In principle, Local Action Groups - LAGs, according to Leader, belong to a large family of public-private partnerships, which have become the instruments necessary to cope with the increasing number of public duties from road infrastructure to science and education. Hence, LAGs are instruments for local government or local development bodies.

Moreover, the LAG is a communication space where people discover and share experiences that are in the interests of common areas. The Local Action Group (LAG) "Agroturizmi" was established in 2009, after a two-year period of capacity building and direct support from the project "Local Development Strategies" (LDS), an EU-funded project managed by the European Commission Liaison Office (ECLO) in Kosovo. During this period, the LAG "Agroturizmi" has drafted a Local Development Strategy for the Municipality of Peja, a strategy approved by the municipal assembly. This strategy is in line with the MAFRD policies and the Rural and Agricultural Development Plan 2007-2013 and is based on the key features of the LEADER approach such as:

1. Local development strategies “based on the local area”

2. Public-private partnerships "called LAGs" and

3. "bottom-up" approach with decision-making competencies for LAGs that take into account the elaboration and implementation of Local Development Strategies.

Mission of LAG

The Local Action Group "Agroturizmi" in Peja has a mission in partnership with all other stakeholders from the public and private sector as well as civil society to contribute to creating the conditions and opportunities for sustainable rural and economic development in the municipality of Peja. LAG "Agroturizmi" will engage through its programs in human capacity building, rural infrastructure development and promotion of sustainable rural development. Like other organizations, the LAG also has the organizational structures that are presented below in the organizational chart.

The LAG as an association whose mission is oriented to the sectors that affect the overall rural development, is based on the object:

2. Follows the developments of rural areas within the territory of Peja and Kosovo.

1. Stimulates public-private creative initiatives in the rural development sector on the territory of the municipality of Peja.

3. Creates and develops relations with government bodies.

4. Creates and develops relationships with the same organizations in the region and beyond.

5. Promotes and establishes cooperation with other countries for rural development.

6. Provides professional help to its members.

7. Cooperates with other organizations operating in the rural development sector sustainable tourism

The main areas in which the LAG operates are diverse, but particular emphasis should be placed on economic growth for the community through mutual co-operation, creation of new jobs for the community, sustainable land management and protection, development of sustainable agriculture, diversification of activities, structural implementation and market design, interventions in the maintenance of cultural heritage buildings, creation of a regional center for sustainable rural development etc. The LAG also contributes to the development of sustainable rural tourism through the diversification of culture and recreation with rural development, to develop unique offers that offer unforgettable experiences.

A local action group has the right to deal with local development in rural areas. Certain issues have been identified in Kosovo, which can only be answered through a detailed analysis of what the LAGs can really do and how these activities can affect the social and economic situation:

- Which actors should be addressed primarily, who should participate in the wayactive and who would benefit most?

- What is the mission of this partnership and how do its activities match the communicated goal?

- What is the main way of communicating and making decisions in and around the partnership?

Local Action Groups (LAGs) consist of experienced, energetic and committed people from all socio-economic sectors of the community. The members of the LAG should reflect the necessary technical and business knowledge for central action as well as ensure political ties with the municipal levels.

Therefore, members of the LAG represent important interest groups such as women in rural areas, youth, various associations, businesses etc. In short, they need to identify with the concerns of rural areas where they live and act and must commit themselves to sustainable development in those areas. The LAG "Agrotourism" has 27 members coming from different public and private sectors. All of its members are active, giving their contributions based on their profession to support rural and economic development in the municipality of Peja.

VISION: We see Peja with developed infrastructure, intensive agriculture, clean environment and well-managed natural resources; developed and attractive tourism with a sustainable economy. Peja is a city in the west of Kosovo and is an administrative center in the Dukagjini region, which borders with Istog, Klinë and Deçan with municipal boundaries, while Montenegro with state borders. It is known as a unique city in Kosovo with the largest green area where 603 km2 of the Peja area, 52% includes forests and pastures, 38% are fertile, while only the city has about 10% of this territory. Therefore, based on these potential, the two main pillars identified in the "Municipal Development Plan 2006-2025" for the development of the Peja municipality are agriculture and tourism. Peja as a municipality is very unique in Kosovo for its many natural beauties such as Rugova Gorge, Drini i Bardhë and Lumbardhi rivers, waterfalls, caves, lakes and other mountain and field terrains which provide very good conditions for the development of rural tourism, adventure and outdoor recreation. Therefore, all these unique features found in Peja offer opportunities for all visitors and nature lovers to spend time in this country experiencing these beauties.
