Cornwall's Economy Offers Opportunities2012 was a great year, and 2013 is continuing that positive trend

Cornwall is a busy place these days. Itmay come as a surprise to some, but tothose who have been following what ishappening in Eastern Ontario, it is a storythat began a few years ago and showslittle sign of abating. Investments byprivate and public organizations areadding to a level of development activitynot seen in the region in decades, and it bodes well for the future.

Let’s take a look at some of the numbers.

In 2005, the 10-year rolling average ofbuilding permits issued by the City was$32 million. Over the next seven years,the figure would nearly double to $60 million, and in 2012, the value ofbuilding permits issued topped $112million. It is the third highest amountever recorded at City Hall, but it is thetrend of sustained development thatspeaks to what the future may hold.

Activity has been consistent over timeand across all sectors. While some majorprojects have dominated the headlines,small to medium sized investments havealso been strong.

One key project has been the completionof the 1.4 million sq.ft. Eleven PointsLogistics distribution centre that willbegin servicing Target stores in EasternCanada. This project required theconstruction of a new road, which has inturn opened up another 200 acres fordevelopment in the Cornwall BusinessPark. Public sector investment has beendominated by 3 major projects: the $120 million Cornwall CommunityHospital redevelopment, the $79 millionconstruction of a new internationalbridge, and the $57 million upgrade to

the City’s wastewater treatment facility.Work has been completed at the hospital,and the other two projects are onschedule for completion by 2016.

Cornwall has also welcomed newcommercial development, with newrestaurants opening in the heart of thecity and new retail plazas being built inmultiple areas. Construction activity hasbeen equally split between big box retailcomplexes and smaller, local entrepre-neurial efforts, and taken as a whole,activity in this sector has been very impressive.

Not to be outdone, large private sectoremployers have invested as well, withinvestments happening at BASF, FCM,Seaway Express, SCM and others. Development activity in the residentialsector has also been strong. TheRiverdale Terrace and Cotton Mill Loftsprojects are now complete, severalsubdivisions are welcoming new homes,and an impressive new seven-storeyproject is underway at King’s Landing.

Investors are expressing a lot ofconfidence in Cornwall, and that includesentrepreneurs. Over 70 new smallbusinesses have opened in the past 18 months, many of which turned to the Cornwall Business Enterprise Centrefor assistance.

The massive Eleven Points Logisticsdistribution centre is a hub of activity, asthe team works to supply goods to newTarget stores opening across EasternOntario, Quebec and the Maritimes.

The Cornwall distribution centre is 1.4 million sq.ft. and sits on 169 acres.Racks tower over 30 feet in the air andthe facility is well served by over 200dock level doors. The building is largeenough that one could lay the CN Towerinside the building and not touch theeast or west walls.

"Cornwall is a fantastic community andwe are thrilled to be opening a distributioncentre in such a vibrant community,” saidTom Shaw, Vice-President of Distributionfor Target Canada. “We looked at anumber of factors when selecting the site for our Eastern Canada DistributionCentre and the decision to locate inCornwall was an easy one."

In late 2011, the City completed the sale of 169 acres of serviced land in the Cornwall Business Park to Target.Throughout the following year, the sitewas a beehive of activity as contractorsrushed to complete the state-of-the-artfacility, one of three Canadian distributioncentres to service Target's entry into the Canadian retail market.

The number of localconstruction jobsinvolved with theproject numbered in the hundredsthroughout 2012. It is estimated that theamount of granularmaterial delivered tothe building site byCornwall Gravel wouldhave constructed adriveway from Cornwallto Quebec City.Laplante Welding wasresponsible for locallyfabricating andinstalling 6,200 tonnes of steel, totalling 10,000pieces within an 8 week period.

Bar Q Adds Another Dimension to Downtown DiningChef Christian Barque is back with a new restaurant

Chef Christian Barque brings his culinarymagic to Bar Q, a new 72 seat restaurantin the heart of Downtown Cornwall. BarQ’s menu will feature a variety of steakand seafood dishes.

“My goal was to create a menu thatshowcases traditional meats with unique flavours,” says Chef Barque. “I plan on changing things up on a regularbasis, especially as certain foods comeinto season.”

The restaurant menu is prominentlydisplayed on an antique roll of butcher’spaper – the first indication of the eclecticdécor that can be found throughout therestaurant. From the mason jar chandelierover the bar to the oak tables that werehand-crafted using wood from an olddance floor, a lot of the décor seems tohave been repurposed from a former life.

“Heritage is very important to me,” saysChef Barque. “There is a certain beauty inthe way things were once made, and weshould celebrate our past.” Chef Barquehas built up a loyal following afterworking at several restaurants in theregion. It was time to start his own spot.

“I have been working towards this openingfor over a year now,” says Mr. Barque. “Mygoal was to create a spot where peoplewould feel comfortable”.

