Dear readers,

According to the Kingdom’s 9th Development Plan “Manpower and the Labor Market” have the highest priority in forming Saudi Arabia’s future. It is the overall objective to build up a knowledge-based society that is capable of contributing to the diversification of Saudi Arabia’s economy that is foreseen to ensure theemployment of Saudi Arabian nationals. Furthermore, the Saudi Arabiangovernment is investing large amounts to support efforts in order to realize a balance between outputs of the education and training systems and therequirements of the labor market. The 2012 budget allocates 45 Billion USD expenditure on education and training, representing 24 percent of the Fiscal Year 2012 and an increase of 13 percent to the previous year. In April 2012 KingAbdullah bin Abdulaziz al-Saud launched the first phase of university campus projects in different regions and laid the foundation for its second phase worth 21.8 Billion USD. The lighthouse projects of the Saudi education sector are the King Abdullah University of Science and Technology (KAUST), which is a globally renowned graduate research university, and the Princess Nora bintAbdulrahman University (PNU), the world’s largest women-only university.

With the King Abdullah Foreign Scholarship Program (KASP) the Saudigovernment actively encourages Saudi students to gain knowledge all over the world, also in Germany. According to the German Ministry of Foreign Affairs, some 600 Saudi Arabian students have come to Germany in recent years to study on grants provided under the King Abdullah Scholarship Programme, which awards a total of 120,000 scholarships in recent years. “Educating our youth is not only beneficial to our economy but makes us proud of these young men and women who will equip newer generations with high quality education andexperience,” Abdullah Bin Abdul Aziz Al-Mousa, Undersecretary at the Saudi Ministry of Higher Education for Cultural Missions Affairs, said in September 2012 about the outcomes of the scholarship program and expectationstowards the KASP students. The German economy in the Kingdom of Saudi Arabia shares this opinion und is willing to contribute to the further development of Saudi Arabia.

The standards for technical and vocational training as well as various kind of support for continuous education and training of the national labor force have been developed during the last years according to state of the art methods and technologies. The measurements taken by the Saudi government also affect German companies that are dealing with Saudi Arabia. An example is the Nitaqat System – a regulation that defines the quota of Saudi employees in companies based in Saudi Arabia according to their field of activity. The introduction of the so called Saudization and the Nitaqat System were not only a challenge to German companies but also an opportunity to build up advantages on the high competitive Saudi market. Due to their experiences in German Dual Vocational Training German companies contribute successfully to the goal of the 9th Development Plan by on-the-job training of Saudi citizens in their facilities in Saudi Arabia and in Germany. The current edition “Education Made in Germany” of the German-Saudi Business Magazine presents various German companies and their portfolio in education, research and vocational training in Saudi Arabia. Besides, it isalso presenting new ideas and programs “Made in Germany” that can easily be used to achieve the overall goal of a strong Saudi economy relying on a knowledge-based society.

The Delegation of German Industry & Commerce for Saudi Arabia and Yemen (AHK Saudi Arabia) has been founded in 1978 under the name of German-Saudi Arabian Liaison Office for Economic Affairs (GESALO). AHK Saudi Arabia is part of the German Chamber Network. With 120 locations in 80 countries around the world, the members of the German Chamber Network (AHKs) offer their experience, connections and servicesto German and foreign companies.AHKs are located in all countriesof particular importance toGerman companies. With a staff of 20 permanent employees, AHK Saudi Arabia supports Saudi and German companies with its services.

AHKs are closely connected to theChambers of Industry and Commerce (IHKs) in Germany. Together, they support German companies with building up and extending their business relations to foreign countries representing in total 3.6 million companies in Germany. The umbrella organization of the IHKsis the German Association of Chambers of Industry and Commerce (DIHK), which also coordinates and supportsthe AHKs. Furthermore, thecooperation with various Germantrade associations strengthensthe link from AHKs to business and markets.

German foreign trade policyGerman-Saudi economic relations have a long tradition. German global players like Siemens or Mercedes have been active in the Kingdom for more than 75 years. The transfer of know-how and technology has also been supported as an expression of political and economic partnership by government representatives in both countries. For instance the first President of the Federal Republic of Germany, Theodor Heuss, met with Saudi Arabia’s King Saud ibn Abd al-Aziz during his term

The Delegation of German Industry and Commerce for Saudi Arabia and Yemen is the official representation of the German economy in Saudi Arabia and carries out the tasks of an AHK in Saudi Arabia and Yemen.

AHKs fulfil three main tasks in their locations:

1. Official Representation of German CompaniesAHKs are the key players of German foreign business development on behalf of the Federal Republic of Germany. They represent German business interests abroad and they inform about and promote Germany and the partner country as a business location.

2. Member OrganizationsAHKs are member organizations for companies actively involved in bilateral business relations. These members give them the authority needed wheninteracting with politics, business and administration in terms of promoting the bilateral business relations.

3. Service Providers to CompaniesUnder the brand “DEinternational” AHKs provide services to companies both from Germany and their host countries in order to support their foreign business activities. These services includeconducting market studies and providing sector information, matchmaking, business consulting, organisation and representation of trade shows, issuing

business publications, legal information and vocational training, etc.

The AHK – being officially acknowledged as an instrument of German foreign trade policy - has of course also a pivotal role in terms of advocacy and dialogue with the government in its endeavour to improve and strengthen the terms of business, investment and commerce.

AHK Saudi ArabiaMore than 30 years ofexperience

German-Saudi Arabian business relations follow a long tradition. In 1978 the Joint German-Saudi Economic Committee composed by representatives of the German Ministry for Economics and the Saudi Ministry of Finance decided to establish a German foreign tradecommission in Saudi Arabia. On August 22nd 1978 was the inauguration of the first office for German–Saudi economic relations, which has been established by Royal Decree. The first years AHK Saudi Arabia shared the office with the German consulate in Riyadh – since in 1985 the German embassy moved from Jeddah to Riyadh. First Delegate of German Industry and Commerce in Saudi Arabia was Dr. Gerhard Fischer (1978-82), who had at that time just one employee – his secretary. His successor Marc Landau (1982-86) shaped the name German Saudi Arabian Liaison Office for Economic Affairs and his short form GESALO. From the beginning the office was not just responsible for Saudi Arabia but also for the economic relations to Bahrain, Kuwait, Qatar and Yemen. Delegate Dieter Mankowski (1986-1991) intensified the work of AHK Saudi Arabia in the Kingdom. As trade fairs are crucial instruments in foreign trade promotion and Germany is the world’s number one venue for organizing international trade fairs it was a logical step to found an own trade fair department. Saudi businessmen are informed about the opportunities.

