BRIEF INTRODUCTION

Kissan Vikas Trust (KVT) is an voluntary organization registered under charitable

Trust Act. KVT has been working in Khagaria, Saharsa, Samastipur, Gaya in Bihar

And Dhanbad, Chatra and Deoghar districts In Jharkhand. KVT has been striving for

the betterment of the most deprived and marginalized section of the society as its

target group since inception. KVT journey is more than 10 years long and within this

time frame it has faced lot of barrier and challenges. To overcome these barrier and

challenges KVT has laid different initiatives. The organization aims to empowerment

of the economically weaker & socially marginalized section of the society through

capacity building of the people.

KVT works among children, rural women, handicapped people and poor villagers and

deprived population. Major areas of interest of the organization are Child right &

protection, Women Empowerment, Self Help Groups (SHGs), Adult Education,

Primary & Non – Formal Education, Basic Health, HIV/AIDS Awareness, Alternative

Agriculture, Employment Oriented Vocational Training. The trust has started its

interventions in the areas of Child Education, Child Health, Child Right & Protection,

and Disaster Preparedness and Flood Relief.

As a result of regular flood in Akha village of Beldaur block the entirepopulation get affected every year. If we will have a look at the

demographic data of the village, the children between the age group of 0-18 yrs are more vulnarable. The entire village is comprised of mainly

PHYSICAL

Village gets disconnected immediately as the water level of Kali Kosistarts rising. As a result of heavy current in water the roads incise at

several places leaving the village isolated from the rest of the partThecommunication from the nearest main road also get affected. There isno alternate way out. Pukka houses are very less mainly huts are

there as a result during the flood it become very hard to reach a highplace or safer place.

ECONOMICAL

Labour cost is very low (Rs. 10 – 20 / day) as the farmers are also notable to pay more due to less production. Poverty, unemployment is at

its peak. Single crop in a year that is also very much vulnerable as dueto the flood various insects originate that destroy the crop.

Large number of insects get originated during flood as a result Rabicrops are affected very badly. The area is very much prone to flood.

EMOTIONAL

Children mainly girls, women and the dependents have to suffer a lotbecause migration rate is very high also child trafficking is veryprominent in the area.

HEALTH RELATED

Children, lactating women, pregnant women are very much vulnerable.

People with Disabilities (PWDs), Children are very easily became preyof dangerous insects. And due to

Due to flood the entire village get affected, Roadways get disconnectedEven today in the entire village, there is an acute shortage of rescue

motor boats and boats, as well as food, drinking water, polythenesheets and other emergency essentials. As a result of the flood the

impact is very severe on the education of the children as the schoolsremain close for 3-5 months every year. Migration rate is very high in

this area due to the unavailability of the employable work. People findhard time to find a way to earn their keep as a result they are boundto be dependant on fish and snail.

PHYSICAL

The connectivity gets lost due as the current of Kali Kosi breaks theroads at several places trapping the entire village. All the ways get

closed hence it become very difficult to communicate.

ECONOMICAL

Paddy and maize is grown in the area. During the flood regime that

affects up to six months, there will be little or no crops left and landowners and farmers will not be able to offer jobs to the people who cutthe crops and are given their share of food in return.

In this context - where villagers buy little food because of regularsupply from the fields – the reality of food price rise has not impacted

them as much in the past as it will now.

There will be no food supply from the land, the village economy is

already collapsing leaving thousands jobless and parents will have nomoney to buy food, leave aside education and health for their children.

And the problem of child trafficking, migration are encouraged in order

to cope up with the situation.

ENVIRONMENTAL

Due to the water logging and arrival of the dead bodies the water getscontaminated.

EMOTIONAL

During the flood feeling of insecurity, anxiety, fear, anger, sadness,

despair worry about the future are very prominent some children werecrying every day and night as they were suffering from water phobia.

Motivation level gets lower and the performance of children in schoolhave been detoriated. Women and children have to suffer a lot as aresult of migration of the male in search of job.

HEALTH RELATED

As a result of severe flood occur almost every year the situation of

Akha is very bad, water is flooded every here and there. like theSamuel Taylor had mentioned in “The Rime of the Ancient Mariner”,

“water, water, everywhere, Nor any drop to drink” there is scarcity of safe water in the area, potable water has become scarce, watersources are contaminated, people tap water from whatever source

they can find. Unfortunately, they don't have any alternative but to

defecate in the same water and people are bound to drink thecontaminated water as a result they (specially children) are suffering

with a lot of waterborne diseases like diarrhea and viral coughing is

very much prominent. Due to the lack of roadway connectivity during

flood health services are not being availed by the people as a resultIMR is high. Children are suffering from Malnutrition.

COPI NG MECHANISM Immune system of the people arecomparatively better, as a result

during flood they can dependupon snails and fish but childrenare very vulnerable they become

the prey of various water bornediseases.

SUGGESTIONS FROM THECOMMUNITY

Boat is essentiallyrequired.

Roads should be mended

properly or bridge shouldbe made at the broken

roads so that it could beconnected with the main

road. High Platform place is

required so that duringthe flood people can take

shelter.

SCENARIO DESCRIP TION

Entire Akha village is already surrounded by water of Kali Kosi andKusaha Embankment is breached, the current is so high that peopleare not able to understand what to do, the entire village is in panic.

People are trying to save their own lives as well as the family membersand their cattle. They are trying to reach a safe place, the nearest

place for them is Kanjari More that is situated at a high plane but it isalso 2 km away and due to the breakage in the roads its very difficult

to follow any route, they are (specially children, women, PWDs, senior

citizen) are bound to wait for the external help like boat and othermeans so that they reach to a safer place.

SECTION VI : ACTION PLAN FOR THE EMERGENCY RESPONSE PHASE.

STATE THE ACTIONS THAT WILL BE TAKEN IN THE FIRST TWO DAYS

KVT has trained Task Force Team with well equipped Volunteers andcan reach the village within an hour after getting the information along

with Boats, Life jackets, Mega Mic, Bamboos, Tarpaulin, Plastic Sheet,First Aid team Etc. KVT also has Traditional Birth Attendants (T.B.A.)who can take care of the deliveries of the pregnant women.

KVT can also start community Kitchen with its available resources.

STATE ACTIONS THAT WILL BE TAKEN IN THE FIRST ONE WEEK.

KVT can get involved in mapping of the village and can maketemporary shelter, and do arrangement of meal.