“A place that is just slightly off the beatenpath – a place with character, where

people can start to create their own history.”

Bar Q will be open for dinner Tuesdaythrough to Saturday and lunchWednesday, Thursday and Friday.Reservations are recommended.

Atelka has launched its first site inthe Province of Ontario by openinga call centre in Cornwall. At fullcapacity, this new call centre willemploy over 300 customer serviceand technical support agents.

Atelka is located in a modern 33,750 sq.ft. building at 10 TollgateRoad East in the centre of the city.

“Atelka is the largest independentcall centre business in Canada, and we are particularly proud toestablish operations in Ontario andcontribute to the creation customerservice and technical support agentjobs in Cornwall, a city recognizedfor the quality of its workforce,”

said Michael Vineberg, ChiefExecutive Officer.

The company held two job fairs inFebruary and opened with 155 fulltime employees. The companycontinues to recruit new employeesas it pursues new business to beserviced by the Cornwall team.

Atelka Opens New Call CentreCreates 150 jobs and hopes to add even more

Olymel has announced a majorinvestment in its food processingplant in the Cornwall Business Park.

The company is investing $37 million in the expansion of its facility, and will add 70,000 sq.ft.to the existing space.

Work includes the addition of acontinuous smokehouse and theconstruction of a biological reactordesigned to increase wastewatertreatment and purification capacity.This expansion will create fifty newjobs and enable the Cornwall plantto expand its capacity to producenot only bacon but also a widervariety of processed pork products.

“This investment is part of a plan to reorganize the company’soperations in the processed porksector, and is a vote of confidence in thefuture of the Cornwall plant. Olymel alsoplans to renew its production with a planto specialize its facilities by product type. In a context of fierce competition fromU.S. products in the bacon sector, Olymelhas decided to change the focus of someof its facilities, including the Cornwallplant, by combining bacon productionoperations with other processed meat

operations. By diversifying production ofthe Cornwall plant, we seek to increaseour ability to meet our customers’ variedneeds and market a highly competitiveproduct line,” noted Olymel President andCEO Réjean Nadeau.

Olymel Expanding Cornwall OperationsFood processor invests $37 million in expanded facility

This significant investment in the Cornwall plant, previouslyspecialized in the slicing andproduction of pre-cooked bacon,allows greater flexibility in theproduction of a wider variety of products. The plant may produce smoked products such as pork ham, picnic hams andjowls. Once the work is completed,the Cornwall plant will employmore than 320 people. Underfederal jurisdiction, the operationsof the Cornwall facility aresupervised by the Canadian Food Inspection Agency (CFIA).

“The Olymel plant in Cornwallenjoys an advantageousgeographical position close tomajor transportation axises andbetween larger centres such as

Montreal, Toronto and Ottawa. The expansion of our facilities andbroadening of our operations through amore diversified product line representan additional factor in optimizing ouroperations so we can better serve theCanadian and U.S. markets,” added plantmanager Martin Croteau.

Seaway ExpressExpands

Busitech ReleasesNew Mobile App

Busitech has released new software to helpmanufacturers collect data using mobile devicessuch as smartphones.QWCollector allowsoperators on the plant floor to collect criticalprocess data and deliver it efficiently across acompany’s network.

LCBO Heads East

LCBO is making a longawaited return to the city’s East End with theannouncement of plans to establish a new store in Glengarry Square onSecond Street East. Theliquor retailer will move itsPitt Street store to the newlarger location.

Farm Boy Adds NewDine-In Option

Farm Boy has provided itscustomers with new ready-to-eat meal options,including the establishmentof a 24-foot salad bar, hotpizza, paninis and wholesomehot meals. Customers cantake the meals home, orenjoy them in the new in-store seating area.

Gaz Metro to EstablishFacility in Cornwall

Gaz Metro has announcedplans to build a liquefiednatural gas station in theCornwall Business Park. The LNG fueling station will be a mid-point alongthe Quebec City-Torontocorridor and will helptransport companiesreduce smog andgreenhouse emissions.

New School to be Built

The Upper Canada DistrictSchool Board has announcedthe construction of a newelementary school toreplace East Front andGladstone Public Schools.The new school will offerroom for approximately 420 students, and isexpected to open inJanuary 2016. Funding for the project will beapproximately $8.5 million.

St. Hubert Expands

Cornwall's St. HubertRestaurant can now seat273 people, following amajor expansion. The work,totaling over $1 million,included the addition of a50-seat dining area, officesand a new take-out area, in addition to renovationsto the existing dining room and bar. Upgradeswere also completed on the exterior of therestaurant, including asignificant expansion of the parking lot.

The St. Lawrence River Institute ofEnvironmental Sciences is lookingto provide research services tocompanies across North Americaand even the world with thelaunching of a new AppliedResearch and Technical Services Branch.

