EMERGENCY MANAGEMENT AND DISASTER PREPAREDNESS PLAN

This plan is intended as a guide, The College reserves the right to modify its actions both prior to and during an emergency to ensure the proper functioning of the College.

This document refers to emergencies and disasters that occur on property owned, leased or operated by Casa Loma College only.

INTRODUCTION AND PURPOSE

Van Nuys Campus is committed to the safety and well-being of its staff, students and guests. Upholding this commitment requires planning and practice. This plan is to be implemented in the event of a major emergency or disaster.

The purposes of this plan are: • To protect the lives and property of Casa Loma College community during emergencies. • To preserve the orderly functioning of the College community during emergencies. • To establish clear lines of authority and communication among College departments and with

external constituencies during an emergency. • To coordinate decision making and effective use of available manpower and resources in the

event of an emergency. • To identify the College’s role in coordinating emergency operations with outside agencies

EMERGENCY PLAN ACTIVATION

This Emergency/Disaster Plan shall be activated under the following circumstances: a. When civil authorities declare a State of Emergency that affects the College, either local,

citywide, regional, statewide or national. b. When the President or her designee declares a College Emergency. c. When an occurrence, potential or actual, seriously disrupts the overall operation of the College

or threatens the health or safety of members of the College community.

Note: Unless otherwise directed by the President of the College, operational management of minor emergencies, i.e., incidents, potential or actual, which do not seriously affect the overall functioning of the College, depending upon the nature of the incident rests with the President of the College.

ACTIVATION OF THE PLAN

In the case of a perceived College-level emergency the President and Campus Administrator should be notified. The President or Campus Administrator will declare if a College-level state of emergency exists and activation of the Plan is in order. If the College declares a state of emergency, President or Campus Administrator, whoever is reached activates the communication tree. The first designee reached is responsible for maintaining a log of whom on the Emergency Management Committee has been reached and who has not been reached. All members of the Emergency Management Committee, if reached, must report back to the designee within one half hour of activation of the tree. At the earliest possible time, all available member of the Emergency Management team are to assemble at the Van Nuys Campus.

EMERGENCY MANAGEMENT TEAM

The Emergency Management team consists of:

• President • Campus Administrator • Program Director MRI • Program Director DMS • Program Director PTA • Program Director VN • Assistant to Nursing Director • Campus Registrar

The Emergency Management Team will, upon assembly: a. assess the situation b. determine resources needed and/or available to address the emergency c. issue staff assignments d. establish necessary communication with outside agencies and civil authorities e. monitor progress and continue assessment f. when appropriate, declare end of emergency status g. designate one of its members as keeper of a Log of Events/Actions. This person will normally be

the Campus Administrator.

PRIORITY GOALS

The essential goals of the Emergency Management Team will be, in order: a. preservation of human life and welfare b. preservation of human health and safety

c. protection of College property and, where possible, personal property d. maintenance of College programs and operations e. respond to external community needs.

RESPONSIBILITY

The Van Nuys Campus emergency plan is the responsibility of Greg Malone, Campus Administrator. Greg Malone, Campus Administrator will review and update this plan at least once annually. Revisions will be made as needed throughout the year. Any suggestions, comments, or questions should be directed to Greg Malone, Campus Administrator.

EMERGENCY COMMUNICATIONS

Communication is key to ensuring the safety of students, faculty, staff and administration during an emergency. This involves effectively providing information to you as well as monitoring developing events. During an emergency, Van Nuys Campus will use the following means and methods of communication.

• Email • Cell Phone • College Website

MEDIA INQUIRIES

Inquiries from the media during or after an emergency will be addressed by Greg Malone, President. The President will be consulted in releasing any information to the media.

EMERGENCY PROTOCOLS

Familiarizing yourself with Casa Loma College Emergency Procedures is one of the most important ways you can be prepared for an emergency. This manual provides the procedures and contact numbers.

FIRE AND EVACUATION In the Event of a Fire: Pull the Fire Alarm and Call 911 If you see smoke or flames:

Use CARE: • Contain the fire by closing all doors as you leave • Activate the nearest Fire Alarm pull station (Pull stations are located near all building exits) • Report the fire by dialing 911 • Evacuate or extinguish (In most cases, it is best to Evacuate)

Use a Fire Extinguisher only if: • You have been trained • You have your back to an unobstructed exit • You have a fully charged and proper type unit for the fire you are fighting • The fire is contained, and you have reported the fire by Fire Alarm or 911 activation • Everyone else has left the area • There is little smoke or flames

Never fight a fire if: • You lack a safe way to escape should your efforts fail • It has left its source of origin • You are unsure of the type of extinguisher you need or have

If you can’t control the fire within 30 seconds, abandon your efforts, close the door(s) and evacuate immediately.

