1 INTRODUCTION

1.1 PURPOSE

Volume II of this Emergency Medical Services Communications Plan has been developedby the State of Florida State Technology Office, primarily as an operational “field manual”to be carried as standard equipment on all permitted vehicles within the State. It isdesigned to contain information useful for day-to-day operations, as well as to provide thedata necessary to enable radio communications during transport operations in unfamiliarareas, including adjacent counties in Georgia and Alabama.

Volume II is also intended to be used for instructional purposes in training programs forEmergency Medical Technicians and Paramedics, through its operational approach andexplanatory section regarding radio frequency communications.

The State Technology Office invites suggestions regarding the contents of both thisVolume, as well as Volume I, as to any ways in which the EMS Communications Plan maybe made more accurate and useful. The Program may be reached by telephone at (850)922-6437, SUNCOM 292-6437, or by mail to:

1.2 Summary

Section 2.0 “OPERATIONS” contains requirements of the Federal CommunicationsCommission (FCC) Rules relating to communications operations, information on standardoperating practices, basic radio theory, and discussion of the various radio frequency bands.It also contains an explanation of a primary source of interference, which can disruptnormal communications, as well as a definition of the concepts involved in EMScommunications.

Section 3.0 “FLORIDA EMS ALLOCATIONS” contains an alphabetical listing by Countyof all radio frequencies for EMS operations within the State, as well as HospitalEmergency Department addresses & telephone information. Radio dial codes are shownfor those counties using selective addressing for radio communications with hospitals. Thecity/town and telephone number of each ground and air ambulance provider is listed,showing the quantity of permitted vehicles licensed to each. The air ambulance providersare listed again separately, showing additional information.

Section 4.0 “INTERSTATE ALLOCATIONS” gives a general description of the EMScommunications systems in adjacent counties of both Georgia and Alabama, as well as theaddress, telephone, radio frequency, and selective address dial code of each hospital inthose counties.

Section 5.0 “HOSPITAL LATITUDE/LONGITUDE COORDINATES” gives a listing ofgeneral latitude/longitude coordinates as provided by the EMS providers.

Section 6.0 “WIDE AREA STATEWIDE INTERSEVICE/MUTUAL AIDFREQUENCIES” lists the channel usage, eligibility, and primary usage of wide-area andstatewide mutual-aid frequencies available for utilization in Florida.

2 OPERATIONAL INFORMATION

2.1 FCC Rules & Regulations

The Federal Communications Commission (FCC) prescribes a framework of rules togovern the transmission of radio signals. Under these rules, each user of the radiospectrum must be eligible to operate on given frequencies and be authorized to do so. TheRules are organized into various Parts and Sub-parts, which address the FCC’s practice andprocedures, including frequency assignment policy and operating requirements. PublicSafety communications is governed by Part 90 of the FCC Rules.

2.1.1 General Requirements

Licensees of radio systems have direct responsibility for the proper operation of eachtransmitter licensed. They must ensure that radios are used in accordance with the Rulesand for purposes directly related to the particular activities for which they are licensed.Priority is to be given to communications involving the imminent safety of life andproperty, but licensees are required to keep transmission times to a minimum and employefficient operating procedures to maximize the utilization of the frequency spectrum.

Licensees are required to take reasonable precautions to avoid causing harmful interferenceto other radio users. This includes monitoring the operating frequency for communicationsin progress and such other measures as may be necessary to minimize the potential forcausing interference.

2.1.2 Operation Requirements

No operator license or permit is required for the individual personnel operating radioequipment. Any person having the consent of the system licensee may provide authorizedcommunications on behalf of the licensee. The licensee will at all times exerciseresponsibility for operations and is expected to provide observation, servicing andmaintenance as often as necessary to ensure compliance with all applicable rules.

2.2 Operating Practices

In the course of providing emergency health care to the public, many of the individualparticipants practicing in the EMS system are required to communicate with one anothervia two-way radio facilities. Good operator practice is essential to the effectiveness andefficiency of any public safety communications system. For EMS, good practice followedby EMTs/Paramedics, dispatchers, physicians and emergency department nursingpersonnel relates directly to a reduction in response time which in turn saves lives, reducesfurther injuries and minimizes suffering.

