Greetings from Director! Dear Parents and Students: Welcome to El Puente! The Hispanic Education Center is delighted to have you. We are confident all El Puente families will benefit from your contributions. El Puente values you. We believe you are a person capable of enriching the lives of others, and that you are filled with wonderful talents, dreams, and possibilities waiting for the op-portunity to realize them. El Puente hopes to provide you with a bridge to that opportunity. As a member of the growing El Puente family, you will have abundant opportunities to take full advantage of our vision. Please trust we will work very hard to ensure you receive the maximum benefit from the services and opportunities the project provides. That is our obli-gation to you, and we will fulfill it to the best of our abilities. As you read this handbook, you will find our expectations are high. They are high because we believe in them and know you can meet them. You will also find rules and regulations, and we ask that you see them as the responsibility we bear to ensure that the opportunities we provide to all our families are safe, fair, and beneficial. This guidebook is intended to help all of us make the valuable time we spend together fruitful and worthwhile. We request that you read it carefully and dedicate yourself to what El Puente is trying to create: inviting settings where our Hispanic families can come together in cooperative and supportive ways to cross the linguistic, cultural, and economic boundaries that prevent them from sharing their gifts with others and realizing their aspirations for the future. What is El Puente?

El Puente is a project of the Hispanic Education Center, a community-based organi-zation dedicated to serving the education needs of Hispanic families in Indianapolis. The mission of El Puente is to enrich, support, and advocate for the education of Hispanic stu-dents so they can stay in school, graduate, and continue learning after high school. The stu-dents, parents, and staff who make up our family are committed to learning, leading, and serving others.

Our mission

What we do We know Hispanic students have talents and dreams. So we want them to stay in school, graduate from high school, and continue their schooling. We will work with you to accomplish those goals through a comprehensive, family-based program that includes multi-ple activities:

• Leadership and skills development training. • Academic tutoring and mentoring. • Personal goal setting. • Career planning and exploration. • Family home visits. • Resource referrals. • Transition to high school workshops. • Educational field trips. • Recreational and enrichment opportunities. • Cultural exchanges.

We will also share our values with you in the belief that you hold them as well: (1) excellence in leadership and performance; (2) respect for linguistic and cultural differences; (3) civic participation; and (4) equity and fairness in education and other cultural and eco-nomic opportunities.

Que hacemos Sabemos que los estudiantes hispanos tienen sueños y talentos. Por lo tanto, quere-mos que tengan éxito más allá de la escuela preparatoria. Trabajaremos con ustedes para lograr ese objetivo a través de un programa comprensivo, basado en la familia y que incluye una variedad de actividades:

Nuestra misión El Puente es un proyecto del Hispanic Education Center (HEC) o Centro Educativo

Hispano, una organización basada en la comunidad. El HEC se dedica a satisfacer las nece-sidades educativas de las familias hispanas en Indianápolis. Nuestra misión es enriquecer, apoyar, y abogar por la educación de los estudiantes hispanos a fin de que puedan permane-cer en la escuela, graduarse, y continuar su formación hasta después de la preparatoria. Where you can find us You can find us at your high school where we have an El Puente Project team composed of a Student Development Coordinator (or SDC) and a Family Development Coordinator (or FDC). The SDC develops and implements activities that enrich, support, and advocate for the education of students enrolled in the project. The FDC develops and implements activities that help parents of enrolled students learn how to enrich, support, and advocate for their own as well as their children’s education. The work of the SDC and the FDC is supported by a Director and a Project Associate. They spend most of their time at the Hispanic Education Center. If you need to reach any of us, you will find our names, telephone numbers, and other contact information at the end of this handbook.

The Student Council Everyone in the El Puente family has a responsibility to make the project safe, fair,

and successful for all who benefit from its activities. Students exercise this responsibility through the El Puente Student Council. The Council is open to eligible students who com-mit themselves to advise project staff in program matters, represent the El Puente family in school and community affairs, and demonstrate leadership in project activities. Each high school will hold elections to compose its El Puente Student Council. The council is composed of four eligible students at each school who are nominated by the stu-dents in consultation with El Puente peers and project staff. Officers include a President, Vice President, and two Student Coordinators. The role of the President is to represent the Council, and convene, preside over, and set the agenda for Council meetings. The Vice President serves as secretary and represents the Council in the absence of the President. Student Coordinators represent students and help support the work of the SDC at each of their schools.

