Equality Impact Assessment Template Compulsory for all proposals Throughout this document we use the word ‘proposal’ to refer to what we are assessing. Equality Impact Assessment Template

The aim of an equality impact assessment (EIA) is to ensure that equality issues have been consciously considered throughout the decision making processes of the work we do.

The EIA highlights any areas of risk and maximises the benefits of proposals in terms of equality. It therefore helps to ensure we have considered everyone affected by the proposal. It also helps us to meet our requirements under the general equality duties.

There is a requirement under Human Rights legislation for Local Authorities to consider Human Rights in developing proposals. Our approach to EIAs will help us to strengthen our work to promote equality. It will also help to identify and address any potential discriminatory effects before introducing something new or changing way we work and reduce the risk of potential legal challenges.

When carrying out an EIA you should consider both the negative and positive consequences of your proposals. If a project is designed for a specific group, you also need to think about what potential effects it could have on other areas of equality.

Following responses received to the public consultation exercise on the budget proposals (2014/15) for C&CS further specific reviews were carried out on the impact of digitising Connect and Update on service users and measures such as increased provision of hard copy materials were implemented.

In order to achieve savings and allow the Team Manager to retire on 31 March 2014 without replacing him.

Aim:

What is the intended outcome of the proposal / policy?

Financial savings.

How:

How will it be delivered, by whom and by when?

The existing staff will be transferred as follows:-

Insurance officers (x2) to Finance i.e. new line manager. It has been agreed this will take effect on 1 January to allow a smooth hand over whilst the current manager remains in post.

Land Charges Officers (x2) & LLPG Officers (x2) to People Team (within Legal Services Section) i.e. new line manager. This transfer will take effect on 1 April 2014.

See above. As the only change is to the line manager no formal consultations were undertaken with staff, although proposals were discussed with relevant line managers. The Unions were advised of the proposals and raised

Equality Impact Assessment: Are We Being Fair?

Compulsory for all proposals

Throughout this document we use the word ‘proposal’ to refer to what we are assessing. In this context, the term includes the different things that we do, including strategies, functions, procedures, practices, policies, initiatives and projects.

Wrexham County Borough Council has developed this template with support from the Equality and Human Rights Commission template and the Welsh Local Government Association.

The aim of an equality impact assessment (EIA) is to ensure that equality issues have been consciously considered throughout the decision making processes of the work we do.

The EIA highlights any areas of risk and maximises the benefits of proposals in terms of equality. It therefore helps to ensure we have considered everyone who might be affected by the proposal. It also helps us to meet our legal responsibilities under the general equality duties (Single Equality Act 2010). There is also a requirement under Human Rights legislation for Local Authorities to consider Human Rights in developing proposals.

Our approach to EIAs will help us to strengthen our work to promote equality. It will also help to identify and address any potential discriminatory effects before introducing something new or changing the way we work and reduce the risk of potential legal challenges.

When carrying out an EIA you should consider both the positive and negative consequences of your proposals. If a project is designed for a specific group e.g. disabled people, you also need to think about what potential effects it could have on other areas of equality e.g. young people with a disability, BME people with a disability.

It may be that placing Update online on a micro site has benefits for some disability groups. For example deaf people could use it as a speaking site and those with visual impairment would be able to amend the size of the text and amend contrasts in a way that would not be possible with a hard copy version.

Women on maternity could still have access to the newsletter hosted on an external site by requesting the email link or via their mobile phone whereas they would not have access to the current newsletter on the intranet without citrix.

Update is a staff newsletter aimed at sharing information with staff across the authority. The majority of groups listed would not be affected by the move to publish it exclusively online however, we recognise that some people may have reduced access but this will be due to the nature of their job role (remote workers) not their protected characteristics, per se.

Council currently has 6381 staff, made up of 3,638 corporate and 2,743 schools based staff.

The majority of staff have an email account and access to a computer however approximately just less than a third, both corporately and schools based staff, do not. These are workers whose jobs do not require them to have regular access to a computer.

They currently have access to a hard copy of the staff newsletter

Transferring to a web based system could make it more difficult for these

Staff will be given the option of viewing the newsletter via their mobile phones or the link can be sent to their personal email addresses if requested.

In addition supervisors will be requested to print out a copy and place it on the staff noticeboard or other appropriate place in the workplace where staff will have access to it

It may be the case that placing Connect online in a micro site (and specifically not as a PDF) has benefits to some disability groups. For example, deaf people could use it as a speaking site and those with problems with vision would be able to alter contrasts and text sizes. Digital exclusion in Wales currently stands at 34%. Those with lower educational attainment are more likely to be digitally disengaged and, therefore, stories of training opportunities etc will reach

fewer of those who would gain most benefit. Two thirds of people without any qualifications do not use the internet, compared to 88% of those with a degree.

Unemployment is linked to greater digital exclusion. Connect does hold some job opportunities when a longer application deadline (or open ended deadline) is available.
