Army Global Civil-Military Emergency Preparedness program (AGCMEP) Mission, Vision and Goals
Introduction to ProvIDES (Provide International Disaster Emergency Support) • Tool suite being developed for the Deputy Division Chief,
HQDA, G-35, Stability Operations Division (DAMO-SSO) as part of the AGCMEP overall program
Overview of the emerging tools that will be part of the ProvIDES cloud-based toolset.
Briefing Objectives
What Drives Us…Strategic Plan
AGCMEP program office will
lead Army efforts to build
regional and partner nation’s
resiliency against the
consequence of disasters.
To establish a network of
regional networks capable of
providing mutual support in
response to disasters while
minimizing the requirements
for international and USG
intervention.
1. Prioritized and resourced support for AGCMEP projects
and activities which are generated and managed by any Army
component; or by any USG department or agency with Army
support to build sustainable partnership capacity
2. Guide efficient employment of Army capabilities and
resources via ASCCs for AGCMEP projects and activities in
conjunction with related initiatives, projects & activities of the
Center of Excellence for Disaster Management &
Humanitarian Assistance (COEDMHA), the COCOMs, the
National Guard State Partnership Program (SPP), and others
3. Expand beyond the traditional products & services to a
focused deliberate strategic plan of action
4. Develop U.S. Army policy for working in support of the
USG Disaster Planning and International Community to
bring a whole-of-government (3D) approach to emergency
preparedness
5. Develop an objective assessment tool to determine a
Partner Nation’s readiness and resiliency level to deal with
natural and man-made disasters
Vision
Mission Ends
Introduction to ProvIDES
ProvIDES End Goal
The tools that will be discussed are part of the ProvIDES
Tool Suite that is being developed to assist Partner Nations
to increase their Readiness and Resiliency to deal with
natural and man-made disasters.
The end results of all the tools is an annual development
plan for the Partner Nation that will assist them in achieving
self reliance during times of disasters.
The tools are for use by the Partner Nations and the
development plans they create are customized by the
Partner Nations based on their own desires and
capabilities.
A Ready and Resilient Partner Nation will reduce their
disaster response and recovery dependency on
International organizations, foreign countries and US
Government Agencies.
Framework Mapping Hyogo
Adopted by 168 Countries at the World
Conference on Disaster Reduction in 2005.
Focused on Partner Nations to improve resilience
to hazards that threaten their development.
10 year Timeline (2005-2015).
UNDAC/OCHA
UN Documents for planning and response to
international disasters.
Detailed outline of a DMP and DRP.
Covers all bases from planning to response and
recovery.
Both UN divisions use the UNDAC Handbook for
responding to disasters.
MPICE
Provides metrics for assessment of conflict
diagnosis and resolution.
USIP, USACE and US Army Peacekeeping and
Stability Operations Institute document.
ICAF
State Department document, used by multiple US
government agencies.
Analyzes conflicts and identifies the drivers of
these conflicts.
Allows users to identify how to mitigate conflict.
ICAF = Interagency Conflict Assessment Framework
ISDR = International Strategy for Disaster Reduction (Organization)
MPICE = Measuring Progress in Conflict Environments (Tool)
OCHA = Office of the Coordination of Humanitarian Affairs
UNDAC = United Nations Disaster Assessment and Coordination
USACE = United States Army Corps of Engineers
USIP = United States Institute of Peace

ProvIDES Tool Suite
ProVIDESRelief.org: The centerpiece of the ProvIDES project providing access to disaster data, the ProvIDES tool suite and third party tools
• Integrated Data: ProvIDESRelief.org will integrate data from commercial, government and non-profit sources to give context to disaster information
• Integrated Tools: ProvidesRelief.org will serve as the hub for the ProvIDES Tool Suite and other third party tools

Tools - Discrete Event Simulation
Discrete Events Simulation: An international disaster scenario simulator • Simulator 2.0: An upgrade to the 1.0 simulator that
provides model animation and analytic reports • “Infinite Scalability”: The simulator spawns servers
and resources on demand to simulate systems of systems
• Live Communication: Simulation results are pushed from the cloud to the client’s computer directly in real time
• Complex Construct Support: Syncs, Loops, and Decision points are supported
ProvIDES Advanced Simulator Concept – Future Version
User selects existing Assets and placements
User selects regional Assets that respond to cyclone warning
Simulator creates needs based on disaster info
Cyclone approaches Partner Nation
Assets that perform the appropriate actions are assigned to needs
Cyclone event occurs
User adds Assets and selects attributes of Assets
User selects disaster type and characteristics
Building the Model:
The Southeast Coast of Japan (Ready & Resilient PN)
Running the Model:
Cyclone Makes Landfall
Tools - Matching
NGO/PVO Match: A web application to compare, analyze and search out NGOs, PVOs, and technologies to match the assessment identified needs for the partner nations
Technology Match: A web application to compare, analyze and search out technologies to meet the assessment identified needs for partner nations
• Organization Name • Location • Years in service • Functions of expertise (Initially using USAID registry) such
as Basic Health – Delineated to specific levels of expertise e.g., First Aid, CPR,
Simple fractures etc...
• Areas/Regions of Operation • Languages Spoken • Funding Source • Contact information including:
– Website – Phone number – Fax number – Physical Address
NGO/PVO Data Elements
Tools - NGO/PVO & Tech Match
Compare and analyze commercial technologies, and PVOs’ and NGOs’ capabilities, equipment and services that could meet assessment identified needs for the PNs
Scalable: Cloud integrated for on-demand scalability Existing Resource
DMP
Generic Template for Pre-Event Planning and Long Term Preparation
Planning for every type event that can occur
Works with DRP for pre-event steps: Identify Threats and Assets and Pre-Occurrence Preparation
Post event planning is for response planning
Tailorable to meet specific events commonly experienced by PN
DRP
Generic Template for post event responses including initial damage assessment
Overlaps some pre-event planning steps from DMP: Identify Threats and Assets and Pre-Occurrence Preparation
Identifies resources needed for every event that can occur
Can be tailored by PN to allocate common/trusted resources used by PN