Donde nos pueden encontrar Ustedes nos pueden encontrar en las escuelas preparatorias donde contamos con un

equipo de El Puente. El equipo se conforma de un Coordinador de Desarrollo Estudiantil y una Coordinadora de Desarrollo Familiar, SDC y FDC por sus siglas en inglés respectiva-mente. El SDC desarrolla e implementa actividades que enriquecen, apoyan y promueven la educación de los estudiantes inscritos en el proyecto. El FDC desarrolla e implementa acti-vidades que ayudan a los padres de familia a aprender como enriquecer, apoyar y promover la educación para su propio beneficio y de los estudiantes. El trabajo de los SDC como el de los FDC está apoyado por un director y un asisten-te de proyecto. Ellos pasan la mayor parte del tiempo en el Centro Educativo Hispano. Si ustedes necesitan comunicarse con nosotros consulten el directorio al final de este manual.

El Comité Estudiantil En El Puente todos tenemos responsabilidades a fin de hacer el proyecto más seguro,

justo y exitoso para quienes nos beneficiamos de las actividades. Los estudiantes podrán ejercer esta responsabilidad a través del Comité Estudiantil de El Puente. El comité está abierto a los estudiantes elegibles que se comprometan a trabajar con personal del proyecto en cuestiones de los programas; a representar a El Puente y a las familias en asuntos de la comunidad y a demostrar liderazgo.

En cada escuela el comité está integrado por cuatro alumnos elegibles que son no-

minados por los estudiantes en consulta con sus compañeros y el personal del proyecto. El Comité incluye un Presidente, un Vicepresidente y dos Coordinadores de Alumnos. El papel del Presidente es representar al Comité, convocar, presidir y fijar la agenda para las reuniones del Comité. El Vicepresidente sirve de secretario y representa al Comité en au-sencia del Presidente. Los Coordinadores de Alumnos representan a los estudiantes y asis-ten las tareas del SDC en cada una de las escuelas.

The Parent Council At each school a Parent Council is composed of five eligible parents who are nomi-

nated by the parents in consultation with other parents and project staff. As members of the Council, parents commit themselves to advise project staff in program matters, represent the El Puente family in school and community affairs, and demonstrate leadership in project activities.

The Council consists of five officers: President, Vice President, Secretary, and two

Parent Coordinators. The President and Vice President represent the Council, and convene, preside over, and set the agenda for Council meetings. The Secretary coordinates and re-cords meetings, and the Parent Coordinators represent families and help support the work of the FDC at each of their schools.

El Comité de Padres En cada escuela el comité de Padres de Familia está integrado por cinco padres ele-

gibles que son nominados por los padre en consulta con otros padres de familia y el perso-nal del proyecto. Como miembros del comité, los padres se comprometen a asesorar al personal del proyecto en cuestiones de los programas; a representar a las familias en asuntos de la comunidad y a demostrar liderazgo.

El comité consiste de cinco oficiales: Presidente, Vicepresidente, Secretario y dos

Coordinadores. El Presidente y el Vicepresidente representan al Comité y convocan, presi-den, y fijan la agenda para las reuniones del comité. El secretario coordina y registra las reu-niones y los coordinadores de Padres de Familia representan a las familias y asisten en las tareas de los FDC en cada una de las escuelas.

What do we expect from students?

That you be eligible

If you are a high school student enrolled at any school served by El Puente you are eligible to apply. You can enroll in September or January. To be considered for enrollment, you must also meet the following criteria:

• You must be a student in good standing and willing to improve your grades. This means that once you enroll you should work towards reaching and maintaining at least a “C” average by the end of the school year.

• You must be committed to finishing high school and graduate. • You must be committed to continue your education after high school.

