Good afternoon Colleagues, hope your summer is going great!

Thank you very much for all the kind e-mails and offers of support on my recent e-mailing discussing the wonderful news of work on an Associate Transfer Degree Program in Emergency Management (EM) and Homeland Security (HS) throughout California. This of course not only includes the model curriculum and anchor academic standards but also significant professional development components (i.e. hands on/applied learning) that is so critical in these types of undergraduate academic programs. This is particularly good news given this is really the last remaining gap in a California state-wide career pathway/vertical track in EM-HS that would then stretch from 9th grade (high school) through Masters Degree Programs (found at San Diego State and California State University, Long Beach). If you are interested in helping out here in the finalization of EM-HS Associate-Bachelors degree program development/implementation, please contact me about assisting with the CEMHS Associates-Bachelors Taskforce within the next week or so. Thanks for your consideration and your willingness to support our efforts here!

Also, if there are any high school career technical education educators who are interested in collaborating on the development of a 12th grade Survey to Public Services Course-- please let me know about your interest there. This course will serve as an introduction to all the public services career clusters including emergency management, emergency medical, homeland security, cyber-security, legal

professions, etc. that our students may be interested in pursuing upon graduation and entrance into the workforce.

Finally, I have been made aware of a substantial grant to support development/delivery of cyber-security training programs that address national preparedness goals. If you are interested in participating in this proposal and project, please e-mail me asap so we can get started. Note that we are not only looking for cyber-sec content area specialists, but also those who are familiar with training program design and delivery. A CEMHS grants group teleconference will be held on Thursday, July 9th from 3:00-4:00 (Pacific Time) to discuss the specifics and details.  Thanks a bunch for your time and hope you are having a wonderful week!

Red Rocks Community College Associate of Applied Science Degree in Emergency Management and Planning

Red Rocks Community College, part of the Colorado Community College System, is offering an Associate of Applied Science Degree or Certificate, in Emergency Management and Planning. 

The Associate Degree is designed for new entrants into the Emergency Management field while the Certificate is geared toward current practitioners interested in upgrading their skills. The program serves as the focal point for the delivery of emergency management training, including the enhancement of planning skills and operational capabilities required for an effective response to and recovery from disasters. 

The Associate of Applied Science Degree or Certificate in Emergency Management and Planning will prepare a prospective student for career advancement in the field or for employment. It will prepare students to transfer to a four-year school if they have an interest in a Bachelor's degree in Emergency Management or Public Administration. The program may be completed totally over the INTERNET, depending on which electives classes are selected.   Our 2015 fall semester starts on August 24th and we will be offering EMP 101, EMP 106, EMP 109, EMP 240, EMP 242, and EMP 250. We also offer an EMP Certificate which just requires the completion of our core EMP courses.

Completed courses from other colleges or accredited institutions, which correspond to our EMP course requirements, can be transferred to Red Rocks, at no cost. When requesting credit for courses from non-accredited institutions such as FEMA, a student needs to go through what we call our "Credit for Prior Learning Program" and incur a minimal fee.

FEMA Announces Notice of Funding Opportunity for Fiscal Year 2015 Homeland Security National Training Program/Continuing Training Grants Program

 WASHINGTON — Today, Federal Emergency Management Agency Administrator Craig Fugate announced the release of the Notice of Funding Opportunity, or NOFO, for the Fiscal Year (FY) 2015 Homeland Security National Training Program (HSNTP) Continuing Training Grants (CTG) program with a total $11,521,000 available for awards in four focus areas.  

The HSNTP/CTG program develops and delivers innovative training programs that are national in scope and play an important role in the implementation of the National Preparedness System by supporting the building, sustainment, and delivery of core capabilities essential to achieving the National Preparedness Goal (NPG) of a secure and resilient nation.  The FY 2015 HSNTP/CTG program focuses on the following four training areas: Cybersecurity; Hazardous Materials; Countering Violent Extremism; and Rural Preparedness.

This highly competitive program attracts on average 80 applicants from state, local, tribal, and territorial governments, along with eligible non-profit organizations to include colleges and universities.  In 2014, 88 eligible organizations competed and six HSNTP/CTG awards were made. Volcano evacuations bill enacted in wake of Mount Ontake disaster The Japan Times The Diet enacted a bill that will oblige municipalities and businesses near volcanoes to compile evacuation plans in the event that a volcano erupts. The change will affect local governments and institutions adjacent to 50 volcanoes. The bill to revise the law on special measures concerning active volcanoes was approved at a plenary meeting of the Upper House following its passage through the Lower House.

