The B.C. government invests more than $1 billion annually on services and supports for children and youth with special needs. Of that, $600 million goes towards more than 90 services and supports for children and youth with significant special needs. The ministries of Children and Family Development, Education, Health and Social Development work collaboratively to provide a continuum of services including prevention, early identification and screening, assessment and diagnosis, early intervention and support, education and planning for transitions. ... More than $288 million to provide[s] a full range of intervention and family support services for approximately 30,000 children and youth with special needs and their families. This funding includes: $57.3 million for Supported Child Development, which provides the additional supports children with special needs require to participate in preschool and child-care settings; $51.5 million for family support services, key work and parent support and At Home respite benefits; $44.5 million (more than ten times the 2001 budget level of $4.1 million) for autism intervention and funding programs for 8,400 children and youth diagnosed with autism spectrum disorder and their families; $29.6 million for Early Intervention Therapy services (occupational, physical and speech therapy); $4.6 million for School-Aged Therapy services (occupational therapy and physical therapy for school-aged children with special needs); and $5.2 million for the Alcohol Spectrum Disorder Key Worker and Parent Support Program, which since 2006 has given thousands of children and their families access to services provided by 52 contracted agencies.Services and supports are intended to promote children's healthy development, maximize quality of life, and assist families in their role as primary caregivers. In February 2008, the ministries of Children and Family Development, Education and Health Services jointly released the Children and Youth with Special Needs (CYSN) Framework for Action. The CYSN Framework provides an organized approach to create a more integrated continuum of quality services across the health, education and social service sectors.
