SEBASTIAN — The Indian River County Commissioners have approved renovations to Sebastian Corners, a commercial plaza the county owns at 1919 U.S. 1 in Sebastian.

The county purchased the site in 2017, with a goal of relocating North County Offices from their current loca-tion at 11606-11612 US 1. That reloca-tion is expected to save the county $100,000 per year in rent paid at the current location.

Native plant nursery maintenance help needed

The Ocean Research & Conservation Association is seeking volunteers to help with the native plant nursery, located at the IFAS Aquaculture Research and Extension Facility. These native plants are being grown to support ORCA’s Living Lagoon Program, which partners with community and school groups to help rehabilitate impaired shore-lines along the Indian River Lagoon.

Volunteers are needed on Saturday, Sept. 1, from 8-10 a.m., at 8500 Picos Road, Fort Pierce. Learn more about this habitat resto-ration program and the importance of these native plants, as you assist with nursery maintenance.

Documentary about anxiety to be screened at Emerson Center

IndieFlix is screening a brand-new docu-mentary, “Angst: Raising Awareness Around Anxiety.” On Saturday, Sept. 22, at 9 a.m., Sunrise Rotary Vero Beach will hold a spe-cial screening of the documentary at the

Emerson Center to open up a dialogue between local families, community leaders and experts.

The event will feature a viewing of the 56-minute film, followed by an informative panel discussion, with special guests, Dr. Mark Rendell, Indian River County Schools Superintendent, Robert J. Brugnoli, Ph.D, .Executive Director Mental Health Associa-tion Indian River County and Jeffrey Shear-er, Tykes & Teens.

Producers Scilla Andreen and Karin Gor-nick have one goal: to start a global conver-sation and raise awareness around anxiety. Through candid interviews, they utilize the power of film to tell the stories of many kids and teens who discuss their anxiety and its impacts on their lives and relationships, as well as how they’ve found solutions and hope. Anxiety disorders are the most com-mon mental health challenge in the U.S., impacting 54 percent of females and 46 per-cent of males, with age seven being the median age of onset, according to the World Health Organization. While anxiety disor-ders are highly treatable, only one-third of those suffering receive treatment. Everyone involved in the development of “Angst” has a personal experience with anxiety – from the producers to the interviewees.

Reingold, “it was discovered that there were some legal questions as to the access to the property. In order to resolve this issue, Indi-an River County staff and FIT staff have negotiated an access agreement that pro-vides Indian River County with a beach easement which addresses public use of the beach, and sea turtle monitoring of the beach.”

The agreement also creates a 25 foot vege-tative buffer along the northern part of the property.

“Additionally, FIT will be dedicating to the county 15 feet on the west part of the property,” Mr. Reingold said, to provide bet-ter access to Tracking Station Park. Both

parties are providing right-of-way property. Indian River County will dedicate a portion of Tracking Station Park as right-of-way to be used for an extension of 46th Place.

“I’m very pleased with the negotiations and the working relationship between FIT and the county staff,” Mr. Reingold said, rec-ommending approval.

The only question came from Commis-sioner Tim Zorc, who asked if the FIT prop-erty was in Indian River Shores, the City of Vero Beach, or the county. Mr. Zorc said he just wanted to figure out who would coordi-nate planning and traffic studies if the prop-erty was sold. County Administrator Jason E. Brown said it was unincorporated IRC land.

The motion to approve the agreement passed 5-0.

• Tunnel to Towers 5k Run & Walk: 7:30-

9:30 a.m., Riverside Park, 3001 Riverside Park Drive, Vero Beach. Race honors the life and death of Stephen Siller, a New York City firefighter who lost his life on Sept. 11, 2001, after strapping on his gear and running through the Brooklyn Battery Tunnel to the Twin Towers. Honor all of those who lost their lives on that day and support first responders and military. The run/walk is 3.43 miles and walking or running are both welcome. There will also be a one-mile memorial walk that day within the park, starting at the same time and place as the run — just follow the signs for the walk. Signs need regulationSeeing the multitude of campaign signs at

every turn, in every ditch and all along the roads, causes me to wonder if there are any regulations, and how are they allowed on property not belonging to the candidates?

And, who will pick them up afterwards?

'There ought to be a law'Many people say “there ought to be a law”

about pounding bass speakers. There really was a law; but no more.

