Mr. Hugh Gordon Sands is currently The Caribbean Director and Bahamas Manager ofBarclays Bank, PLC. He Brings to this prestigious position in the private sector his valuable experience in the public sector and field of education.

Born in Nassau, New Providence, Mr. Sands received his early education at The Government High School. He then pursued his tertiary training at Universities in the United Kingdom where he was awarded the following academic distinctions-Bachelor of Arts (Durham), Post-graduate Certificate in Education (Leicester) and Academic Diploma and Master of Arts (London).
His services to the nation in the areas of education, banking and culture continue to complement his distinguished professional career. They include, at present, contributions as a Founding Member, Bahamas National Committee, United World Colleges; Member of the Rotary Club of East Nassau and the Lyford Cay Club; Trustee of both the Police Dependents Trust Fund and the Duke of Edinburgh Award Programme; Deputy Chairman, National Insurance Board and Member of Council as well as honorary Fellow of The Bahamas Institute of Bankers.
Mr. Sands and his wife, the former Shirley June Sherman of Bimini, North Bahamas, are the parents of Susarl£)Erika Krett and Paul Gordon Sands.

In the medieval universities, students and teacher wore gowns indicating thei r status and scholastic achievements. Throughout the centuries of academic and scientific advancement, academic regalia has been accepted as a symbol of distinction between the professor and the student. In 1895, a uniform code for academic regalia, patterned after the attire of monks and students in the Middle Ages, was adopted by most colleges and universities. The caps, gowns and hoods worn today by The College of The Bahamas' participants in the Academic Procession are according to the style of academic costumes described in the code.
Four academic degrees are generally recognized: the Associate's, the Bachelor's, the Master' s and the Doctoral degrees. The Associate Degree is offered by two-year and tertiary level institutions. The other three degrees are conferred by universities and colleges.
The gowns worn vary for the respective degrees. The Bachelor' s gown is black, has long pointed sleeves and is worn closed. The Master' s gown is also black, has long, narrow, closed sleeves with slits at the elbows for the wearer ' s forearms, and is usually worn open. The Doctoral gown is usually black but may be of a colour representing the institution granting the Doctorate Degree. The gown has five-inch velvet panels down the front, velvet around the neck and three horizontal velvet bars on each bell-shaped sleeve. The colour of the velvet trimming is distinctive of the field of study represented by the degree. The Doctoral gown is usually worn open.

The hood is the most prominent feature of th~ academic costume. The length and style of the hood vary for the respective degrees. The Associate's hood is short and narrow in shape. The Bachelor's hood is short and narrow in shape. The Master's hood is longer and wider in shape. The Doctoral hood is longer, full in shape, and rounded at the base. The Master's and Doctoral hoods are bordered with velvet, the colour of which indicates the field of study. The silk lining of the hood is usually the colour( s) of the institution conferring the degree.
The appropriate cap for all degrees is the familiar black mortarboard. A tassel, black or a colour signifying the field of specializati9ll, is worn hanging to the left of the face. Those holding a 9octorate degree may wear a soft velvet cap the colour of which indicates the field of study, or with the mortarboard, they may wear a tassel in gold.
The College of The Bahamas' graduates wear a closed black gown, with full-length sleeves to the wrists, a short and narrow hood and a black mortarboard with a coloured tassel indicating the major of the discipline studied.
The Gold Cord is worn by graduates who have achieved the pass of Distinction and have maintained the following cumulative scholastic average:
