Summary:

On 1 June 2015, the sum of BM Unit Relevant Capacities in a Base Trading Unit exceeded zero for the first time. The solution implemented by P269 failed to have its intended effect, and the P/C Status of all (non-Exempt Export) Supplier BM Units in the North Scotland GSP Group ‘flipped’ from Consumption to Production. A successful workaround was subsequently implemented. However, ELEXON will implement an enduring fix to the SAA systems on 12 April 2016 to deliver the original intention of P269. CP1453 proposes to ensure that the detailed SAA system design and specification documents fully capture the steps used by the SAA to determine and use P/C Status as part of implementing the enduring solution for the P269 systems fix.

History:

CP1453 was raised by ELEXON on 7 January 2016. It was issued for CP Consultation on 11 January 2016, with responses due by 5 February 2016. CP1453 was approved by the ISG at its meeting on 23 February 2016 for implementation on 12 April 2016.

P272 Mandatory Half Hourly Settlement for Profile Classes 5-8

Summary:

Since 6 April 2014, all Meters within Profile Classes (PCs) 5-8 must be an ‘advanced’ Meter capable of being read remotely and recording Half Hourly (HH) consumption. However, there is no mandate to settle these HH capable Meters on a HH basis. P272 proposes to make HH Settlement mandatory for all Metering Systems within PCs 5-8 (where capable metering has been installed), as the Proposer believes that the use of Non Half Hourly (NHH) data is not as accurate and masks individual customer behaviour.

History:

Smartest Energy raised P272 on 20 May 2011. The Panel agreed to issue it for an Assessment Procedure by a Workgroup, during which P272 underwent an Industry Impact Assessment and two Workgroup Assessment Consultations. The Workgroup recommended that P272 should be rejected, and its Assessment Report was presented to the Panel at its meeting on 12 January 2012. The Panel noted concerns from the Authority that there was difficulty in assessing the costs and benefits of P272, which in turn would make it difficult to make a determination on the Modification. The Panel agreed with this and noted that they would like to see more detailed analysis of the costs and benefits. The Workgroup subsequently undertook a cost-benefit analysis for P272, during which two further consultations, on the costs and the benefits of P272, were issued in order to obtain further information from market participants. After completing its analysis, the Workgroup continued to recommend that P272 should be rejected, and its results and updated Assessment Report were presented to the Panel at its meeting on 8 November 2012. The Panel initially recommended that P272 should be rejected, and issued P272 for its Report Phase Consultation. The Panel made its final recommendation that P272 should be rejected at its meeting on 13 December 2012. As part of its consideration of P272, the Authority issued a Regulatory Impact Assessment, under which it noted a minded-to position to approve the Alternative Modification. On 6 February 2014, the Authority directed the Panel to consult on a revised proposed Implementation Date for the P272 Alternative Modification. The Authority also recommended that the Panel defer this consultation until there was further clarity on the timetable for DCUSA Change Proposal (DCP) 179 ‘Amending the CDCM tariff structure’. The Panel noted this direction and agreed with the Authority’s recommendation at its meeting on 13 February 2014. It subsequently delayed its consultation until August 2014 once greater certainty around the implementation approach for DCP179 had been obtained. The Panel agreed a revised proposed Implementation Date at its meeting on 11 September 2014, which was issued to the Authority. The Authority approved the P272 Alternative Modification on 29 October 2014 for implementation on 1 April 2016. At its meeting on 12 February 2015, the Panel considered concerns from some participants with the approved Implementation Date. Following a consultation, it wrote to the Authority on 20 March 2015 requesting a 12-month extension to the Implementation Date. The Authority rejected this request on 20 April 2015. As part of its recommendation that the P322 ‘Alternative Revised Implementation Arrangements for Mandatory Half Hourly Settlement for Profile Classes 5-8’ Alternative Modification should be approved, the Panel re-issued its request for a 12-month extension to the Implementation Date on 12 June 2015. Following its decision to approve the P322 Alternative Modification, the Authority approved a 12-month

extension to the P272 Implementation Date on 24 June 2015. P272 will be implemented on 1 April 2017.

P320 seeks to remove the PARMS reporting requirements from P272 legal text. Instead, a Committee

report will be created for P272 non-compliance reporting purpose.