After I retired from the New York Police Department, I took a job in 1992 as a law enforcement officer here. At that time, the Florida Motor Vehicle and Traffic Law pro-hibited loud music emanating from a motor vehicle, if the music or noise could be heard within a distance of about 20 feet from the vehicle. We enforced that law when neces-sary, writing a uniform traffic citation.

Unfortunately, as a result of a lawsuit claiming the law was unconstitutional in that operators of motor vehicles had a con-stitutional right to play music as loud as they wanted to, the court hearing the case agreed. That is why loud music from a vehi-cle is not enforced. (Local noise ordinances may apply if at night.)

Although I am still a law enforcement officer in my 48th year, all I can do now when some individual, who will likely go deaf in 20 years, pulls next to my patrol car with music blaring, is to look at the operator with a serious face. That usually results in the music being turned down.

Enforce littering laws on the beach

Unbelievably we still need to remind peo-ple not to litter.

We need to take some tax money and post

signs at all beach entrance accesses, on the lifeguard stands and throughout the beach. These signs should remind people to clean up their trash and to not use the beach as their ashtray. The signs should also post the minimum fines for littering and most importantly, the law should be enforced by police and beach patrol.

The fines collected would help offset the cost of enforcing the no littering law, but more importantly help clean up the beaches. How disgusting is it to see children playing in cigarette butts at the beach or to see all the cigarette butts piled up in the high-tide line.

Right of center is NazismFor those who claim that voting for any

candidates "anywhere left of center" means your vote would be one step closer to social-ism/communism: following that logic, vot-ing for anyone anywhere right of center would bring us one step closer to Nazism.

Ensure a senior’s well-beingHeat exhaustion can sneak up, causing

increased body temperature, rapid pulse, headache and fatigue. If you don’t get cool, you’ll dehydrate, possibly suffer a stroke, or worse, die.

Of 8,000-plus heat-related fatalities reported annually in the United States, 36 percent are among those age 65 and older, according to a Centers for Disease Control Heat-Related Illness Survey. Hospi-talizations for heat-related symptoms increase for those older than 85.

Those with elderly friends, relatives or neighbors are encouraged to take five min-utes to check in on them, particularly in very hot weather. Studies show there are far too few professional caregivers for aging adults, a trend expected to continue for the next 10 years or more, so non-professionals

play a vital role in keeping seniors safe. Giv-ing just a few minutes of your time to ensure a senior’s well-being can be highly reward-ing. You might even save a life.

Help to reduce media panicYes, if you live in a coastal region in the

direct path of a major hurricane, you should probably evacuate.

The media and governor had the entire state worked up into a panic for last year's "unprecedented" Irma. Sadly we did not learn from "unprecedented" Matthew in 2016. A hurricane slows down after it hits land, If you live in Orlando and inland com-munities you probably don't need to evacu-ate. The Chicken Little local news and the governor with their whole "get out now!" and "you will die" was way over the top.

There were so many people evacuating the highways were clogged for days and gas stations ran out of gas. The people who needed to evacuate, who kept cool and wait-ed to see where the storm was going to hit, now had to hours and hours of traffic jams and the possibility of going through the storm out of gas on the side of the road.

Let's be a little smarter for the next one, and by all means evacuate if you want to play it safe, but please, don't let the media sensationalism get us all worked up.

Irrigate politely, not the sidewalkReally people, your sidewalks are not

going to “green up” so would you stop sprin-kling them? If you can’t, could you put your irrigation timer on to water that zone before sunrise, so that dog walkers and children walking to school don’t have to walk in the street to avoid your sprinkler, which may be using reclaimed water? (yuck.)

We can’t continue to pile up problems for future generations

My children will never have the same level of comfort that my husband and I have had. I can’t even imagine what the future holds for my grandchildren.

Climate change may very well change life on earth. Add to that the fact that our retire-ment years are more uncertain today than ever before. Not only have we allowed the economy to implode, we’ve made sure that the next generation’s life expectancy is years less than ours.

How did we let this happen? I think it’s apathy. We saw things that were happening but thought that someone else would do something about it. I remember the saying “We are the ones we’ve been waiting for” and we didn’t even realize it.

We can’t continue to pile up all these problems for future generations to solve. Do something — do anything — but get up and make a difference in your community.

the MBV estimate. Paul Jacquin & Sons bid $1,878,941, and

W&J Construction Corp. bid $1,775,911.According to Mr. Sobczak’s staff analysis,

the higher than anticipated bid prices are the result of improvements in the local and national economy and recent increases in local new construction activity. Mr. Sobczak said that 22 contractors downloaded the plans for the North County Offices at Sebas-tian Corners project, including six Indian River County contractors, but only two bids were received, neither from local construc-tion companies.

