However, in order for this tohappen, we need lots of help.

Men, women or older teens are needed. What we need are people willing to help
with whatever activity is planned.
We haven’t decided on the activity yet. YOU can tell us what you’d like to see:
Haunted House? Costume contest?Drop in refreshment station?
Leave a message for Stacia at510-266-0967
with your name, phone number and best time to call.
Awhile back you used to put an article i the ElToro asking residents to please keep their stereos andTVs low so as not to disturb your neighbors. Many ofus would like to ask you if you could please put thatback in the El Toro. Please.
So many new people - so rude. Lots of us can’tafford to just up and move. Between noisy neighborsand the parties at the clubhouse, maybe we shouldbe calling the city for help. You think?
Thank you for your help. Any help at all. —A resident

Mobilehome Courtesy As residents of a self-contained community, we should
be aware of some of the issues and concerns that affectus all. Here are some of the common courtesies that willhelp to enrich your experience as a mobilehome owner.
NoiseThe walls of manufactured or mobilehomes are
not as thick as those of a house on a fixed founda-
tion. In addition, we do not have large side-yards be-tween our homes. Be aware that sound carries andmoderate the volume level on your television andstereo.
Be considerate of your neighbors if you’re return-ing home late at night and minimize loud talking, slamming of car doors, running over your drivewayplates with a loud clatter and the like.
Privacy/TrespassingEven though we don’t have fences, the bound-
aries of the spaces should be treated as such. Do nottake a shortcut across another yard if you are walk-ing. Do not allow your personal belongings or land-scaping to encroach on your neighbor’s lot. Be re-spectful of the privacy and property of others.
ParkingParking in the street is not only against park rules,
it is also dangerous. Although the roadways in thepark provide adequate space for two lanes of traffic, there is no space provided for on-street parking. Thestreets in the park are regarded as fire lanes and mustbe kept clear.
Please ask your guests to park in guest parkingor, if space provides, within your own carport. Guestparking is reserved for your guests. It is not to be usedfor resident parking. Park management does monitorthe use of guest parking. Management can and will
tow resident’s vehicles that are repeatedly parked inguest parking.
If you receive a warning notice while temporarilyusing guest parking to do laundry at the clubhouse orto help out a neighbor, please discuss the matter withpark management. Our managers will make everyeffort to accommodate special circumstances.

Children
As more and more families with children move intothe community, it is important that we stay awareof their presence. The park does not have sidewalksand, as a result, residents must walk along the road-way.
Residents, please be aware that our neighborhoodhas many children and that children at play are notalways paying attention to the outside world. Pleasedrive slowly, keep your eyes open and be preparedto slow down or stop when children are present.
Parents, we ask that you warn school-age children
to watch out for cars before entering the roadwayand that you take steps to ensure that younger chil-dren are not unattended when walking or playingnear the street.
Driving
Spanish Ranch is a self-contained community withnarrow roadways and many residents. As a courtesyto all of us, we ask that you maintain a road speedof 15mph or less and that you obey all traffic signs. Inaddition, if you see people walking along the road-way or attempting to cross, please be a good neigh-bor and slow down or stop, as appropriate.

Manager’s Corner submitted by Jeff Stoops, SR1 Assistant Manager
School is back in session,PLEASE use the utmost cautionwhen driving through the parkwith the children going to andfrom school.
Parking continues to be a chal-lenge here in the park. On street
parking and resident parking invisitor parking areas is an area ofconcern. Please be aware thaton street parking is ONLY allowedwhen loading and unloadingpassengers and freight into yourhome and this would be for VERYshort duration. Visitor parking isfor ……VISITORS ONLY and not foryour second, third or fourth vehi-cle. Visitor parking is NOT for yourcommercial vehicle that you usefor work.
Your attention to these park-
ing issues is greatly appreciated.Remember, the Rules and Reg-
ulations of Spanish Ranch dictatethat “pets are to be in-house pets”and that if they are out of doors, the animal MUST be on a leash.Any enclosures that may be usedfor the purpose to leave your petout of doors unattended are notallowed. We are having a greatissue with feral cats. DO NOT FEEDCATS OR ANIMALS out of doors.
Unattended office?
In the event that the office isNOT attended when you arrive, please leave your payment orpaperwork in the mail slot in thedoor…. This is a HUGE park and assuch, there is a great deal goingon almost all the times. A wordof suggestion: if you have urgentbusiness with the office and that itis imperative that you sit down withone of the managers for any rea-son, please call and make an ap-pointment and we will ensure thatsomeone will be here to help you.
In order to help us help you, please enclose your check ormoney order WITH your paymentstub that has your name, addressand space number. We provide
an envelope for you…. We areseeing more checks and moneyorders simply dropped into theoffice mail slot with no identifica-tion at all. THANKS!!
Emergency TIP:In the event of an area wide
catastrophic loss of water pres-sure, remember, you can use yourwater heater water for drinking, washing and flushing toilets. Thereare a few things to keep in mind ifthis occurs:
1. Turn off or turn down the ther-mostat to the “vacation” setting
2. If there is no water pres-sure for an extended period oftime, go to the top of your waterheater and close the “inlet” valvesupplying fresh cold water to yourhot water heater. This will preventthe possibility of water from be-ing siphoned back into the mainline and emptying your hot waterheater. The cold water fill pipe ex-tends all the way to the bottom ofthe tank when it fills.
Remember: in the event of amajor loss of water pressure thatis area wide, the club house poolwill be a good source of water forwashing and flushing of toilets.
Club House Reservations:Remember, we normally are
booked up about six to ten weeksin advance.
Also, Bingo still has reservedthe large clubhouse the first Satur-day and the last Saturday of eachmonth.
If it is your desire to use theBBQ area for a BBQ, you must re-serve that area just as if you werereserving the club house. Just letus know your plans.
No grease down the sink, please! We currently have about fif-
teen, three pound coffee con-tainers in the kitchen. These makeEXCELLENT GREASE containers foryour cooking grease. Come byand get one….THEY ARE FREE!!!!
THE KIDS ARE BACKIN SCHOOL!
WATCH for the kids, moms with
strollers, more kids tagging