2.2.1 Equipment Familiarization

A first step in proper communications techniques is necessarily a familiarization with theradio equipment to be used by the operator. There are many different brands and types ofradio equipment items that EMS personnel will encounter in their work, and manufacturersare continually introducing new products that will always present new educationalchallenges. As a minimum, communications systems are comprised of mobile and/orportable radios, base/repeater stations and various radio-controlled devices. Additionally,they may include more complex aspects such as telemetry, satellite receiver voting systems,vehicular repeaters, trunked operations and data.

EMS personnel should take sufficient time to learn the correct operation of each item ofcommunications equipment that they use. They should fully investigate the variousfeatures of that equipment in order to maximize the extent to which the equipment assistsin delivery of emergency services. Operators are encouraged to ask questions of theircolleagues, equipment maintenance technicians and manufacturers’ representatives toensure understanding.

2.2.2 Communications Skills

The objective of radio communications in EMS is to convey information in a concise andaccurate manner. The communications skills exhibited by operator personnel can have apositive influence on the outcome of a particular event.

A. Operating Protocol

In most EMS services there is generally some agreed-upon protocol (written or unwritten)to govern radio communications. If unwritten, such procedures are probably defined bytradition. No attempt is made here to establish a particular mode of operation, however,certain key points are highlighted for the benefit of operator personnel.

• Follow standard protocol established by the EMS service. It may address the manner inwhich calls are to be placed from one unit of the service to another, and govern themanner in which messages are formatted.

• Maintain channel discipline. Courtesy and respect for the communications of otherssharing the radio channel go a long way in preserving order, especially in congestedgeographic areas with much radio traffic. Monitor the channel before transmitting toprevent interference to others users. Think ahead and keep transmissions short and tothe point to maximize airtime.

• Practice verbal communications skills. Speak distinctly, at a moderate rate, anddirectly into the microphone or handset to maximize intelligibility. Keeping themicrophone close to the mouth overcomes background noise and permits the operatorto speak in a normal tone of voice. Shouting is to be avoided as it results in audiodistortion and thus works against the premise of intelligibility.

• Use plain language to describe a particular condition or event when in doubt of theappropriate aural brevity code might otherwise be used. Individuals under stress mayfind it easier to relate clear and simple descriptions.

B. Technical Considerations

• Key your transmitter before engaging in speech. The complexities in communicationssystem design often introduce delay in the time it takes to turn on the variouscomponents comprising the system. Transmitters take time to come up to full poweroutput, tone squelch decoding equipment requires time to open receivers and receivervoting systems take time to select the best receiver. While these events generally areaccomplished in less than one second, there are many voice transmissions that could bemissed in their entirety if the operator did not delay slightly before beginning his/hervoice message. Pausing one second after depressing the push-to-talk button on themicrophone or headset is sufficient in most cases to prevent missed words or responses.

• Keep loudspeaker clear of clutter. Papers or other materials covering or obstructingloudspeakers can diminish receiver audio and alter intelligibility.

• Avoid turning receiver volume too low. A low setting may fail to attract the operator’sattention to an incoming call.

2.3 Radio Theory

2.3.1 Radio Waves

A radio signal is an invisible wave of “electromagnetic” radiation that has the ability tomove through space at 186,000 miles per second - the speed of light. It is non-ionizingradiation, which results when an alternating current of radio frequency is established in anantenna. The alternating current will produce an alternating electromagnetic field in thespace surrounding the antenna that will propagate outward from the antenna with acontinuous reduction in strength.

2.3.2 Alternating Current vs. Direct Current

The alternating electric and magnetic fields associated with radio waves are better realizedwith some understanding of electrical current. The most basic form of electricity is directcurrent, known as DC, which is that obtained most commonly from a battery. If bothterminals of a battery are connected to some electric device or circuit, current will flowfrom the battery through the circuit. For example, if a light bulb were connected to abattery, current would flow through the light bulb and produce energy in the form of visiblelight. If the battery direct-current source was replaced with a source of alternating current(AC) such as a generator, the current in the light circuit would continually reverse itsdirection, or alternate, at a rate dependent on the rotating speed of the generator. Thenumber of times per second that the current changes direction (cycles per second) is knownas the frequency of the alternating current.

