As the Prime Minister held the green flag at the NF Railway Sports Stadium at Maligaon here, the train chugged out of the new station at Mendipathar amid the cheers of thousands who gathered there to be a part of the “historic moment.” Shri Suresh Prabhakar Prabhu took over charge as Minister of Railways on 10 th Nov. He is a Chartered Accountant by profession. He is credited with academic degrees namely B.Com (H), LLB and FCA. Shri Prabhu was four times Member of Parliament of Lok Sabha from Rajapura Constituency of Maharashtra. During 1998 to 2004 he held various important portfolios such as Industry Minister, Minister of Environment and Forests, Minister of Fertilizers & Chemicals, Power, Heavy Industry and Public Enterprises. He was also Chairman of Task Force for Interlinking of Rivers with a status and rank of Union Cabinet Minister. Shri Suresh prabhu is the founder of ‘Youth for Democracy’, a student organization and also he is Chairperson of an NGO –Manav Sadhan Vikas Sanstha, working towards empowerment of people. He is Chairman, Maharashtra State Table Tennis Academy and also Vice President, Table Tennis Federation of India.

He is also the winner of UNESCO fellowship and visited Africa in that connection to study the problems of youth in developing countries. He is presently working on 16 global organisations and nine strategic dialogues. He has travelled to more than 100 countries. He is also pursuing his Ph.D in Climate Change from freie University Berlin and Public Finance from Mumbai University.

Shri D.V.Sadananda Gowda, Honourable Minister of Railways visited ICF on 7th Nov and inspected the shops of Shell, Furnishing Divisions and LHB Project site. After the inspection, he flagged off first LHB coach manufactured totally in ICF. He also inaugurated the Robotic Spot Welding machine at LHB shop. Later he held discussions with GM and officers of ICF.

Customer interaction meeting was held on 4th & 5th Nov. ICF Hospital family welfare department organized

Cancer awareness programme for colony women on 5th Nov and cancer screening camp on 7th Nov.

Blood donation camp was conducted on 6th Nov.

Epilepsy camp for ‘Karuna school’ children with awareness program for parents and drawing competition for children was conducted on 11th Nov.

I.C.F Silver Jubilee nursery & Primary School, as a part of their school’s Golden Jubilee (1964-2014) celebrations had organized an exhibition “ Spark-2014”on 8th Nov from 9.30 hrs to 15.00 hrs in their school campus. Chief guest Shri.D.P.Dash/CEGE, chairman of I.C.F. School’s Managing committee, inaugurated the exhibition. There were lot of charts, models, experiments, real exhibits, write up etc. in various departments namely English, Maths, Science, Tamil, Hindi, Social Science, Computer Science, Cleanliness Corner, Herbal Garden and so on were displayed. Six Schools visited and found this very useful and interesting. Children from K.G classes to Std V Participated in making the exhibits and narrating at each counter. Visitors appreciated the team effort. This marked an important day in the school’s diary of events.

A paper on ‘Performance appraisal’ by Sri K.S.Sridharan, Principal, TTC was published at the 2nd PAN IIM world management conference on ‘Globalising Indian Thoughts’ held at IIM, Kozhikode on 06.11.14.

ICF volleyball team has won the 60th ALL INDIA RAILWAY championship after a long gap of 31 years.

Stress Management programme was conducted for officers on 18th Nov.

Receipt Note:

The R. Note to be prepared in five copies and distribution is as follows I- RB Copy II-Suppliers Copy –Dispatched along with a bill form

for claiming payment III- Accounts Bill copy IV – Accounts Ledger copy V – COS copy– sent to the concerned Purchase section. For non –stock items the Fourth copy of the R. Note

will be sent to the consignee concerned for certification of receipt with DBR /DSR Details and transmission to Accounts for Counter check. In case of NOT FOR PAYEMENT Case the second foil

will not be dispatched to the supplier. For stock items R.O .No. (Receipt order) will be

assigned by the ward Custodian for having taken the items in to books.

