TheStateDepartmentalertsU.S.citizenstopossiblerisksoftravelduetoincreasedterroristthreats.CurrentinformationsuggeststhatISIL(akaDa’esh),al-Qa’ida,BokoHaram,andotherterroristgroupscontinuetoplanterroristattacksinmultipleregions.Theseattacksmayemployawidevarietyoftactics,usingconventionalandnon-conventionalweaponsandtargetingbothofficialandprivateinterests.ThisTravelAlertexpiresonFebruary24,2016.

AuthoritiesbelievethelikelihoodofterrorattackswillcontinueasmembersofISIL/Da’eshreturnfromSyriaandIraq.Additionally,thereisacontinuingthreatfromunaffiliatedpersonsplanningattacksinspiredbymajorterroristorganizationsbutconductedonanindividualbasis.Extremistshavetargetedlargesportingevents,theatres,openmarkets,andaviationservices.Inthepastyear,therehavebeenmultipleattacksinFrance,Nigeria,Denmark,Turkey,andMali.ISIL/Da’eshhasclaimedresponsibilityforthebombingofaRussianairlinerinEgypt.

AhmadFerasDiri,42,ofLondon,wasarraignedtodayonchargesallegingaconspiracytoillegallyexportlaboratoryequipment,includingitemsusedtodetectchemicalwarfareagents,fromtheUnitedStatestoSyria.

TheannouncementwasmadebyAssistantAttorneyGeneralforNationalSecurityJohnP.Carlin,U.S.AttorneyPeterJ.SmithoftheMiddleDistrictofPennsylvania,SpecialAgentinChargeJohnKelleghanoftheU.S.ImmigrationandCustomsEnforcement-HomelandSecurityInvestigations(ICE-HSI)PhiladelphiaOfficeandSpecialAgentinChargeSidneySimonoftheU.S.CommerceDepartment’sOfficeofExportEnforcement(OEE)NewYorkFieldOffice.

TheindictmentwasreturnedbyaScranton,Pennsylvania,grandjuryonNov.20,2012,andchargesDiri;MoweaDiri,Ahmad’sbrotherandacitizenofSyria;d-DeriContracting&Trading,abusinesslocatedinSyria;andHaroldRinko,aU.S.citizen,withcriminalconspiracy,wirefraud,illegalexportofgoods,moneylaunderingandfalsestatements.OnSept.16,2014,RinkopleadedguiltytothecriminalconspiracychargebeforeU.S.DistrictJudgeEdwinM.KosikoftheMiddleDistrictofPennsylvania.

OnMarch14,2013,DiriwasarrestedbytheMetropolitanPoliceinLondoninconnectionwiththechargesintheMiddleDistrictofPennsylvania,andwasextraditedtotheUnitedStatesbytheUnitedKingdomonNov.12,2015.DiriappearedbeforeU.S.MagistrateJudgeKarolineMehalchickoftheMiddleDistrictofPennsylvaniatodayandpleadednotguiltytotheindictment.

Theindictmentallegesthatfrom2003untilNov.20,2012,thethreemenconspiredtoexportitemsfromtheUnitedStatesthroughthirdpartycountriestocustomersinSyriawithouttherequiredU.S.CommerceDepartmentlicenses.

Accordingtotheindictment,theconspiratorspreparedfalseinvoicesthatundervaluedandmislabeledthegoodsbeingpurchasedandlistedfalseinformationregardingthebuyers’identityandgeographiclocation.TheindictmentallegesthattheitemsweretobeshippedfromtheUnitedStatestoJordan,theUnitedArabEmiratesandtheUnitedKingdom,andthereaftertransshippedtoSyria.

Anonymous Makes Headlines Theidea/entitycalledAnonymoushasbeenmakinginternationalheadlinesoverthelast30days.InlateOctobertheythreatenedtoreveal1,000KKKidentitiesinTwitterOperationKKK(#OpKKK)andOperationHoodsOff(#HoodsOff).Shortlyafterthethreat,AnonymousrevealedaplethoraofKKKmembers,organizationsandfollowers.AfterNovember’sParis,Beirut,andtheRussianairlinemassacresbyISIS,AnonymoushasmadeanewvideomessagethreateningISIS.ThenewOperationiscalled#OpParis.Inthevideo,AnonymousclaimstheywillhuntISISdownandnotletupinavengingthehorrificISISslaughters.EarlierintheyearafterISISclaimedresponsibilityfortheParisCharlieHebdoexecutions,AnonymouspubliclythreatenedISISandreportedlyfollowedthroughwithsocialmediashutdownsmeanttocutoftheheadoftheISISsnake.BothISISandAnonymousareinternetexpertsandtheyusecyberspaceforthecoreoftheircommunicationandoperations.Mondaymorning,AnonymousclaimedtohavetakendownthousandsofTwitteraccountsallegedlylinkedtoISISmembers,affiliates,andfollowers.ThelistfirstappearedonthePastebin.comsite.ItwasthenremovedandtransferredtoPadRiseUpsite,thenremovedagain.Someofthepublicandmediabrieflysawthelist.However,theliststillneedstobeconfirmedandverified.Anonymoushadsometroubleinthepastwithindividualsandgroupsposingasanons.TheimpostorshavereleasedmisinformationmostlikelytodiscreditAnonymous.Forthemostpartithasn’tworked.ThoughAnonymoushasitsshareofnaysayerswhoareyettobeconvincedoftheentity’slegitimacy,afterOpKKK,moreofthepublichasfaithintheintentionsofAnonymous.BBC’sTechnologycorrespondentRoyCellan-JonesattemptedaliveinterviewwithAnonymous:

OurmaingoalinthisoperationistoidentifytheperpetratorsoftheParisterrorattacksandallterroristorganizationslinkedtothem,acquireinteltodigdeepintotherootsoftheirmanpower,disabletheirpropagandaandstoptheirreachonsocialmedia,releasetheirinformationtothepublic,andflagdownanythreattomankind.

