribution or posting on the EMI SIG Website pages.

12. Ensures that EMI SIG Coordinators facilitate the activities of EMI SIG

Subcommittees, Working Groups, and Task Groups.

STEERING COMMITTEE SC/WG ADVISOR

Selection Contractor appointed by the NA-41 Sponsor

Responsibilities 1. Ensures SC/WG activities and objectives support EMI SIG interests.

2. Acts as liaison between EMI SIG Steering Committee and SC/WG.

3. Provides EMI SIG Steering Committee input to SC/WG activities, products,

meetings, and issues.

4. Obtains Annual Report from assigned SC/WG and presents to the Steering

Committee for review and vote

FEDERAL ADVISOR

Selection Federal employee that is selected by the NA-41 Sponsor

Responsibilities 1. Provides Departmental input to SC/WG activities and objectives.

2. Acts as liaison between DOE Headquarters and Subcommittee or Working

Group.

3. Provides SC/WG activity updates to NA-41 Sponsor.

4. Ensures coordination and review of SC/WG products among the NA-41

staff and other DOE Advisors.

EMI SIG SC/WG COORDINATOR

Selection Selected by the EMI SIG Program Administrator with approval of the NA-41

Sponsor

Responsibilities 1. Acts as the liaison between the SC/WG and EMI SIG Program Administrator

for SC/WG support needs and/or member requests, including the

identification and resolution of SC/WG issues.

2. Manages product proposals, budgeting, planning and development of

products, monitoring of resources, reviews, and quality assurance activities

through product lifecycle.

3. Facilitates communications among SC/WG Leadership Team and

members for announcements, conference calls, and meetings via email,

SharePoint, and social media.

4. Ensures meeting highlights are documented and posted on EMI SIG

Website upon approval from the SC/WG Leadership Team and the EMI SIG

Program Administrator.

5. Coordinates SC/WG SharePoint and web page updates.

SC/WG CHAIR/CO-CHAIR

The Chair and Co-Chair(s) must represent a DOE/NNSA prime contractor.

Selection Selected by the vote of SC/WG membership with the following

recommendations; however, each SC/WG will identify requirements in their

individual charters:

Nominations are obtained through electronic survey 30 days prior to

the Annual Meeting.

Elections can be held via ballot at the Annual Meeting.

In usual circumstances, the Chair and Co-Chair assume their positions

after the Annual Meeting.

The Chair serves in his/her position for a two-year term and can be re-

elected by the membership.

If the Chair cannot fulfill the position and resigns, the Co-Chair will fill

the role for the remainder of the current term.

A Co-Chair, under the above conditions, will be selected by the Chair,

from volunteers, to serve for the remainder of the current term.

The Co-Chair should succeed as the next Chair for consistency in

SC/WG mission.

Responsibilities 1. Collaborate and coordinate with the EMI SIG Coordinator and Steering

Committee Advisor on teleconference agendas, objectives, product

development and issues.

2. Enlist EMI SIG Coordinator and Steering Committee Advisor for support

duties.

3. Act as the main point of contact for all SC/WG activities.

4. Provide input for SC/WG activities.

5. Facilitate conference calls and meetings.

6. Ensure progress on SC/WG activities are made at a predetermined pace

and that deliverables are completed on time and as specified by the

SC/WG.

7. Work with the EMI SIG Coordinator to prepare the Annual Meeting SC/WG

Draft Report to present to the Steering Committee during the Annual

Meeting.

8. Use the approved Annual Meeting SC/WG Draft Report to populate the

Annual Meeting SC/WG PowerPoint template to present to all EMI SIG

members at the closing session of the Annual Meeting.

9. Use the approved Annual Meeting Draft Report and Presentation to

finalize and submit the Official SC/WG Annual Report to his/her Steering

Committee Advisor to be reviewed and approved by the Steering

Committee.

SC/WG GROUP MEMBER

Membership in Subcommittees is open to all DOE/NNSA and contractors with interest or

responsibility for managing, overseeing, or implementation of emergency management program

requirements in DOE/NNSA organizations.

