EMERGENCY MANAGEMENT MT. ROKATENDA ERUPTION

GAMBARAN UMUM GUNUNG API ROKATENDA

Mt. Rokatenda is a strato volcano with efusif and explosive

character. The last eruption in 1985 spewed ashes up to

1,000-2,000 meter along with its material from 200-300

meter below the crater.

Mt. Rokatenda is located in Palue Island, Palue Sub District

of Sikka District, East Nusa Tenggara (according to PVMBG,

Palue Island is a volcanic island).

Palue Island comprises of eight villages with total population

10 thousands people, geographically closer to Ende District

(rather than to Maumere, the capital city of Sikka District).

Eruption and Status 2012-2013

Eruption:

• 12 October 2012

• 4 Januariy2013

• 2 February 2013

• 11 March 2013

• 24 March 2013

• 6 April 2013

• 10 Agustus 2013 at

03.27 Jakarta time

(biggest since 2012)

claimed five deaths and

three injured and

hospitalized at RSUD Dr.

TC Hillers, Maumere.

STATUS : 19 January 2012: Level 1 to 2

7 September 2012: Level 2 menjadi 1 8 Oktober 2012: Level 1 menjadi 2

13 Oktober 2012: Level 2 to 3

DISPLACEMENT Phase I Displacement (Following eruption on 12 Oktober

2012) :

Total displacement in Sikka District 375 families (1.337 persons) in 6 sub districts (Alok Barat, Alok Timur, Alok, Kangae, Kewapante, Magepanda Districts) Total displacement in Ende District 407 families ( 1.417 persons) in 3 sub districts (Maurole, Wewaria, and Maukaro). Total displacement: 782 families (2.754 persons)

Phase II Displacement (following eruption on 10 Agustus

2013) :

Displacement in Maumere, Sikka District, is centralized in former Bupati Office with total 426 families (1.203 persons). (Update by 30 August 2013) Displacement in Ende District 65 families

EMERGENCY MANAGEMENT Phase I Displacement (Following eruption on 12 October

2012) :

Fulfill basic needs Protect vulnerable groups Provide health service Provide education to school children Provide relocation land in Hewuli Village, Alok Barat District, currently on land-clearing stage.

EMERGENCY MANAGEMENT - CONTINUED Phase II Displacement (Following eruption on 10 Agustus

2013) :

Establish emergency state on 10 August -8 September 2013 Establish Incident Command Post in East Nusa Tenggara Province and Sikka District Protect, rescue and evacuate Fulfill basic needs Provide health service Provide education service for school children Rapid assessment on urgent needs Concentrate IDPs in former office of Sikka District Bupati.

Remaining residents in Palue Island (Red Zone):

Establish Field Post in Palue Sub District. Fulfill basic needs: food and clean water Locate safe points in Palue Island if eruptions repeats Sensitize to remaining residents Put more seismograph monitoring device in three locations

shelter, fish catcher, waving equipments, corn seed and

mosquito net .

Rp 6,495,500,000,- for phase I displacement in Sikka District:

shelter, fishery and agriculture.

Rp 281,450,000,- for command post activation in Kupang, East

Nusa Tenggara (followng eruption on 10 Aug 2013)

Rp 150,000,000,- for emergency management in Sikka District

following eruption on 10 Aug 2013

Follow Up BNPB deploys team to supervise incident command and

strengthen its coordination

Stimulate relocation process for phase I displacement in

Ende and Sikka Districts.

Continue emergency management efforts for phase II

displacement.

Sensitize and approach relevant leaders, such as the

church, to persuade the remaining residents to agree on

evacuation and/or relocation.

In medium term, prepare locations for resettlement of phase

II displacmeent in Pulau Besar, Alok Timur Sub District,

Sikka District.

In longer term, clear up Palue Island because the island is

actually a volcanic island.