2.3.3 Radio Frequencies

Radio waves are produced by alternating currents that are of the same nature, but of muchhigher frequency than the 60 cycles per second frequency of normal AC power systems. Aradio transmitter that is connected to an antenna to produce the radiated wave generatesthese currents. The waves thus produced by an antenna travel through space to a distantantenna that is connected to a radio receiver. The purpose of the radio signal is to carryinformation from a point of origin to one or more points of destination, hence the terms“carrier wave” or “carrier” which are often used to describe it. The information carriedmay be voice, music, video, telemetry, or other information.

The ranges of frequencies, which may be used from radio communication, vary betweenapproximately 30,000 Hz (Hertz) and 300,000,000,000 Hz. When dealing with such highfrequencies it is more appropriate to use larger units to describe them. The termscommonly used are kilohertz, megahertz, and gigahertz, abbreviated kHz, MHz and GHz,respectively. The relationship between hertz, kilohertz, megahertz and gigahertz is asfollows:

To gain familiarity with frequency spectrum and its units of measurement, it is helpful totake as a first example the standard “AM” broadcast band. This radio band extends from540 kHz to 1,600 kHz. A radio station found at 1,200 kHz on the radio dial could also besaid to be operating at 1.2 MHz. The “FM” broadcast band is located much higher in thefrequency spectrum than the AM band, and ranges between 88 and 108 MHz. In betweenthe AM and FM broadcast bands (between 1.6 MHz and 88 MHz) operate many differentcommunications services. Included in this range of spectrum are international (short-wave)broadcasts, military communications and ham radio, but most familiar are Citizens Band(CB) radio at 27 MHz and TV Channels 2 through 6 between 54 and 88 MHz. Thisportion of the spectrum is graphically portrayed as follows:

Services that operate above the FM broadcast band include aircraft (118 - 136 MHz), TVChannels 7 through 13 and 14 through 69 (174 - 216 MHz and 470 - 806 MHz,respectively), and cellular telephones (825 - 845 MHz mobile and 870 - 890 MHz base).

2.3.4 Land Mobile Radio Frequency Bands

The entire radio frequency spectrum is grouped into the following classifications offrequency range and band name:

30 - 300 kHz Low Frequency (LF)300 - 3,000 kHz Medium Frequency (MF)

3 - 30 MHz High Frequency (HF)30 - 300 MHz Very High Frequency (VHF)*

300 - 3,000 MHz Ultra High Frequency (UHF)3 - 30 GHz Super High Frequency (SHF)

30 - 300 GHz Extremely High Frequency (EHF)

*Within the VHF Band used by public safety radio services, the range 30 - 50 MHz iscommonly referred as “VHF Low Band”; the range 150 - 160 MHz is referred to as “VHFHigh Band”. Similarly, 800 MHz is identified separately in the UHF band.

In the spectrum between about 25 MHz and 1,000 MHz are various bands allocated by theFCC for two-way mobile radio communications known as “land mobile radio” bands.

They have the following common designations

25 – 50 MHz VHF Low Band150 – 174 MHz VHF High Band450 – 470 MHz UHF Band470 – 512 MHz UHF TV Sharing (specific areas only)

806 – 824 MHz &851 – 869 MHz 800 MHz Band

Each of these frequency “sub-bands” are widely used for two-way land mobile radiocommunications in the Public Safety Services. The choice as to which one is best for aparticular operation depends on the frequency availability, the particular type ofcommunications system required, the radio coverage area required, and many otherengineering factors. Each frequency band has its unique properties that must be factoredinto the overall engineering of the system design for each user.

2.3.5 VHF Low Band

VHF Low Band has, as its advantage, the farthest coverage distance (other factors beingequal) of any of the land mobile frequency bands. Given the same operating conditions(transmitter power and antenna height), low band will generally “talk” further, base-to-mobile and mobile-to-mobile. It is also better suited for traversing hilly terrain andpenetrating heavily wooded areas than higher frequencies.

Unfortunately, VHF Low Band has several disadvantages not shared by higher frequencies.It is commonly affected by “skip” interference (which occurs when radio signals arereflected from the upper atmosphere at great distances from the location of origin). It is notuncommon to receive stations over 2,000 miles away, and such occurrences tend to disruptlocal communications. VHF Low Band is also affected to more of an extent by man-madenoise sources than higher frequencies. Automobile ignition systems, motors, commercialpower lines and electric fences in the vicinity of radio receivers may create so muchelectrical noise that the desired radio signals may be masked at times to the point that theybecome unusable.