History:

We issued P320 Assessment Consultation on 15 May 2015 and invited market participants to respond by 5 June 2015. The Workgroup will meet on 10 June and recommended to the Panel that P320 should be approved. The BSC Panel initially recommended approval of P320 at its meeting on 9 July 2015. We issued P320 Report Phase Consultation on 9 July 2015 and invited market participants to respond by 28 July 2015. The BSC Panel recommended approval of P320 to the Authority at its meeting on 13 August 2015. The Authority approved P320 on 9 September 2015.

P338 proposes to make consequential changes to the approved legal text for P272 ‘Mandatory Half Hourly Settlement for Profile Classes 5-8’, to resolve conflicts that exist between it and certain approved

Modifications.

History:

P338 was raised by the BSC Panel at its meeting on 14 April 2016. At this meeting, the Panel unanimously agreed that P338 should be progressed and approved as a Fast Track Self-Governance Modification for implementation on 1 April 2017 as a Standalone BSC Systems Release. BSC Parties have a 15 Working Day period in which to object if they disagree with the Panel’s decision, which will close on 6 May 2016. If no objection is received by this time, the Panel’s decision is final. You can find the full rules and processes regarding appeals in BSC Section F7.3.

P346 Changes to the BSC Specified Charges to facilitate Elective HH settlement

Summary:

This Modification will reduce BSC costs to Suppliers for entering domestic and small non-domestic customers into elective Half Hourly (HH) Settlement and could encourage Suppliers to promote such Settlement on a larger scale. This will help meet the intentions of Ofgem to increase HH Settlement across the market, improving Settlement accuracy and promoting innovation into the market. The proposed solution is to amend the method by which the ‘Supplier’ half of the SVA Costs are recovered so that all of these costs are recovered through a single ‘per Metering System Identifier (MSID)’ fixed tariff.

History:

British Gas (the proposer) raised modification P346 on 23 June 2016 as agreed at stakeholder group following direction from Ofgems’ review of Half Hourly (HH) Settlement. P346 was approved by BSC Panel 259 for implementation. The Panel also agreed that P346 meets the Self-Governance criteria.

P351 Align the BSC with changes to the SCR requirements

Summary:

The proposal is to align Section F of the BSC with the changes to Transmission Licence, Standard Licence Condition C3 ‘Balancing and Settlement Code (BSC)’ being proposed by Ofgem. The Standard Licence Condition changes propose three routes under Significant Code Review (SCR) for a Modification to be progressed, with potential allowance to move between the processes. 1. Ofgem directs licensee(s) to raise Modification Proposal(s). At the end of the SCR process Ofgem would issue a direction to the relevant licensee(s). This direction may set out high level principles (with the detail to be developed by industry) or more specific, detailed conclusions to be given effect through code change(s). The Modification(s) would follow the standard industry code Modification processes. 2. Ofgem raises Modification Proposal(s). At the end of the SCR process Ofgem would raise a Modification(s) under the relevant code(s), and the Modification(s) would follow the standard industry code Modification processes. 3. Ofgem leads an end-to-end process to develop code Modification(s). The standard industry process would not apply; Ofgem would lead consultation and engagement needed to develop the appropriate code change(s). Ofgem would expect close involvement of the industry; for example, it may establish and lead Workgroups similar to the approach under the standard code Modification processes (but led by Ofgem).

History:

On 1 March 2017 Ofgem issued a decision letter approving the P351 Proposed solution for Implementation on 1 April 2017 and rejecting the Alternative solution.

CP1469 Changes to support the implementation of the SRAG’s recommendations

Summary:

Currently, there are no processes set out for elective Half Hourly (HH) Settlement of smart Meter data. Therefore, changes to the relevant BSCPs are needed to set out the processes required where the Supplier, rather than the Half Hourly Data Collector (HHDC), retrieves HH data. New processes are needed for: the exchange of HH data between the Supplier and HHDC; data validation and estimation for smart Meters; informing the HHDC of the Supplier’s reading schedule (i.e. when to expect HH data); allowing Suppliers to send cumulative register readings to the Licensed Distribution System Operator (LDSO). The existing data flows for transferring HH data hold HH values to the nearest 100Wh. However, Meters that meet the requirements of the SMETS are capable of providing data to the nearest Wh, and HH data for smaller customers will need to be processed to the nearest Wh. Data flows between the Supplier and HHDC, and between the HHDC and Half Hourly Data Aggregator (HHDA), need to reflect this greater precision. Additionally, the Settlement Reform Advisory Group (SRAG) recommended removing the requirement for Proving Tests (a test that shows the HH data at the Meter matches that collected by the HHDC) for Metering Systems with smart Meters.

