RECOMMENDATION I: Appointment on Harrow West Governing Body.Your Committee have considered, and are in agreement with, recom­

mendation I of the report of their Management Sub-Committee of 17th July, 1963 (printed as an appendix to this report), relating to the appointment of a Member of the Council to the Harrow West Governing Body.

Resolved to RECOMMEND:That Councillor D. H. J. Hart be appointed as a representative of the

Divisional Executive on the Harrow West Governing Body, vice Mr. F. B. Mason resigned.

RECOMMENDATION II: Whitefriars Primary (Junior Mixed and Infants) School: Appointment of Headmaster.Your Committee have considered, and are in agreement with, recommenda­

tion II of the report of their Management Sub-Committee of 17th July, 1963 (printed as an appendix to this report), relating to the appointment of a Headmaster at Whitefriars Primary (Junior Mixed and Infants) School.

Resolved to RECOMMEND:That Mr. A. T. Stodhart, at present Deputy Head at The Weald Primary

Junior Mixed School, be appointed Headmaster of Whitefriars Primary (Junior Mixed and Infants) School from 1st September, 1963.

RECOMMENDATION V: Supplementary Estimate: Headstone Secondary Modern School: Reinstatement of Canteen.Your Committee have considered, and are in agreement with, recommenda­

tion III of the report of their General Purposes and Finance Sub-Committee of 18th July, 1963 (printed as an appendix to this report), relating to a sup­ plementary estimate to reinstate the canteen at Headstone Secondary Modern School, which, in order to increase teaching space, had been partitioned to make three classrooms or dining units.

RESOLVED: That recommendation III (Education Development Plan: Camrose Junior Mixed and Infant School) of the Sites and Buildings Sub- Committee be referred back to the Sub-Committee for further consideration.

417. Notice of Motion: Pursuant to notice of motion, Councillor Harrison moved and Alderman Gange, J.P., seconded, the following motion:—

" That this Divisional Executive do consider the setting up of a trading agency to deal in school clothing."

Following discussion, and with leave of the Committee and his Seconder, Councillor Harrison amended his motion in the terms of the following resolution.

RESOLVED: That the General Purposes and Finance Sub-Committee be requested to consider the arrangements for the provision of school clothing within the Borough.

418. 20th Civic Delegate Conference, 1964: The Public Relations Committee has offered Committees of the Council the use of stands for publicising their activities at the 20th Civic Delegate Conference.

RESOLVED: That the Committee accept this offer and refer the matter to its Sub-Committees for consideration.

419. Harrow Teachers' Consultative Committee: Annual Service of Dedica­ tion: The Chairman of the Committee, on behalf of the Harrow Teachers' Consultative Committee, extended an invitation to all Members of the Education Committee to attend the Annual Service of Dedication, which will be held at St. John's Church, Greenhill, Harrow, on Wednesday, 25th September, 1963, at 5.30 p.m.

Harrow Young Women's Christian Association: Application for Grant Aid:With reference to recommendation I (18th June, 1963), the Borough Education Officer reported that the Accounts Sub-Committee had deferred, until a future meeting, consideration of a report of the Borough Treasurer giving further details in regard to certain items of income and expenditure included in the estimates submitted by the Harrow Young Women's Christian Association.

RESOLVED : That the report be received.

6. Report of the Youth Officer: RESOLVED: (1) That the report of the Youth Officer, printed as appendix II to this report, be received.(2) That the Sub-Committee's appreciation of the new style in which the Youth Bulletin is printed, be placed on record.

7. Entertainment for Housebound People: RESOLVED: That the verbal report of the Chairman, in regard to the entertainment being provided by members of youth organisations for a social evening sponsored by His Worship the Mayor for 120 housebound people on 3rd September, be received.

