They are quicker in technology assimilation and in technological advancements due to their entrepreneurial nature. Not surprisingly, despite presence of big names as mentioned above, SMEs are the backbone of the strong electronics industries in countries like Taiwan, Japan, South Korea and China. Even in Germany, growth of medical electronics and industrial electronics industry is powered by SMEs. Israel has pioneered the start-up culture. In India, it is no different. We need to actively support the SMEs as part of our agenda to promote ESDM. Given that most of the Indian ESDM units fall under SME category, this is not a matter of choice. It is with this objective that the support under Modified SIPS was reduced to units investing as low as `1 Crore. Electronic Manufacturing Cluster (EMC) scheme has been created to support common facilities which individual SMEs may find difficult to set up. The Electronics System Design and Manufacturing (ESDM)sector is dominated with global giants like Intel, CISCO, Broadcom, Qualcomm, Samsung, Nokia, IBM, HP, Dell, Bosch, GE, TSMC, Sony, Panasonic, Huawei, Acer, Asus, HTC, to name a few. As a result we tend to ignore the contribution of SMEs. The SMEs are nimble-footed, lean and flexible. They are quicker in technology assimilation and in technological advancements due to their entrepreneurial nature. Not surprisingly, despite presence of big names as mentioned above, SMEs are the backbone of the strong electronics industries in countries like Taiwan, Japan, South Korea and China. Even in Germany, growth of medical electronics and industrial electronics industry is powered by SMEs. Israel has pioneered the start-up culture. In India, it is no different. To promote start-ups, the National Policy on Electronics envisages setting up of Incubators. One such incubator has been recommended by Working Group on ESDM to be set up by STPI in Delhi. The Venture Capital Fund also provide necessary risk capital to start ups. Electronic Development Fund (EDF), envisaged in the National Policy on Electronics is meant for that purpose. While EDF approval remains in pipeline, it is heartening to see other venture funds being set up. KITVEN Fund in Karnataka is one such example. SIDBI is also proposing another national Fund. Walden India Fund should also be reality soon. The Electronics India B2B platform created by DeitY on its website www.deity.gov.in/esdm is also meant to facilitate the collaboration needs of the SMEs. The platform hosts requests for joint ventures, technology collaborations etc. DeitY is also encouraging mother PSUs like ECIL, BHEL, HAL, BEL, etc. to undertake vendor development programmes. The vendors of these major organizations can benefit from the various policy initiatives which Government has instituted to support the Electronics System Design and Manufacturing (ESDM) sector. Recently, DeitY has approved two new schemes which are also aimed to further encourage the SMEs in the country. One of the schemes provides for financial assistance to SMEs for meeting stipulated standards. Under this scheme, assistance is available getting products tested to conform to standards prescribed by Government of India under its Compulsory Registration Order as well as assistance for meeting stipulated standards for exporting to other countries/ regions. The other scheme is a national recognition of exemplary work in the ESDM sector by the industry. National awards have been institutionalized which will recognize units which show exemplary performance in terms of growth, innovation, export etc. Attractive cash prizes will accompany the national citation. National Scheme for Supporting MSMEs in the ESDM Sector

To recognize and motivate the Micro Small and Medium Scale Enterprises in the Electronic System Design &

Manufacturing (ESDM) sector, the Government of India (GoI) has announced a national scheme for the sector. The Scheme aims at providing financial support to MSMEs to promote manufacturing, to build quality into Indian manufacturing & also to encourage exporters. The support under the Scheme will be provided in the form of reimbursement to the manufacturers in the MSMEs. The scheme for providing financial support as Grant in Aid is expected to benefit the manufacturers, domestic industry, exporters in the electronics sector. The Scheme will provide GIA for the following activities: (i) Reimbursement of expenses relating to compliance of electronic goods with “Indian Standards”.

Total Grant Available: The total GIA for one model is limited to `1 Lac only. The Total GIA available under this section of the Scheme is `2 Crore for 200 models (max).

Purpose: Reimbursement of expenses relating to compliance of notified goods to Indian Standards notified by DeitY.