Additionally, and for some of the above reasons, VHF Low Band does not generally farewell in urban environments. In addition to the above shortcomings, antennas for VHF LowBand communications must be relatively large compared to higher frequency antennas;attempts to shorten these antennas for convenience or practically results in inefficiency andreduced coverage area.

2.3.6 VHF High Band

Within the 150 MHz range of VHF High Band, skip interference is considerably reduced.Man-made noise sources also are not of as much concern, and better penetration intometropolitan area environments is realized. Due to the shorter wavelength of VHF HighBand, it becomes practical to use shorter antennas that exhibit greater gain than withsimilar lengths at VHF Low Band.

VHF High Band has typically been, for the above reasons, the band of choice for manyapplications. In many parts of the United States however, VHF High Band has become socongested, particularly in metropolitan areas, that interference of several kinds fromneighboring systems is often received. Point-to-point co-channel interference isparticularly severe in view of the simplex-type allocation of these frequencies by the FCC.VHF High Band is also characterized by a somewhat shorter communications range thanVHF Low Band, especially on a mobile-to-mobile basis.

2.3.7 UHF Band

UHF Band communications are virtually free from skip interference and electrical noisewhen compared to lower bands. At 450 MHz, the radio waves are physically shorter thanVHF Low Band or High Band such that they have an ability to easily reflect off of commonhard surfaces. Thus, the UHF Band is often an excellent choice for penetrating into, andaround, heavy building structures in urban areas.

As frequency is increased however, losses due to hills and foliage also increase. The UHFBand has more difficulty transmitting signals over hilly or irregular terrain than with lowerbands. Hills tend to block the signal more severely and can significantly reduce range.Also, absorption of the signal by trees and other foliage is more prevalent at UHF and mustbe factored into any UHF system design. Since mobile-to-mobile range is significantly lessthan that accommodated by the lower frequency bands, repeater stations are commonlyused to relay transmissions between mobile units.

2.3.8 800 MHz BandThe characteristics of the 800 MHz Band are very similar to the UHF Band except that thenegative aspects are somewhat accentuated. With the proper engineering and designhowever, the 800 MHz Band can be a viable alternative to the lower frequencies.

Proprietary 800 MHz Trunked Radio Systems

EMS communications systems may migrate to specialized radio “trunked” systems thatwill shift EMS communications to a proprietary radio infrastructure. Radio systems thatemploy this technology will meet those agencies requirements for VDR and/or LMCcommunications. In that these systems are proprietary in nature they will not meet therequirements for MED-8 specified within this plan for emergency departments.

2.4 Radio Frequency Interference

The ability to communicate by radio may be significantly affected by othercommunications systems operating on the same or different frequencies. Most interferencethat occurs is unintentional and can be difficult to identify if it can be detected at all.

2.4.1 Co-Channel Interference

This type of interference is most readily identified and occurs from different radio systemssharing the same frequency. Ideally, systems are authorized with sufficient geographicdistance between them such that one system does not hear the other system and visa-versa.On occasion, however, atmospheric conditions will support better than normalcommunications range and audible signals of the distant system are received. Dependingon the strength of these “co-channel” signals, normal communications may be disrupted orprecluded. Co-channel interference is sometimes referred to as “skip” interference whenthe interfering signal originates hundreds or even thousands of miles distant from the

affected receiver. This mechanism of radio transmission uses the upper atmosphere(ionosphere) to reflect a radio wave back to earth.

2.4.2 Receiver Desensitization

When using a radio receiver in the physical vicinity of a transmitter operating on afrequency close to that which the receiver is tuned (but not directly on it), the receiver’sability to “hear” weak on-channel signals is impaired. The effect may be to lose a desiredtransmission completely or it may appear to be partially “cut off”.

2.4.3 Transmitter Noise

Transmitters are not perfect devices and will radiate some amount of noise in addition tothe primary signal. This noise appears on either side of the transmitted and can interferewith nearby receivers tuned to other frequencies. The end result is similar to what isexperienced with receiver desensitization, but the mechanism of interference is a maskingof desired signals by the noisy transmitter.