8. Representatives of the Civic Life of the Borough to Serve Upon the Sub- Committee: The Borough Education Officer reported that one of the representa­ tives of the civic life of the Borough who served upon/he Sub-Committee last year, i.e. Mr. J. L. Reed, is now a member of the Sub-Committee as a representa­ tive of the Standing Conference of Youth Leaders. In addition, Mr. A. R. Tiley has removed from the district. '

The Sub-Committee considered the names of the four remaining representatives who had served for the year 1962/63, together with two new nominations sub­ mitted by the Standing Conference of Youth Leaders.

RESOLVED : That the following persons, representative of the civic life of the Borough, and suitable by reason of their special knowledge of the Youth Service, be recommended to serve on the Youth Sub-Committee until the appointment of their successors in 1964:—

APPENDIX I.REPORT OF THE HARROW YOUTH COUNCIL

HELD ON 10TH JUNE, 1963.Mr. R. Philpott in the Chair.

1. Minutes of the Last Meeting: The minutes of the last meeting were signed as a correct record.

2. Correspondence: Mr. Louis Prat reported that two further replies had been received to the letter inviting other Youth Councils to take part in an Inter- Council Quiz. All the Councils who were invited are now considering the proposed Quiz.

3. Reports: Dance Sub-Committee: The Secretary reported that whereas no date or venue had been finally agreed, it had been decided that the tickets should cost 4s. each (4s. 6d. on the door). David Carter had agreed to be Publicity Officer.

Christmas Fayre Sub-Committee: The Secretary reported that the Fayre would be held at Grant Road School on 7th December, 1963. It was also agreed that a letter, appealing for help from affiliated organisations, should be sent to all club leaders with the June Bulletin. Copies were distributed to Council members. This letter, besides appealing for help, made suggestions of stalls that the clubs might like to run. Many local Companies are also being approached to support the Fayre.

4. Any Other Business: Mr. Louis Prat had received a letter from the Wembley Youth Council inviting the Youth Council to a Road Safety Competition. As insufficient details were given and the notice was too short, it was agreed that the Harrow Youth Council would, on this occasion, be unable to take part.

Sports Sub-Committee: Mr. P. Wilkinson reported that the Sub-Committee had received the Youth Council's request to organise five-a-side football and tennis leagues. He asked that any clubs interested should contact him.

The Chairman reported that the dance held at St. Andrew's A.Y.P.A. in aid of the Freedom from Hunger Campaign raised £23.

The Assistant Youth Officer reminded Council members of the Youth Festival to be held at the Headquarters of the Roxeth and Harrow Church Lads' Brigade, on Saturday, 15th June, 1963, at 7.0 p.m.

5. Date of Next Meeting: The next meeting of the Youth Council will be held on 8th July, 1963.

APPENDIX II.REPORT OF THE YOUTH OFFICER

1. County Athletics Meeting: Harrow is once again sending a representative team to this event. The team has been entered for 25 individual events, and 5 relay events. The team consists of 34 boys and girls including reserves, from a number of organisations in the borough.

2. Duke of Edinburgh's Award Scheme: The Committee co-ordinating the Scheme in Harrow has arranged an afternoon display and exhibition on Saturday, 5th October, 1963, from 2.15 to 5.15 p.m., at the Salvatorian College, Harrow

Weald. The Award Office Trailer will be in the grounds, and will provide film shows, and will have staff to deal with enquiries. In the hall there will be book­ stalls, an exhibition of equipment and other displays. Many boys and girls who have already entered the Scheme and gained awards will be present to talk about the Scheme. No charge is being made and it is hoped to attract many young people and adults to the Conference.

3. Training Courses: During the coming winter season courses are being arranged covering a number of activities, including Youth Leadership (for both adults and senior members), camping, drama. The County Council will continue to arrange courses both residential and non-residential.