(ii) Reimbursement of expenses for testing and certification required for export.

Total Grant Available: The total GIA under the Scheme for one model is `1.25 Lac (max). The Total GIA available under this section of Scheme is `20 Crore for 800 models (max).

Purpose: Reimbursement of expenses for testing and certification required for export.

(iii) Development of Electronic Manufacturing Clusters by MSMEs

Total Grant Available: The Total GIA available under this Section of the Scheme for Development of Clusters is `2 Crore. The GIA of `10 Lac /Cluster (max) would be available for setting up of 20 Clusters.

Purpose: Reimbursement of expenses for diagnostic study, soft intervention and for preparing DPR etc.

Eligibility: (i) All the Micro, Small and Medium enterprises registered in India, as defined in the MSME Development Act are eligible under the Scheme. (ii) In case of EMCs, local industry association or State Govt agency or Special Purpose Vehicle (SPV) for the purpose. Time Period : (i) The Scheme is for 2 years from the date of its notification for the MSMEs. (ii) The Scheme would be applicable for 2 years (max) or no. of models proposed under the Scheme or till the allocated budget is available for that particular area of the Scheme , whichever is earlier. 9th IESA Vision Summit 2014

Shri J Satyanarayana, Secretary, DeitY addressing IESA Vision Summit 2014 via Video Conferencing

The ninth edition of the IESA Vision Summit, the annual flag-ship event of the India Electronics & Semiconductor Association (IESA) was held on February 3-4, 2014 in Bengaluru. The biggest ever till date, Vision Summit 2014 was attended by over 630 national and global leaders; the summit also saw the highest ever participation from the government, with 8 state governments joining the summit during the two days. With 40 exhibition booths, the Vision Summit 2014 Expo was also the largest till date. Shri. J Satyanarayana, IAS, Secretary, DeitY, Government of India addressed the inaugural session. During the summit, IESA signed a MoU with Messe München International (MMI and launched DEFTRONICS - India's first ever platform for Aerospace and Defence electronics that is slated to be held in September 2014 along with Electronica and Productronica India. The event will be launched in Bengaluru in 2014 and will move to Delhi in 2015, and thereafter shuttle between the two cities.

National Launch of ESDM Courses by NIELIT

Dr. Ajay Kumar, JS, DeitY and Dr. Ashwini Kumar Sharma, MD, NIELIT addressing audience at the launch of ESDM skill certification scheme& PG Diploma Programme.

In an event held on Saturday, February 8, 2014 at NIELIT Calicut, the National Level Certification Scheme and All India PG Diploma Programme in VLSI and Embedded System in the Electronics Sector were launched by, Dr. Ajay Kumar, Joint Secretary, Department of Electronics and IT, Government of India in the presence of Dr. Mohd. Abdul Salam, Vice Chancellor, Calicut University and Dr. Ashwini Kumar Sharma, Managing Director, NIELIT. The courses launched were as follows:

Electronic System Manufacturing (ESM)-1, ESM-2 and Electronic System Design (ESD)-1 under NIELIT-ESDM Certification Scheme

All India Post Graduate Diploma in VLSI & Embedded Hardware Design

All India Post Graduate Diploma in ASIC Design and Verification

All India Post Graduate Diploma in Embedded Real Time Systems NIELIT-ESDM Certification Scheme & All India PG Diploma courses are to generate quality manpower in the area of Electronic System Design & Manufacturing. The scheme also aims to facilitate the ESDM ecosystem in India by utilizing the facilities and expertise available with the NIELIT Centres besides other training institutions in the Non-Formal sector. Implementing institutes are required to set up the required infrastructure to enable the students to have more time on practical sessions. The scheme is open to all private coaching institutes through accreditation mechanism. These courses will be on offer at select NIELIT Centres initially. Any NIELIT accredited centre across the country can also offer these courses. Accredited centres/ training providers interested in affiliations may contact the respective nodal centres for further details as given below:

MSIPS Technical Evaluation Committees (TEC)

In furtherance to para 8 of the MSIPS guidelines dated 07/10/2012, the following three Technical Evaluation Committees (TEC) have been

constituted vide Order dated 20/02/2014 for the application received under M-SIPS scheme to evaluate whether the proposed technology

is “State-of-the-Art” or “Not”.