Establishing AHK-services

His successor Dr. Rainer Herret (1991-1998) put the focus on a second issue, which is of high importance for the bilateral economic relations: With the implementation of a legal department

AHK Saudi Arabia was able to assist German companies regarding legal questions like customs regulations, taxes and the legal framework of launching branches, founding a Joint Venture with a Saudi company or establishing a liaison office. Since then Saudi businessmen are able to get assistance in the visa process for Germany via the AHK office when they are to visit or exhibit on trade fairs or need to travel for business trips. AHK Saudi Arabia acts also as a mediator in cases of commercial disputes between German and Saudi business partners with the aim to solve disputes without harming the long term business relations. Under the lead of Michael Tockuss (1998-2001) AHK Saudi Arabia ameliorated its services for German companies in the region. Since then today’s longest tenured employee, Mohammed Faleel, is in charge for the promotion of business to business development. Due to his knowledge about the market and his connection to Saudi decision makers AHK Saudi Arabia was able to create an infrastructure to provide German companies services like market information, address research, business partner research and the organization of business trips. In the time of Mr. Tockuss a second branch in Jeddah has been opened to serve the companies based in the former capital. For delegate Manfred Rothgänger (2001-2005) the times were difficult as the Kingdom faced terrorist attacks against governmental institutions as well as foreigners in the country. The Jeddah office had to get closed again due to the uncertain circumstances.Nevertheless Saudia Arabia recovered and paved its way to participate in the World Trade Organization (WTO), which can be seen as a great success. In the term in

office of Delegate Gerd Doepner(2005-2010) the boom in the United Arab Emirates and the foundation of the German Emirati Joint Council for Industry & Commerce (AHK UAE) led to restructuring the market. Since 2009 German business relations with Bahrain, Kuwait and Qatar is organized byAHK UAE.

Current Challenges

Since October 2010 AndreasHergenröther is the new Delegate of German Industry and Commerce for Saudi Arabia and Yemen. Under his lead the German-Saudi business relations tightened even more and many projects are on the way to deepen these relations. In December 2010 the first German-Saudi Arabia Desk has been established at the Bielefeld Chamber of Industry and Commerce. It functions as an information platform about Saudi Arabia for all German companies. Especially the Saudi private sector will benefit from the network AHK Saudi Arabia is offering. Under the lead of Mr. Hergenröther more than 75 events in Germany and Saudi Arabia have been organized by AHK Saudi Arabia in order to promote German-Saudi business relations. With its services for German and Saudi companies AHK Saudi Arabia is in a key position for the bilateral economic relations. Every businessman, who is interested in doing business in Saudi Arabia or in Germany will find an individual concept for entering the market, promoting its business through trade fairs and find the perfect business partner from the other country.

AHK Saudi Arabia has been established as a bridge between Germany and Saudi Arabia and in the meantime it is part of the German foreign trade policy.

The foreign trade policy system of Germany has a very unique structure. Beside the economic sections of the

embassies and Germany Trade and Invest the AHK network, consisting of theChambers and Delegations of Industry and Commerce abroad, is officially assigned to promote German economic relations outside of Germany. With the additional support of the German Federal Ministry of Economics and Technology this makes AHKs the officialrepresentation of German economy abroad.

“Only 9 percent of one age cohort will graduate with a vocational profession, while the OECD average is 45 percent”, said the Saudi Arabian Labor Minister Adel Fakeih on the sixth GlobalCompetitiveness Forum in January 2012 in Riyadh. This is showing that the education sector in Saudi Arabia, especially the part of vocational education and training, is facing major changes and challenges. By introducing an employment quota system (Nitaqat) for the so called Saudization of the labor market theimportance of education and training will also increase.

The Kingdom has to respond to the rapid population growth and associated demographic changes in order to strengthen its own economic power on the one hand and to offer the young population a perspective on the other hand. More than 50% of the Saudi popula-tion is younger than 16 years. Every year more than 430,000 school and university graduates are leaving into the labor market. The lack of suitability for the actual needs of the labor market is criticized among graduates of universities and technical training courses. About 50% of the registered unemployed haveonly enjoyed a school education. The proportion of foreign workers in technical occupations is 95 percent.

The government has counteracted these factors with a comprehensive training program for its local population. The 2012 budget will allocate 45 Billion USD expenditure on education and training, representing 24 percent of the Fiscal Year 2012 and an increase of 13 percent to the previous year. The new budget will be used to implement 742 new school projects (in addition to 2,900 schools are currently under construction, more than 900 schools were completed in FY 2011 and 2,000 existing school buildings have been rehabilitated). For higher education, the new budget includes the opening of 40 new colleges and the completion of on-going projects. In April 2012 King Abdullah bin Abdulaziz al-Saud launched the first phase of university campus projects in different regions and laid the

foundation for its second phase worth 21.8 Billion USD. The Technical and Vocational Training Corporation (TVTC), responsible for all fields of technical and vocational training in the Kingdom, is running 36 Colleges of Technology, 14 Higher Technical Institutes for Girls and 63 Industrial Vocational Institutes, that are accommodating more than 90,000 students. In the past year the TVTC initiated 22 new projects. This trend will continue in 2012. The TVTC plans to invest 400 Mio EUR into new projects. Together with the Human Resources Development Fund and the Ministry of Labor, the TVTC provides the financial basis for the new institutes. By the year 2015 TVTC will create 55 new colleges for additional 150,000 students. The TVTCis therefore very interested in thecooperation with providers of technical and vocational education and trainingas well as in companies, which arealready experienced in building up theseinstitutions.