New Zealand announces Cyclone Pam tourism recovery package* PreventionWeb Foreign Minister Murray McCully has announced a $26 million package, aimed at helping the tourism sector in Vanuatu recover following Cyclone Pam. "Tourism accounts for 20 per cent of the Vanuatu economy and employs 26 percent of the labor force. Getting the tourism sector back up a running is vital to Vanuatu's long-term recovery from Cyclone Pam," McCully says.

FEMA publishes new Public Assistance Policy on Insurance IAEM The Federal Emergency Management Agency (FEMA) on June 29 published the new Public Assistance Policy on Insurance in the Federal Register. This new policy makes several changes, including: clarifying key terms; the scope of insurance needed; and the difference between flood and non-flood events. The policy also provides options to self-insure or modify the insurance requirement with FEMA, and sets standards for a state insurance commissioner certification. Growing out of FEMA’s re-evaluation of aspects of PA policy and guidance, which began last year, as well as consultations with stakeholders and subject matter experts, the new policy takes effect immediately for disasters declared on or after June 29, 2015. FEMA is developing electronic calculation and tracking worksheets to support consistent and accurate implementation of insurance requirements and reductions. FEMA webinars will be announced soon for state and tribal partners to review the new policy and provide information on its implementation in the field.

Entry deadline is Aug. 1 in 2015 IAEM-USA Student Academic Research Presentation Competition IAEM The IAEM-USA Student Region is still accepting entries in its 2015 Student Academic Research Presentation Competition through Aug. 1, 2015, 5:00 p.m. Eastern time. This competition offers an opportunity for IAEM-USA Student members to showcase their research, and have it judged by experts in the field of emergency management. Presentations will be judged in either the undergraduate or graduate category, and prizes will be awarded for first, second, and third place. Judging and awards will take place at the IAEM Annual Conference in Clark County, Nevada, and you must be present to compete. Award guidelines and entry instructions are available here.

Flood insurance policyholders have until Sept. 15 to request a review of their Hurricane Sandy claims IAEM The Federal Emergency Management Agency (FEMA) has set Sept. 15 as the deadline for National Flood Insurance Program (NFIP) policyholders to request a claim of their Hurricane Sandy claims if they feel they were underpaid. Where warranted, additional payments will be made to those policyholders. The Sandy claims review process is intended to be simple, navigable by the policyholder and does not require paid legal assistance. Additionally, there are several nonprofit service providers ready to offer free advice and answer questions policyholders may have. A list of these advocacy groups can be found on the claims review website. To be eligible for the review, policyholders must have experienced flood damage between Oct. 27, 2012 and Nov. 6, 2012, as a result of Hurricane Sandy. Policyholders can call the NFIP's Hurricane Sandy claims center at 1-866-337-4262 or go online to download a form requesting a review.

Airbnb to work with FEMA on disaster response housing Skift Airbnb is teaming up with the Federal Emergency Management Agency to strengthen its program that lets victims of hurricanes, earthquakes and other disasters stay at host homes for free. The online home rental service will send 100,000 hosts in Florida, Louisiana and other states tips from FEMA's Ready campaign on how to prepare for hurricane season. During a disaster, FEMA will also provide Airbnb with real-time information so that the company can better figure out where its help is needed. For example, Airbnb can email hosts in specific neighborhoods to let them know shelter is needed in that

area. Hosts can then go to the Airbnb's site or app and volunteer to take in victims or rescue workers for free.

Emergency communications bill goes to Obama for signature* Homeland Security Today Following Homeland Security Today's report that the House passed the final version of the Department of Homeland Security Interoperable Communications Act (HR 615) earlier passed by the Senate, author Rep. Donald Payne Jr., D-N.J., the ranking member of the House Committee on Homeland Security's Emergency Preparedness, Response and Communications Subcommittee, said he's elated to see the amended version of his legislation go to the President for his signature. The legislation is the first bill of 2015 to pass out of the Committee on Homeland Security and sent to President Barack Obama for his signature.

After decade of disasters, UN shifts its Asia operations Reuters The United Nations is downsizing its humanitarian staff in some Asian countries where governments have stepped up with funds and manpower after a decade of massive floods, storms and earthquakes. The Office for the Coordination of Humanitarian Affairs will close in Papua New Guinea this month and Sri Lanka by the end of the year, while "radically downsizing" in Indonesia, said Oliver Lacey-Hall, the outgoing head of OCHA's Asia-Pacific office in Bangkok.

