In October 2002 the Electronic GovernmentDirectorate (EGD) was established in pursuance to adecision of the federal cabinet. Converting the former

Information Technology Commission, the Governmentformed the EGD as a cell within the Ministry ofInformation Technology.

EGD (Electronic Government Directorate) is theproject conceiving and execute arm of Government ofPakistan working under the Ministry of IT &Telecommunication. This group houses open andhonest posts about EGD.

EGD:

The EGD project assesses the needs of departments andministries.

It started with only the electronic workings of thedepartments but it will later be extended to provide

online services to the public such as government forms,tax filing processes, health care applications, trainingand education.

In April 2005, the EGovernment Strategy and 5Year Plan document prepared by EGD was approvedby the National EGovernment Council and then laterin June 2005 was endorsed by the Federal Cabinet.

5 year planBasic Infrastructure:

organize the basic infrastructure to all governmentagencies.

This includes, an intraministry network, office automationsoftware, and intraministerial communication.

All government agencies are to be connected to the FederalGovernment Data Center for interministerial

communications and intranet services.

Common Applications:

A portfolio of applications that are common to many or alldivisions has been identified.

These are internal communication, human resources,budget, project management, document file management,and collaboration.

A number of international satellite operators havealready begun to provide highspeed Internetaccess. These services should be encouraged toovercome bandwidth limitations, not only in urbanareas but also in the rural and suburban areas, forbasic Internet connectivity.

Develop new ways to use IT to help solve the mostpressing problems of human and economic

development/education, health, poverty, ruraldevelopment, and care for the environment.

Information technology policy

The Government of Pakistan approved the first national IT

Policy in August 2000. Features of the policy regarding therole of IT in development cover such aspects as:

Include a compulsory, modern and uptodate computerliteracy module in the matriculation curriculum for highschools.

Launch a scheme for providing lowpriced computers andInternet connectivity to universities, colleges and schoolsthrough a publicprivate sector initiative.

Remove barriers to the induction of new technologies by

the private sector to ensure the spread ofcommunications.

Encourage telecommunication companies and carriernetwork service providers to develop and upgrade ruraltelecommunications facilities.

Other ICT initiatives

Other ICT initiatives include the Pakistan ComputerBureau (PCB), which was established in 1971. In 2000,the Ministry of Information Technology wasestablished and the PCB was attached to it. This unithas the following mandate: training of officers andstaff in public sector organizations in IT; undertakingsystems analysis, software development and

implementation of computer

based systems; (PakistanComputer Bureau, 2004).