AHK Saudi Arabia did a market survey in commission of iMOVE (International Marketing of Vocational Education), an initiative of the Federal Ministry ofEducation and Research (BMBF), designed to promote and support the export of German vocational education and training, that was published inFebruary 2012. According to this study, the aim of the Saudi Government is to improve the provision of huge investment programs, the quality of education, to create sufficient capacity and train and hire appropriate teachers. This results in excellent business opportunities for international education providers, as

Saudi-Arabia is dependent on foreign expertise and knowledge. Germancompanies in this area have an excellent reputation in Saudi Arabia. However, there is a fierce international competition. The importance of private institutions in the education sector will grow in the Kingdom despite the current dominance of public institutions. In particular, approaches to train-the-trainer courses will meet with increasing interest. Special attention is paid to cooperation with practical relevance, especially with the local industry. Here, foreign partners are required, which do not only sell their products and services, but also engage for a long-term period.

German companies already contribute to the Saudi demand for education. For instance, the German Didacta Association that represents the interests of the education industry, its businesses and organizations has intensive relations with partners in the Kingdom of Saudi Arabia. In particular the collaboration with the Technical and Vocational TrainingCorporation in the Kingdom of Saudi Arabia led to an exclusive exhibition of German companies at the Sixth Saudi Technical Conference and Exhibition (STCEX) in Riyadh in 2011. Another example of German-Saudi cooperation is the International Services department of the Gesellschaft für InternationaleZusammenarbeit (GIZ IS) that has set up the “Technical Trainers College” (TTC) in Riyadh. Commissioned by the TVTC the GIZ is responsible for the management, the design of pedagogical concepts and teaching arrangements.

A constantly recurring and prospective field of interest in many parts of the world is education and vocational training. Facing huge challenges in their efforts to provide the young generation with a qualified education, Germany and the Arab World are investing in large projects to create new job opportunities and guarantee a high educational standard. To establish and to expand this dynamic sector in the Arab countries, the realization of manyflourishing bilateral projects has already been initiated. Beyond that, the dynamic field of education offers a lot morepromising opportunities for Arab-German cooperation.

Thus, iMOVE and the Ghorfa Arab-German Chamber of Commerce and Industry have recently hosted the 4th Arab-German Education and Vocational Training Forum from November 28 - 29 in Berlin. The Forum was held under the auspices of H. E. Prof. Dr. Annette Schavan, Federal Minister of Education and Research.

iMOVE (International Marketing of Vocational Education) is an initiative of the Federal Ministry of Education and Research (BMBF), designed to promote and support the export of German vocational education and training. Since 2001, iMOVE supports German service providers in accessing international markets with a comprehensive range of services. Using the brand “Training – Made in Germany”, iMOVE promotes German competence in vocational education and training abroad.

At this year’s conference, officials of Arab countries and Germany discussed the possibilities of transferring existing education frameworks and how countries can learn and benefit from each others’ systems. The speakers highlightedinternational cooperation projects in education and the opportunities and risks of exporting a model like the German Dual System to Arab countries. The focus was on success stories and best practice examples as well as on generating new ideas and perspectives for adequate training measures. The specific needs of Arab

Securing and qualification of skilledwork force gain global importance forall economies. They are the basis for productivity, innovation, competitiveness as well as for economic growth, employ-ment and social peace all over the world.

For German companies abroad finding and securing skilled employees is one of the major challenges. For this reason they are seeking solutions to deal with the shortage of qualified workers efficiently.

Regarding this, vocational training is the factor that is fundamental and therefore the demand for Dual Vocational Training “Made in Germany” has risen significantly as it is proven that it qualifies on a high level and fuels the labor market. Thecombination of theory and practical training on site is appreciated as a big advantage towards systems based only on education in schools. Vocational Training “Made in Germany” has an excellent reputation and is seen as an important advantage for Germany’s competitiveness.

Recent figures prove that Germancompanies are among the world’s mostcompetitive companies. More than 60% of the companies employ their trainees immediately after their graduation. Thanks to the Dual Vocational Training youth unemployment stands at 7.9%, which is very low, especially when it is compared to other European countries like France (21.8%), Poland (26.7%), Italy (35.9%) and Spain (51.1%). Additionally, the statewide harmonized content of vocational training ensures that employees can be installed successfully in enterprises of all kind. An industrial mechanic for instance, can likewise work for a major company like Siemens or for a small metallurgical enterprise in the middle of the Thuringian Forest.

Due to the high interest in dual vocational training of German companies abroad and the particular interest by partner countries all over the world the export of education and vocational training by the Association of German Chambers of Industry and

training systems and of Arab industries within their societal framework were also on the agenda.

Regarding the transition from school to work, experts held the view that the education system needs to become more equal, permeable and sustainable. The links between vocational and academic education require improving. Main topics of this session were education chains and the necessity of life-long-learning as prereq-uisite for long-term success, not only of individuals, but also of companies and international cooperation projects. Representatives of German institutions reported on the way, children in German preschools and schools receive information about the labor market already in school, for example by participating in apprentice-ships in companies. Another topic was how the state helps young people to find an occupation matching their competences. If pupils were to know at an early stage which occupation they would like to train for upon graduating from school, the schools would be able to adapt their teaching in a

more targeted manner and transition periods between school and a professional career could be used more appropriately.

Training providers presented current pilots for Arab-German cooperation projects. Many international training cooperations have outgrown the planning stage and are already well underway. Their results can serve as a basis for further exploring the necessary prerequisites of successful training measures. Frameworks, personal experiences as well as difficulties and learning processes during the cooperation period were pointed out. The conference also focused on business opportunities with regard to current developments in the Arab world. In order to set out for new goals, the results which have been achieved so far need to be assessed with regard to chances and risks they offer for further elaboration. Experts commented on the multiple chances to export German training services and how both partners can benefit from the current developments in the Arab countries.

Additionally, it is coordinating regional audit committees, which are able to hold examinations.

