Scientific Research in the Philippines: An Overview

• Most scientific researches are done in universities, particularly in the University of the Philippines (UP), the national university

• New National Science Complex is in UP Diliman, Quezon City, Metro Manila

• The most productive in research is the College of Science in UP Diliman – Marine Science Institute – National Institute of Physics – photonics, material science

• Department of Science & Technology (DOST) - Government funding agency ; also has several R&D institutes

Engineering R&D for Technology (ERDT) Human Resource Development Program (2008

Objectives 1. Implementation of research agenda aligned to the National Science and Technology Plan (NSTP) and Medium Term Philippine Development Plan (MTPDP) 2. Attainment of a critical mass of MS and PhD graduates (RSE’s) 3. Upgrading of the qualifications of practicing engineers 4. Accessible graduate education 5. Upgrading of engineering colleges 6. Development of a culture of R&D

Participating Universities: Ateneo University Central Luzon State University De La Salle University Mapua Institute of Technology MSU-IIT UP Diliman Univ of San Carlos

CHED’s NHERA2 National Higher Education Research Agenda

Improve research capability of HEIs, particularly the Philippine universities whose main business is to generate knowledge towards international competitiveness

Enhance research productivity of HEIs in distinctive areas of competence

CHED’s NHERA2

National Higher Education Research Agenda

Generate knowledge/technologies needed for • International, national and regional higher education

development, policy/plan formulation, particularly for higher education

• Developing innovative programs in cutting edge higher education fields (e.g. nanotechnology, biotechnology, information and communications technology, and materials science); and

• Advancing the frontiers of knowledge in the disciplines

Promote and facilitate dissemination and utilization of research outputs

S&T plays a crucial role in finding solutions to

issues such as climate change, food security,

environmental sustainability, disaster mitigation &

poverty.

Must ensure availability of up to date scientific

information as basis for scientific research,

innovation & development

To perform “due diligence” studies on possible

projects/ ventures.

A. Discovering competitive advantage to focus & prioritize S&T investments

B. Recognizing Philippine research & increasing international visibility

C. Investing in global best practices & building scientific capacity

D. Rewarding outstanding achievements

MISSION Strengthen international science for the benefit of society

STRATEGIC VISION A world where excellence in science is effectively translated into policy making and socio-economic development.

FOCUS OF ACTIVITIES - International Research Collaboration - Science for Policy - Universality of Science

GOALS of ICSU

1. Research coordination and planning - in selected priority areas of importance to society

2. Science and policy - ensure science is integrated into policy development - ensure relevant policies take into account both scientific

knowledge & the needs of science

3. Universality of science - to promote the freedom & responsibilities of scientists

and access to data & information as means to strengthen the global science community

ICSU INTERNATIONAL RESEARCH COLLABORATION Sample Programs & Projects of ICSU

o Earth System Sustainability Initiative o Global environmental change program

• Global Earth Observing Systems • Polar Research • Disaster Risk • Ecosystem Change • Sustainable Energy • Urban Health and Wellbeing* • Biodiversity & Environmental Services*

*Activities with very active Philippine involvement at the regional level

Recognizing Philippines research & increasing international visibility

• Strengthen R&D strategies by merging Western approaches & methods with reservoir of local/indigenous knowledge

Tackle the complexity of real world problems

Guard against possible risk of bio-piracy

Raise the visibility of Philippine research to the international scientific community

Will be easier for industry players to identify sources of expertise.

Philippine journals not in international database

Upgrade journals

International visibility

Recognizing Philippine research & increasing international visibility

No central database for Philippine publications

‘CHED Project on Philippine Citation Database

Involve J editors & NRCP to gather pdfs for local database

Link local DB internationally

Need Central Database for Philippine Publications