4. World Scout Jamboree, 1963: The llth World Scout Jamboree will be held at Marathon, Athens, Greece, from 1st to llth August, 1963. The following Senior Scouts (between 14-18 years) from Harrow will be attending: —Keith Archbold (4th Headstone). Richard Person (llth Kenton).David Elford (21st Harrow). David Price (20th Harrow).Roger Kemp (9th Kenton). Richard Russell (7th Pinner).John Lewis (4th Harrow). Anthony Shorrocks (6th Roxeth).Robert Lloyd (11th Harrow). Graham Tucker (8th Kenton).Jan McAulay (1st Headstone). David Watson (4th Harrow). Stephen Wilder (9th Roxeth).

The following Scouters will also be attending: —A. C. Barrett (Assistant Commissioner, Pinner and Northwood).B. Whitelock (9th Kenton).G. Taylor (7th Pinner).G. Middleton (10th Roxeth).

John Willows, a Rover Scout of 10th Roxeth, is going as a member of the Service Team attached to the U.K. Contingent Headquarters.

Mr. E. W. Hayden is also attending, as the Organising Secretary of the Con­ tingent.

5. Duke of Edinburgh's Award Scheme: The Harrow County Boys' School Com­ bined Cadet Force have received the following awards: —

Between January and July, 1963 :26 Silver. 13 Bronze.

Total awards since September, 1962:30 Silver. 25 Bronze.

These awards have been gained through the Middlesex County Council, as the operating Authority.

Roxeth Boy Scout Association (1st Roxeth Group): Senior Scout John Rowe, Silver Award.

Gained through the Scout Association.

RECOMMENDATION HI: Education Development Plan: Camrose Junior Mixed and Infant School.The Education Development Plan at present provides for the rebuilding of the

Camrose Junior Mixed and Infant School on existing site as a two-form entry Junior Mixed and Infant School for 560 pupils.

The Borough Education Officer reported that a recent survey had indicated that it was desirable to reduce this number and that a 1 + form of entry (360) Junior Mixed and Infant School would be adequate to meet the need.

Resolved to RECOMMEND:That the County Council be recommended to amend the Education Develop­

ment Plan of February 1962 accordingly.

16. Kenmore Park Primary School: Improved Lighting: The Borough Education Officer reported that, in accordance with resolution 9 (18th June, 1963), improve­ ments to the lighting had been carried out to one classroom and, in anticipation of the Committee's approval, competitive tenders had been sought for the complete scheme.

RESOLVED: That the Chairmen of the Sub-Committee and of the Education Committee be authorised to approve a tender, following which the County Council be asked to expedite their agreement in order that the work can be carried out during the summer vacation.

Harrow Weald County Grammar School: Proposed Draught Screening at First Floor Level: The Borough Education Officer reported that, in accordance with resolution 7 (18th June, 1963), further investigation had shown that, before the new building extensions were in use, the external doors on the north-east corner of the existing building were not required for pedestrian traffic. Although not locked, they were kept permanently in a closed position.

Now that the new extensions were in full use, these doors were constantly opened, allowing a draught to enter the main building. The ground floor corridor was already sealed off with internal doors and screen, as is now pro­ posed on the first floor.

RESOLVED: That arrangements be made by the Borough Architect and Planner for the fitting of pneumatic door closers to remedy the problem of draughts at this school.

18. Capital Works: Progress of Operations: The Borough Education Officer re­ ported on the progress of building works at eight sites, viz.:

Headstone and Roxeth Manor Secondary Schools;Longfield, Stag Lane, Vaughan, Weald and Whitefriars Primary Schools;Oxhey Lane (East) Playing Field.RESOLVED: That the report be received.

19. Chandos Secondary Modern Schools: Heating: The Borough Education Officer reported that, consequent on a request by the Harrow (East) Governing Body for a report on the heating at these schools, a thorough test of the heating system was to be carried out during the forthcoming vacation. In the meantime, the provision of swing doors and partition was included in the current Minor Im­ provement estimates, and the Borough Architect and Planner had advised that the lowest estimate received for this work amounted to £370. This provision would prevent draughts and thereby ameliorate the heating problem.

RESOLVED: That the General Purposes and Finance Sub-Committee be requested to seek a supplementary estimate, in the sum of £210 (being the difference between the provision in estimates and the lowest estimate of cost received for the work now to be carried out), for the provision of swing doors and partition at the Chandos Secondary Modern Schools.