Especially in regard to the demand of German companies abroad, the DIHK, the IHKs and AHKs are doing huge efforts to satisfy the high interest in the German system of vocational training. Therefore, it is the aim to offer a service package with high recognition value according to the demand of the member companies of an IHK or an AHK. This service will be expanded in quantity and quality and shall be established at AHKs all over the world. For this reason, the term Dual Vocational Training “Made in Germany” has to be jointly defined so that it can be protected as an own brand. This brand could be useful for the qualification of the Saudi youthin order to strengthen the Saudiprivate sector.

The organization of DIHK, the IHKs and the AHKs is highly aware of this topic’s meaning. Currently, a common global strategy with an action plan is elaborated accordingly.

Commerce (DIHK), the Chambers of Commerce and Industry in Germany (IHKs) and its representations abroad (AHKs) supports two strategic aspects:

1. The promotion of German foreign business by securing and qualification of skilled work force. 2. Systemic Vocational Training Consultancy services abroad in order to introduce dual vocational training in a partner country.

In this context, IHKs, AHKs and the DIHK are the first contact and competent key partners. Various projects implemented by AHKs prove that the promotion of “vocational training” can be set up and developed as a story of success.

With an experience of more than 30 years the AHK in Portugal is one of the lighthouse projects regarding vocational training. Another story of success is the AHK Shanghai, which has been offering vocational training services for more than ten years. AHK Shanghai is the overall representation of all German education initiatives in China. It consults and assists training companies, promotes thedevelopment of partnerships between Chinese official institutions, education providers and companies and has a vocational training committee that is build up according to German standards.

Germany has an excellent reputation in the field of export, e.g. cars, machines and chemical products. Germany also has a good reputation as a country of education. This for example due to the system of dual vocational training and also due to the top export product „Deutsche Auslandsschu-len“. But frankly speaking, Germany is still on it´s way to become one of the interna-tional players in the world of Continuing Education. Offers are still being built up.

International leaders of advanced training follow the scheme of provider and customer relationship. „Provider“ is the offered course and/or professor, „customer“ is the learner. According to economic perceptions the learner ought to judge the quality of the learning offer. In this regard it is crucial in Germany to achieve the right thinking in terms of the interaction within „teacher-learner“ and in terms of the topic „motivation“. In England and America the learner states and assesses whether the teaching (of the professor) is good or not satisfying. The

cannot yet compete with the best in the world. But we consider the best players as benchmarks and as incentives to improve still further.

The Fraunhofer Academy is the Fraunhofer-Gesellschaft’s specialist provider for continuing education and part-time training for people in employ-ment. The training is an offer for business leaders and experts of Fraunhofer´s customers. The Academy provides excellent courses of study, certificate courses and seminars for specialists and managers based on the research activities of the Fraunhofer institutes in collabora-tion with selected and prestigious partner universities. The trainings are a unique offer of knowledge transfer from Fraunhofer research to business enterprise. The latest findings from applied research and innovation topics are channeled directly into the teaching content.

Moreover, with the large supply of education measures the Fraunhofer

publication list and the research achieve-ments are not the only crucial points. In Germany we still stick to an old system: the learner´s feedback and requests for learning content and/or modification are not relevant for the professor´s success. Learner oriented teaching is still missing. There is a lack of „international spirit“ and education formats in English.

The lack of advanced international education measures in Germany is recognized by others who are setting up successful offers of continuing education in the German landscape. In particular, there are Harvard and Open University which enjoy an excellent reputation in the educational system. Using methodic-didactic concepts like supported distance learning, modular constructions, case studies and the learner oriented approach has lead them to succuss – worldwide!

It will take some time, but Germany will develop step by step into an international provider of continuing education. We

Fraunhofer Academy has so far been known as a national institution for adavanced training. But the Academy is successfully taking first steps into transna-tional education. There is a concrete demand from all over the world for Fraunhofer trainings on the senior expert level, especially in regards to innovation management and conducting executive education about the Fraunhofer Model. The Academy already cooperates with international partners, starts to provide programs in English and focuses more and more on blended learning to simplify participation and reach. The Academy reacts on the increasing request to custom-ized training programs. In preparing qualifi-cation programs, Fraunhofer Academy

tailors the content of it´s training courses to meet the company´s and learner´s specific needs.The international education strategy and its implementation can be illustrated by some examples:

1. JOSEF (Joint Strategy and Technology Education Facility): a virtual research institute and fictional organization; conveys basic knowledge about the Innovation and Technology management fields, based on an e-learning platform. The learner plays the role of a new consultant, who starts working at JOSEF. Therefore he goes through different departments and works on some tasks that help him to get familiar with basic concepts. Created for potential management staff from emerging countries. Past participants: people from Latin America and many Asian Countries.

2. “Software Engineering For Embedded Systems”: a Master course, to be studied part-time via distance learning; offered by the Fraunhofer Institute for Experimental Software Engineering (IESE) and the Distance and International Studies Center

(DISC) of the Technische Universität Kaiserslautern. The course is geared to international participants and is therefore conducted entirely in English. Pastparticipants: people from eight countries in Europe, among others Netherlands, Turkey, France and Romania; and currently request from Brazil.

3. MOT: Master of Technology at the Chonnam National University in Korea. The Academy developed a field study trip to Germany as a customized training program. Learning topics: “Development and Transfer of Technology”.

German medical education and the German health care system have a global reputation for maintaining excellence. For this reason Germany has been animportant partner of the Arab world in the field of medical specialist training for many years.

German universities and hospitalshave realised that internationalcooperation provides great chances. Internationalisation is a key instrument in reaching a global standard of medical education and medical treatment, and particularly in the Arab countries, there is a growing interest in training domestic medical specialists in Germany.

To meet the demands of both sides, the Charité Berlin and the German Academic Exchange Service (DAAD), twointernationally leading and highly recognised institutions, have joined forces. A structured programme for medical

specialist training has been developed with the support of the German Federal Ministry of Health, explicitly directed to interested parties in the Gulf region.