BUILDING EVACUATION

You should familiarize yourself with the evacuation routes posted in on campus and in individual classrooms and labs. If an evacuation order is issued for your building, or if it were necessary to evacuate due to an emergency, fully cooperate with emergency personnel and:

• Take only keys, wallets and essential belongings with you • If possible wear weather appropriate clothing • If you are the last one to exit your room close, and lock doors • Leave the building immediately • Do not investigate the source of the emergency • Walk, don’t run, to the nearest exit • Use stairs, not elevators • Assist people with special needs • If there is no immediate danger, persons with disability/mobility limitations should shelter in

place and call 911 from your cell phones to report location and number of people needing assistance

• If there is imminent danger and evacuation cannot be delayed, the person with a disability should be carried or helped from the building in the best and fastest manner (the person with the disability is the best authority as to how to be moved out of the building)

• If you are unable to evacuate, call 911 from your cell phones and report your location • As you make your way out, encourage those you encounter to exit as well • Follow instructions of the Department of Safety and Security or other identified emergency

personnel • Wait for instructions before returning to your building after an evacuation

MEDICAL EMERGENCY

If someone is injured or becomes ill:

• Stay Calm • Dial 911 and explain the type of emergency, the location, condition, and number of victims • Let the dispatcher know of any safety hazards - chemical spill, fire, fumes, etc. • Do not hang up unless told to do so by the dispatcher • Do not move the victim unless there is danger of further injury if s/he is not moved • Render first-aid or CPR only if you have been trained • Do not leave the injured person except to summon help • Comfort the victim until emergency medical services arrive • Have someone stand outside the building to flag down the ambulance and/or Safety and

Security when they reach the vicinity

BOMB THREAT

If you receive a bomb threat, remain calm and:

1) Obtain as much information as possible: • Write down the number from where the call is coming • Write down the exact time of the call • Write down as accurately as possible the statements made • Listen to the voice to determine the sex, age, accents, lisps, tone, etc. (Note any

distinguishing feature) • Listen for background noises • Try to signal a for someone else to also listen on the telephone line, if possible • Do not hang up and stay on the line a long as possible; wait for the caller to hang up

2) Keep the bomb threat caller talking, and ask as many questions of the caller as you can: • When will the bomb go off? How much time remains? • Where is the bomb located? • What does it look like? • What kind of bomb is it?

• How do you know about this bomb? • Why was it placed here? • Who are you? • What is your name?

3) Call 911 immediately.

4) Have your notes from the call ready when responding officers arrive.

HOSTILE INTRUDER/ACTIVE SHOOTER

A hostile intruder situation can change rapidly. In addition to being aware of your surroundings and escape routes, thinking about how you will react to a hostile intruder situation in advance will help you act quickly and efficiently.

“What if Thinking”

Thinking through scenarios in your head can help you respond faster. Take time to understand your surroundings and environment then make a plan. During an active shooter or hostile intruder event, there are three choices an individual can make:

RUN. HIDE. FIGHT.

If a hostile intruder/active shooter is OUTSIDE your building:

1. Get to a room that can be locked; close and lock windows and doors 2. Turn off the lights 3. Try to get everyone down on the floor (so that no one is visible from outside the room) 4. Call 911. The Dispatcher will ask for, at least, the following information:

a. Your name b. Location of the incident (be as specific as possible) c. Number of shooters (if known) d. Identification or description of shooter e. Number of persons who may be involved f. Your location

5. Stay in place (calls from unfamiliar voices to come out may be the attacker attempting to lure you) 6. Do not respond to any voice commands until you are sure that they come from a Police Officer, or Campus Emergency Personnel.

