1.) A suitable host site (or sites) for the Community Virtual Solar Garden (‘CVSG’) is selected. Can be:
o Municipal Facility roof/ground spaceo School Building/Groundso Private Non-Profit Host Siteo Commercial Host Site

2.) Host site agrees to buy all the solar electricity under a 20 Year Power Purchase Agreement (‘PPA’):