The Charité is one of the largest university hospitals in Europe where medical research and treatment is carried out with excellence and expertise. More than half of Germany’s Nobel Prize winners in the field of medicine originate from this renowned institution which is comprised of more than 100 specialised clinics and institutes. With its 13,000 employees and an annual turnover of around 1 billion Euros, the Charité is one of the greatest entrepreneurs in Germany’s capital and its agglomeration.

The DAAD is the world’s largestscholarship organisation and the most important German player in international academic cooperation. The DAAD has administered scholarship programmes for foreign governments and institutions for many years and has acquired tremendous experience in mentoring, supporting and supervising foreign students and scholars during their stay in Germany.

Medical specialist training in Germany poses a great challenge to trainees from abroad. Not only do they have to master a foreign language, they also have to meet the rigorous demands of the German education system and adapt to a largely different hospital culture. The programme takes these challenges into consideration offering its candidates solid preparation and support throughout the duration of the training. The concept of the programme developed by the Charité and the DAAD focuses on structuring the whole process of medical specialist training, starting from the selection and preparation in the aspirant’s home country to the final examination in Germany. In Germany the Didacta Association represents the interests of the education industry, its businesses and organizations. The Didacta Association has more than 240 members supplying state-of-the-art products and solutions. They cover the entire spectrum of lifelong learning, from early childhood education to further education as well as vocational education and training. The framework of lifelong learning embraces the idea that the acquisi-tion of knowledge and competences occurs throughout one´s lifetime and is not confined to childhood or classrooms.

Supply and Demand

As an internationally-active consultancy with a focus on vocational education and training, we constantly hear from our customers how successful the German exports are, particularly in the areas of traditional industrial export segments such as automobiles, machines, chemical products and heavy electrical machinery, which depend upon the availability of qualified skilled workers.

Knowhow is necessary at all points of the value creation chain; not just for produc-tion, but also for application, maintenance, purchasing and for the distribution via resellers in the target country.

Particularly in the fast-growing markets, education and training standards are not developing in line with the rate of growth in the economy. Many German export target countries, such as Saudi Arabia, are not yet able to offer education and training systems which can cover the existing and ever-increasing demands for high-level qualifications.

Systematic Support with the Modernisation of the Saudi Education & Training System

As part of the Educational Export Projects of the gpdm, there was a lively exchange with the TVTC, the Saudi authorityresponsible for vocational training.Explicit guidance regarding thequalification of the existing teaching staff, but also the integration of the new trained workers in the local labour market, as well as the improvement in quality of the existing training centres including organised workshop management, resulted in approaches which were worked onand developed by the gpdm in thetime that followed.

Germany is still at the beginning of its development as regards the realisation of vocational education export on a global scale. In particular the qualification of suitable skilled workers remains far below expectations and is, regrettably, way behind the actual requirements.

Vocational education and training must therefore become an integral part of any comprehensive export project. It isa vital and determining factor of equalimportance for companies, regions and countries. The availability of skilled workers is decisive for the performance and innovation capabilities in thetarget country and in global competition. Particularly for participants in education and training, an appropriate qualification for a workplace leads to economicand societal advancement, thuseducation becomes a stabilising force for entire regions.

Training Centres

A trick to guarantee the sustainability of export projects and an increase in monetary returns is, for example, the integration of training centres into the

respective plants or companies. These training centres, which are partially already in a specific planning phase in Saudi Arabia, can enable German companies to establish a suitable skilled work force pool on site and can actually be used as a selling point by the Saudi partner companies as they will lead to a positive evaluation of the company as part of the Nitaquat Programme for an increase in the number of Saudi workers.

Training centers are very efficient when it comes to requiring explanation high-tech exports, which are typical for the German foreign trade. Due to the specific of German vocational education (e.G. the action-orientation of teaching and the high practical inputs during the vocational training) the training centers should be designed as a total solution concept. There-fore our portfolio ranges from the needs analysis and feasibility studies, the creation of the training centre layout, the equipment design to the development of curricula in accordance with therequirements, operation plans, training of trainers and support and consulting of school operation.

The Expectations

Societies expect their educationalinstitutions to provide competent and contemporary training for young people that are relevant to both their working and social lives. Moreover, the economy (entire industries, manufacturers, and service companies) expect quite apart from general knowledge, social, and theoretical competences the mastering of practical skills which can be applied in a work context.

Confirmation that the educational-institutions adequately meet theseexpectations is provided purely through

assessments and examination. These may be written, oral or practical.

Such performance measurements require strict performance norms and criteria from the institutions and are defined in terms of individual curricula and, to a large extent by the subjective attitudes and perceptions of teachers. The final certificates formally claim the rather abstract usefulness of an individual student for society or the economy.

“Adjusting-Screws” For Quality Management

It is a fact that since the early days of

teaching, the selection of the topics, content, and methods have been determined by the demands ofexaminations. That is assessment drives learning. Accordingly, examinations can be identified as the first fundamental“adjusting screw” for improving the quality of teaching and learning.

However, true education requires pupils and students as well as teachers to be highly motivated.

Motivation itself depends to a certain degree on success. In educational processes this comes from the results of tests, assessments and examinations.

Therefore, how teachers perceive, appraise, and influence studentperformance, is of utmost importance.

It is because of this crucial role played by teachers, that the validation-process leading to certificates is dominated by their subjectivity.

Besides of taking into account the measurements of content, skills conveyed, and learning objectives met, quality management in education-institutions and of education-processes must therefore objectify the attitudes of the teaching body, by now identified as the second fundamental “adjusting-screw” for quality management in education.

Levers for ImprovingEducation Processes

Objectified measurements in assessments and examinations on the one-hand and methods for accurately measuring teacher performance on the other hand are the main levers by which both, a precise appraisal of institutional performance and quality management can be achieved. Not until computerized data collection tools are available, can such measurementsbe undertaken routinely. The useof electronically-based examinations (written, oral and practical) and the constant evaluations of teacherperformance open totally new fields for quality-measurement, control and –improvement based on facts.