County staff consulted with MVB Engi-neering and recommended W&J Construc-tion Corp. W&J has completed three Tax Collector Office renovations in Brevard County, including the Tax Collector’s Office in Viera. In 2017, The Indian River County Tax Collector visited that Viera office seek-ing design ideas for the new office at Sebas-tian Corners.

W&J Construction Corp.’s bid of $1,775,911 is $435,867 above the engineer’s estimate. Funding for the project will come from the Capital Improvement plan approved by the Board of County Commis-sioners in 2017. $400,000.00 is available in an Optional Sales Tax/Facilities Manage-ment/Interior Renovations account, and a budget amendment will be required to fund the remainder of the project.

INDIAN RIVER COUNTY — Impact 100, one of the Indian River County’s most influential granting organiza-tions, is inviting nonprofits to attend an information session Sept. 12. The meeting at Northern Trust in Vero Beach will provide applicants with all the information and resources needed to apply for a $100,000 grant.

This begins Impact 100’s 11th grant-giving year. Indian River Impact 100 was formed in 2008, with a goal of pooling $1,000 grants from donors to make transformational grants to needy nonprofits. The organization only funds projects that will change the community in significant, meaningful ways.

The original goal was to find 100 women to each donate $1,000. That first year, Impact 100 recruited 205 members. Membership has increased to 439 members now, making it one of the largest women’s collective giving organizations in the country.

Each member contributes $1,000, all of which is distribut-ed as grants. Indian River County nonprofits may apply for

grants in four focus areas: family, health and wellness, edu-cation, and enrichment and environment.

Eligible grants must meet six requirements:1. Project must be implemented in and serve residents of

Indian River County.2. Requests must be for at least $100,000. Grant projects

over $100,000 must show the ability to fund the total proj-ect.

3. Recipients must use the funds within two years of grant award.

4. The project must be operational within two years of grant award.

5. Recipients must provide interim progress reports and a final report.

6. If the grant project is going to last longer than two years, there must be clear plans for sustainability.

When evaluating proposals, Impact 100 asks four key questions:

1. Does the organization have the strength, capacity and capability to successfully administer the grant?

2. Does the project have high impact?3. Is the project transformational?

4. Is the project sustainable?All nonprofit organizations serving Indian River County

residents are invited to attend the information session. The meeting will provide resources to help applicants submit their grant. The Grant Committee will be on hand to explain the requirements and required documentation.

“We are excited to kick off the 2018-19 Impact 100 year by meeting and sharing our grants process with local nonprof-its,” said Grants Chair Brenda Cetrulo. “A transformational grant project is a unique opportunity for nonprofits to think big and make an impact on the community in a distinct way from the traditional, transactional grants. The Nonprofit Information Session is Impact 100’s chance to empower the potential grant applicant to submit a grant that meets our rigorous requirements. I encourage all nonprofits to come regardless of where you are in the grant writing process.”

SEBASTIAN — Wes Scantlin, one of the original bad boys of grunge rock, brings his reformed Puddle of Mudd to Capt. Hirams on Sept. 3.

The aptly named Resurrection Tour 2018 features the line-up Mr. Scantlin put togeth-er in 2014 to revive the band that had bro-ken up in 1999.

Puddle of Mudd was formed in Kansas City in 1991. The band has sold over seven million albums and has had several hit rock singles including “Psycho,” “Famous”, “Livin’ on Borrowed Time” and “We Don’t Have To Look Back Now”. Their album “Come Clean” has sold over five million copies.

While we don’t want to list all the inci-dents that have given Mr. Scantlin a reputa-tion for hard living, trust us, there are plen-ty. Suffice it to say that anything at all can happen at a Puddle of Mudd concert, or in the car on the way to the concert, or at the airport where the band arrives. Or on vaca-tion at Graceland, from which he was banned in 2007 for jumping into Elvis’ swimming pool.

Mr. Scantlin is the only original member in the current version that came together in 2014 with Matt Fuller on rhythm guitar, lead guitar, backing vocals, Dave Moreno on drums, backing vocals, and Michael

John Adams on bass, and backing vocals.Wes Scantlin sings lead vocals and plays

rhythm guitar. Mr. Scantlin has been ranked in the Top 100 Heavy Metal Vocalists by Hit Parader magazine. He often tours with Alice in Chains guitarist Jerry Cantrell, playing acoustic versions of Alice in Chains songs.