Isn'titbetterforthefightagainstISifitsmemberstalkopenlyonTwitterwherethesecurityservicescanseethem,ratherthanbeingdrivenunderground?

ThepropagandaofISISisbasedonadvertisingtheiractions.Theywanttostriketerrorwiththeirname,withbloodyimages,withviolentvideos.Wecannotfightthemwithgunsandrifles,stoppingtheirpropagandaisaneffectivewaytoweakentheirmanpowerandtheirpresenceintheInternet.Disruptingtheircommunicationsmakesitdifficulttoorganisetheirattacksinafluidmanner.TheAnonymousmissionstatement:

ThisruleamendstheExportAdministrationRegulations(EAR)byaddingsevenpersonsundertenentriestotheEntityList.ThesevenpersonswhoareaddedtotheEntityListhavebeendeterminedbytheU.S.GovernmenttobeactingcontrarytothenationalsecurityorforeignpolicyinterestsoftheUnitedStates.ThesepersonswillbelistedontheEntityListunderthedestinationsofChinaandHongKong.ThisfinalrulealsoremovestwopersonsfromtheEntityList.OneentityrequestedremovalfromtheEntityListinaccordancewiththeprocedureforrequestingremovalormodificationofanEntityListentity.TheEnd-UserReviewCommittee(ERC)decidedtoremovethisentityfollowingareviewofinformationprovidedintheremovalrequest.TheERCdecidedtoremoveasecondpersonfromtheEntityListfollowingaproposalsubmittedbyanERCmemberagency,inaccordancewiththeprocedureforrequestingremovalormodificationofanEntityListentity.Finally,thisfinalrulemodifiestenexistingentriesontheEntityListconsistingofoneentryunderChinaandnineentriesunderHongKongtoprovideadditionalormodifiedaddressesand/oraliasesforthesepersons.

NavalAviationrejoinedthefightagainstISILNov.19whenAV-8BHarriersfromMarineMediumTiltrotorSquadron(VMM)162(Reinforced)launchedfromtheamphibiousassaultshipUSSKearsarge(LHD3)toconducttheirfirstmissionsoverIraqinsupportofOperationInherentResolve(OIR).

ThelastNavalAviationmissionsinsupportofOIRwereOct.17,fromUSSEssex(LHD2).

Weknewitwascoming.TheFAAhassaidthatitwillcomeoutwithrecommendationsregardingtheuseofunmannedaerialvehicles(akadrones)flyinginAmericanairspace.

Understandablyenough,unregulateddroneuseinAmericanskiesdoesposesecuritythreatsespeciallyaroundairportsandeventheWhiteHouse.Thatbeingsaid,thetaskforcesetupbytheFAAhasonlycomeupwithrecommendations[pdf]butarenotyetofficialpolicy.

Nonetheless,however,therecommendationsfromthetaskforcemadeupof25peoplefromprivatecompaniesandinterestgroupsmaycarryalotofweightwhenthegovernment'sregulatorsdosealthedealondroneuseinAmerica.It'stheirrecommendationsalongwithabout4,500publiccommentsthatwilldeterminethefinalrules.

Inthe14-pagereport,theFAA'staskforcebasicallysuggeststhatalldronesweighingmorethan0.55poundsmustberegisteredwiththeFAAeitherthroughawebformoranapp.Uponregistration,droneoperatorswouldbeassignedaregistrationnumber.Theuniqueregistrationnumberassignedtothatspecificdroneforthatspecificoperatorwouldthenhavetobeattachedtothedroneitself.There'salsoanagelimit.Those13yearsoldandbelowdonothavetoregister.

Theweightstandardforregisteringadronehashobbyistsupinarms.Theysaytheweightrequirementprettymuchincludesalldronethatarelittlemorethanplaintoysespeciallysincetheywouldbeincapableofflyingatheightsthatwouldinterferewithneithercommercialairplanesnoranyothersafetyhazard.Butthetaskforcehasactuallycomputedmathematicalexplanationsthatindeedjustifytheweightrequirement.Where"solvingformassandvelocity,thisequatestoanobjectweighing250gramstravelingataterminalvelocityof25meters/secondorapproximately57milesperhour,"statedthetaskforceinitsreport.

Otherfineprintincludedinthereportalsorecommendsthatabasiceducationcoursebepartoftheregistrationprocess,requiringonlyoneoperatorperdrone,restrictingflyingatnight,noflyingbeyondlineofsight,andnoflyingoverdenselypopulatedareas.