History:

ELEXON raised CP1469 on 19 July 2016. The CP Progression paper was presented to the Supplier Volume Allocation Group (SVG) on 2 August 2016. The CP Consultation closed on 2 September 2016. The SVG approved CP1469 at its meeting on 4 October 2016. CP1469 will be implemented on 29 June 2017 as part of the BSC June 2017 Release.

History:

CP1474 was raised by ELEXON on 14 October 2016. The new CP Progression Paper was presented to the ISG, PAB and SVG for information on 25 October 2016, 27 October 2016 and 1 November 2016 respectively. The CP was issued for Consultation on 7 November 2016 with responses due by 2 December 2016. The PAB, SVG and ISG approved CP1474 on 15 December 2016, 3 January 2017 and 4 January 2017 respectively. Following discussions with ELEXON, one respondent to the CP Consultation revised their position on CP1474 from disagreeing to agreeing with the proposed solution. To ensure that the respondent’s position was correctly recorded, ELEXON updated the CP Consultation Responses and published version two of the CP Consultation Responses on 15 December 2016. The CP1474 Assessment Report was presented to the PAB on 15 December 2016, and a verbal update was provided to clarify the revision to the CP Consultation Responses. Additional responses have been included in version three of the CP Consultation Responses. The SVG and the ISG were issued version three of the CP Consultation Responses, which they will consider when making a decision on CP1474.

Summary:

CP1476 proposes to amend BSCP128 Appendix 7 to allow LDSOs to submit incremental changes their Line Loss Factor data set. This change will reduce the DTN charges for LDSOs, as data will not need to be resubmitted via a full D0265. This change will also reduce the effort required by ELEXON to audit and validate the changes for mid-year submissions.

History:

CP1476 was raised on 27 October 2016. The Progression Paper for CP1476 was presented to ISG on 22 November 2016 and to SVG on 6 December 2016. The ISG and the SVG approved CP1476 at their meeting on 24 January 2017 and and 31 January 2017 respectively for implementation on 2 November 2017.

Summary:

New Data Flows are required to allow Suppliers to pass Half-hourly (HH) data from smart meters to the Half Hourly Data Collector (HHDC), and from the HHDC to the Half Hourly Data Aggregator (HHDA) for elective HH Metering Systems. Other changes are required to inform the HHDC (and Half Hourly Meter Operator (HHMO)) that HH data will be retrieved by (or sourced by) the Supplier and to allow the Supplier

to send a cumulative register read to the Licenced Distribution System Operator LDSO).

History:

In February 2016 the SRAG presented its final report to the Balancing and Settlement Code (BSC) Panel. This report contained following amongst its recommendations: To improve the elective HH Settlement process for smart metered customers, the following changes are raised by ELEXON (noting that no BSC Modification is required): a. a Change Proposal affecting BSCP502 ‘Half - Hourly Data Collection For SVA Metering Systems Registered in SMRS’ (BSCP502)‘– to define new processes and requirements for data validation and data estimation; b. a Change Proposal affecting BSCP601 ‘Metering Protocol Approval and Compliance Testing’ – to indicate that it is not applicable to SMETS 1 and SMETS 2 smart Meters; c. MRA Changes to data flows (D0010, D0003, D0275, D0012) to allow the Supplier to send these flows to other Parties; d. Changes to data flows items (J0177, J0021 and J0281) and HH Agent Systems – to allow HH consumption to be declared to the nearest Watt hour (Wh) (i.e. to three decimal places); This change relates to areas c. and d. above (modified to take into account IREG discussions and the CP1464 and DTC CP 3492 impact assessments). BSC CP XXXX and BSC CP1466 have been raised to address changes a. and b.