Handing Over Of materials :

For Stock items – The accepted materials are handed over to wards by DMS /RB with the receipt Note. The ward custodian takes the material in to R.O Register and assigns R.O Number and despatches the foils to the concerned with a forwarding memo. For Non Stock items – Accepted materials are handed

over to the Indenter /consignee on challan. The consignee certifies the 4th foil of R.N Based on the challan acknowledged by them.

Delivery Period :

The materials have to be supplied by the firms on or Before the delivery period mentioned in the purchase order. Otherwise the firm has to obtain delivery Extension from the purchase section. However , Depot officers n has got powers to condone

the delay up to six months ( From original DP )if the value is below Rs 1.Lakh or 21 Days, If the value is below Rs. 2 lakhs.

Supply of Excess Quantity:

The suppliers are expected to supply only the ordered quantity However in some cases the excess quantity can be

accepted by the Depot if the Excess supply is – -within 5% of the ordered quantity or -the value of the excess material is below Rs.50000/-

whichever is less

Rejection Rules:

The rejected materials to be removed by the supplier within 21 days from the date of Rejection Memo Above 21 Days the Ground rent (GR) will be levied

from the date of rejection at the rate of 0.2/0.3% of the value of the material per day as the case may be. The GR rate is 0.2% if the weight of the material is

above 250 kg and stored in the open area .For all other cases the GR is 0.3%.

The terms of reference of the committee are: 1. and Patients Q5. Two years back, I had the back pain once. Doctor prescribed some medicine and physiotherapy which relieved my back pain well. If the back pain comes again, may I continue the same medicine and physiotherapy? Definitely you should not. Medication by your own is strictly not advisable. Be aware that medicine particularly pain killers results acute gastritis. Pain killers not cure the problem. It just blocks the pain. Prolonged intake of pain blockers may cause renal (kidney) failures too.

Choice of the treatment may vary from time to time. It depends upon various factors. In addition, even some form of physiotherapy may cause some problems. Keep ever in mind that ‘There is no action without reaction’.

Doctor’s prescription expires after stipulated period of time. Hence consult the doctor again if the symptom repeated.

Q6.I am a chronic back pain patient. I’ve switched to other system of medicine. Should I continue the exercise? In all the systems like Allopathy, Homeopathy, Ayurvedha, Siddha or Unani, the internal medicine may vary. But, Exercise is a constant therapeutic method with any system of intake medicine. No other substitute for this. Hence continue the systematic exercise better under supervision /guide lines of physiotherapist for more therapeutic benefit.

Q7.You are instructing us, not to bend, twist& over stretch. Most of your exercises are bending, twisting & stretching only. Then why the house hold activities are not considered as exercise? I agree. Somehow, house hold activities are also exercises. But, remember all house hold activities are not proper exercises to your back problem. Despite, some activities instead of healing you, bring new complication / aggravate the existing problem.

Most of the activities are in improper posture, in a continuous manner beyond the limitation. But exercises prescribed by Physiotherapist are systematically designed, limited in dose as well as in proper posture.

Hence do the house-hold activities in a modified way (see earlier issue homework and back pain) as much as possible with micro break to prevent the back-pain.

Q8.Our doctor has prescribed LS Belt to me. How long I have to wear?

First of all LS belt is a supportive things only and not a therapeutic measure to relieve your pain. In acute pain wear it as per the directions of doctors for some period. but, for low back bone fractures, you have to wear the belt at least for 3 months.

Current trend in pain management discourages the use of Lumbosacral support. Because it reduces the muscular activity results in weakness of the back muscles. Hence wearing of LS belt after the pain has abated, should be as per your doctor advise to avoid its ill effects. But if your work demands lifting of weights etc, you may use this external support while on work.

Q9.I gets back pain while coughing or sneezing. As a chronic patient, what should I do?

Avoid sudden jerky bend forward while cough /sneeze. Keep the back straight or bend backwards little with hands support the back as in the picture which may lessen the excessive jerk. This is just suggestion and not treatment. It will help prevent/minimize aching back.