“We are open for business, and weare actively looking for projectswhere our expertise is needed, “said Dr. Jeff Ridal, Executive Directorand Chief Research Scientist of the Institute.

The Institute has recently investedin scientific equipment and hasestablished a new microscopicimaging laboratory at its St. Lawrence College location. Thestate of the art equipment will helpresearchers discover solutions toproblems companies might befacing, such as how to become

more efficient, reduce demand onresources or simply to lower costs.

“We have top-notch scientistsbacked by an incredibly talentedtechnical support team,” saidJennifer Haley, Microbiologist.“We’re anxious to take on work thatwill make use of our expertise andour new resources. Our goal is notto compete with the private sector,but to work in partnership.”

The Institute already has asuccessful case study in LaflecheLeblanc Soil Recycling. Researchersat the Institute worked withcompany officials to investigateways of improving the company’sground breaking work in reclaimingcontaminated soil through the use of bacteria. The research has delivered direct benefits in the areas of quality control and best practices.

King’s Landing to Offer Commanding Views of St. LawrenceSeven-storey apartment building under construction

It has been a long time since a building in Cornwall reached for the skies. That isabout to change with the construction of King’s Landing, an elegant seven-storey apartment complex offeringspectacular panoramic views of the St. Lawrence River.

Construction has begun on the building,and upon completion will offer 40executive apartments.

“We are very excited about this project,”says JC Godard, owner of Tri-Star Living.“The building will offer luxury typeamenities while at the same time takingadvantage of the very best in energyefficient construction.”

“We have already seen a strong interestfrom people looking to reserve anexecutive apartment,” added Mr. Godard.“We offer a selection ranging from two-bedroom suites at 1650 sq.ft. to one-bedroom apartments at 1,000 sq.ft..”

King’s Landing is situated just east of Le Village along the St. Lawrence River.The site will have a fully landscaped lot,ample parking for tenants and guestsand immediate access to Cornwall Transit routes.

“We’re very happy to see Mr. Godardbegin yet another quality residentialproject in Cornwall,” said Mayor Bob Kilger.“The expansion of our residential capacitygoes hand in hand with our efforts tomarket Cornwall to new residents.”

The King’s Landing building designincorporates attractive architecturalfeatures that include a stucco/stoneexterior and an abundance of windowsand balconies for the tenants.

“This development is a great example ofthe benefits of infill development,” saidKen Bedford, Supervisor of Planning forthe City. “The site was already servicedand zoned appropriately and therefore

could be considered a turn-keydevelopment site.”

The King’s Landing project is scheduledfor occupancy in the fall of 2013.

Laminacorr has moved operationsto a 38,000 sq.ft. manufacturingfacility on Marleau Avenue in theCornwall Business Park.

“This new building is ideal for ourneeds," says Guy Robichaud. “It hasan excellent power service, silos forraw material and the 6 acre siteallows us room to grow."

The new facility comes as Mr. Robichaud’s daughter Fionajoins the company. A collegegraduate, Fiona will be helping toexplore new markets for Laminacorr.

"Our long term vision has changednow that Fiona is on board," says Mr. Robichaud. "We are excited aboutbuilding something together andtaking Laminacorr to the next level."

Laminacorr not only converts andlaminates plastic products for avariety of uses, it also makes its owncorrugated plastic sheets followingthe purchase of an extruder acouple of years ago. Lightweightand durable, corrugated plastic isused in a variety of applicationsranging from reusable packaging to signs and displays.

"Laminacorr’s key strength lies in its vertical integration," notes Mr. Robichaud. “We engineercorrugated plastic products fromconception to final production. We also re-process used productfrom our customers, making ourcompany environment friendly."

Laminacorr Moves Into New Facility

MPIQC has received $1.2 million inFederal funding to help it expand andcompete more effectively on a globalbasis. The money has helped purchasenew state of the art Samsung DynamicChip shooters.

MPIQC Inc. is a contract manufacturerthat provides products and services for awide array of clients including space andsatellite, military and defense contractors;communication firms; governments;automotive specialty firms and medical

companies. The company operates out of a modern 85,000 sq.ft. building in theCornwall Business Park.

MPIQC is receiving a total of $1.2 millionin loans from three federal supportprograms:

• Southern Ontario Fund for Investmentin Innovation: $500,000

• Community Ventures Capital Fund: $450,000

• SD&G Community Futures Development Corporation: $250,000

“This combined investment will assist usin taking MPIQC to the next level,” saidClaude Girard, President and COO ofMPIQC. “Our company is growing and so is the need to update our equipment.Because of the support of these investingpartners MPIQC now has the latesttechnology to increase its productivityand compete on the global scene.”

MPIQC is expected to increaseemployment levels from 55 to 70.

