    1 EXECUTIVE SUMMARY

    Dynamic Half Rate Allocation feature was implemented in BJK13 BSC and its corresponding MSC, MJK07, starting 7th of October 2004. Palm View, a single band GSM900 site, was used for the trial.

    The highlights of the trial can be summarized as follows:

    The amount of traffic gained in activating half rate varies daily. From the trial, the maximum increase in traffic load is 20%.

    For the trial cell with the highest TCH utilization, there is no noticeable effect in TCH traffic by increasing the threshold (e.g. from 30% to 60%) beyond the point TCH congestion is significantly reduced (if not totally eliminated).

    With half rate activated, the percentage of good and acceptable Speech Quality Index declined from 98% to 1) between 94% and 96% for Dynamic Half Rate threshold at 30% 2) and between 92% and 94% for Dynamic Half Rate thresholds 60% and above.

    With the activation of half rate, TCH time congestion can be significantly reduced and the related low TCH assignment success rate can also be improved. For the trial cell with the highest utilization, TCH time congestion between ~7% to15% is reduced to minimal value of 0.3% and the related low TCH assignment success rate between ~95% to 97% also improved to more or less 99.8%.

    TCH drop rate increased slightly in the cell with the highest TCH utilization from 0.8% to 0.95%.

    Dynamic mode adaptation mode from FR to HR and vice versa works well. The success rate is considerably high.

    Also included in the report are cell performance graphs related to the trial for reference and a summary of recommendations.

    The trial was implemented according to the schedule in Table 1. However, there were no cells other than the trial cells were activated on October 15, 2004. The settings of the trial cells were put back to Trial Settings 1 on October 18, 2004.

    4.2 Drive Test Result

    4.2.1 Speech Quality Index (SQI)

    Figure 1.1 shows the SQI drive test results taken before and after the activation of Dynamic Half Rate Allocation feature. Figure 1.2 gives an indication of the radio environment quality when the measurements were taken.

    The SQI data used in the comparison were taken from the enclosed areas of Figure 1.1. As expected, the SQI was lower when half rate was active. However, the average SQI, 15.96 dBQ is close to the maximum attainable SQI for half rate which is 17dBQ and way above the threshold of acceptable SQI of 5dBQ.

    4.3 STS Results

    4.3.1 TCH Traffic and Speech Quality Index

    To facilitate the analysis of the results, only the measurements during weekdays are considered.

    As expected, the effect of half rate was observed most in the trial cell with the highest TCH utilization before the activation of the feature. The effect is high - TCH/H traffic was, in most cases, greater than TCH/F traffic - even at low threshold. Please refer to Figure 2.1.

    For the trial cell with the highest TCH utilization, there is no noticeable effect in TCH traffic by increasing the threshold. The most probable reason to this is that the TCH congestion is significantly reduced (if not totally eliminated) and the TCH assignment success rate improved significantly with half rate threshold set at 30%. Hence increasing the threshold does not bring any difference. Please refer to Figure 2.1.

    For cells with low average TCH utilization, half rate had minimal or no effect at low threshold. Increasing the threshold however, yielded half rate traffic. Please refer to Figures 2.2 and 2.3.

    The increase in traffic gained in activating half rate varies daily. From the trial the maximum increase in traffic load is 20%. Please refer to Figure 2.1.

    Recommendations 1 & 2: When half rate is considered to be activated in a cell, start with a low threshold e.g. 20% and then gradually increase to a level TCH congestion is relieved and/or the percentage of good & acceptable speech quality samples deteriorates but at acceptable level. Half rate should only be considered as a temporary and short term solution to relieve TCH congestion. Implementing the feature degrades the end users perceived speech quality.

    4.3.2 TCH Assignment Success Rate and TCH Time Congestion

    To facilitate the analysis, days where there were TCH availability issues are not included.

    With the activation of half rate, TCH time congestion (~7% to15%) is significantly reduced and the related low TCH assignment success rate (~95 to 97%) also improved to more or less 99.8%. Please refer to Figure 2.7.

    With minimal or no TCH time congestion and related high TCH assignment success rate, half rate has no effect. Please refer to Figures 2.8 and 2.9.

    4.3.3 TCH Drop Rate

    For half rate performance analysis, abnormal conditions or alarms were encountered during these days and hence excluded from the analysis.

    October 7, 2004 The TCH drop rate increased between 1300H and 1600H with cause Sudden Loss. The trial site had also had Rx diversity lost alarm during this day.

    October 11, 2004 and October 13, 2004 The DIP showed Alarm Indication Signal (AIS) affecting resource availability.

    The TCH drop rate increased slightly (~0.80% before feature activation) to ~0.95% in the most utilized cell JB00201. There is a significant increase of TCH drop rate in one of the cells, JB00202, from 1.5% to 2.2% but the increase started on October 11, 2004 (middle of the trial). The drop rate performance of the third cell, JB00203, remains at the same level as before the feature was activated. Please refer to Figures 2.10 to 2.12.

    4.3.4 Dynamic Mode Adaptation

    There is a high number of mode adaptation attempts from half rate to full rate and full rate to half rate. The quality threshold can be further tuned during the optimization phase to find the suitable quality trigger from half rate to full rate. Please refer to Figures 2.13 to 2.15.

    It is interesting to note that the adaptation mode success rate from FR to HR and vice versa is high. Please refer to Figures 2.13 to 2.15.

    Recommendations 2 & 3: Dynamic Mode Adaptation should be considered to compliment Dynamic Half Rate Allocation from half rate to full rate to improve speech quality of connections with low rxquality. Most of these connections may be located in the cell border. The quality threshold for Dynamic Mode Adaptation from half rate to full rate can be based on more field tests during optimization phase such that the threshold parameters can be set more aggressively and yet at acceptable speech quality. This is to minimize Dynamic Mode Adaptation attempts some of which could have been triggered early and hence these attempts are unnecessary.

    4.3.5 Handover Success Rate

    There are no significant changes in handover performance related to the activation of the feature. Please refer to Figures 2.16 to 2.18.

    5 SUMMARY OF RECOMMENDATIONS

    When half rate is considered to be activated in a cell, start with a low threshold e.g. 20% and then gradually increase to a level TCH congestion is relieved and/or the percentage of good & acceptable speech quality samples deteriorates but at acceptable level.

    Half rate should only be considered as a temporary and short term solution to relieve TCH congestion. Implementing the feature degrades the end users perceived speech quality.

    Dynamic Mode Adaptation should be considered to compliment Dynamic Half Rate Allocation from half rate to full rate to improve speech quality of connections with low rxquality. Most of these connections may be located in the cell border.

    The quality threshold for Dynamic Mode Adaptation from half rate to full rate can be based on more field tests during optimization phase such that the threshold parameters can be set more aggressively and yet at acceptable speech quality. This is to minimize Dynamic Mode Adaptation attempts some of which could have been triggered early and hence these attempts are unnecessary.