That you apply

If you want to apply, get an application packet from the Student Development Coor-dinator (SDC) assigned to your school. Complete the application materials and return them to the SDC. The parent consent form included in your application packet must be signed by your parent or guardian and returned to the SDC. The application will not be processed un-til this consent form is received.

¿Qué esperamos de los estudiantes?

Que seas elegible Si eres alumno de una de las preparatorias en las que El Puente esta presente, eres

elegible para ser miembro de nuestra familia. Puedes inscribirte en septiembre o enero. A fin de ser considerado como miembro del proyecto debes cumplir con los siguientes crite-rios:

• Ser alumno regular y tener fuertes intenciones de mejorar tu promedio. Esto significa que una vez que te inscribas al proyecto debes orientar tus esfuerzos para lograr y mantener como mínimo un promedio de “C” al finalizar el año escolar.

• Estar comprometido contigo mismo a terminar la preparatoria y graduarte. • Estar comprometido a continuar tu educación después de la preparatoria.

Que llenes la solicitud Si deseas participar con nosotros, pregunta por el paquete de solicitud al Coordina-dor de Desarrollo Estudiantil de El Puente de tu escuela. Completa el paquete de solicitud y regrésalo al SDC. La forma para el consentimiento del padre de familia debe ser firmada por tu padre o tutor. La solicitud no será procesada hasta que hayamos recibido tal consen-timiento.

That you be accepted After you return the signed consent form to the SDC in your school: 1. The SDC will review your application to make sure you meet the criteria

described earlier: (a) that you are a student in good standing; (b) that you really want to finish high school and graduate; and (c) that you really want to continue your education after high school.

2. You will be allowed to participate in El Puente, however, the SDC will

notify the FDC, to contact your parents to let them know what the project offers, what the project expects from them and you, and get them to sign a pledge of commitment to work with us.

3. Once we have confirmed that you meet the criteria, your parents agree to

work with us on your behalf, and we have a signed consent form on file, your parents will receive a letter notifying you of your acceptance.

After being notified of your acceptance, you will be required to commit yourself to the El Puente family and to comply with your role and responsibilities in the project in order to be a full pledged member of the El Puente family.

Que seas aceptado Después de haber regresado el consentimiento firmado al SDC / CDE se seguirán los

pasos siguientes. 1. El SDC revisará tu solicitud para asegurarse que reúnes los criterios esta-

2. Inmediatamente se te permitirá que participes en las actividades de El

Puente. Sin embargo, el SDC notificará a la CDF que contacte tu hogar a fin de explicar a tus padres las intenciones, expectativas, implicaciones y objetivos de El Puente y los invitara a que se establezcan compromiso de participación y apoyo por escrito.

3. Una vez que hayamos confirmado que reúnes el criterio para pertenecer en

El Puente; que tus padres se comprometen a trabajar con nosotros y que tengamos el consentimiento por escrito, recibirás notificación de tu acep-tación en El Puente.

Después de que se te confirme de tu aceptación será necesario que te comprometas contigo mismo y con El Puente y cumplas tu papel y responsabilidades dentro del proyecto a fin de se te que te considere miembro de la familia de El Puente en todo tu derecho.

That you commit to El Puente

The last thing we ask students to do before enrolling them is to commit themselves to uphold the values the project represents, and to pursue the personal goals they set for themselves as project members. This is done by signing a pledge of commitment. A copy of this letter will be given to you and your parents after you have been accepted.

That you remain in good standing

Being eligible, applying, getting accepted, and signing a pledge of commitment will not be enough to take full advantage of what El Puente offers. You will have to remain in good standing. As long as you remain in good standing, you will be entitled to participate in all the enrichment activities and services mentioned earlier. Being in good standing means the following:

1. You must dedicate yourself to pursuing the personal goals you have set for yourself, up-hold the pledge you signed, and comply with all project requirements and obligations.