20. Headstone Secondary Modern School: Reinstatement of Canteen: TheBorough Education Officer reported that it was now desirable to reinstate the canteen at this school, which had, to increase teaching space, been partitioned to make three classrooms or dining units. With the building of Phase II of the extensions this was no longer necessary or desirable. The Borough Architect and Planner had obtained an estimate, in the sum of £120, for the removal of these partitions and making good.

RESOLVED: That the General Purposes and Finance Sub-Committee be requested to seek a supplementary estimate, in the sum of £120, for the removal of partitions and making good in the canteen at the Headstone Secondary Modern School.

20. Transport of Pupils Attending Chandos and Camrose Secondary Schools and Residing in Elstree: The Sub-Committee, at their meeting in April last, resolved that, whilst there had been an improvement following the introduction of inter­ change bus tickets on this route, the County Council be requested to give further consideration to the question of hiring private transport for the transport of pupils residing in Elstree and attending Chandos and Camrose Schools.

The County Council, in reply, had said that the London Transport Executive, after making special loading checks of buses on the route concerned, are of the opinion that the requirements are being adequately met, and they are of the opinion that the provision of private transport for these pupils could not be justified.

21. Kenmore Park Play Centre: The Borough Education Officer reported that, since the Play Centre had been open for vacation periods only, the average daily attendance had been 47. Pupils using the Centre come from all parts of Harrow, and more parents are availing themselves of the facilities offered.

RESOLVED: That the Play Centre continue to be opened during vacation periods only, and that the situation be reviewed again in July, 1964.

22. Chantry Primary Junior Mixed and Infants' School: The Borough Education Officer reported that, since the reorganisation of this school in 1961, the rolls have declined a little more than anticipated, but was of the opinion that the numbers would remain static for the next few years.

RESOLVED: That the headship, which will become vacant at the end of the year due to the retirement of Mr. Reid, be advertised.

23. Reference Library Allowance: The Borough Education Officer reported that a sum of £3,000 had again been included, in the estimates of Capital Expenditure for 1963/64, for the provision of reference library books in the secondary schools, in order that the libraries may be brought up to a minimum standard. At present only two grammar schools, Harrow County Boys and Harrow County Girls, have not received any additional allowance, and the Salvatorian College has requested that a further sum be made available, as the £290 given in 1961/62 was quite inadequate to purchase the books still required. Two secondary modern schools had also asked for further consideration, namely, Lascelles Boys and White- friars. In the case of Whitefriars Secondary School the amount required in 1956 (when library books were much less expensive) was £600 of which only £406 has been allocated during 1961/62 and 1962/63.

RESOLVED: That the following amounts be allocated from the sum available for Reference Library Books during 1963/64:

RESOLVED: That, in the circumstances reported, the County Council be recommended to approve the award of the Blackwell Scholarship, amounting to £20 per annum, as from 1st September, 1963, to a pupil for the full period of his school life at the Lower School of John Lyon, notwithstanding the fact that he is over the age laid down by the conditions of the award.

26. Teaching Staff. Appointments, Resignations, etc.: RESOLVED: (1) That details relating to staff appointments, resignations, etc., as now submitted and set out in the minute book, be received, and where necessary, confirmed.(2) That the Sub-Committee's thanks for past services and best wishes for a long and happy retirement be conveyed to Mrs. N. 19. Report of the Borough Treasurer: RESOLVED: That the cost and statistical statement of the School Meals Service for the year ended 31st March, 1963, as submitted by the Borough Treasurer, be received.

20. Special Services Report: RESOLVED: That the action of the Chairman, in giving approval to a child (M.G.) being ascertained as being in need of educa­ tional treatment, be confirmed.