This enables a genuine and meaningful assess-ment of competences, often leading to a perceivable change in teaching effort.

In 2010, they decided to expand their technical laboratory facilities. The school’s management sought out a vendor who could provide both the technical and educational understanding to equip the labs. On his first visit to the college, Christian Staab-Schmidt, CEO of Lucas-Nülle Middle East, was able to impress the school’s representative, Dr Tahir Ibrahim Al Kindi, with Lucas-Nülle’s solution concepts. A further meeting at an educational forum at Ghorfa in Berlin saw additional talks take place. ChristianStaab-Schmidt told us about his meeting with RGOTC at an educational fair, “Our multimedia systems are perfectly matched to the teaching philosophy of the RGOTC, because at the college they place a lot of emphasis on self-directed learning as part of a blended learning environment that incorporates multiple levels, just as we do.”

During the months that followed,Lucas-Nülle experts travelled to Oman to find out more about the planned expansion. Once Lucas-Nülle’s tender for equipping three electrical engineering labs, each with 16 work places, was accepted the experts set about planning the installation

in conjunction with the laboratory heads. The building’s utilities were a fundamental aspect of this, since electrical and water connections as well as furnishing would all have to be matched to the subsequent layout of the training systems. In order to offer their customer an idea of how the finished laboratory would look,Lucas-Nülle made use of a digital 3D tool to give an almost tangible sense ofthe lab itself.

Optimum times three

“With such projects it is important for us to devise an optimum solution in three areas: an optimum learning environment, optimum engineering and optimum economy. In order to guarantee that, we do not look at the building alone, but also check out the curricula in detail. We can adapt lesson times and classroom changes along with the customer in order to fully realise the potential of our training systems,” explained Staab-Schmidt.

Once the new building had been built, Lucas-Nülle exported the electrical systems from Germany to Oman and installed

them on site. The combination ofexperiment hardware and training software makes them especially flexible. “Installing the systems on site ourselves means that we can ensure that they are ready to put into operation. All the multimedia courses and the administrative tools are nowcompatible with the college’s learning management system. This makes it easier to monitor results and manage the students,” Staab-Schmidt revealed, “The fact that the installed software and all contents are available in Arabic as wellas in English is a matter of coursefor Lucas-Nülle.”

The final phase commenced in September 2012. Three employees were sent byLucas-Nülle to train the laboratory heads, the teachers and the IT staff in the use of their systems. After several weeks of training, the teachers are now so well versed that they can put the lab equipment to use in lessons of their own devising. The fact that the Lucas-Nülle service team is still on hand to answer queries and to provide rapid response in the event problems occur is a guarantee that the new semester will get off to a good start.

InnovationManagement - Successful product and process developments in industry is the title for a visit and study program organized by the Educational Centre of Industry Baden-Württemberg, Incopa, Al-Rabiah & Partners Co. and German- Saudi Arabian Liaison Office for Economic Affairs.The Saudi and German industry have got a long successful history of working together. The German industry wants to strengthen the relations with Saudi compa-nies and invites managers of industrial companies for a visit to Germany.The visit will take place from the 2nd – 7th December 2012. It will provide the Saudi managers with a deep inside view of the product development and production processes of German industrial world market leaders and will enable them to build up useful contacts for their own business.The program is carried out on the highest political and industrial level. It includes the meeting with the Ministry of Economics of Baden-Württemberg as well as site visits at Mercedes, Liebherr, Voith, Kärcher, Mapal and the Applied Research Institute Fraunhofer. The Saudi managers will have the possibility to meet the CEOs and Managing Directors and will have time to discuss with them in detail the strategies for successful industrial production.As one of the outcomes of the visitmanagers can express their wishes for an appropriate co-operation partner for their own company. The organizers will enable to meet well-selected potential partners within a follow-up visit.

1. General information onthe Educational Centre

The Educational Centre of Baden-Württembergische Wirtschaft e.V. has been the strategic education service provider for companies and their associations, schools, universities, politicians and administration since 1971. As a provider of professional further education courses, qualifications, re-training, career preparation and training, the Educational Centre is an important partner on forward-looking projects. In this capacity, the Educational Centre, together with the Academy for Personnel and Organisational Development and the two subsidiaries Apontis GmbH and BBQ Berufliche Bildung gGmbH, is an experi-enced partner for the development of seminar and further education programmes. Training courses for educators, specialists and executives are offered based on 40 years of experience in the area of human resources development. Every year, seminars and further training courses are booked for about 8,000 employ-ees, drawing on a network of over 200 trainers and coaches. The selected trainers have an international background and are able to hold training sessions in English and French. In addition, the Educational Centre also advises companies on how to optimise procedures in production, sales and service as well as on the introduction of management systems. This gives the Educational Centre access to extensive experience in the area of educational

programmes for middle management, enabling it to adapt them to the interna-tional context. As a partner to the state government of Baden-Württemberg, the Federal Agency for Labour and the Associa-tion of the Metal and Electronics Industries in Baden-Württemberg, the Educational Centre is also able to dissemi-nate project results on a corporate, associa-tion or political level. The education sector in the Kingdom of Saudi Arabia is facing major changes and challenges. The young generation is looking for professional education in the near future and the Kingdom wants to offer a good perspective to its young population. As the Saudi economy keeps growing, the demand for highly qualified technical specialists is increasing as well.

Therefore, the Saudi ArabianGovernment has initiated impressive educational reforms to provide future generations with the necessary skills. To be able to spread the technical knowledge, one key initiative is the enhancement of vocational trainers’ training.

The Saudi Arabian authority Technical and Vocational Training Corporation (TVTC) has asked the DeutscheGesellschaft für InternationaleZusammenarbeit (GIZ) GmbH to set up the “Technical Trainers College” (TTC) in the capital of Riyadh.

GIZ is responsible for the management, the design of pedagogical concepts and teaching arrangements. Applicants choose between eight possible training programs in three departments of specialization: Mechanical Technology, Electronics and Electrical Technology or Information and Communication Technology.