Selection Approved through EMI SIG SharePoint Membership process

Responsibilities 1. Facilitate the interaction between DOE/NNSA and its Contractor personnel

with common interests in identifying and resolving issues throughout the

DOE/NNSA Complex.

2. Promote DOE/NNSA-wide best practices and share lessons learned.

3. Promote and assist in developing resources that serve the needs of

DOE/NNSA.

4. Establish and maintain liaison with other EMI SIG and DOE/NNSA groups

that have mutual interests.

5. Participate in videoconference and/or teleconference calls and annual

meetings.

TASK GROUP LEADER AND OR MEMBER

A Task Group Leader has a short-term mission, such as product development or resolution of a

specific issue. Task Group Members are subject matter experts who are solicited in a general

interest meetings where an outline or overview of a product concept is presented.

Selection A Task Group Leader is appointed by the SC/WG Leadership Team once a

product idea has been approved.

Members join by indicating an interest in the product and by getting their

management to support their participation in the development of the

product.

EMI SIG SUBCOMMITTEES AND WORKING GROUP DESCRIPTIONS & LEADERSHIP

The EMI SIG currently has seven subcommittees, one standing working group, council and eight special

working/tasks groups that meet on an as-needed basis.

CONTINUITY OF OPERATIONS SUBCOMMITTEE (COOPSC)

The mission of the EMI SIG COOPSC is to leverage the experiences, expertise, and insight of

members to ensure that services and products are aligned with the mission and goals of the

Department of Energy/National Nuclear Security Administration (DOE/NNSA).

The purpose of the COOPSC is to provide a forum to ensure appropriate coordination,

collaboration, and information sharing and to facilitate the interaction between DOE/NNSA and its

contractor personnel with common interests in identifying and resolving continuity of operations

issues throughout the DOE/NNSA complex.

DOE METEOROLOGICAL COORDINATING COUNCIL (DMCC)

The DMCC assists coordination of the operational meteorological programs at all DOE/National

Nuclear Security Administration (NNSA) sites and encourages meteorological research to enhance

these programs. In its coordinating function, DMCC encourages DOE/NNSA meteorological

program managers and staff to share best practices and advances in the science to avoid

duplication of effort.

The DMCC was chartered in December 1994, and its membership includes representation from

every DOE/NNSA site with an operational meteorological program.

EMERGENCY PUBLIC INFORMATION SUBCOMMITTEE (EPISC)

The mission of the Emergency Public Information Subcommittee (EPISC) is to develop, improve,

and/or provide emergency public information for the U.S. Department of Energy (DOE) / National

Nuclear Security Administration (NNSA) community. The EPISC will promote and assist in developing

emergency public information resources that serve the needs of DOE/NNSA, by sharing

information, expertise, and resources for the continual improvement of emergency public

information throughout the DOE/NNSA complex.

The purpose of the EPISC is to provide a forum for, and to facilitate the interaction between,

DOE/NNSA and their contractor personnel with common interests in identifying and resolving

emergency public information issues throughout the DOE/NNSA complex.

EMERGENCY READINESS ASSURANCE SUBCOMMITTEE (ERASC)

The mission of the EMI SIG ERASC is to be the epitome of professionalism through the collective

collaboration of experience, expertise, and vision of its members to promote mission and goals of

the Department of Energy/National Nuclear Security Administration (DOE/NNSA).

The purpose of the ERASC is to provide an interdependent forum utilizing cross functional

management to communicate with and enhance the ERASC capabilities to facilitate the

continued development and improvement of the readiness assurance program: to include

assessments, exercises, performance indicators, continuous improvement, lessons learned, and

Emergency Readiness Assurance Plans, through collaboration.

FIRST AND FIELD RESPONDERS SUBCOMMITTEE (FFRSC)

The mission of the EMI SIG FFRSC is to leverage the experiences, expertise, and insight of members

to ensure that services and products are aligned with the mission and goals of the Department of

Energy/National Nuclear Security Administration (DOE/NNSA).

The purpose of the FFRSC is to provide a forum to ensure appropriate coordination, collaboration,

and information sharing and to facilitate the interaction between DOE/NNSA and its contractor

personnel with common interests in identifying and resolving First and Field Responder issues

throughout the DOE/NNSA complex.

