EMERGING PARTNERSHIPS FOR DEVELOPMENT FORUM

The Forum aims to expand collaboration among traditional donors, active cooperation

providers from the Global South and private sector stakeholders. A peer learning event,

the Forum will facilitate an exchange of practical solutions for expanding cooperation

among development partners and encourage contributions and collaboration in support of

the 2030 Agenda for Sustainable Development’s emphasis on development partnership.

The Forum convenes experienced representatives from over 25 countries and institutions to

seek solutions to common cooperation challenges, demonstrate techniques for streamlined

and efficient cooperation, and share lessons from areas of comparative advantage.

USAID is pleased to share its development processes, including its comparative advantage in

private sector engagement, and is excited to learn from others that are newly engaged in

providing assistance and technical cooperation, seeking to build or improve aid institutions,

and expanding engagement with the private sector.

1.1. GOAL

The U.S. Agency for International Development (USAID) hosts the Emerging Partnerships for Development Forum to expand practical collaboration among donors and development stakeholders and improve contributions to the 2030 Agenda for Sustainable Development Goals, Addis Ababa Action Agenda, Global Partnership for Effective Development Cooperation and related Effective Development Cooperation principles.

1.2. SUMMARY OBJECTIVES

The Emerging Partnerships for Development Cooperation Forum will facilitate knowledge sharing among traditional and new assistance providers, be they philanthropies, active providers from the Global South, or members of the private sector.

This peer-to-peer learning event will socialize cooperation resources, models and mechanisms among donors and Southern Providers. The convening will highlight high-impact collaboration, seek solutions to common challenges, and provide limited training to government staff engaged in South-South and triangular cooperation. USAID will share its development approaches, including a comparative advantage in private sector engagement, and invites other cooperators to do the same. The Agency expects to learn from others engaged in Southern cooperation and seeking to build or improve aid institutions.

1.3. VENUE

The Forum will take place at Federal Center Plaza, a U.S. Government building, located at 301 4th Street, Southwest, Washington, D.C.

The Forum will convene in two primary locations at Federal Center Plaza: Conference Room 840 and Conference Room 647. Refreshments and a small workstation with Wi-Fi will be available throughout the Forum in Room 647. Additional breakout rooms suitable for a 10-person meeting are included throughout the agenda.

1.4. REGISTRATION & SECURITY

Upon arrival, you will find the Forum registration table in the lobby of the Federal Center Plaza building. Once registered, you will go through the security checkpoint where you will need to present your passport and receive a guest pass that must be worn at all times. Please allow 15 minutes to pass through the security checkpoint. Throughout the five-day Forum, “USAID Hosts” will assist participants to move between sessions in this U.S. Government facility. All visitors to Federal Center Plaza must be escorted at all times.

1.5. STRUCTURE OF THE EVENT

The Forum convenes management and technical-level practitioners who have experience leading or engaging directly in South-South technical, triangular or trilateral cooperation efforts. Sessions will include traditional panel discussions and plenary addresses, interactive working sessions, group brainstormings, and formal and informal networking opportunities.

The “Learning From Leaders” sessions will be videotaped and shared with the Emerging Partnerships for Development Group, USAID staff and other partners. We will also photograph some sessions. USAID maintains rights to all video content so participants should seek permission before dissemination of this content.

1.6. FORUM THEMES

COOPERATION FUNDAMENTALSCooperation Fundamentals on day one frames and provides a foundation for the Forum’s week-long discussion. Participants will articulate their goals and expected Forum outcomes, discuss the multiple definitions and varying frameworks for cooperation, explore means of resourcing collaboration, examine common challenges and propose solutions to successfully operationalize cooperation.

SCALING MODELS AND MECHANISMSOn day two, participants will discuss models and mechanisms that might be replicated and scaled to achieve efficient, effective cooperation amongst development practitioners in areas of high-potential interest and opportunity. Participants will exchange information on practical, globally and regionally available assets that can facilitate cooperation implementation, and resources and tools that enhance understanding of cooperation comparative advantages (inputs) and outcomes.

CENTER FOR STRATEGIC AND INTERNATIONAL STUDIES PUBLIC DISCUSSION AND NETWORKING RECEPTIONParticipants are invited to participate in a public panel session and networking reception hosted by the Center for Strategic and International Studies, located at 1616 Rhode Island Ave NW, Washington, DC 20036. Transportation will be provided.

PRIVATE SECTOR ENGAGEMENT SEMINARUSAID’s Center for Transformational Partnerships will deliver a 1.5-day Private Sector Engagement training targeting donor agencies and USAID staff who collaborate with Southern Providers. Participants will gain a framework and practical tools for working with the private sector as well as lessons from USAID’s 15 years of experience. A range of partnership examples from all sectors will be shared, and participants will have opportunities to hear from peers who actively partner with the private sector to jointly achieve development objectives.

LOOKING AHEAD: FRONTIERS IN COOPERATION & COMMUNICATIONOn the final day of the Forum, participants will review the Forum’s key moments and learnings and look to the future of cooperation. Participants will investigate concrete cooperation opportunities, share promising methods for expanding collaboration at the frontiers of cooperation, and exchange strategies for strengthening local institutions and effectively communicating about cooperation with domestic stakeholders.
