Why does court support the management quota in nursery admission? national interest is missing - education sector

I have applied for 18 schools for my child but he did not get space in any school list . As a parent we are too nurvers, what should we do ? Delhi do not have sufficient school so that they can give education to every one. Government in India do not have strong policy to curb the malpractice in the name of autonomy of private school, Black money involvement in education sector. In india only we talk about make in India but as a parents we feel we fail in India due to poor policies and poor intention to bring transparency in system .

similarly many parents are reporting they have applied for 40 Plus school but their child name in no list .

Is schools are out of Government control due to commercialization of education in India.

Black Money ,caption money , donation , corruption has hold in country, we parents are paying more than 1 lakh rupees tax annually, we are hopeless shell we stop paying tax, education cess as Bombay High court said in one case , it may be possible public will stop paying tax if government do not have better policy for betterment and control over scope of black money , we pay tax for betterment , for no corruption, enough facility , education for everyone.

First suggestion: Increase opportunity of education (right toeducation)With existing infrastructure, if school can run in shifts (two or three) or some evening classes just like UK and USA, many more people can get opportunity to complete their education. A) Suggestions to promote education in India

Right to Education act

As per Right to Education act - School should be available for each children. I would like to suggest best suitable solution that School should be run in 3 shifts to increase the opportunity of education for each child.

School Shift for increasing employment and education for every one

First & second shift of 5 hours each + Evening school should be for 3 hours, total 13 hours. Three sets of teachers will be used. This will also help increasing the employment.

Semester System to reduce load on children

Semester System (every 3 month - like in any MBA) need to be introduced for reducing work load and creating better knowledge understanding.

Sports education need to be mandatory

Sports education need to be mandatory and it should have a proper syllabus. This should not be used as free period or PT only. Schools should operate on joint venture system with different sports bodies.

Saving the Girls Girls Self-defense training

Self defense training should be mandatory especially for girls (approximate 100 Hours in a year). This training may start from Class 6th onwards.

First Aid Education

Adding the First Aid education in schools / colleges will help us save lot of precious lives. In India, awareness on first aid is missing at every level and need to be added different levels.

Mandatory Disaster Management Education

Adding the disaster management education in schools / colleges like sports (few best examples like videos, movie shows (once in week) in schools about disaster management, movie on flood safety, rescue operation, safety in earthquake and safety in fire. One chapter in syllabus on safety and disaster management may be added in school education. Lab room to display best safety features.

B) TRANSPARENCY IN NURSERY EDUCATION ADMISSIONS

Improving the quality of regulation

Benchmarking - Best Example: Online/ for full state Polytechnic or engineering admission counseling at in Madhya Pradesh Vyapam. Similar kind of concept in nursery admission process state wise bring lots of transparency in admission process, also it is big relief for parents and in the same time it will help to stop black money involved in the name of donation. Transparency in fee structure and online process breaks the concept of donation.

School fees direct transfer in school Bank A/cAll Fees should be transferred directly in school account by NEFT or cheque. At the same time schools have to mention PAN Number / TIN Number in all receipts.

"No Poor child has applied"A common admission counseling system shall be introduced (may be city wise) for all schools (like Vyapam in MP) EWS students can also be distributed according to their location etc. Fake statement of schools also gets caught that "no Poor children has applied". Schools cannot run away from their social responsibility to take 25 % seats of poor quota (EWS).

Social responsibility of SchoolStrict rule for school also required that they should have to spend 5-10% of their income in Social Responsibility (Free Books, Poor student Fees, Save the Senior citizen, Save the Girl child, Tree Plantation etc.).

Safety of our children responsibility of school

Schools are harassing parents for undeclared and unauthentic rules and regulation. There should be some rules and responsibility of school if children not present consecutive 3 days then school should inform parents by email, SMS or call or written letter to ensure no miss happening with children. Before cancelling admission of children at least 2 warning massage should be sent by school. All rules and regulations should be as per national education system and as approved by HRD Ministry. Financial penalty clause on school should be brought in favor of parents. For everything school should not impose financial penalty. All fee structure definition should be defined nation wise and shall not change school to school.

TAX Benefit on Child Education

Currently tax benefit for child education is Rs. 200 only that is quite old and far away from current situation. People are paying Rs. 3000 to 6000 per month for child school fee. Government need to increase this tax benefit amount to atleast Rs. 3000 per month for child education to promote education level in India Department of Revenue Feedback:

The Issue tax benefit on child education raised in your grievance pertains to policy matter hence matter has been refer to TAX policy Division of CBDT for further necessary action.

D) TRANSPARENCY REQUIREMENT IN SCHOOL/COLLEGEFEES

Requirement of National Level Education Fee regulatory Bill

1. All School, Engineering colleges, Medical colleges are charging unwanted fees in the name of development fees, infrastructure fees, books, library, donation fee etc. This requires re-evaluation to stop black money involvement. For all receipts, TIN number or Pan Number should be compulsory. These schools / colleges should be treated as small scale industries – type – Education.