Touring with the Townies

VERO BEACH — The Vero Beach Life-guard Association has a full day of fun events scheduled for Sunday, Sept. 2, closing with the Abnormal Barefoot Formal. The central gathering point for the day is Wal-do’s Restaurant.

First up is the Race to the Wreck at 7 a.m. Register on site or in advance at www.VBLA.org. The Race to the Wreck features a 1,000-yard swim and three-mile paddle. There is an entry fee of $25 to compete.

At 4 p.m., the Poker Pub Crawl gathers at Waldo’s. You don’t need to know how to play poker. You’ll be guided the whole way. Par-ticipants in the crawl are encouraged to dress for the Barefoot Beach Ball in their wackiest. The crawl will leave Waldo’s at 4:30 p.m. and parade down Ocean Drive to Vero Beach’s favorite beachside bars includ-ing Grape and Grind, Orchid Island Brew-ery and the Bungalow.

Crawl-goers will then return to Waldo’s around 6:15 p.m. for free food and music while winners of the poker stroll are announced, and then Beach Ball favorite pastimes like Pin the Whistle on the Life-guard, pie-eating contest, and pictures with the mermaids.

The Fourth Annual Abnormal Barefoot Formal takes place 6:30-8:30 p.m. Last year, the sold-out event, and guests come dressed in formal attire with a silly spin, everything from bowties with beach trunks to bikinis. This zany “barefoot black tie” event is fun for the whole family.

Guests will be treated to great music, tasty food, beach giveaways, and more. Fun activ-ities are planned to keep the mood merry until sunset at 7:41 p.m., when the “hunk dunk” puts the lifeguards in the water. Then, all in attendance will simultaneously jump in the ocean still dressed in their funky fin-ery.

All events benefit The Vero Beach Life-guard Association. Fundraising for VBLA has allowed the lifeguards to restore 9 a.m.–5 p.m. protection. The VBLA also increased lifeguards and minimized the rolling clo-sures of protected beaches that occur due to understaffing. There are now ATVs at every tower, so the guards can get to those in need faster.

The next vital step is for a lifeguard tower at Humiston Beach to greatly increase effec-tiveness and view in one of the busiest beach areas, serving both tourists and residents.

June 1, 2019 in Vero Beach, FL. CITRUS – Applicants must be 18 years or older. The worker will place a picking sack over their shoulder and carry an 18’ to 22’ ladder from the field truck to the particular area of the grove to be harvested. A fully loaded sack weighs between approximately 80 and 100 pounds, depending upon the size, condition and variety of fruit. Worker will remove fruit from the tree and place into pick sack. When picking sack is full, take full sack to fruit container located in the grove and drop fruit from pick sack into container. Workers may also drive trucks to haul fruit to the plant. CDL is required. All tools, supplies and equipment will be provided at no cost to the worker. Grove Clean-up: Workers performing grove clean-up work will be paid the adverse effect wage rate, the prevailing rate or the minimum wage rate, the agreed upon collective bargaining wage or the Federal or State minimum wage whichever is higher, except where a special procedure is approved for an occupation or specific class of agricultural employment. Workers should expect little/no work when going from 1 variety of fruit to another depending on the maturation of each fruit. A copy of the work contract or a copy of the ETA 790 in lieu of a work contract, and any modifications will be provided to the worker on or before the day, the work commences. The worker must be able to harvest on the average of one volumetric tub per hour (equivalent to10 bushel boxes per hour) in grove conditions that are considered “good picking”. Employees with low production will not be allowed to return in fu-ture seasons. At orientation, we will explain the “Overview of Warnings” and give workers a copy of this form. The highest of $11.29 per hr. or applicable piece rates depending on crop activity, three fourths guarantee, 35 hrs. per week, housing and transportation provided at no cost to workers who cannot reasonably return to their permanent residence at the end of each workday. Due to possible Date of Need changes, worker is required to purchase trav-el insurance if available. We will reimburse the worker for transportation cost (including travel insurance) and subsistence to the employers’ work site from the place of recruitment upon completion of 50 percent of the con-tract period or earlier if appropriate. Transportation payment will be no less (and is not required to be more) than the most economical and reasonable common carrier transportation charges for the distances involved.