2.4.4 Intermodulation Interference

Intermodulation interference, or “intermod”, is caused when two or more radio signals ofdifferent frequencies combine to create yet other frequencies (a process known as mixing).If one of the new frequencies produced happens to occur on a desired receiver frequency,interference may result to desired signals. Such frequency mixing most frequently occurseither in a transmitter or in a receiver.

Transmitter-produced intermod occurs when strong radio signals are combined in thepower amplifier of a transmitter, and the “mix frequencies” are re-radiated along with theintended signal. If one of the mix frequencies is heard in the affected receiver, it may bepossible to detect the audio of the interfering signal as comprised of multiple voices inaccordance with the number of transmitters participating in the mix.

Receiver-produced intermod manifests itself when two or more strong off-frequencysignals combine in the receiver electronic circuitry to create still other frequencies throughmixing. Like the transmitter-produced case, if one of the resultant frequencies is nearly thesame as the frequency to which the receiver is tuned, the intermod signal will compete withthe desired received signal.

Listening to the interfering signal can generally identify intermodulation interference,because it will usually be comprised of two or more voices and is likely to suddenly ceasewhen one of the transmitters contributing to the mixing process is turned off. However, theprocess of identifying the participants so as to remedy the interference problem may not beso easy since they may be located at other radio sites and operate in different radio services.Additionally, intermod is not only known for being produced in transmitters and receivers.Other sites of production may include antennas, metallic flashing on rooftops, rusted orcorroded mechanical joints of antenna towers, and on occasion, rusted automobile bodiesor similar materials.

2.4.5 Equipment and Interference Rejection

While the occurrence of interference in the radio environment cannot be eliminated, it canoften be controlled to the point where its harmful effects minimize the disruption ofcommunications. For the public safety services, the purchase of communicationsequipment exhibiting quality in the design of interference rejection circuitry will do muchfor dealing with the problems of receiver desensitization, transmitter noise andintermodulation interference. Additionally, proper system engineering is required toprovide for ancillary protective devices (such as radio frequency filters and isolators) whereneeded.

2.5 CONCEPTS OF EMS COMMUNICATIONS

2.5.1 General

An Emergency Medical Services Communications system must provide the means bywhich emergency medical resources can be accessed, mobilized, managed, and coordinatedin both normal and adverse situations. An EMS communications system must thereforeemploy sufficient communications paths and operational capabilities among all participantsto facilitate the functional EMS communications concepts described in the remainder ofthis section.

2.5.2 Citizen Access

The EMS communications system must have the ability to receive and process allincoming requests, which report emergencies and require emergency medical assistance.All individuals shall be able to summon help rapidly in an emergency situation whether formedical, police, fire, rescue, or other emergency needs. Local, statewide, and nationaluniformity is required to fully enable this concept.

The State of Florida 9-1-1 Emergency Telephone Number Plan has provided for a cohesivestatewide emergency telephone number " 9-1-1" system to provide citizens with this rapiddirect access to public safety agencies. The 9-1-1 Plan was developed in response to theFlorida Emergency Telephone Act of 1974.

2.5.3 Vehicle Dispatch and Response (VDR)

On notification of need for emergency medical assistance, the communications systemshall enable prompt dispatch of all required EMS vehicles (including notification of rotor-wing aircraft) to the location of the emergency. The communications system must furtherenable dispatchers to communicate with responding vehicles while en route to the scene,while at the scene, while en route to hospital emergency department facilities, and duringtheir return to availability for further assignment.

2.5.4 Crew Alerting

As a sub-concept to Vehicle Dispatch and Response, some EMS communications systems,as determined by local procedure, may require the direct alerting of EMS personnel eitherindividually or in groups. This can be accomplished through the use of either monitor orpaging receivers, or by means of two-way hand-held portable radios with a selective callcapability. This concept is limited only to such alert paging required to facilitate theimmediate response and action of personnel resulting from a request for emergencymedical services.

2.5.5 Automatic Vehicle Location (AVL)

Use of Automatic Vehicle Location (AVL) systems provide real-time geographic locationof vehicles to ensure the nearest available vehicle is dispatched to the scene of an incident.Additionally, an AVL system displays vehicle positions to dispatchers on either tabularand/or graphic displays as well as providing the information necessary to a Computer-Aided Dispatch (CAD) program when utilized in “System Status Management” structure.Consequently, these capabilities are considered an integral component of VDR.