If a hostile intruder/active shooter is INSIDE your building: 1. Exit (get out of) the building immediately 2. Notify anyone you may encounter to exit the building immediately 3. Call 911. The Dispatcher will ask for at least the following information:

a. Your name b. Location of the incident (be as specific as possible) c. Number of shooters (if known) d. Identification or description of shooter e. Number of persons who may be involved f. Your location

If exiting the building is not possible, the following actions are recommended:

1. Go to the nearest room or office a. If you are locked out of all rooms, seek refuge in the nearest restroom, lock yourself in a stall and keep quiet 2. Close and lock the door and/or block it (try barricading the door with desks and chairs) 3. Cover the door windows 4. Call 911 (the Dispatcher will gather information from you) 5. Keep quiet and act as if no one is in the room (silence cell phones) 6. DO NOT answer the door 7. Stay in place (calls from unfamiliar voices to come out may be the attacker attempting to lure you) 8. Do not respond to any voice commands until you are sure that they come from a Police Officer, or a Campus Safety & Security Officer If a hostile intruder/active shooter Enters your office or classroom: 1. Remain calm 2. Dial 911 (if you can’t speak, leave the line open so the Dispatcher can listen to what’s taking place) 3. Try to escape, but if unable, you must take action to survive!! Make a quick survival decision, either:

a. Try to negotiate with the hostile intruder/active shooter (perhaps not the most effective measure), or b. Try to hide; bear in mind that being hidden (i.e. behind a wooden door) is not the same as being covered (i.e. behind a steel door), or c. Play dead (pretend to be unconscious), or d. Try to overpower the hostile intruder/active shooter by force (use anything at your disposal and fight for your life); only you can decide if this is something you should do

e. If someone other than yourself acts to overpower the hostile intruder/active shooter it is recommended that you assist, as this will increase the chances of success and survival. Again, only you can decide if this is something you should do

If the hostile intruder/active shooter leaves your area, and as soon as it is safe to do so: 1. Close and lock the door and/or block it (try barricading the door with desks and chairs) 2. Call 911 (if not on the line already) 3. DO NOT answer the door and stay in place behind cover 4. Do not respond to any voice commands until you are sure that they come from a Police Officer, or Campus Emergency Personnel If you decide to flee during a hostile intruder/active shooter situation: 1. No matter what the circumstances, make sure you have an escape route and plan in mind 2. Do not attempt to carry anything while fleeing 3. Do not attempt to remove injured people (leave wounded victims where they are and notify authorities of their location as soon as possible) 4. Move quickly; keep your hands up high and visible 5. Follow the instructions of any Police Officers you may encounter

What to expect from responding police officers:

Police Officers responding to an active shooter are trained in a procedure known as "Rapid Deployment" and proceed immediately to the area in which shots were last heard. Their purpose is to stop the shooting as quickly as possible. The first officers to arrive will not stop to aid injured people; rescue teams composed of other officers and emergency medical personnel will follow the first officers after areas have been secured to treat and remove injured persons.

Please understand that the police will be treating all those they encounter (including you) as possible suspects.

When you encounter the police:

1. Remain calm 2. Do as the officers tell you 3. Put down any bags or packages you may be carrying 4. Keep your hands up and visible at all times 5. If you know where the hostile intruder/active shooter is, tell the officers 6. Once out of harm’s way remain at whatever assembly point authorities designate

7. Keep in mind that the entire area is still a crime scene; police will usually not let anyone leave until the situation is fully under control and all witnesses have been identified and questioned 8. Do not leave until you have been interviewed and released

UTILITY FAILURE AND NATURAL DISASTER

UTILITY FAILURES

These may include electrical outages, plumbing failure/flooding, gas leaks, ventilation problems, elevator failures, etc. For your personal safety, in the event of a utility failure:

• Remain calm • Immediately notify the Campus Administrator • If the building must be evacuated, follow the instructions on Building Evacuation • Unplug all electrical equipment (including computers) and turn off light switches • Use a flashlight: Do not light candles or use other kinds of flames for lighting • Laboratory personnel:

o Unplug electrical equipment prior to evacuating • Elevators:

o If passengers are trapped in an elevator, advise them to stay calm and tell them you are getting help

o If it is safe for you to stay in the building, stay near the passengers until assistance arrives

• If you are trapped in an elevator, help will be there soon: o Remain calm o Use the Call Button of Phone to call for help o Do not try to climb out or exit the elevator without assistance

FLOODS

Minor or area flooding on campus could occur as a result of a water main break, loss of power to sump pumps, or major multiple rainstorms. Campus Emergency Personnel will monitor the National Weather Service, and other emergency advisory systems to stay abreast of weather and alert related conditions and will provide instructions should they be necessary. For imminent or actual flooding, and only if you can safely do so:

• Secure vital equipment, records, and other important papers • If present in your area, report all hazardous materials (chemical, biological, and/or

radioactive) to 911 • Move to higher, safer ground • Shut off all electrical equipment