This Change Proposal seeks to refine the list of valid codes for the J1699 (Special Needs Category) Data Item to align with the new descriptions agreed by the Safeguarding Customer Working Group (SCWG) in order to implement the recommendations outlined in Ofgem’s Priority Services Register Review: Statutory Consultation dated 13/06/2016. The aim in to facilitate implementation of the change(s) by June 2017 in line with the timescales proposed by Ofgem.

History:

In 2015 following discussions at the Safeguarding Customers Working Group, MIF 181 was raised and subsequently DTC CP 3477 was also raised, proposing changes to the Priority Services Register (PSR) arrangements. The DTC CP 3477 proposed to introduce a revised set of PSR codes and to make the Distributor to Supplier instance of the D0225 the standard mechanism for Distribution Businesses to notify Suppliers where the Distribution Business was informed of PSR information by a source other than the current Supplier. In December 2015 DTC CP 3477 was rejected by Supplier parties. Reasons for rejection included: i. The change was raised prematurely as Ofgem had not concluded their consultation process. ii. Further work was needed to develop the revised list of PSR codes. iii. There was a lack of clarity around how parties should implement the new codes. iv. Additional work was required to fully develop privacy impact assessments to cover the transfer of the additional information between parties. v. Further consideration of governance arrangements, in particular regarding implementation of the change, was required. vi. Various technical considerations. Since the rejection of DTC CP 3477, industry parties have continued to refine the requirements for collection and transfer of PSR data and significant progress has been made on the development of privacy impact assessments (PIA’s). In addition, Ofgem have now published proposals to amend Supplier and Distributor licence conditions in this area and have proposed implementation of the new arrangements by June 2017. DTC CP 3499 v1.0 was subsequently raised and discussed at MDB_16_1027. MDB agreed to make the following amendment to the Data Flow notes. The amendment was as such: “When populating code 17 (Unable to communicate in English) the foreign language must be stated in Additional Information field (J0012) where known.” A version 2.0 of this change was raised accordingly and resent for Impact Assessment. At MDB_16_1124 parties agreed an additional change. Parties agreed that if a foreign language was unknown parties should populate this field with “Unknown”.

Amend Annex C notes in paragraphs 2 and 3 to insert the word “relevant” : Paragraph 25 of 10 “Where priority services exist on CoS the D0225 should be sent to all relevant recipients by the New Supplier, notifying them of all Priority Services information1 as obtained by the New Supplier.” Paragraph 3 “Where priority services exist on CoA the D0225 should be sent to all relevant new Agents by the Supplier notifying them of all Priority Services information. Suppliers should send this information via the DTN unless other means are agreed bilaterally.” ii. The flow version number to be amended to 002. v2.0 was therefore raised to include these changes.

At the same time as WPD raised DTC CP 3477, British Gas raised DTC CP 3479 to amend the flow to be a full refresh of PSR codes rather than just the deltas. As a result of DTC CP 3477 being rejected by the industry at MDB, British Gas withdrew DTC CP 3479. Since the rejection of DTC CP 3477, industry parties have continued to refine the requirements for collection and transfer of PSR data and significant progress has been made on the development of privacy impact assessments (PIA’s). In addition, Ofgem have now published proposals to amend Supplier and Distributor licence conditions in this area and have proposed implementation of the new arrangements by June 2017.

Summary:

DTC CP 3505 seeks to introduce a new status of ‘Failed’ in the IHD Installed Status for Suppliers to capture when it has not been possible to provide an IHD to the customer as part of the smart metering

installation visit.

History:

The current Supplier has a responsibility to ensure HAN connectivity (to an IHD) within the customer’s premises. Where the installing Supplier has not been able to pair an IHD with the meter, and the meter churns to another Supplier, the installing Supplier cannot remain responsible for the provision of an IHD as they no longer have any relationship with that customer. The gaining Supplier inherits the obligation to provide an IHD to the customer and establish HAN connectivity – this may occur when dual band comms hubs and Alternative HAN solutions become available for deployment. In order to meet these obligations the gaining Supplier would need to know that an IHD has failed to be provided – they can then ensure that they attempt to offer one when the relevant technologies become available.

The Proposer is seeking this information to be explicitly provided to give

customers better access to this information.