“It is one of the specialties of the German technical education system to integrate both theory and practice. We furthermore combine this approach with excellent training in didactics through Vocational Pedagogy.”, Dr. Michael Klees, Dean of TTC, says. The trainees test and improve their newly acquired pedagogical skills in vocational institutes or colleges oftechnology by teaching classes there. Additionally to that, they get further practical experience through compulsoryinternships in companies (Company Field Practice).

Trying to teach this knowledge andincluding it in lesson plans is one of the big but interesting challenges for trainees like Hesham Abdu Bashan. He already worked as a teacher before enrolling at TTC. “But at TTC I learned a whole new set of pedagogical skills and methods that I will definitely use in the future.” he says. Such methods include for instance group work and role plays to enable a better

understanding of the taught content and to simulate real life teaching situations. “Since the trainers at TTC come from other countries, I get many fresh ideas and new inspiration”, he continues.

Well more than 60 highly qualified lecturers – mainly from Germany –guarantee international standards in vocational training. English is the language of instruction in all departments. Just as important as the trainers in a technical trainers college is the technology and machinery: All the technical equipment is state of the art, enabling the trainees to work with some of the most sophisticated machines available on the market.

Since its inception in 2009, TTC has constantly grown. Currently, more than 1000 male trainees study here and the number of trainees still keep rising. When they graduate after six semesters, they will hold an internationally recognized degree in Bachelor of Engineering Technology (BET).

Throughout the past years, TTC constantly strengthened the cooperation with local and international companies. Among others, TTC maintains business relations with well-known German machine suppliers for its technicaldepartments workshops, i.e. Lucas-Nuelle, Festo and DMG.

Through working for a local enterprise during their Company Field Practices, trainees get a better impression of the companies needs and daily business. Later on they can pass on their gainedexperience to their own students.Furthermore, contact to the local

economy enables the local enterprises to give feedback on TTC’s training. This exchange will help TTC to tailor its study programme towards the needs and interests of local enterprises.

But not only local enterprises benefit from the Company Field Practice, as Michael Klees points out. “The CFP gives German companies the chance to get in touch with potential customers and future Saudi decision makers”, the dean explains”. Furthermore, Saudi trainees trained on equipment produced by Germancompanies will help to maintain the excellent reputation of products “made in Germany” for generations to come. It’s a win-win-situation”.

Professional development for trainers

Over the course of the coming three years the In-Service-Training Centre at Yanbu College will provide a specific programme of courses for Saudi trainers that will allow them to acquire credit points that can count towards the degree of Masters in International Vocational Education (MIVE). The most successful trainers will have the opportunity to complete the Masters degree at one of three German universities that specializes in thepreparation of vocational trainers. This Masters programme has been specifically designed to educate and prepare future leaders of TVTC colleges and institutes.

The Yanbu concept is based on partnership at many levels. It is intended to develop professionals who are able to apply the knowledge they have gained during their undergradute studies. By encouraging the young Saudi faculty to create their own teaching and learning environment we hope to create a sense of ownership among them that is durable and can create ideas that will spread throughout the world of vocational colleges in Saudi Arabia. Yanbu College of Applied Technology (Yanbu CAT) is a new type of college began operations this academic year. The college, in the northern part of Yanbu Al Bahr on the Red Sea, is brand-new with excellent facilities for about 1200 trainees and will operate with a teaching staff of young Saudi trainers who have been selected from the first batch of graduates of the Technical Trainers’ College (TTC) in Riyadh.

German International Co-operation (GIZ) was awarded the contract to manage the college in Yanbu by its long-term partner TVTC, Saudi Arabia’s Technical and Vocational Training Corporation. Yanbu CAT features an In-Service Training Center (ISTC) that was designed to provide comprehensive support for its young workforce in their first posts as full-time technical trainers.

Building on the academic qualifications that the trainers achieved at theTTC Riyadh, Yanbu CAT aims to ease the transition process from student to full-time faculty member and thus contribute to sustainability in TVTC’s endeavour to educate trainers for their colleges.

English as the medium of instruction

Yanbu CAT is one of three colleges within the TVTC that has started with afoundation year based on an intensive programme of English teaching. The decision that the language of instruction at these colleges will be English is designed to increase the employability of trainees who receive a diploma. All English language teachers involved in the programme are native English speakers and are employees of Interlink, an American-basedinternational language provider.

Trainees

Yanbu CAT operates on a trimester basis with a duration of eight trimesters for the Diploma programme. All trainees go through an intensive three-trimester English language programme that prepares

them to be active learners in classes where English is the medium of instruction. Trainees choose from eight different specialisations in the fieldof Electrical/Electronic Technology, Mechanical Technology and Information and Communication Technology.

Training and Development

Under the guidance and coaching of German Heads of Departments, Saudi trainers study and learn how to prepare, conduct and evaluate lessons in their specific field. The trainers also attend workshops and seminars that are geared towards the management of a technical college.

Together with the German International Co-operation (GIZ) team in Yanbu and experts from outside the trainers will work to improve the teaching and learning environment of the college. The existing TVTC curricula will be evaluated and revised as necessary. Based on this revision, up-to-date plans to equip labs and workshops will be devised. An effective and flexible college administration will be built up. The overall goal is to create an

to take during the university education period. What we currently have in the Kingdom is the majority of our sisters having to switch majors during the second or third year which dramatically affects their mindset, and delays their graduation and some students give up!

We are not saying a small test would solve the whole employment problem, but the statistics shared on unemployment would definitely go down.

Workshops are a great tool to set up, and assists in understanding the whole concept of “Life after University”. One study Glowork is currently working on is how many females buy their CV’s. This is a key area in which I believe should be an integral part of education at university. As mentioned before, we have extremely high potential females in the society, yet they are not properly educated on how to write their own CV’s. A CV should be written by

Glowork recently conducted a study that showed the majority offemales in the Kingdom believe there are various job opportunities in the market, however the study also showed that they lacked the knowledge on how to apply for them. The Ministry of Labor has come up with several key initiatives during the past 6 months that has encouraged the private sector to start hiring more Saudis and this has led companies to consider gender equality in the workforce and start hiring more females. The Ministry set an example this past month when they announced several key openings for females in their call center.