• Do not attempt to drive or walk through flooded areas • Wait for further instructions on immediate action from Campus Emergency Personnel • If the building must be evacuated, follow the instructions on Building Evacuation • Do not return to your building if you have been evacuated by flooding until you have been

instructed to do so by College personnel • If you are assisting with flood cleanup, report immediately to Campus Emergency Personnel

any oil or chemical materials suspected of mixing with flood waters

EARTHQUAKES

In the event of an earthquake: • Stay away from large windows, shelving systems, or tall room partitions • Get under a desk, table, door arch, or stairwell • If none of these is available: move against an interior wall and cover your head with your

arms • Remain under cover until the movement subsides • After the shaking stops, survey your immediate area for trapped or injured persons and

ruptured utilities (water, gas, etc.) • If damage has occurred in your area, inform 911 • If it is safe to do so, remain at your location and await further instructions from Campus

Emergency Personnel • Do not evacuate until instructed by emergency personnel • If out in the open:

o Stay in an open area away from buildings, power lines, trees or roadways o If in a car, pull over and stop. Do not park under an overpass or near a building. Be

cautious about driving again, in the event roads are damaged • After an earthquake:

o If the power is out use a flashlight. Do not light a match or candle o Be alert for safety hazards such as fire, electrical wires, gas leaks, etc. o Check on others. If there are injuries or other urgent problems, report them to 911 o Give or seek first aid. Assist any disabled persons in finding a safe place for them o Evacuate if the building seems unsafe or if instructed to do so: o Use stairs, not elevators o Unplug small electrical appliances o Bring keys, purses, wallets, warm clothing o Be prepared for aftershocks o Cooperate with emergency personnel, keep informed, and remain calm

SHELTER IN PLACE/SAFE SHELTER

Shelter in Place is useful when evacuation is not an option. Refuge is sought in an interior room with few or no windows.

It may be necessary to shelter in place following the intentional or accidental release of chemical, biological, or radiological contaminants into the environment. Shelter in place may also be necessary in the event of a hostile intruder on campus.

Shelter in place procedures will be initiated through the various notification systems used by Campus Emergency Personnel.

• Stop classes and/or other operations in the building. • If there are visitors in the building, provide for their safety by asking them to stay—not leave.

When public safety officials provide directions to shelter in place, they want everyone to take those steps immediately, where they are.

• Close and lock all doors, windows, and other openings to the outside. • If necessary/possible, turn off heating or cooling system. • Tune to an AM/FM radio for updates. • Select interior room(s) above the ground floor with the fewest windows and vents. The room(s)

should be large enough for everyone to sit comfortably and quietly. Use multiple rooms if necessary.

• Lock the door to any rooms being used and draw the curtains/shades or cover the windows. You should not be visible from the outside or from the corridor.

• Ideally, choose room(s) with hardwired telephones as cellular networks may be unavailable. Use these phones to report any emergencies.

• Stay away from windows and doors. • In the event of a hostile intruder, remain absolutely quiet and follow steps outlined in the

“Hostile Intruder/Active Shooter” section. • Remain calm and await further instructions.

DO NOT leave the room until directed to do so by a public safety official.

SUSPICIOUS PACKAGE OR OBJECT

If you have any reason to believe that a letter or parcel is suspicious, DO NOT take a chance or worry about embarrassment. Call 911.

• DO NOT touch the package or object. • DO NOT tamper with the package or object. • DO NOT attempt to move the package or object. • DO NOT open the package or object. • DO NOT put the package or objects in water or an enclosed space, such as a drawer or box. • Isolate the package or object and evacuate the immediate area.

Characteristics of Suspicious Packages • Special deliveries, foreign mail, or air mail. • Restrictive markings such as “Confidential” or “Personal.” • Excessive postage. • Handwritten or poorly typed addresses. • Incorrect titles. • Misspelled words. • Stains or discoloration on the package. • Excessive weight. • Rigid, lopsided, or uneven envelopes. • Protruding wires or aluminum foil. • Excessive tape or string. • Visual distractions such as illustrations. • No return address.

COMMON HAZARDS

Being ready for any emergency is the best way to prepare yourself for the unexpected. Sometimes there is no way of knowing that an emergency is coming, but knowing what hazards are common for Dartmouth and the surrounding area can minimize their effects. Use the information about the following hazards to be informed and be prepared.

POWER OUTAGES

Severe weather, extreme heat, and electrical grid malfunctions can result in Casa Loma College losing power for an undetermined amount of time. While short power outages rarely result in serious hazards, long term outages can be inconvenient and hazardous.