2. You must exemplify commitment to graduate by demonstrating the talents we believe you have; improving your grade average; achieving satisfactory performance in school by attending and being on time for classes; completing class requirements; maintaining passing grades; taking and passing the GQE; having the number of credits equivalent to grade level; attending project activities regularly and promptly as indicated in sign-in forms; demonstrat-ing satisfactory performance in project activities and events; conforming to IPS and project rules of conduct; demonstrating respect for oneself and others; and demonstrating inter-est in learning, leading, and serving others.

Que firmes un compromiso con El Puente

Previamente a tu inscripción definitiva te pediremos que te comprometas a respetar y conservar los valores que representa el proyecto y a alcanzar las metas que te fijes como miembro del mismo. Esta petición se establece a través de la “carta de compromiso” que firmaras en conjunto con tus padres al ser aceptado.

Que te mantengas dentro del reglamento

Ser elegible, hacer la solicitud, ser aceptado y firmar la carta de compromiso no serán suficientes para beneficiarte de todo lo que ofrece El Puente. Deberás mantener tu ren-dimiento en cuanto a lo académico y lo disciplinario. Mientras te mantengas o superes tu rendimiento en esos aspectos tendrás derecho a las actividades y servicios que ofrece el pro-yecto. Esto implica lo siguiente:

1. Que te dediques a lograr los objetivos que tu mismo hayas trazado, respetar el compromi-so que firmes y cumplir con todas las reglas y obligaciones.

2. Que muestres evidencia de esfuerzo y compromiso para graduarte demostrando los talen-tos que creemos tu tienes; mejorar constantemente tus calificaciones”; lograr un rendimiento satisfactorio en la escuela y asistir con constancia y puntualidad; completar los requisitos de cada materia; mantener calificaciones aprobatorias; presentar y aprobar el examen de califi-cación para graduación GQE (Graduation Qualifying Exam); obtener el numero de créditos para tu grado escolar; asistir regularmente y con puntualidad como se indique en las formas de registro; demostrar rendimiento satisfactorio en los eventos y actividades del proyecto; apegarte a los códigos de disciplina y conducta de IPS y del proyecto; mostrar respeto por sí mismo y por otros; mostrar interés en sobresalir en el aprendizaje y en el servicio a los demás.

3. You must exemplify a commitment to continue developing your talents after graduating from high school by completing necessary course and test requirements for entry into col-lege or other post-secondary programs; taking advantage of educational opportunities that prepare one for post-secondary education such as going on college visits and attending the META conference; and participating in extracurricular activities that enrich learning and facilitate academic achievement. 4. You must exemplify your gift to serve others by belonging to a community-oriented or-ganization such as Club Latino or Youth as Resources; being involved with community-based organizations such as local churches or youth serving organizations; and participating in service learning projects through VISTA and other groups. 5. You must strive to represent the project in school and in the community by taking full advantage of educational opportunities offered to you so you can learn, lead, and serve.

That you avoid probation or termination from the program If you do not remain in good standing, two things can happen: 1. You can be placed on probation. You can be placed on probation for any of the fol-

lowing reasons: (a) your grade point average drops instead of improving; (b) you receive one or more course failures in a given quarter; (c) you violate the IPS code of conduct or are suspended from school; (d) you are truant from school; (e) you show no evidence of improvement in school performance or conduct; (f) parents do not comply with their obligations stipulated in their signed pledge.

While on probation, your participation in the project will be limited to tutoring and men-toring activities. Also parents or guardians will be called and notified in writing to let them know why you have been placed on probation, what you will need to do to return to good standing, and what they need to do if they have questions.

3. Que muestres compromiso en continuar desarrollando tus talentos aun después de gra-duarte de la preparatoria; cumplirás con los exámenes y requisitos necesarios para ingresar a la universidad u otro programa post secundario; aprovecharás las oportunidades educativas y de orientación para ingresar a la universidad tales como la conferencia de META, visitas a universidades, y otras actividades extracurriculares que enriquecen el aprendizaje y facilitan los logros académicos. 4. Deberás ejercer el don de servir a los demás a través de tu participación en organizacio-nes de servicio a la comunidad, ya sea en Club Latino, Youth as Resources, o en organiza-ciones ubicadas en tu comunidad, por ejemplo, la iglesia local, proyectos de “servir para aprender” por medio de VISTA y otros grupos.

