Be it remembered that a session of the County Commission of Stone County was held in the
courthouse at Galena, on October 17, 2017. Those in attendance today were Presiding
Commissioner Dennis Wood, Southern Commissioner Hank Smythe and Northern Commissioner
Mark Maples.
Morning Session:
9:00 AM – 10:00 AM
Commission Work Session – General Discussion with no decisions.
Elected Officials/Department Heads Monthly Meeting
(Including-1:00 P.M. - PDMP Meeting)
Presiding Commissioner Dennis Wood opened the meeting with the pledge of allegiance to the
flag. Following the pledge of allegiance, Judge Mark Stephens delivered the prayer.
Those present for this meeting today are as follows: Larry Lovig & Theresa Ballew, SW Division
of Workforce Development; Tina Essick, Developmental Disabled Board Member; Sheriff Doug
Rader; Chief Tim Gideon; Wendy Doucey, Stone County Sheriff’s Department; Kritsti Stephens,
Treasurer; Amy Larson, Recorder, Debbie Scobee, Circuit Clerk; Sammie Thompson, Planning
& Zoning, Vicki May, Collector, Anna Burk, Collectors office; Wendy Metcalf, Public Administrator;
Brad Hudson, Assessor; John Cunnyngham, Coroner; State Representative Don Phillips; Craig
Alexander, KCPD; Kevin Gipson & Morgan McDonald, Springfield-Green County Health
Department; Christina Fortner, TC Administrator; Pam Burnett, Todd Fickbohm, Danielle

Discussion on budget and expenditures, elected officials voted out using Win Publishing and Kristi
Stephens, Treasurer is to work on an ad for school annuals for all elected officials to use as a
group ad for surrounding school.
SW Work Force Development-(Missouri Job Center)
Theresa Ballew, SW Work Force Development discussed information on the Missouri Work
Ready Communities and how it works. Theresa Ballew also presented Presiding Commissioner
Dennis Wood with a Missouri’s National Career Readiness Certificate Employer Partnership
Letter. The matter to authorize and sign the Missouri’s National Career Readiness Certificate
Employer Partnership Letter was brought to decision by a roll call vote: Smythe – yes; Maples –
yes; Wood - yes. Matter carried, letter signed.

Appoint Developmental Disabled Board Member
Presiding Commissioner Dennis Wood recommended that Tina Essick be appointed to the
Stone County Developmental Disabled Board, and fill the remaining 3 year term of a board
member who had to resign due to job conflicts. The matter to appoint Tina Essick to the Stone
County Developmental Disabled Board for the remaining 3 year term was brought to decision by
a roll call vote: Smythe – yes; Maples – yes; Wood - yes. Matter carried.
Chief Deputy County Clerk Donna McConkey conducted the swearing in ceremony of Tina
Essick to the Stone County Developmental Disabled Board. The Stone County Commissioners
Congratulated and welcomed her as a new board member
Approval of Commission Minutes
The matter to approve the minutes for Stone County Commission meetings dated October 12,
2017 was brought to decision by a roll call vote: Smythe – yes; Maples – yes; Wood – yes.
Minutes ordered approved.
Schedule of Bills - 1
Presiding Commissioner Dennis Wood presented a schedule of bills that have been submitted to
him from the County Clerk’s office in the amount of $23,112.10. This matter to accept the bills for
payment was brought to decision by a roll call vote: Smythe – yes; Maples – yes; Wood - yes.
Order to pay carried.

Presiding Commissioner Dennis Wood presented a schedule of bills that have been submitted to
him from the County Clerk’s office in the amount of $25,216.15. This matter to accept the bills for
payment was brought to decision by a roll call vote: Smythe – yes; Maples – yes; Wood - yes.
Order to pay carried.
Shawn Mayr-Connell Insurance
Shawn Mayr-Connell Insurance came before the Commission discussing dental and life insurance
with Kansas City Life. The matter to continue with Kansas City Life and add dental to our existing
Kansas City Life Policy was brought to decision by a roll call vote: Smythe – yes; Maples – yes;
Wood - yes. Matter carried.
Shawn Mayr of Connell Insurance will meet with Stone County Commissioners November 7, 2017
with information on the 2018 Cox Health plan.

Prescription Drug Monitoring Program (PDMP)
The Stone County Commissioners all spoke on behalf of the PDMP Program.
Time was extended to anyone who wanted to speak to the commission at this time. State
Representative Don Phillips; Kevin Gipson, Springfield-Green County Health Department; Cori
Dykes, Lakeland Pharmacy; Pam Burnett SCHD; Marietta Hagan, Cox Health each came before
the Commission with their support and appreciation for Stone County Establishing the
Prescription Drug Monitoring Program. The Commissioners would like to thank everyone who
came and spoke in support of the PDMP.
The matter to sign:
1) Order Approving an Ordinance Establishing Prescription Drug Monitoring Program
was brought to decision by a roll call vote: Smythe – yes; Maples – yes; Wood – yes.
Matter carried, order signed.
2) Ordinance Establishing Prescription Drug Monitoring Program was brought to
decision by a roll call vote: Smythe – yes; Maples – yes; Wood – yes. Matter carried,
ordinance signed.
3) Intergovernmental User Agreement between Stone County, Missouri and St. Louis
County Missouri was brought to decision by a roll call vote: Smythe – yes; Maples – yes;
Wood – yes. Matter carried, agreement signed.
4) Prescription Drug Monitoring Program Memorandum of understanding was brought
to decision by a roll call vote: Smythe – yes; Maples – yes; Wood – yes. Matter carried,
memorandum signed.
Announcements
October 18, 2017 at 1:00 PM the County Commissioners will be attending the Southwest Missouri
Association of County Commissioner’s meeting in Springfield at Bass Pro, White River Room.
Sheriff Doug Rader, Chief Tim Gideon and Wendy Doucey Stone County Sheriff Department
came before the Commission discussing current wage scale and their 2018 proposed salary
budget. Discussion only with no decisions made.