Our electrical grid is controlled by Los Angeles Department of Water and Power 1-800-499-8840 Contact the Campus Administrator to report the outage. Understand the impacts: o VOiP phones will only work as long as the network is operational. o The wireless network will fail immediately. o Take care when navigating dark spaces. o Do not use candles in buildings; take extreme care if using them off campus. o Do not attempt to access electrical control panels. o Monitor local radio stations for updates and recommendations. o Turn off all lights, computers, and appliances to avoid a surge when the power is restored.

To be prepared... o Keep one or more flashlights and spare batteries easily accessible. o Use a surge protector for valuable electronic equipment. o Keep a battery operated or hand-crank radio accessible. o Backup your data on an external hard drive or other media. o Keep your cell phone charged regularly and limit its use during an outage to extend battery

life.

EXCESSIVE HEAT

Summer brings heat temperatures well over 90° to 100 degrees. It is important that you take steps to stay safe. o Drink plenty of water. o Dress in loose fitting, breathable, light colored clothing. o Cover windows that receive sunlight with shades or drapes. o Seek air conditioned spaces to cool-off.

To be prepared... o Do not leave flammable substances in direct sunlight or in your car. o Do not leave pressurized containers (hair spray, deodorant, cleaners, etc.) in direct sunlight

or in your car. o Check in with elderly family members or friends as these people are susceptible to heat

related illness. o Be sure that your pets get plenty of water and are kept inside or have a shady spot to rest

outside. o Never leave children or pets in the car on hot days; the temperature in the car even with the

windows cracked can become dangerously high very quickly.

o Monitor your email, the news, and the Emergency Preparedness web page for updates and recommendations.

INFLUENZA AND ILLNESS

In recent years, there has been an increase in cases of pandemic influenza that have received international attention. Regardless of the strain, the flu returns each year bringing with it illness and public health hazards. Casa Loma College, like any residential community, is very good at spreading illness. Close quarters, shared space, and personal interaction help spread the flu and other illnesses. Avoiding the spread of the flu and other illnesses is simple if everyone does his or her part. o Wash your hands with soap and water regularly. o Avoid close contact with others while an illness is "in season". o Avoid touching your eyes, nose, or mouth. o Stay hydrated by drinking plenty of water. o Get plenty of sleep; at least 8 hours a night. o Pay close attention to your email, news reports, and the Emergency Preparedness web page

for updates and recommendations. To be prepared... o Seek medical attention if you think you have the flu. o Stay home from work or school if you are sick. o Cover your mouth and nose when you cough or sneeze. o Encourage others to help in stopping the spread of illness.

INDIVIDUAL PREPAREDNESS Casa Loma College and local services will always do everything possible to protect you during an emergency, but individual preparedness is also extremely important. Taking the time to prepare yourself and those you care about for an emergency can make a big difference, allowing you to be well supplied and in touch when the worst happens. Three easy steps will help you prepare for anything that might happen: get a kit, make a plan, and be prepared. A summary of these steps is provided below:

Following an emergency, you may have to live independently for a short time. For this reason, it is important that you gather some simple, yet very important items for use in the event of a disaster. It is generally recommended that you keep three days worth of supplies for each person. Some ideas of what your kit should include are: o Consumables

o Water: one gallon per person per day o Food: non-perishable

o Survival items o First Aid kit o LED flashlights o Sleeping bags and/or blankets o Dust masks

o Communication Tools o Cell phone and charger o Battery-powered radio, preferably with NOAA capability

o Other Items o Cash and a waterproof bag for important documents

o ID, passport, insurance cards, etc Extra batteries Road maps Paper/pens Feminine products

This is not an exhaustive list, but a guide to help you think about what items would be important to you in an emergency. Write a list that suits your needs and prepares you to live without support for up to three days.

MAKE A PLAN It is important that you develop a plan that is specific to you - think about how to contact your family, how to get to your home, what medications you take, and other questions specific to you. Remember, your personal plan does not need to be complicated or long. Many good personal plans are only a page or two. Consider these elements to get you started on thinking about your plan: o Emergency contact information o A meeting point for family/friends in case of evacuation o Information about where you can stay overnight locally o Travel information

o What route do you usually use to get home? o What alternate routes are available? o How much do they cost normally? On short notice? o Do you have friends who will be driving in that direction?

o Schedule information for family/friends (work, school, etc.)

Remember that some planning elements may be more or less important to you depending on your needs and situation. Consider everything you may need when an emergency strikes and build a plan that fits you and those close to you.
