B. Summary of Project Implementation Progress and Key Issues

Project Development Objective: The projects objective is to develop a sustainable and integrated industrial waste exchange system in the pilot area positioned as a Green Entrepreneurship Hub linking industrial wastes generators, potential users and recyclers to improve cross-industry resource efficiency, promote the development of new innovative SMEs, create green job opportunities, reduce the environmental impact of industrial waste and improve the lives of Egyptian citizens.

Brief Summary of Project Implementation Status:

Project Extension: In March 2017, the GoE requested a one-year extension of the project in order to maximize on the entrepreneurship development component which showed great potential as well as allow for the mapping of waste in the second city (6th of October) and allow for the operationalization of the waste exchange platform. The request was reviewed internally within AfDB and endorsed, and was subsequently approved by the MENA TF, bringing the new project closing date to be September 30, 2018.

Project implementation is progressing well: implementation of all four components are well underway, with around 70-80% of all components finalized, and some new critical activities under way. In view of the importance of these new activities, the project was extended yet another year, up till Sept 30 2018.

Some developments have occurred since the last report, which have had an impact on project activities: (i) the restructuring of the Waste Council and delay in nominating the head of the council delayed the cooperation between the project and this important entity. The MoU that has been drafted between both entities remains unsigned, thereby delaying the capacity building activities envisaged for the waste council; (ii) changes of the financial supervisors at the level of the Ministry of Trade and Industry resulted in a delay in authorizations for payment for some suppliers which has impacted disbursement through the Special Account. As a result, the Bank has opted for the use of direct payment methodology where possible, whilst remaining vigilant to ensure utilization of funds already disbursed in the special account; (iii) the change in financial supervisors has also delayed the finalization of the external audit, which is now back on track.

Meanwhile, the following is the status of project activities to date:

1. The procurement process for the Mapping of Industrial Waste Assignment in the area of 6th of October has been finalized and the contract is about to be awarded to the first ranked consulting firm. (Expected start date September 2017)
