1 Introduction
The proposed facility, Bulli Aged Care Centre of Excellence (ACCoE), is a joint venture between NSW Health Infrastructure and Illawarra Retirement Trust (IRT). The new facility will be located at 22 Hospital Road opposite the existing Bulli Hospital.
The Electrical and Communication Services Infrastructure Plan has been developed using the information provided from A Dial Before You Dig enquiry (refer to Appendix A) and a survey undertaken by Bee & Lethbridge Pty Ltd on 15/12/2015 (refer to Appendix B).
The intent of this document is to highlight any existing utility services located on the site and advise of any works that are required in order to remove or relocate the existing services to allow the development of the ACCoE.
This Infrastructure Plan has been developed with the intent of addressing the relevant SEAR’s requirements. The relevant utility owners have been consulted in the preparation of the infrastructure management plan. This plan will address the utilities’ existing capacity, augmentation requirements and preliminary staging plans to be undertaken as part of the Bulli ACCoE development.
2 Existing Electrical Services
A Dial Before You Dig (DBYD) investigation was carried out to identify the existing utilities located on the proposed development site. The DBYD survey highlighted that there are no underground electrical services within the proposed site boundary.
Furthermore, the site survey that was provided by Bee & Lethbridge did not identify any underground electrical services within the site boundary.
There are existing HV and LV supplies located at high-level along Hospital Road. Refer to the Bee & Lethbridge
There is an existing Endeavour Substation located adjacent to the existing Bulli Hospital as detailed in the DBYD survey.
The only electrical service located on the site is an overhead LV supply from Hospital Road to a Brick and Timber Building located within the site (LV supply not shown on survey). This building and will be demolished as part of the Early Works. The Contractor engaged for the Early Works will be responsible for liaising with Endeavour Energy to ensure that this supply is disconnected and removed.
There are a number of existing power poles located along Hospital Road. It is not currently proposed that these will be removed or altered as part of the new development. However, this is subject to Endeavour Energy approval.
3 Existing Telecoms Services
The survey undertaken by Bee & Lethbridge Pty Ltd identified existing Telstra communications along Hospital Road underneath the footpath at the front of the proposed site.
No existing communications were identified within the site boundary therefore no demolition or diversions are required within the site.
It is not currently proposed that the existing Telstra assets will require relocation as a result of the proposed development.
4 New Electrical Services
A preliminary maximum demand for the Bulli ACCoE has been calculated to establish the new electrical requirements for the proposed development.
The preliminary maximum demand was calculated at 750 kVA for the development based upon the current design GFA.
Based on this preliminary demand calculation, an application was submitted to Endeavour Energy. Endeavour Energy provided a Supply Offer (refer to Appendix C) as follows:
• Provide a supply of 1078 A/phase at 400 V (750 kVA)
• New pad-mount substation to be installed on the development property
• HV linkage point is the 11kV overhead mains along Hospital Road
• Substation shall be located at the front property boundary with unrestricted access
• LV connection point is the LV circuit breaker inside the new substation
The application to Endeavour Energy will be updated and resubmitted if there are
significant changes in the expected maximum demand as the design is progressed.
A proposed Method of Supply will be developed and Endeavour Energy design
approval gained once a Level 3 ASP is engaged.
5 New Telecommunications Services
At least two separate telecommunications connections will be required for the Illawarra Retirement Trust (IRT) and the Illawarra Shoalhaven Local Health District (ISLHD).
The development is within the National Broadband Network (NBN) rollout zone. Therefore it is proposed that the facility be connected to the NBN via fixed line
technology. The development has been registered with nbn co. (Development Reference: ATCA-3E0DEH). Further discussions with nbn co. and relevant telecommunications carriers will occur at the next stage of design.
9 Conclusion
It must be noted that one of the main utility routes for electrical and communications services is located along Hospital Road which runs parallel to the front of the proposed Bulli ACCoE site. It is not envisaged that the proposed works will affect these services at the front of the site, however any access routes into the site will need to be reviewed to ensure they do not affect these service routes.
The existing LV service within the site boundary has been reviewed and where required is to be removed as part of the early works to prepare the existing site for the future development.
New electrical and telecommunications provisions will be provided as required for the new development to allow connection to the utility services. This will include a new pad-mounted substation to facilitate connection to the Endeavour Energy network.
Telecoms lead in infrastructure will be provided from a pit on the site boundary to the main incoming telecoms room within the proposed development to allow incoming telecoms services to be connected into the building once required.

