    A n accessible visitorsentrance has been form ed by low ering external levels at the Q ueens H ouse, G reenw ich.This has involved adding a base to the existing external horseshoe stairs.

    The D D A outlines four options for m aking

    adjustm ents to physical features.

    These are:

    1 Rem oval of the physical feature

    2 A lterations to the feature

    3 Providing a reasonable m eans ofavoiding it

    4 Providing the service by a reasonablealternative m ethod

    The C hristopher W ren-designed church of St Jam es sitsbetween Piccadilly and Jerm yn Streets, w hich are atdifferent levels.     The D D A does not prescribe w hich

    option should be considered first, but

    the C ode of Practice recom m endsthat service providers should start by

    considering w hether the physical

    feature w hich creates a barrier can

    be rem oved or altered.This

    represents an inclusiveapproach to

    access, w hich m akes services available

    to everyone in the sam e w ay.

    Dialogue and discussion

    English H eritage encourages early

    pre-application consultation w ith

    local authority conservation, building

    control, access and archaeology staff,

    w ith local access groups and, in the

    case of m ajor buildings undergoingpotentially substantial alterations, w ith

    its ow n staff. In m any planning

    departm ents, applications involving

    access provisions are review ed by an

    access officer w ho should be able to

    advise on the suitability of the

    proposed access solutions, or

    recom m end alternative sources of

    advice and guidance. C ontinuousdialogue and effective feedback from

    users can ease the handling of

    applications for listed building and

    other consents, and help to achieve

    solutions w hich satisfactorily com bine

    access and conservation.