COFFEE is available in theClubhouse daily during regular ofcehours for Spanish Ranch 1 residents.

USE THECAR WASH!(not your driveway)
Do you know what to do when disasterstrikes before professional help arrives?
Following a major disaster, first responders who provide fire and med-ical services will not be able to meet the demand for these services.Factors as number of victims, communication failures, and road block-ages will prevent people from accessing emergency services they havecome to expect at a moment’s notice through 911. People will have to
rely on each other for help in order to meet their immediate life savingand life sustaining needs until professional services arrive.
• CERT members can assist others by applying the basic responseand organizational skills that they learned during training. CERT skills alsoapply to daily emergencies and include:
• Disaster Awareness and Preparedness• Response Team Management• Disaster Psychology• Fire Suppression and Utilities Control• Hazardous Materials Awareness• Disaster Medical Operations• Light Search and Rescue• Terrorism Awareness• Small Unit Leadership
Participants in the course learn skills that will enable them to provideemergency assistance to their families and neighbors as well as organizea neighborhood team response in the event of a major disaster. Therewill be no charge for the course or materials. The only cost incurred maybe in upgrading your disaster supply kit at home (food, water, tools etc.).
The training will involve instructions in light fire suppression, hazardousmaterials situations, first aid, light search and rescue techniques, andprocedures in organizing CERTs to aid and assist in times of disaster. Youdo not need any special skills to participate, just the willingness to learnthe skills necessary to survive a disaster. The training program will involvesome physical activity, such as using fire extinguishing equipment andrescue tools under the supervision of trained Fire Department personnel.
The course is scheduled once a week for five consecutive weeks.
Space is limited and class fills rapidly. All correspondence will be electronic,if interested sign-up by email (link on city website). Each email is time/datestamped in the order received to ensure your placement on the interest list.
What we expect from you: The Hayward Fire Department hopes tofill this series of classes with individuals who are able to commit the timeto attend all classes and the exercise, who have a high interest in better-ing their neighborhoods, and who have the potential to become lead-ers/organizers and share what they learn within their area of the city.
You must attend all classes in order to receive certification. CERTtraining is free for all Hayward and Fairview residents. Residential verifi-cation will be required during the final application process.
The Hayward Fire Department is providing a free CERT Training Programwhich will consist of 4 evening indoor classes and 1 outdoor “hands on” skills
class. Participants learn skills that will enable them to provide emergencyassistance to their families and immediate neighbors as well as organize aneighborhood team response. The dates and times are as follows:
• Class #1, 10/20/14 – 6:00-9:30pm @ Hayward City Hall• Class #2, 10/27/14 - 6:00-9:30pm @ Hayward City Hall• Class #3, 11/3/14 - 6:00-9:30pm @ Hayward City Hall• Class #4, 11/10/14 - 6:00-9:30pm @ Hayward City Hall• Skills #5, 11/17/14 - 6:00-9:30pm (Fire Station #6 W. Winton)
Residents must pre-enroll into this class. This is not a “Drop-in” trainingprogram. Anyone interested in receiving CERT training should contactour office. For more information, please call the The Public EducationOfficer at 510-583-4948.
It is against park rules (6.D. underVehicles) to wash your car in yourdriveway or on the streets.
ALSO, we’re in a drought! Is wash-ing your car really the most respon-sible use of our precious water? Butaside from that, here’s why…
When you wash your car in thepark’s car wash, the water, with allthat polluting soap and the scumyou wash off, drains into the sew-er system and not the storm drain.
Many people don't realize thestorm drain system is separatefrom the sanitary sewer systemwhich is routed to a treatmentplant. The "No Dumping — Flows
to Bay” message that you seehere and there informs peoplethat dropping refuse and pollut-ants in street gutters or catch ba-sins is the same as dumping theminto a creek or the Bay.
Most storm drain systems wereinstalled to remove rainwater frompublic streets. Typically, storm wa-ter is carried to the nearest naturalwater body, such as a creek.
Storm water picks up depos-ited oil and other contaminantsbefore flowing into a drain. The
state recently adopted a BayArea Municipal Regional Storm-water Permit (MRP) requiring newconstruction of streets and othersurfaces, such as roofs, driveways, sidewalks, etc., to drain run-offthrough a treatment system be-fore discharge to a storm drain. However, this only applies to newconstruction or reconstruction sowill not include all existing streetsand roads for many years.
Most reputable car wash
businesses go to great lengthsto make sure the water, soaps, oils and other dirt from your cardoesn’t end up polluting ground-water, rivers and streams, and so
should you. The park’s car washarea will direct the polluted wa-ter into the sewer system, where itcan be treated.
The car wash is located onMurcia (the street closest to 880),about half way down, oppositeLos Ojos.