Preventing the next pandemic* The Atlantic Though the furor has died down, the Ebola outbreak is not over. The latest World Health Organization situation report found 20 cases last week compared with 24 cases the week before. Liberia was declared free of the disease on May 9, but cases in Guinea and Sierra Leone have continued to hover at 20-27 per week. When you compare that to six months ago, when there were hundreds of new cases per week, it certainly seems that things are approaching getting back to normal. But what we've learned from the Ebola outbreak is that, in the face of an unexpected pandemic, normal isn't good enough.

Teens create CERTPRO app to track volunteer hours during emergency response* Emergency Management In the wake of the 2013 tornado in Moore, Oklahoma, streams of local volunteers helped with the disaster relief effort, but federal emergency response teams were disorganized. The community also may have missed out on some federal aid because of the lack of organization. Three North Texas seventh-graders have created an app that not only would help keep track of volunteers, but also would ensure that disaster-stricken communities get the federal aid they are entitled to.

Virginia Tech students make ant vehicle for disaster relief efforts Composites Manufacturing Magazine Students at Virginia Tech, led by Dr. Christopher Williams of the Design, Research and Education for Additive Manufacturing Systems Lab, have worked with the U.S. Military to create a prototype for a 3-D printed "ant vehicle" they believe can be used in disaster relief efforts. The vehicle, which was made entirely of 3-D printed parts, including nanocomposites, uses six ant-like legs to move. Students have been testing the prototype by creating man-made barriers and making the vehicle walk over natural terrain to determine its functionality in harsh environments.

USDA announces new tool to monitor dams, keep communities safe High Plains Journal Agriculture Secretary Tom Vilsack recently announced the availability of DamWatch, a new web-based application that provides real-time monitoring of rainfall, snowmelt, stream flow and seismic events that could pose potential threats to dam safety. "With tools like this, USDA is using the newest technologies to meet our mission" Vilsack said. "This tool provides a 'one-stop' source for accessing critical documents, databases, onsite electronic monitoring devices and geospatial information. The intent is to help keep the public safe and protect infrastructure."

2015 Hurricane Sandy Conference: 'Translating Research into Practice' to be held on Aug. 10-11 in New York City IAEM The U.S. Dept. of Health & Human Services' Office of the Assistant Secretary for Preparedness and Response, Centers for Disease Control and Prevention, and National Institutes of Health/National Institute of Environmental Health Sciences will present the 2015 Hurricane Sandy Conference, "Translating Research into Practice," on Aug. 10-11, 2015, at the NYU Kimmel Center, New York, NY. The meeting is open to the public and targeted to public health practitioners, disaster first responders, research scientists, community-based organizations, and members of Hurricane Sandy impacted communities. The conference will allow HHS Sandy Recovery Science grantees to share the outcomes of their Hurricane Sandy research and training projects. All conference participants also will discuss: opportunities to build a community of practice around Hurricane Sandy recovery research; the path forward for translating Hurricane Sandy recovery science research results into practice; and how the Sandy recovery science grants model disaster research science preparedness and benefit Sandy impacted communities. SAME and TISP to offer Aug. 11 infrastructure resilience workshop with a focus on the LA River IAEM The Society of American Military Engineers (SAME) and The Infrastructure Security Partnership (TISP) are offering a one-day workshop, as part of the Regional Resilience Workshop and White Paper Series, on "The LA River — Resilience in the System." This workshop on infrastructure resilience will be hands-on and will loosely follow a condensed version of The Goethal's Infrastructure Challenge. Data gathered during the workshop will be compiled and used to inform Homeland Security's National Infrastructure Protection Plan (NIPP). The workshop will focus on three areas: supply chain management and operations; the nexus of cyber security and emergency response; and disaster recovery and economic development. Participants will be divided into teams, be assigned a "wickedly complex" infrastructure problem, and will work with the team and a subject matter expert (from the Department of Defense, private industry, local and state government, plus non-governmental organizations) to come up with innovative solutions. All teams will present their solutions at the end of the workshop, and team results will be compiled and distributed following the workshop. Massive wildfires rip through Washington State CBS News Firefighters are in for another long night in Central Washington State. And thousands of homeowners have been warned they might have to evacuate at any time. A wildfire that kicked up is still burning out of control after tearing through the town of Wenatchee. Those who returned home today found little to salvage. More than a dozen large fires are burning in the West.