1. 2. Competitive environment creation for Social responsibility of Individual/ Schools/ Colleges and They should have target to publish the open video content on You Tube about education /Subject / technology/ Class room material-notes

All India Radio DTH can bring in education channels

3. HRD Ministry to play important role in this area. To reach to everyone - Telecast / DTH providers can help in this subject to promote education. DD channel could be a good point to start. If government gives some special tax benefits then lot of private DTH providers and private parties also comes in front.

4. For Microsoft itself this is really good opportunity to promote “Bing” by investing in education program. Quality of service will help them to connect with all internet users, mobile users, also they can bring live education channel through DTH.

(F) SUSTAINING STUDENT SUPPORT SYSTEMS

Develop the culture of adopting government school and contribute in schoolInfrastructure development supportSuppose one Government school adopted by MS Dhoni and another one adopted by priyanka chopra, Dipika , Sachin , Reliance , Adani etc. So definitely after some time it will create very competitive atmosphere and teacher , student feel pride to be part of this competitive journey and for their better performance starts /corporate definitely do more effort as their name and branding added with schools……

Punjab approves “Educational fee regulator”

To prevent private institutions from charging excessive fee from students, the Punjab government on Monday decided to set up a regulatory body to keep a check on them. A Punjab government spokesman said that the new regulator was being set up to rationalize and regulate the fee structure in unaided educational institutions across the state. The decision was taken in the cabinet meeting here chaired by chief minister Parkash Singh Badal. The Punjab and Haryana high court had recently said that private institutions could not be allowed to charge fees from students arbitrarily.

The biggest challenge in the education sector in the future is to make it affordable to everybody, says Martin Hall, Vice Chancellor of the over 100-year-old Salford University, Manchester, UK.

I feel very strongly about it. So in the future, education between different countries should be a partnership. It’s not about us exporting a highly expensive product. At our University we’re examining how we can come into countries like India and work with partners to offer the best opportunities. I am very excited about the model we are developing for that.

We have a number of partnerships in different parts of the world… we’ve been in Sri Lanka for 25 years but are yet to come to India. We want to set up international hubs, where our expert staff will fly out from 5 to 8 days and provide quality teaching, and are excited about doing that in India.

We find India quite confusing because we get certain messages from the Federal government and entirely different messages from the state governments and partners. And there are so many new private universities in India and we’d like to work with them. But we also respect the older universities because they have a higher status, but often not much money.

The point is the global economy is shifting south, towards Asia, towards China, India, and to survive our universities need to build these partnerships because we live in a globalised world. We’d like to think our international education is good for India, but it’s also very good for our own students. In my university, and I am very proud of it, half of my British students are the first in their families to come to a university. Lots of them haven’t had the opportunity to leave Britian; many haven’t even been to London. So for them to meet international students is a great opportunity.

Moving forward, what are the challenges in education?

Huge financial challenges in making education affordable for many more students. We’ve got to find very clever ways of using new technology in the best way to improve the quality of education, while we reduce the costs. I also believe women’s education is important everywhere. If we don’t drive that we’re not going to get social change.

Interest rate subsidy on education loans

9 lakh students who took education loans before March 2009 will benefit from a Rs 2,600-crore interest rate subsidy proposed by P Chidambaram. In reference to your feedback, which you have shared on PM India Web Site, it is to bring to your notice that your suggestion may be implemented by the educational administration of that are where infrastructure like buildings for schools are not available. The minimum time required for school per day is more than six hours, therefore, two shifts would be more feasible.

Regarding fee in CBSE affiliated schools, it has been stipulated that the fee charged by a school must commensurate with the facilities provided by it. Schools are not allowed to charge any capitation fee. In case of malpractice in this regard, the Board may disaffiliate a school.

As per the affiliation byelaws clause 11.1, “No capitation fee or voluntary donations for gaining admission or any other purpose is charged or collected in the name of the school. If a school is found guilty of such malpractice, the affiliation of such school may be cancelled by the Board”.

Further, parents must be taken into confidence before increasing the fee. For any further query, related to school education, you may also write through ‘Interact with chairman’ on CBSE website cbse.nic.in

New Delhi: The Delhi High Court on Thursday stayed the AAP government's order

on nursery admissions scrapping many criteria including management quotas.

In a victory for private schools, the court said they can keep 11 out of the 62 criteria

scrapped recently by the Arvind Kejriwal government. .

This included the management quota, called the "biggest scandal in the education

sector" by CM Kejriwal.

The case has been listed for further arguments in March.

The schools had wanted some criteria -- like national and sports awardees, children

of martyrs and school transport staff -- to be considered during admissions.

Last month, the Delhi government scrapped 62 “discriminatory” criteria, including

management quota, but retained the 25% quota for economically weaker sections

(EWS).

Petitions against this circular were filed by the Action Committee Unaided

Recognised Private Schools and Forum for Promotion of Quality Education For All.