• All electrical apparatus shall be regarded as live until proved de-energised. Contact with live electrical apparatus will cause severe injury or death.
• In accordance with the Electricity Supply Act 1995, you are obliged to report any damage to Endeavour Energy Assets immediately by calling 131 003.
• The customer must obtain a new set of plans from Endeavour Energy if work has not been started or completed within twenty (20) working days of the original plan issue date.
• The customer must contact Endeavour Energy if any of the plans provided have blank pages, as some underground asset information may be incomplete.
• Endeavour Energy underground earth grids may exist and their location may not be shown on plans. Persons excavating are expected to exercise all due care, especially in the vicinity of padmount substations, pole mounted substations, pole mounted switches, transmission poles and towers.
• Endeavour Energy plans do not show any underground customer service mains or information relating to service mains within private property.
• Asbestos or asbestos-containing material may be present on or near Endeavour Energy’s underground assets.
• Organo-Chloride Pesticides (OCP) may be present in some sub-transmission trenches.
• All plans must be printed and made available at the worksite where excavation is to be undertaken. Plans must be reviewed and understood by the crew on site prior to commencing excavation.

• Any plans provided pursuant to this service are intended to show the approximate location of underground assets relative to road boundaries, property fences and other structures at the time of installation.
• Depth of underground assets may vary significantly from information provided on plans as a result of changes to road, footpath or surface levels subsequent to installation.
• Such plans have been prepared solely for use by Endeavour Energy staff for design, construction and maintenance purposes.
• All enquiry details and results are kept in a register.

The supply offer will assist your Level 3 ASP to develop the most efficient solution to meet your needs whilst complying with Endeavour Energy’s standards and with the Terms and Conditions of the Model Standing Offer for a Standard Connection Service. Please find below a list of some requirements that will need to be addressed by your nominated Level 3 ASP. • Field visit to verify physical details • Trench length • Cable length • Length of cable using existing ducts • Length of new ducts required to be installed • Substation location shown on a preliminary sketch and HV switchgear numbers • Types and number of poles to be replaced or installed • Complexity of trenching (ie rock, under-bore, commercial area etc) • Earthing requirements and complexity • Overhead construction and isolation point requirements • Asset Valuation form must be completed including any extraordinary costing
requirements • Environmental issues addressed in a fully documented Environmental Assessment • Generation requirements • Rail Crossing requirements A sketch of the proposed design utilising the GIS as a base must be returned with the above information. This Supply Offer is part of the Connection Offer for a Standard Connection Service and is valid for three (3) months from the date of issue. Where this Connection Offer has lapsed, you or your Level 3 ASP must contact Endeavour Energy with the request to extend the Connection Offer. Endeavour Energy will assess your request and will inform you of the outcome. It must be recognised that the network is being constantly extended/augmented as new customers get connected. This means that for your Connection Offer to be extended, your Supply Offer may require alteration. If this is the case, additional fees to cover administrative costs may apply. The fees applicable to this phase of the project will need to be paid prior to design certification and are outlined in the Network Price List available on the Endeavour Energy website.

Development Details & Applicant’s Assessed Load: New health care development - Bulli Hospital Aged Care Centre of Excellence ( ACCE) Address: 22 Hospital Road, Bulli Total load = 1078A/ph @ 400V HV/LV Connection Point & Connection Asset Requirements: A new PM substation is required to be installed on the development property to supply the declared load in this application. HV linkage point is the 11kV O/H mains along Hospital Road. LV network connection point is the LV CB inside the new PM substation. Substation shall be located at the front property boundary with unrestricted 24/7 personnel and vehicle access to the substation directly from a public street. Connection Options: Customer is to engage a Level 3 ASP to investigate and submit a proposed Method of Supply (MOS) to Endeavour Energy for further assessment. The scope and works is to be undertaken in accordance with Endeavour Energy Connection Policy and must comply with all the relevant policies, regulations and network standards. All service works are to comply with the requirements of the NSW service and Installations Rules.

Where Endeavour Energy assets may need to be placed on private property, property easements will be required. Urgent action should be taken to create easements so that timely acquisition and registration with the Land and Property Information (NSW) can be completed. Endeavour Energy will accept a property tenure bond while the property owner is in the process of creating the easement. The property tenure bond will be returned after the easement has been registered. Please do not make any fee payment at this time. Once the design fee amount has been finalised Endeavour Energy will send a request for the fees and property tenure bond payment (if required) to your nominated Level 3 Accredited Service Provider.