1. Technical evaluation committee for products under M-SIPS in the vertical “Electronics Manufacturing Services (EMS)”.

2. Technical evaluation committee for products under M-SIPS in the vertical “Medical Electronics”.

3. Technical evaluation committee for products under M-SIPS in the vertical “All Electronic Products IT/ Telecom/ Nano-Electronics/ Industrial Electronics/ Consumer Electronics/ Strategic Electronics / Electromechanical Components / Passive Components/ Consumable & Accessories / Power Supplies etc.” had been constituted vide order of even number dated 26/04/2013. However, the aforesaid committee has been reconstituted vide Order dated 20/02/2014.

Five areas in Haryana, Maharashtra and MP notified as Brownfield Electronic Manufacturing Clusters

Five (5) New Brownfield Electronics Manufacturing clusters viz. • Bawal Tehsil, Haryana • Dharuhera, Sub Tehsil, Haryana, • Mumbai (includes Mumbai City District and Mumbai Suburban District) • Navi Mumbai (Includes Navi Mumbai Municipal limits area), Maharashtra and • Raisen, District Madhya Pradesh were notified on 19th February 2014. Two Semiconductor Wafer Fabrication Facilities in India Approved Government of India has approved setting up of two Semiconductor Wafer Fabrication (FAB) Manufacturing Facilities in India. These FAB units are to be set up by two business consortia, with the following broad project parameters: (i) M/s Jaiprakash Associates Limited (with IBM, USA and Tower Semiconductor Limited, Israel as partners) a) Project Cost: `34,399 Crore b) Technology: 90/65/45/28 nm c) Capacity: 40,000 WSPM d) Location: Yamuna Expressway, Uttar Pradesh (ii) M/s HSMC Technologies India Pvt. Ltd. (with ST Microelectronics and Silterra Malaysia Sdn. Bhd. as partners) a) Project Cost: `29,013 Crore b) Technology: 90/65/45/28/22 nm c) Capacity: 40,000 WSPM d) Location: Prantij, Gujarat Letter of intent will be issued to the two consortia shortly. The final agreements are expected to be signed by August 2014. The Empowered Committee has been authorized to take all decisions to implement the FAB projects in furtherance of the decision. As a next step, the two consortia will be required to submit Detailed Project Reports (DPRs) of their projects within four weeks of the issue of Letter of Intent. The DPR will be appraised by DeitY selected Consultants and thereafter necessary legal documental and signing of agreements would be done. DeitY has already initiated the process of selection of Consultants to appraise the DPRs which are expected from the two consortia. DeitY is also taking steps to empanel top legal firms for advising the Department on the legal agreements which would be signed by the two consortia. It may be recalled that the Government had in 2011 constituted an Empowered Committee (EC) to identify technology and investors and to recommend incentives to be provided to set up two FAB facilities in the country. The Empowered Committee had issued a Global Expression of Interest inviting technology providers and investors to set up the FAB facilities. This Committee submitted its recommendations to the Government in March 2013. The Cabinet, at its meeting held on 12.9.2013, considered the recommendations of the EC and accorded ‘in-principle’ approval to the two consortia referred to above and to the package of incentives. The Cabinet also decided that all other FAB manufacturers may also be appropriately and fully apprised of the quantum of subsidy/other benefits/support being offered for establishing FAB facilities in India. Such manufacturers may be asked to indicate their interest / send their responses on specified parameters to the Department of Electronics and Information Technology (DeitY) within a period of four weeks. As decided by the Cabinet, the second Expression of Interest (EoI) was published, which clearly specified the project parameters required as well as the package of incentives being offered by Government of India. 106 potential FAB manufacturers across the world were also directly addressed. No new proposal has been received for setting up of a FAB as per EoI requirements. The steps taken pursuant to the aforesaid Cabinet decision have doubly assured the transparency of the entire process and also ensured a level playing field. CDAC Mohali Designed Digital Stethoscope to reduce prices significantly