2.5.6 Local Medical Coordination (LMC)

The EMS communications system shall provide EMS field personnel with acommunications system and/or channel that permit the exchange of vital informationbetween EMS field personnel, emergency departments and/or medical directors.Minimally, the LMC channel shall have the capability to provide communicationscapability to emergency department personnel with a five-minute notification while enroute to an emergency department facility.

2.5.7 Countywide Medical Coordination (CMC)

In addition to VDR capability, the EMS communications system within a county shouldprovide a secondary CMC communications channel to enable dispatch and responsebetween EMS field personnel, hospital emergency departments and dispatch centerpersonnel during isolated critical situations MCIs during which prolonged use of VDRchannel would not be feasible due to normal and/or other VDR communications traffic.Such uses of CMC channel must be limited only to the temporary duration. This channelshould provide communications while the units are at the scene of medical emergency.

2.5.8 Statewide Medical Coordination (SMC)

In addition to Local Medical Coordination (LMC) or CMC capability, the EMScommunications system must provide a communications channel to enable medicalcoordination between EMS field personnel and emergency department personnel duringsituations in which a vehicle is out of its prime area and unable to access an emergencydepartment using the LMC or CMC channel of that area, mutual-aid communications, andin isolated critical situations during which prolonged use of the LMC or CMC channelwould not be feasible due to other LMC communications traffic. Such uses of the SMCchannel must be limited only to the temporary duration of such situations. The channelspecifically assigned for SMC is MED-8.

2.5.9 Statewide Scene or Local Scene Coordination (SSC or LSC)

The EMS communications system must have the capability for mobile and portable radiosto communicate directly (unit-to-unit) while on the scene of an emergency requiringmultiple vehicle response.

2.5.10 Medical Resource Coordination (MRC)

The EMS communications system must provide for point-to-point coordination of EMSresources between hospitals, providers, and communications control centers for response toa disaster or mass casualty incident. Telephone lines between communications controlcenters can be used for resource coordination during normal operations. However, radiocommunications are needed during situations following hurricanes, tornadoes, floods, fires,etc., when telephone lines are inoperative, or when telephone central office switchingfacilities are jammed or disable

3 FLORIDA EMS ALLOCATIONS

3.1 General

Preparation of the following tables of radio channel allocations and organizational data forEMS communications within Florida has been a major undertaking by the StateTechnology Office (Office) in the production of this Plan. The effort initially began in1986 with a survey of all Counties, EMS Providers, and Hospitals in the State. The datacollected has been incorporated into an automated database to be maintained over timewith revisions to be issued, as they become necessary.

As with any database of this size, errors and omissions are bound to occur. The Officerequests all organizations to review the data applicable to them, and to advise the Office asto any changes or additions. The Office further requests ideas as to ways in which the datamay be made more useful or complete toward its purpose of providing the most current andapplicable EMS communications information to organizations involved in the provision ofemergency medical services within Florida.

3.2 Introduction to Tables

The following tables are organized alphabetically by County. Within each County is alisting of radio channel information, followed by information on Emergency Departmentfacilities, and EMS Providers.

3.2.1 Radio Channel Information

Radio channel information is shown by channel use description, by continuous tone-controlled squelch (CTCSS) frequency (in Hertz), , and by base-transmit and base-receivefrequency (in MHz or MED channel number).

B. CTCSS Frequencies

Continuous Tone-Controlled Squelch (CTCSS) systems provide a reduction of nuisanceinterference in FM radio systems by incorporating a sub-audible tone onto the radio carrierinformation such that only a similarly equipped radio receiver will open its squelch circuitto receive the transmission. Systems equipped with CTCSS will eliminate muchinterference from distant sources, although CTCSS by itself cannot prevent undesired "FMcapture" from occurring due to nearby simultaneous co-channel transmissions.

CTCSS frequencies are designated by the Telecommunications/Electronic IndustriesAssociation (TIA/EIA) in TIA/EIA Standard 603. The following table is a portion of thoseCTCSS frequencies above 90 Hz and below 211 Hz, which are approved for EMS radiocommunications in Florida. Since there is an abbreviated code scheme for thesefrequencies common to systems supplied by Motorola Communications & Electronics Inc.,the Motorola (MOT.) code designations of these CTCSS frequencies are also shown.Similarly, the Wolfsberg (WOLF.) codes are also shown. Insofar as possible, CTCSStones within a local geographic area should be exclusively from either Group A or Group Bto avoid false sensing due to adjacent tone frequencies.