5. Debes esforzarte por representar a El Puente en la escuela y en la comunidad tomando ventaja de las oportunidades educativas a fin de que seas capaz de aprender, destacar y ser-vir.

Que evites participación condicional o ser ex-pulsado del programa

En caso de que tu rendimiento académico y / o disciplinario baje, podrías ser sujeto a las siguientes sanciones: 1. Entrarías a un periodo de participación condicional por cualquiera de las siguientes razones: (a) tu promedio disminuye; (b) repruebas uno o más cursos en un trimestre; (c) vio-las el código de conducta de IPS o eres suspendido de la escuela; (d) tienes excesivas ausen-cias / faltas sin autorización; (e) no muestras evidencia de superación y mejoramiento en tu rendimiento académico o conducta; (f) tus padres no cumplen con las obligaciones estipula-das en el acuerdo de compromiso. Durante el periodo de participación condicional tus dere-chos en el proyecto estarán limitados a actividades de tutoría o apoyo. En caso de que se te asigne un periodo de participación condicional, tus padres serán notificados por escrito. Tal notificación explicará las razones por las que se te asignó ese periodo, lo que necesitaras para salir del mismo, y lo que tus padres deben hacer para acla-rar sus dudas al respecto.

2. You can be terminated from the program. You can be discharged from the program for any of the following reasons: (a) you show no evidence of improvement in school per-formance or conduct for two or more consecutive quarters; (b) you are expelled from school; (c) you have repeated truancy; (d) your participation in the project is sporadic. If you are discharged, you will not be allowed to participate in any project activity. Your parents or guardians will be called and notified in writing to let them know why your membership has been terminated, and what they need to do if they have questions. If you are discharged, you will need to reapply if you have an interest in returning.

You will be discharged or placed on probation if the SDC and the FDC in your school both recommend it, and the director of El Puente approves it. You cannot return to good standing unless both the SDC and the FDC recommend it, and the director approves it.

That you demonstrate exemplary conduct

An important goal of El Puente is to provide a safe and cooperative learning com-munity that allows its student members to take full advantage of the educational opportuni-ties the project offers free of disruptions or harassment. Your role in helping us create this kind of learning community is to observe the IPS student code of conduct and all El Puente rules and regulations. If you are unable to work with us in this regard, you may be subject to the following consequences:

1. Serious violations of the IPS code of conduct will result in immediate suspension from the program and will be referred to IPS authorities for action. 2. Serious violations of El Puente rules and regulations will result in immediate suspension and will be referred to project director for action.

2. Podrías ser expulsado del programa. Puedes ser expulsado del programa por cualquiera de las siguiente razones: (a) no muestras evidencia de superación y mejoramiento en tu ren-dimiento académico o conducta al menos durante dos trimestres consecutivos; (b) eres ex-pulsado de la escuela; (c) reincides en faltar injustificadamente; (d) tu participación en las actividades del proyecto es esporádica. Si eres expulsado, no se te permitirá que participes en ninguna de las actividades del proyecto y serás eximido (eliminado de los registros) del mismo. También se notificará a tus padres o guardianes por escrito y por vía telefónica el porque de tu expulsión y lo que de-ben hacer para aclarar sus dudas al respecto. Si eres expulsado y tienes interés en regresar al proyecto, deberás de nuevo someter una solicitud.

Serás asignado a participación condicional o expulsado si los coordinadores de desa-rrollo estudiantil y familiar (SDC-FDC) en tu escuela lo recomiendan y así lo aprueba el director de El Puente. De la misma forma, la calificación de tu rendimiento académico y disciplinar estará sujeta a la opinión y satisfacción de los coordinadores y a la aprobación del director.