Note: It is necessary to consult a medical expert who will look in to the problem from various medical angles to avoid serious complication later on.

Q10.I am having discomfort back every day morning. But after started doing my routine work, disturbing discomfort gradually vanished. What’s the reason for early morning trouble? What I have to do for this?

    The body maintained in a fixed /same position for long hours during entire night, tends the body muscles to be stiffened. In addition, an air-condition atmosphere / inclement weather too may stiffen the muscles.

Further, it may be due to….. Nature of sleeping posture while lying on the bed overnight, Face down sleeping or as child pose in the womb. Lie over Sagging bed or more cushioned bed. Keeping big pillow to the head /keep the pillow to the foot. Soon after long rest hours sudden action given to the muscles.

Remedy for early morning discomfort: Select the soft unyielding bed for well supporting of

the back. Maintain better sleeping posture and frequent change of

posture as much as possible.

In the bed itself, do some warm up and stretching exercises as follows before get up from the bed.

1. Bend and straight the legs alternatively 10 to 15 times.

2. Pull one knee to chest in rhythmic swing (not jerky) manner and hold it for few counts. Do this gradual stretching procedure alternatively to both legs.

3. Pull both knees together towards chest relaxed swing manner and then hold it.

No of repetition of above procedure 2-3 times and then get up systematically as in the pictures.

4. A Little walk.

NOTE: During the day, gradual activity releases the muscle spasm and lessens the discomfort back. Q11. Is Executives chair ideal one to prevent back pain?

Q12. I play 2 roles as a home maker and desk worker. I unable to find time do exercises regularly. Give some tips to find a way to live with minimal desk work/homework strain?

Duties of officers in case of serious / fatal accidents involving the staff in the factory

Duties of Welfare Officer (WO)

1. In case the accident is fatal he shall send information about the accident to the nearest Police station (ICF K7 Police Station) & co-ordinate with the Police Officials for making necessary arrangements for Post-Mortem.

2. He shall obtain necessary Death certificate issued by the Doctor.

3. He shall inform about the accident to the Kith and Kin of the victim and arrange for bringing them to the required place urgently.

4. He shall arrange to obtain a certified Post-mortem report and submit the same to Manager so as to enable him to forward the same to Inspectorate of factories.

5. He shall arrange to make the following payments. i). Funeral grant under Staff Benefit Fund.

ii). Immediate relief from out of DCRG, if eligible.

iii). In case of fatal accidents, ex-gratia lump-sum for funeral expenses as per Workmen Compensation Act (WCA) to be sanctioned by G.M.

iv). Process for acceptance of liability or otherwise and arrange to deposit the compensation on sanction by the occupier, with the commissioner for WCA.

v). Process for payment of ex-gratia lump-sum of Rs.5,00,000/- to be sanctioned by Railway board, duly deducting the WCA compensation.

vi). Monitor the processing of the settlement benefits on priority and for compassionate appointment, in case of fatal accident.

Duties of Dy.CME(Plant) / WM (Plant)

1. He shall arrange the transport vehicle / material handling equipment as necessary at the accident site.

Duties of Dy.CEE(M) / AEE(M)

1. Arrange for power shut down (if necessary) and stopping of other electrical oriented activities.

2. He shall arrange adequate lighting wherever necessary (particularly in case of night) so as to carry out the rescue operation quickly.

Duties of Occupier (CWE) / Manager (Dy.CME)

1. Over all control and co-ordination of the operation.

2. After taking stock of the situation, the message should be communicated to CME and GM in case of fatal accidents.

3. To order for a Departmental inquiry by a committee consisting of officers at an appropriate level.

4. Arrange for investigation by Dy.Chief Inspector of Factories / Chief inspector of Factories wherever necessary.

5. Arrange for implementation of remedial measure based on enquiry report and recommendations of Dy. Chief inspector of Factories / Chief inspector of Factories.