HAZARDS ASSESSMENT SUBCOMMITTEE (HASC)

The HASC provides a forum to facilitate sharing Hazards Assessment information, lessons learned,

and good practices. It provides an infrastructure for disseminating detailed technical

methodologies, information, and hazards assessment (HA) tools to reduce unnecessary duplication

of HA effort and costs across the DOE complex. It also monitors feedback to promote continuous

improvement in emergency planning activities complex-wide.

There are three working groups associated with the HASC.

1. The Chemical Screening Working Group (CSWG) provides a collaborative forum for

DOE/NNSA and its contractors with common interests regarding chemical screening

criteria. The purpose of the CSWG is to identify and develop sound methodology for

resolving chemical screening issues and to promote a consistent approach to chemical

screening throughout the DOE/NNSA complex.

2. The Severe Events Working Group (SEWG) works to develop sound methodology for

incorporating Severe Event scenarios and analyses into site Technical Planning Bases

and to promote a consistent approach to Serve Event evaluation throughout the

DOE/NNSA complex.

3. The Source Term Working Group (STWG) examines issues related to source term

characterization in support of emergency preparedness and response applications. This

working group is involved in addressing issues related to radiological, chemical,

biological, and nanotechnology source materials.

SUBCOMMITTEE ON CONSEQUENCE ASSESSMENT AND PROTECTIVE ACTIONS (SCAPA)

SCAPA develops and disseminates throughout the Department of Energy/ National Nuclear

Security Administration (DOE/NNSA) and its contractors, technical guidance, recommendations,

and resources to improve emergency preparedness, consequence assessment capabilities, and

the formulation of protective actions. The goal of the SCAPA is to enhance the ability of the

DOE/NNSA emergency preparedness and response community to protect the health and safety of

workers, members of the public and ecological resources, in the event of the release to the

environment, of any hazardous radiological, chemical, or biological materials.

SCAPA has four working groups and one advisory group:

1. The Biosafety Working Group (BWG) examines issues primarily associated with biosafety-

related consequence assessment and protective actions at DOE/NNSA sites. The BWG also

provides a forum for the DOE/NNSA Biosafety community to share concerns, ideas, and best

practices on issues related to all aspects of biosafety.

2. The Chemical Exposures Working Group (CEWG) makes recommendations pertaining to the

analysis of the hazards associated with chemicals.

3. The Chemical Mixtures Working Group (CMWG) develops methodology for emergency

planning and analysis of exposures to mixtures of materials accidentally released from

DOE/NNSA facilities.

4. The Consequence Assessment Modeling Working Group (CAMWG) provides technical

guidance to the DOE/NNSA community on matters related to environmental transport and

dispersion, re-suspension, uptake, and other technical aspects associated with

consequence assessment modeling.

5. The Temporary Emergency Exposure Limit (TEEL) Advisory Group (TAG) promotes

consistency in the calculation and application of TEEL and Health Code Number (HCN)

values and provides technical support on TEEL-and HCN-related issues to DOE/NNSA Office

of Emergency Management.

TRAINING AND DRILLS SUBCOMMITTEE (T&DSC)

The mission of the EMI SIG TDSC is to leverage the experiences, expertise, and insight of members to

ensure that services and products are aligned with the mission and goals of the Department of

Energy/National Nuclear Security Administration (DOE/NNSA).

The purpose of the TDSC is to provide a forum to ensure appropriate coordination, collaboration,

and information sharing and to facilitate the interaction between DOE/NNSA and its contractor

personnel with common interests in identifying and resolving training issues throughout the

DOE/NNSA complex.

TECHNOLOGY WORKING GROUP (TECHWG)

The mission of the EMI SIG TECHWG is to leverage the experiences, expertise, and insight of

members to ensure that services and products are aligned with the mission and goals of the

Department of Energy/National Nuclear Security Administration (DOE/NNSA).

The purpose of the TECHWG is to provide a forum to ensure appropriate coordination,

collaboration, and information sharing and to facilitate the interaction between DOE/NNSA and its

contractor personnel with common interests in identifying and resolving system issues throughout

the DOE/NNSA complex.