Que demuestres una conducta ejemplar

Un objetivo importante para El Puente es el proveer un ambiente seguro y libre de perturbaciones y acosos, y que permita a sus miembros aprovechar las oportunidades edu-cativas que el proyecto ofrece. Nosotros reconocemos que tu puedes ayudar a crear este tipo de comunidad de aprendizaje observando los códigos de conducta de IPS y todas las normas y reglamentos del proyecto. Si no eres capaz de cooperar con nosotros en este aspecto podr-ías ser sujeto a las siguientes sanciones: 1. Las infracciones graves del código de IPS resultarán en suspensión inmediata del progra-ma y serán referidas a las autoridades de IPS para que tomen la acción correspondiente. 2. Las infracciones graves de las normas y reglamentos de El Puente resultarán en suspen-sión inmediata y serán referidas al director del proyecto para que tome la acción correspon-diente.

3. First-time and less serious violations of IPS code of conduct and/or El Puente rules and regulations will result in a warning. 4. Repeated and less serious violations of IPS code of conduct and/or El Puente rules and regulations may result in probation, suspension, or expulsion depending on the frequency of infractions. 5. Parents will be notified of all infractions as they occur.

We believe parents make a big difference in the education of their children. Students stay in school, graduate, and pursue schooling after high school because of much of what parents do or fail to do. We also know that parents cannot give students what they do not have. And neither can we. That is why parents and El Puente staff need to work together and support each other, each giving what the other cannot, and both looking to the commu-nity at large for the resources they lack to fill the gaps. Through close cooperation, mutual support, and effective communication we can both succeed in helping our students realize their dreams.

That you give consent

For safety, their own protection, and other reasons, students need parental permis-sion to join the El Puente family. So we ask that you familiarize yourself with the program and return the signed consent forms to project staff as soon as possible. We cannot process an application or allow a student to participate in project activities until we have his or her signed consent form on file in our office.

¿Qué esperamos de los padres de familia?

Que trabajen con nosotros y que apoyen nuestros esfuerzos en el

hogar y en la comunidad Creemos que los padres de familia tienen un gran impacto en la educación de sus

hijos. El que los estudiantes permanezcan en la escuela, se gradúen, y continúen la educa-ción superior, tiene mucho que ver con lo que los padres hagan o dejen de hacer. También comprendemos que los padres no pueden brindarles a sus hijos lo que ellos mismos no tie-nen. Y esto es algo que tampoco el Puente por sí solo puede hacer. Por lo tanto, los padres de familia y el personal de El Puente necesitamos trabajar en conjunto y apoyarnos unos a otros, ambos aspirando a los recursos de la comunidad en general para satisfacer nuestras necesidades. A través del respeto, la cooperación y el apoyo mutuos, y comunicación efecti-va podremos tener éxito en ayudar a nuestros estudiantes a hacer sus sueños realidad.

Que den consentimiento de participación

Por razones de seguridad y protección para los estudiantes así como por otros moti-vos, los estudiantes necesitan aprobación de los padres para integrarse a la familia de El Puente. Es por ello que pedimos que se familiaricen con el programa y firmen y entreguen el consentimiento de participación al personal del proyecto con la mayor brevedad posible. Nosotros no podremos procesar una solicitud o permitir la participación en las actividades del proyecto hasta que dicha forma sea archivada en nuestras oficinas.

That you sign a pledge of commitment

Just as we require of students that they commit themselves to what El Puente repre-sents, we also require it of parents. We ask that parents also agree to uphold project values and pursue the goals they set for themselves as project members. It is important to under-stand that if you do not keep to this commitment, your child may lose his or her eligibility in the project. The pledge of commitment is signed by both, parent and students, once accep-tance to the project has been confirmed.

Que firmen un acuerdo de compromiso De la misma forma que solicitamos a los estudiantes que se comprometan consigo mismos y con lo que representa El Puente, les rogamos a los padres de familia que así lo hagan. Requerimos que los padres de familia también que estén de acuerdo en defender y respetar los valores que el proyecto representa y cumplir los objetivos que se fijen como miembros del mismo. Es importante tener en cuenta que si no mantienen este compromiso, sus hijos pueden perder su derecho a participar en el proyecto. El acuerdo de compromiso es firmado por padres y estudiantes una vez que se ha confirmado su aceptación como miembros del proyecto.
