Rulemaking 17 & 35
All of COMAR 20.53 (RM17) has been adopted as final by the PSC and has been published in the Maryland Register. BGE filed its Compliance Plan on May 21, 2009. COMAR 20.59 (RM35) has been adopted as final by the PSC, but has not yet been published in the Maryland Register.
These regulations are seeking to create an attractive competitive retail market and remove entry barriers. Enhancements include: Bill View Access – proposed implementation August 1, 2009 Uniform Gas Data Exchange Transactions – implementation team in progress Make Budget Billing Available to Suppliers – currently available, minor
revisions underway to enhance bill presentation for gas suppliers Supplier Default Billing – currently available manually – hopefully NEVER
needed Purchase of Supplier Receivables – proposed implementation March 1, 2010 Pre-Enrollment Information – electric modifications implemented in December
2008; gas implementation team in progress Number of Days to Process Enrollments/Drops – reduced to 12 days