History:

SmartestEnergy raised P321 on 1 April 2015. The Panel agreed to submit P321 to an Assessment Procedure, during which P321 was issued for the Workgroup’s Assessment Procedure Consultation. The Workgroup recommended that P321 should be approved, and its Assessment Report was presented to the Panel on 10 September 2015. The Panel initially recommended that P321 should be progressed as a Self-Governance Modification and that it should be approved, and issued its Report Phase Consultation. The Panel made its final decision to approve P321 under Self-Governance on 8 October 2015 for implementation on 30 June 2016 as part of the June 2016 Release. On 5 January 2016, the Panel wrote to the Authority to request the approved Implementation Date be deferred to 3 November 2016. The Authority approved this request on 26 January 2016. On 9 June 2016, the Panel wrote to the Authority to request the approved Implementation Date be deferred to 29 June 2017. The Authority approved this request on 8 August 2016. P321 will therefore be implemented on 29 June 2017 as part of the June 2017 BSC Systems Release.

P329 proposes to align the BSC and Balancing Mechanism Reporting Service (BMRS) with the Regulation on Wholesale Energy Markets Integrity and Transparency (REMIT) common schemas for inside information web feeds, required by the Agency for the Cooperation of Energy Regulators (ACER). To achieve this, the REMIT inside information data submitted by participants and reported by the BMRS will need to cover the output requirements of ACER. In addition to the ACER requirements, P329 would enable the submission of outage profile information to BMRS. BSC Parties will be ultimately responsible for both accuracy and timeliness of their REMIT messages.

History:

P329 was raised by National Grid on 25 November 2015. ELEXON presented the P328 Initial Written Assessment to the Panel at its meeting on 10 December 2015. The P329 Workgroup issued its Assessment Procedure Consultation on 21 December 2015 with responses due by 5pm on 13 January 2016. ELEXON presented the P329 Assessment Report to the Panel at its meeting on 11 February 2016. The Panel issued its Report Phase Consultation on 12 February, with responses due by 5pm 26 February 2016. At its meeting on 10 March 2016, the Panel recommended that P329 Alternative should be approved and that P329 Proposed should be rejected. On 11 March 2016, the Final Modifications Report was issued to the Authority for decision. On the 19 April 2016, the Authority approved the P329 Alternative and rejected the P329 Proposed.

History:

MIF203 was presented at IREG_16_0608. IREG agreed to issue an RFI to gain industry feedback on what needs to be added or removed from the list of proposed additional abort reasons. This was circulated for feedback to be reviewed at the August 2016 meeting. Responses to RFI_16_0608_10 were reviewed at IREG_16_0810 where it was noted that there were 2 Supplier responses received as well as a number of comments from the Department for Business, Energy and Industrial Strategy (BEIS) regarding the J0024 data item valid set values. One Supplier agreed with the proposed list of valid set value descriptions, the other supplier provided comments on 5 of the proposed additional values. BEIS also provided comments on the proposed list of additional values and made a suggestion for a separate, bespoke data item for meter installers. At MDB_16_1222 parties agreed some changes to the proposed redlining was required, specifically in relation to the suggestion that the new codes should be alphanumeric. MDB felt it was necessary to amend the alphanumeric codes and make them numeric only. The change was reissued for a further 10 working day Impact Assessment. At MDB_17_0126 parties noted some wording changes required to the originally proposed solution. It was also agreed that the original implementation date of 29th June 2017 was not achievable and parties agreed to postpone the implementation date to 2nd November 2017.

The Panel agreed to submit P333 to an Assessment Procedure with the Assessment Report due to be presented by 11 August 2016. The Assessment Procedure Consultation was issued on 6 June 2016, with responses due back on 24 June 2016. The Assessment Procedure Consultation was issued on 6 June 2016, and closed on 24 June 2016. The Assessment Report was presented to the Panel at its meeting in July. The Report Phase Consultation was issued on 19 July 2016, with responses due back on 3 August 2016. The Panel considered the Draft Modification Report and responses to the Report Phase Consultation at its meeting on 11 August 2016. The Panel recommended to the Authority that P335 be approved. The Final Modification Report was issued to the Authority for consideration on 12 August 2016. P335 was approved by the Authority on 19 September 2016.

It determined to approve P336 under Self-Governance on 14 April 2016 for implementation on 2 November 2017 as part of the November 2017 BSC Systems Release. No appeals were notified and so the Panel’s determination is final.