21. Local Government Reorganisation: With reference to resolution 86 (28th February, 1963), the Borough Education Officer reported that it is anticipated that the London Government Bill will receive Royal Assent in the near future, and that he expected to be in a position to submit a full report in regard to the implementation of the proposals to the October meeting of the Sub- Committee.

RESOLVED: That the report be received.

22. Whitefriars Secondary School: With reference to resolution 77 (17th January, 1963), the Borough Education Officer reported that the Headmasters of White- friars Secondary Modern and Whitefriars Primary Schools had stated that, at the present time, the caretaking arrangements at the school are satisfactory. Further reports will be submitted if necessary.

RESOLVED: That the report be received.

23. Alderman C. E. Jordan: The Borough Education Officer reported that Alderman C. E. Jordan had recently been reappointed to the following offices for the ensuing year: —

(a) Chairman of the Middlesex Excepted Districts Association.(b) To the Middlesex seat upon the Executive Committee of the National

Association of Divisional Executives for Education.RESOLVED: That the Sub-Committee's congratulations to Alderman C. F.

24. Lascelles Secondary Boys' School: With reference to resolution 11 (20th June, 1963), the Borough Education Officer submitted a report giving further details in regard to the proposal that an R.A.C. Junior Motor Driver Course be held for members of the sixth form at Lascelles Secondary Boys' School.

RESOLVED: That, subject to the appropriate insurance cover being effected, to the signing of the necessary consent and indemnity forms by the parents, and to the cost of instruction being met by parents, approval be given for an R.A.C. Junior Motor Driver Course to be held for sixth form pupils upon the private road at Lascelles Secondary Modern Boys' School, after 5 p.m.

25. Supply of Milk to Schools: With reference to resolution 65 (22nd November, 1962), the Borough Education Officer reported that milk had been supplied in cartons to three schools for a trial period (a secondary, a primary Junior Mixed and Infant, and a primary Infant school), and reports were submitted from the Heads concerned upon the working of the scheme.

Certain difficulties had been experienced, particularly in regard to the quality of cartons and the straws, and the suppliers had stated that improvements would be made.

RESOLVED: (1) That a copy of the report be sent to the Chief Public Health Inspector.

(2) That additional schools be invited to participate in the trial scheme; and that a further report be submitted to the Sub-Committee at their meeting in December.

26. St. Anselm's Play Group: Application for Grant: The Borough Education Officer reported that the Chairman of the Education Committee had recently received a request from Mrs. Bruce, who is organising a " Nursery Group " in the Kenton area on two mornings per week for children between the ages of two and five. Mrs. Bruce sought information as to the possibility of obtaining grants under section 53 of the Education Act or under the Health or Children's Act to assist the work of this group. At present they hire a hall and provide simple apparatus and have found a person to take charge, but they are unable to meet the salary of a qualified professional helper whom they think they should have.

The Chairman of the Education Committee and the Borough Education Officer had met Mrs. Bruce and discussed the matter with her and the Borough Education Officer had since been in communication with the Chief Education Officer, the Clerk of the County Council and the Town Clerk in connection with this application for financial assistance.

On llth June, 1963, a further communication was addressed to the Town Clerk by Mrs. Bruce, as Hon. Secretary of the St. Anselm's Play Group, and in addition the letter was signed by thirteen mothers who had been running this group since October last, asking for a grant of £70 to cover the cost of hiring the hall which is used.

After giving very careful consideration to the application, together with a report from the Town Clerk, your Sub-Committee are unable to support the application for financial assistance.

RESOLVED: That no action be taken in connection with an application from the Hon. Secretary for a grant towards the cost of running the St. Anselm's Play Group.

Alderman Alien, J.P., voted against this resolution.

27. Vacation: RESOLVED : That the Chairman of the Sub-Committee be authorised to act in matters of urgency which may occur during the summer vacation period.

28. Heriots Wood Grammar School: RESOLVED : That, in view of the exceptional circumstances obtaining at the present time, the County Council be recommended to approve the allocation of additional clerical assistance of 400 hours per annum at the Heriots Wood Grammar School.