In a small but important step in developing electronic devices for domestic needs, CDAC Mohali has developed a wireless Digital Stethoscope The device works with a wired headset as well as with a Bluetooth enables wireless headset. The heartbeat analysed through the device can be displayed on a mobile handset and the data can be stored on a laptop. Compared to a commercially available digital stethoscope, that costs about `60,000/-, CDAC developed Digital Stethoscope will cost around `6,000/- (prototype) plus `2,000/- for the Bluetooth Headset. Aakash-IV Rate Contract with DGS&D The supply of Aakash-IV is one step closer. The rate contract for Aakash IV Tablet was concluded by DGS&D after a tender process that came to a close on 28th January 2014. The following vendors have been shortlisted for the rate contract: i. M/s East India Technology Private Limited ii. M/s Datawind Innovation iii. M/s Keltron iv. M/s Micromax Bhagwati v. M/s SISL info Tech Pvt Ltd vi. M/s ITI Ltd., Bengaluru The price accepted by them is `3569/- + excise duty @ of 7.6%, totaling `3840.28+ VAT extra and slab discount in five slabs. However, M/s Datawind and M/s SISL Infotech have lowered the prices accepting `3825.20 and `3828.50 inclusive of Excise Duty + VAT extra respectively. Further, M/s ITI Ltd., Bengaluru have accepted counter offered rates but have not accepted all slab discounts in 3 slabs out of five. The shortlisted vendors are required to submit their final samples to DG, CAC for final testing and approval. Thereafter they would be seeking registration of DGS&D for supply of Aakash-IV. Scheme for Skill Development in Electronics System Design and Manufacturing to start in Five States

The Department of Electronics and IT (DeitY) had approved a scheme on 01.11.2013 for providing skill development in Electronics System Design and Manufacturing (ESDM) Sector. The scheme provides for 75 % of training fee as assistance for training courses identified by Electronics Sector Skills Council, Telecom Sector Skills Council and NIELIT. A total of 90,000 persons are to be supported under the scheme in 6 States/UTs in 5 levels of courses. The total outlay of the Scheme is `113.77 Crore. The scheme also provides for 100% fee reimbursement to 40% of the seats which would be reserved for the candidates belonging to SC/ST/Economically weaker sections. The selection of the States/UTs was to be done by an Empowered Committee Chaired by Secretary, DeitY. Now, based on the recommendations of the Empowered Committee, the States of Andhra Pradesh, Jammu & Kashmir and Punjab have been approved for conducting the courses in all 5 Levels. In addition, the state of Kerala has been selected for the conducting the courses for three levels and the state of Uttarakhand has been selected for implementing the courses at the lower two levels. It is expected that at least one more State would be identified, based on the proposals received under the scheme. The said scheme is being implemented through respective States. FIN, the hardware start-up from Kerala hits 100k USD funding

According to information furnished by Start-up Village, RHL Vision, a Kochi based Robotics Startup is taking the crowd funding route to raise USD 100,000 in 45 days to launch its product 'Fin', a wearable smart ring that can turn your palm into a gesture interface, to control multiple devices. 'Fin' is fitted with a bunch of sensors that can detect finger taps, swipes and identify various parts of the palm by calculating their distance from the thumb. It uses smart Low Energy Technology such as Bluetooth for communication with connected devices. It can transmit these natural gestures as commands to any connected Bluetooth device, such as a smartphone, a music player, a gaming console, a digital interface inside a car, a television set or a home automation device. It can support up to three devices at a time. Fin is the first hardware product developed by the company, which was one among the top 15 companies at the TechCrunch CES Hardware Battlefield in Las Vegas, in January 2014. The stylish thumb ring with gesture-control capabilities has been wowing technophiles with the sheer simplicity of its concept and its ease of use.