Sounds Great doesn’t it? So What are we missing?

Well what we are missing is the lack of job searching education in our institutions. When a female graduates, all she has in mind is her GPA and her volunteer work

during her school period which she believes these items will secure her a job anywhere. However are we teaching our beloved Saudi sisters how to apply? Where to apply? What does the public and private sector expect from them? What should sheexpect from them? How to conduct interviews or do we even teach them how to write a CV?

The answer is NONE of the above.

We do have so many smart women out there with extremely high potential, yet they are not exposed to the practice of a work environment what so ever during their education and this has a snowball effect. In the west, from an early age at highschool, I remember being given a psychometric test, which basically is a 10 minute multiple choice sheet that outlines what sort of career path you would be suitable to undertake. The positives of such tests determine what majors are best

the individual themselves because at the end of the day you have to be as genuine aspossible when conveying the words written on that piece of paper to your future employer.

How and where to apply?

This question really is a shamble. No one knows what to do when it comes to applying for jobs out there, they all hope that Vitamin (W) comes their way through a father or a relative that will assist them land their dream job. We found it abit difficult as there is no consistency out there in the market, some ask you to apply online, some say hand in your cv and some ask you to fax it to them. Imagine that males have huge problems understanding the “apply” concept, what do you think our sisters feel like? They need someone to drive them around, make their guardians take days off when an interview comes along ( hassle and more hassle). A number of young Saudi entrepreneurs (Khalid AlKhudair, Jamal Al Mansour, Khaled Al Saleh & Muna Abusulayman) came up with the concept “Glowork”. A hip and trendywebsite which basically connects the jobseeker and employer together online and its only for FEMALES!. So at the

comfort of their own home, they can browse, search and apply for free without all that hassle. The page has been live for about 1 month now, we have received full backing from the private sector, with over 40 companies signed up and over 150 vacancies posted so far purely for females.We also secured companies that offer jobs that allow our sisters to work from the comfort of their own home, part time or even as a temp. This past week we even launched a Blackberry Messenger service where we send out free broadcast messages to all those subscribed to our pin number (271E587E), to make things as simple as possible. Why did we do this? Because we love our country and we believe in our women and these are the kind of sustain-able initiatives that are required as it really helps the community and pushes a positive message to the international scene. With all this being said, we still received a number of messages saying “I registered but I didn’t get any job till now”. Uponresearching we found that 40-50% of those registered have not posted a CV and have their brief contact details and they have the mindset that they should be entitled to a job with only those brief details, andthis my friends is where the moral of our story is.

Conducting Interviews– You are a Brand

One other thing we have experienced when interviewing a female candidate is the lack of understanding of what an Employer looks for. We have experienced several candidates that have come wearing the most colourful abayas, and perfume that you can smell 8 floors down, and upon conducting the interview we ask the Question of “So what do you know about company X”, and find out that she doesn’thave the slightest clue on what the company does, or how it operates or its history and expects us to buy the “Look” rather than the intelligence. This is a key point when being called for an interview, the least one can do is a brief Google search. Linkedin is also a great tool to find out all about your next boss. Also through-out our experience we have faced ladies who come with their guardian, and we end

up having the discussion with the guardian rather than the candidate. All these points are being mentioned because we really believe women have huge potential in this country, they just lack the support from our institutions while growing up.

What Should You Expect?

You are graduating (Hoooraah!!), you consider life in the private or public sector, but don’t know much about them do you?

Well in our previous article we mentioned that it is every employee’s or prospect employee’s right to review the employee manual before joining any workforce. You can find out how many vacation days youare entitled to, maternity leaves, phone allowances, etc (Things that are not mentioned in your offer or contract). We also encourage you to open the Ministry of Labors website to see all your rights as an employee and what you can expect from the work place (GOSI Deductions, End of Service etc). The Ministry has placed them in downloadable documents and as user friendly as possible.

We can go on and on about what we currently lack, but what we do know is the government has placed a huge emphasis on women employment and thus we have Princess Nora University (The largest University in the World) and the largest budget was allocated to the education sector. At the end of the day all we say is that there should be a collaborative effort from the educational institutions, MOL and the private sector to ensure that we groom our sisters to become leaders not only in the Kingdom but across the globe.

In 1977, E.A. Juffali & Brothers,in association with Daimler-Benz AGof Germany, decided to set up atechnology center to train young Saudis for technical assignment at variousJuffali plants. The JTC beganmodestly in that year with trainingcomprising of only two fields:Automotive Engineering and MaintnanceEngineering. At this time the numberof trainees did not exceed ninefrom various regions ofthe Kingdom.

As a result of the increasing number of Saudi trainees, there was eventually need for a larger center. In 1983 the Centre was transferred to its new premises. Since then, the scope of activities has expanded from 2 to 7 different industrial and managerial activities, the latest but not the least of which have been Automotive Electrical Electronics. The training capacity has also increased to more than 200 trainees in the main technical field.

Furthermore, the JTC in continuous coordination with the GeneralOrganization for Technical Education & Vocational Training develops andmodernizes the training curriculumsto suit the advanced methods oftechnology. JTC also offers specialcourses for various organizations interested in raising the standardsof their technicians, such as theDepartment of Civil Defence,International Airports Projects, SCECO South and SIDF.

The idea behind the establishment of the Saudi Institute of German Technology (SIGT) comes as a result of the mutual cooperation between Technical and Vocational Training Corporation (TVTC) and E.A. Juffali & Brothers.

One of many reasons why TVTC built a strong bond with E.A. Juffali & Brothers as a private sector is the trust andcredibility which is known by the company

in the field of technical training for over thirty years.

Other reason is the big gap between education and training programs, as well as the need to cope with the rapidrequirements of the training sector.

TVTC will build the institute within its plans to support the development process in Saudi Arabia through training programs designed to provide an opportunity for Saudi youth to enroll in vocational and technical training institute in order to improve their skills and capabilities to prepare them to work in nationalorganization and companies.