Minutes of theSpanish Ranch 1 Association Meeting — September 5, 2014
Meetings of the elected Spanish Ranch I Executive Board are held as announced at 7:00 p.m.
in the main clubhouse. ALL residents are welcome to attend!
Meeting called to order at 7:p.m. by President Pat.Also present were Jeanie, Peggy, Barbara, Marvinand Patty L. Guests Nadia, Susan and Bing. VP Dawnwas still traveling and was excused.
Minutes: The minutes of the August meeting wereapproved.
Treasurer’s Report: Report emailed by Peggy inadvance was approved as submitted. Balance isrecovering from the hit of having to pay for insurancewithout Bingo’s share.
Resident Concerns: A young couple staying herewith parents had a car in the storage area at the endof Murcia broken into. Apparently homeless peopleare able to access the area due to a damagedfence and may have sleeping in the vehicle. The carwon’t fit in the driveway but the couple were toldthey couldn’t park in guest parking because they are
living here but they can’t complain about the lack ofsecurity for storage that they pay for because theyare guests. A police report has been filed. They wereadvised to have the parent, as the “official” resident, take up the lack of security and possible repairs tothe fence with management.
Residents on Alcazar are having a problem withferal cats who seem to be proliferating and aredamaging the landscaping in the area, creatingunpleasant smells and running in the street. Residentsin the neighborhood have noticed food and waterbeing left out in at least two driveways on Alcazar, west of Granada Drive. Quite a few feral cats havebeen trapped and taken to the animal shelter in
recent years but there is evidently a new batch ofcats and kittens which are being spotted runningloose in the streets and around the houses, particu-larly on Alcazar, and the west end of adjoining streetsMacatera and Cartagena.
The El Toro regularly runs reminders that all pets inthe park must be indoor and not to feed stray ani-mals under any circumstances because it is a factthat the animals will not move on if they are beingprovided food. The manager’s column talks aboutthe problem, but according to reports, nothing isbeing done, other than a lot of mostly ineffectivesuggestions for keeping the cats away. Traps andtrapping are mentioned but does not seem toactually be happening. The officers will look into thisfurther. The El Toro will make sure reminders continueand asks residents to cooperate in combating theferal cat problem.
OLD BUSINESS
Neighborhood Watch will submit pictures ofNational Night Out for the next issue. Next NW meet-ing is Tuesday, October 14. Tip-a-cop is scheduled forSeptember 11 at Famous Dave’s.
NW has been made aware of possible abuse ofmedical marijuana, which may be being used byothers than those for whom it is prescribed, withsmoking going on in full view of other residents
engendering and more traffic on the street thanpreviously. This situation will be turned over to man-agement and the police. There is also suspicious latenight activity reported at another park location thatwill be turned over to the police.
HMOA: Regular meeting and election of officersSeptember 20 at Georgian Manor.
NERT: Creek cleanup on August 16 enjoyed theparticipation of a few Girl Scouts and their moms. They’ve indicated they may come back in October.Jeanie went back later and painted out the graffition “our” side now that we have paint, but the otherside is sadly in need.
Jolted by the recent earthquake, several resi-dents wondered about the state of our emergencypreparedness. Regular DisasterPrep meetings werediscontinued because of lack of attendance but
we’ll try to get a parkwide meeting scheduled soon, possibly January.