Work is underway on a new commercial plaza at the corner of McConnell Avenue and Ninth Street in Cornwall.

The project will house a 35,750 sq.ft. FreshCo supermarketand a 10,000 sq.ft Dollarama store in stand-alone buildings.A further 10,000 sq.ft. will be available for other retailers.

The property is being developed by GoldmancoIncorporated, a family owned retail development companybased in Toronto that has been developing and managing a growing portfolio of commercial properties for over 25 years. This will be the second Goldmanco developedproperty in Cornwall, joining the Giant Tiger plaza at 607 Pitt Street.

“We feel that this property is a great opportunity for retailersto have a strategic location in Cornwall,” said Derek Hull,Leasing Manager with Goldmanco. “The FreshCo brand isnew to Cornwall and we think it will prove to be a popularshopping destination.”

The property is just over 5 acres in size and will offer parkingfor 269 cars. Access to the plaza will be from Ninth Street,Marlborough Street and McConnell Avenue.

Construction of the FreshCo Supermarket and Dollaramastores is expected to be complete by September 2013.

RioCan is currently retrofitting 90,000sq.ft. in the Eastcourt Mall. The work isbeing done to accommodate two new30,000 sq.ft. stores for Urban Planet and

No Frills. A new 15,000 sq.ft. Ardene'sstore has also been announced, leaving room for one more tenant. The 180,000 sq.ft. mall is already home to

over 25 tenants, including Fabricland,Bonnie Togs, Royal Bank and ShoppersDrug Mart. The Eastcourt Mall is locatedon Second Street East.

The West Wing of the Cornwall Community Hospital opened thisApril, to the delight of the hospital staff and clients. Both levels ofthe 95,000 sq.ft. addition are fully operational, including the newemergency department, 6 new state of the art surgical suites andThe Rose and David Bloomfield Diagnostic Centre.

The West Wing has been designed to improve the patientexperience, and includes several key features, such as improvedinfection control systems and a redesigned emergencydepartment with improved capacity to reduce wait times.

“The build has been a communityproject since 2009, and we areproud to deliver on our promiseof providing an exceptionalhealthcare facility to the peopleof Cornwall and SD&G,” saidJeanette Despatie, ChiefExecutive Officer.

The West Wing also houses severalnew pieces of vital medicalequipment, courtesy of asuccessful fundraising campaignby the Hospital Foundation. Thisequipment includes a new MRI,CT Scanner, and a leading-edgeDigital Urology Table.

St. Lawrence College Creates New Logistics CourseServicing the needs of Cornwall’s growing economy

St. Lawrence College now offersa graduate program designedto prepare students for careersin the growing supply chainand logistics sector.

The one-year Logistics andSupply Chain Managementprogram will be offered on the College’s Cornwall campus.Over three semesters, studentswill study all facets of logisticsand supply chain managementfrom both a theoretical andpractical perspective. Studentswill benefit from hands-onexperience and an integratedfield placement during the program.

“The supply chain sector in EasternOntario is expanding and there is agrowing need for knowledgeable andhighly skilled individuals in logistics andsupply chain management,” said

Glenn Vollebregt, College President and CEO.

Graduates will find meaningfulemployment as materials managers, retail and wholesale buyers, purchasingmanagers, strategic sourcing analysts and

supervisors in materialshandling, among otheropportunities.

The new graduate program is the latestin a series of St. Lawrence Collegeprogram offerings. The College haspreviously offered an 8-week WarehouseWorker course and an 18-week SupplyChain and Logistics Techniques program.

Cornwall Business Park ExpandsCity makes another 260 acres available along Highway 401

The City of Cornwall has made another 260 acres of landavailable for development in the Cornwall Business Park.

The land is immediately south of Highway 401 and runs eastfrom McConnell Avenue to the SCM Distribution Centre. The City will build new roads and extend services to the area.Development sites will benefit from a high profile, as 20,000+vehicles travel along that stretch of Highway 401 every day.

"The property is zoned for a variety of manufacturing and supplychain activities, and we expect that the lands will generateconsiderable interest," said Mark Boileau, Manager of CornwallEconomic Development.

The land is for sale at $30,000 per acre, making it some of themost affordable land in Ontario. When you add in the fact thatthe City does not have development charges, the cost to

develop a facility is much lower in Cornwall than any otherlocation in Toronto or Ottawa.

Available services in the Business Park include municipal water,sanitary sewers, electrical power, natural gas, and access to highspeed telecommunication services. Access to Highway 401 isavailable via Interchange 796 (Boundary Road) and Interchange792 (McConnell Avenue).

The Business Park is approximately 1500 acres in size and is hometo Cornwall's largest private sector employers. In the past fewyears, the City of Cornwall has sold over 400 acres to companiessuch as Target and Shoppers Drug Mart.
