• Alignment between pre-service and in-service professional standards and evaluation rubrics

• In 2008, NC SBE remodeling (revisioning) efforts lead the state away from an input model to output based model of assessing ed prep programs.
• Electronic evidences require authentic assessments of candidates.

• June 2013 - SBE adopted Praxis Core Academic Skills for Educators to replace Praxis I PPST for teacher education admission.
• 2013-14 - Transition YearIHEs can accept either• Praxis I PPST or• Praxis Core

SAT• 1100 (combined Math &
Verbal) is exempt from all Praxis I/Core requirements
• 550 on Math is exempt from Praxis I/Core Math
• 550 on Verbal is exempt from Praxis I/Core Reading and Writing
ACT• 24 (composite score) is
exempt from all Praxis I/Core requirements
• 24 on the Math is exempt from Praxis I/Core Math
• 24 on English is exempt from Praxis I/Core Reading and Writing

Licensure Exam Requirements • Effective July 1, 2014, all IHE program completers
(in-state and out-of-state) recommended for the initial license must take the SBE approved licensure exam for the recommended teaching area.
• Individuals recommended for multiple initial license areas on Form V must test in each licensure area.
• Applicant may test in one area, apply, receive the tested license area, and then add other areas later by 24 semester hour policy.

Licensure Exam Requirements
• Passing the licensure exam is required to convert from Standard Professional I to Standard Professional II license.
• NCGS 115C-296 allows the initial license applicant to be licensed in middle, secondary, and K-12 areas without passing the test prior to the IHE licensure recommendation
• Failing scores should be sent in with the Form V to show the test has been attempted.
• This does not apply to licensure in Elementary and Special Education.
FOUNDATIONS OF READING AND GENERAL CURRICULUM FOR NC LICENSURE EXAMS
Foundations of Reading & General Curriculum for NC Exams
• Effective October 1, 2014,– IHE Program/Licensure Completers must pass the
exams to be recommended for Elementary (K-6) &/or Special Education: General Curriculum (K-12) licenses.
– Out of state teachers must also pass the exam if applying for a NC license in those areas.• < 3 years experience must pass before being licensed.• > 3 years experience will have 1 year to teach while meeting
the testing requirement.

Rationale for Changing Licensure Exams
• Importance of ensuring strong foundational skills in math and reading in grades K-5.
• Rigorous teacher preparation needed to support statewide initiatives to improve K-5 student achievement.
SBE Response• Why look to Massachusetts?
– a strong record of K-6 student achievement and continuous improvement.
– MA Department of Education identified MTEL licensure exams as the essential element for improving student achievement
• Pearson Evaluation Systems will administer the modified versions of MTEL, now referred to as Foundations of Reading for NC and General Curriculum for NC.