Alaska wildfires have burned over a million acres — and fire season still has a long way to go The Washington Post In 2004, Alaska suffered its worst wildfire season on record. Heat, dry conditions and lightning strikes combined to produce 701 fires and a staggering 6,590,140 acres burned — "more than 8 times the 10 year acreage average," according to the state’s Division of Air Quality. It's still early, but this wildfire season — which leapt into high gear after lightning strikes ignited more than 150 fires in Alaska — is starting to prompt sober comparisons with 2004.

It said up to 51.4 centimeters of rain fell in the eastern province of Jiangsu and that water levels of rivers and lakes were dangerously high in a six-province region.

Mediterranean migrants: Italy begins to recover bodies BBC News The Italian Navy is attempting to recover the bodies of about 800 migrants who drowned while attempting to cross the Mediterranean. The trawler carrying up to 900 people had set sail from Libya. Only 28 migrants survived and a few dozen bodies were recovered. After the disaster the European Union stepped up its search and rescue efforts. A record 70,000 migrants have made the crossing to Italy this year, with almost 2,000 dying at sea.

According to the National Fire Protection Association (NFPA), an average of 8,000 home fires are caused by grilling, and close to half of all injuries involving grills are due to thermal burns.

UCLA - Emergency Coordinator

Job Duties

Under the direction of the Assistant Dean of the David Geffen School of Medicine (DGSOM) at UCLA in collaboration with the UCLA Health System Office of Emergency Preparedness, design, implement, oversee and test all elements of the DGSOM Emergency Management and Disaster Preparedness programs in coordination with those of the UCLA Hospital System and UCLA Campus. Ensure programs meet the disaster preparedness and response objectives of the School and ensure ability of School to provide for faculty, staff, students, and patients and respond to the needs of the community, during and immediately following a disaster. Ensure program complies with regulatory requirements and is integrated with community activities, plans and expectations.

Major Program Responsibilities:

Emergency Response & Continuity of Mission Planning: The Emergency Coordinator will lead and facilitate emergency response and business continuity planning across all levels of the DGSOM. This ranges from school-wide emergency operations plan to plans for individual business units. A successful candidate will lead an integrated approach between emergency response and business continuity, developing plans tailored to the needs of end users. Emergency plans will support the needs of a broad range of stakeholders ranging from research to ambulatory clinic operations.

Training & Exercise: In conjunction with stakeholders and UCLA Health System Disaster Training Specialist, develop and deliver training for a variety of topics and all levels of audiences. A successful candidate will be able effectively train audiences ranging from line level employees to executive leadership. Additionally, a successful candidate will be able address subject matter ranging from basic disaster preparedness to incident management and action planning. The Emergency Coordinator will also develop and facilitate exercises to test all aspects of the DGSOM Emergency Management program.

Emergency Response: The DGSOM Emergency Coordinator supports DGSOM and Department Leadership in and facilitates the response to internally and externally occurring disasters. The Emergency Coordinator also supports the response of the Ronald Reagan and Santa Monica Medical Centers' to external and internal disasters and participates in the Office of Emergency Preparedness On-Call Schedule. Successful candidates are effective written and verbal communicators with a track record of exercising good judgment during emergencies.

Examples of Major Projects Include:

Expansion of the Warden Program: The Warden program ensures the safety of employees and visitors during an emergency by triggering emergency actions and integrating with first responders. The Emergency Coordinator will:

Strategically guide the expansion of the Warden Program by training employees as wardens;Integrate Warden protocols with the DGSOM Department Operations Center and first responders;Support Wardens through ongoing training and engagement.

Development of the DGSOM Department Operations Center:

The DGSOM Department Operations Center (DOC) serves as the umbrella structure to ensure employee well-being and continuity of mission essential operations throughout crisis and disaster. The Emergency

Coordinator will:

o Create DOC process and plans;o Train DGSOM executives; create plans and job aids that assist DOC Staff to serve in their roles

effectively;o Develop DOC equipment and supply caches;o Ensure interoperability with Campus Emergency Operations Center and Health System Command

Centers.o Enhance and Maintain Emergency Communications Systems: The DGSOM utilizes several

emergency notification systems to effectively communicate with all populations within the Center for Health Sciences during emergencies.

The Emergency Coordinator will:

Maintain emergency communication systems in a state of readiness;Integrate emergency communications systems into programs.
