An effective education in emergencies response is predicated on a robust process of assessment and analysis considering a range of factors and dynamics in addition to needs, and Module 3 opens with this topic. The design section looks at the challenge of beneficiary selection and targeting and then the importance of establishing a credible theory of change to ground your process of design for addressing the needs of these target groups. The range of programmatic options available to incorporate into the design is then presented followed by appropriate monitoring, evaluation, accountability and learning (MEAL) frameworks and tools – also a key part of the design process. The module ends with a look at some of the ICT (information communication technology) available to support the process of assessment, monitoring and analysis.