3.2.2 Emergency Department Information

For each County, Emergency Department facilities are listed by geographic (rather thanpostal) address, followed by the 24-hour telephone number of either the switchboard(main), emergency department (E.D.), or both. The Emergency Department facilities listedinformation is provided by the State of Florida Agency for Health Care AdministrationHospital and & Out Patient Services Unit.. EMS Channel usage shown for EmergencyDepartments within tables is current as of as possible. Specific Emergency DepartmentMED channel allotments have been assigned to each Emergency Department facility andare shown beside each facility under the column titled “Med Channel Assignment.” Thesechannel allotments shall be in usage, if not already, by December 2004. Changes are notindicated in the margins for this information.

3.2.3 EMS Provider Information

Within each County, EMS Providers are listed alphabetically showing the telephonenumber of each provider. The State of Florida Department of Health Bureau of EmergencyMedical Services provides this listing. Changes are not indicated in the margins for thisinformation.

3.2.5 EMS Air Transport Information

EMS Air-transporters are listed alphabetically by County showing the address andemergency phone and fax numbers for each agency. Radio channel information is alsoprovided for each air agency.

Communications for aeromedical services may utilize certain radio frequencies within theAviation Services of FCC Rules Part 87, "Aeronautical Enroute and Aeronautical Fixed Stations."The scope for Aeronautical Enroute stations is limited to the necessities of safety and primaryoperation of the aircraft. Sub-part I does not allow for medical communications. These channelsare associated with Air-traffic Control Centers, Airport Control Towers and “Unicom”communications systems. By design these radio systems are limited in the communicationscoverage capabilities they would provide for low flying rotorwing aircraft. Given the limitations,by rule and/or design associated with these radio channels their use by prehospital for flightfollowing is not acceptable for flight following.

Frequencies within the applicable FCC Rules may be utilized for Air Ambulance Dispatch andResponse and/or Medical Coordination on a secondary basis to land-based systems. Licensing forimplementation or expansion of air ambulance communications on any frequencies within thePublic Safety or Special Emergency Radio Services requires prior approval by the STO. The EMSCommunications Plan has established specific radio frequency allotments both “Air Primary” and“Air Secondary” within Florida for aeromedical Dispatch and/or Flight FollowingCommunications.

Air Secondary

All licensed rotor-winged aircraft and dispatch centers within the state of Florida shall have theability to communicate on the Air Secondary frequency 155.340 MHz with a CTCSS, PL tone, of167.9 Hz. This provides continued flight following with the aircraft while medical crews utilizetheir UHF, MED Channel radio to provide medical reports (LMC, SMC or MRC). Secondarilythis circuit provides a “Statewide” radio system for MCI coordination with aircraft that wouldnecessitate communications with the various aircraft, dispatch centers and/or landing zonemanagement. Further, this frequency shall provide EMS helicopter personnel with continuedsafety of flight situations in which a vehicle is out of its prime area an unable to access its dispatchcenter. Such use of the Air Secondary channel shall be limited only to the temporary duration ofsuch situations unless otherwise approved in writing by the STO.

4 INTERSTATE COORDINATION

4.1 GENERAL

Medical emergencies near the border of northern Florida often involve the mutual responseof emergency medical service providers and hospital emergency departments in Alabamaand/or Georgia. Interstate communications between providers and hospitals of all threestates are necessary to support such EMS operations and mutual-aid agreements, as well asfor wide-area mobilization of emergency response units during mass casualty incidents anddisaster situations. This section (current as June, 2000) describes the VHF High Bandportion of the EMS communications systems, radio frequencies and selective call addressesof hospitals and providers in the southernmost parts of Alabama and Georgia, which arereadily accessible to providers and hospital emergency departments in the North Floridaarea.

4.2 Alabama

Each hospital has a specific radio dial code assigned to it. To access a hospital, select theappropriate channel; then dial the radio dial code of the desired hospital with an interruptedtone rotary dial encoder (HEAR/EACOM).
