It is with great humility that the Foundation presents to the public the second edition of the newsletter covering the period from July-December 2016. This edition provides an abstract of the various key activities of the Foundation which took place in the time in question.

During the second half of the year the Foundation has overseen the implementation of some major activities, such as the launch of Medium Term Strategic Plan (MSTP) 2016-2020. The document encompasses seven core research themes and twenty sic subthemes. The MSTP is the guiding document in undertaking the core mandate of the Foundation in Research, Capacity Building and Knowledge Management.

The Foundation in partnership with United Nations Development Programme (UNDP) launched the Africa Human Development Report (AHDR) 2016 with the theme Accelerating Gender Equality and Women Empowerment in Africa. The AHDR reveals that significant gaps continue to exist in terms of accessing education and health care.

Toward the end of the year in November, the Foundation hosted another the Getenergy VTEC Africa 2016 Conference as well as hosting of the Foundation’s own series of Annual National Conference with the theme Social Policy in the Context of Economic Transformation.

In the period in question the research continued implementing research projects in the mandated thematic areas MSTP 2016 - 2020. The Department successfully completed eight projects such as phase one Out of School Children Project, Backstopping Ministry of Finance and Planning on the Second Five Year Development Plan (2FYDP) Implementation strategy, Girl Economic Empowerment: The Best Contraceptives Phase IV and the Development of Simiyu Investment Guide Project.

The period also saw the Commission Studies department conduct 5 new projects such as the East African Community Phase Out of Second-hand Clothing & Footwear (Mitumba), Baseline data collection for Impact Evaluation of the Patient Procurement Platform, How can the SDGs and infrastructure financing contribute towards development? Mapping current trends in infrastructure financing within low-income countries in Africa, Economic impact Assessment services for Agribusiness Reforms in Tanzania and the State of Civil Societies Organizations (CSOs) in Tanzania

During the time in question the Governance and Capacity Development Department continued to inform the society through its different platforms. The department conducted several policy dialogues more notably the Post-Budget Policy Dialogue on the implication of the 2016/2017 budget on health, as well as the conference on Opportunities

and Risks of LDCs Graduation. The Foundation also organized a number of knowledge sharing workshops.

During the second half of the year, the Knowledge Management and Innovation (KMI) continued to implement activities pertaining to the two hosted projects which geared to strengthen community knowledge and ICT for development, knowledge transfer well as information sharing and dissemination. The Department managed to produce 15 radio and TV programmes, it also finalized the installation of three community radios, the Unyanja FM, Ileje FM and Bunda FM.

The Department also organized agribusiness workshop in Mwanza to reveal opportunities that are available in smart farming. The KMI department continued to promote and support Integrated Fish Farming as an Alternative Source of Income Generation and Livelihood. In its routine work, the Department continued to manage and maintain the ESRF’s websites (TzOnline, Development Gateway and Taknet) also rendered services to Library users (Both in house and the outside researchers).

The Foundation wishes to thank all our stakeholders, the Government of Tanzania, IDRC, Civil Society, Private Sector, UNDP and others for their continued support.

In her welcoming remarks, Dr. Tausi Mbaga Kida, the Executive Director of ESRF “Host- Country said that the main objective of the event was to develop and advance partnerships and best practice for developing local skills, supply chains and increasing local education capacity in the exploration, production, and transportation of energy.

She further said, the discovery and production of natural gas on a commercial scale in Tanzania has both opportunities and challenges. In order to ensure that these resources are effectively produced and managed and benefit all Tanzanians, locals must be enabled to participate in the value chain activities.

On 29th November, 2016 the Economic and Social Research Foundation (ESRF) gathered together the scholars, policy makers, researchers, private and civil society practitionersfor the 5th Annual National Conference to deliberate on the various papers on issues of national interest and human development.

The National A n n u a l C o n f e r e n c e was organized by ESRF in c o l l a b o r a t i o n with the United Nations D e v e l o p m e n t P r o g r a m m e (UNDP) came ahead of the Tanzania Human D e v e l o p m e n t Report 2017 (THDR) which is planned to be released next year, bearing the theme ‘Social Policy in the Context of Economic Transformation

in Tanzania.’

The conference was officiatedby Dr. Ashatu Kijaji, the Deputy Minister for Finance and Planning at the Hyatt Regency, the Kilimanjaro Hotel. The Guest of Honour commended the contribution played by research organizations in the country and the role played by scholars in augmenting

efforts by the government in serving her people.

According to Dr Kijaji, the country highly depends on the work done by researchers and scholars in human development. In her welcoming remarks Dr. Tausi Mbaga Kida, the ESRF Executive Director said that the aim of the conference was to present and discuss 11 background papers of the Tanzania Human Development Report 2017 with development stakeholders for the purpose of informing policy on issues of national interest especially on social policy and human development nexus in the country.

framework.

Other papers are; Social policy in historic perspective in Tanzania, Social policy, gender and labour, Health as a productive sector, Social protection: Safety Net or vehicle for transformation, Education foundations of development of skills and productive capacities and water provisioning in Tanzania: Access, Financing and policy trends.

The representative of UNDP country Director, Mr. Amon Manyama, said that the 2016’stheme provides an opportunity to reflect on the future course of social policy for economic transformation in Tanzania and opportunities to discuss Tanzania’s

development from a human perspective.

In his remarks ESRF chairman of the Board of Trustees, Mr Philemon Luhanjo said ESRF had managed to implement five phases of its strategic plan since its establishment and that it had recorded a significant contribution in Tanzania’s policy making and development process. “We are proud to note the Foundation’s significant contributions to the development process, including actively supporting sectoral and national strategic medium and long-term planning initiatives.

These are represented by the formulation of the National Development

Vision 2025 in 1998-2000, its strategic review in 2011, strategic reviews of the FYDP I and MKUKUTA II, as well as formulation of the FYDP II.” Mr. Luhanjo added.

The national annual conference had a plenary session, where two papers: Situating social policy in social economic transformation: A conceptual framework; and, Aid dependency in financing the space for social provisioning in Tanzania: A macroeconomic perspective were presented.

The plenary session was succeeded by two break away sessions where four papers were presented in each session.

The colorful event was held at the Economic and Social Research Foundation Conference Hall attracting participants from the government and its agencies, academia, development partners, private sector, civil society and the media.

In her speech, the Guest of Honor lauded ESRF for the MTSP since it has priority issues for research and capacity development areas which will assist the government in implementing its works “, I have also noted that in the Strategic Plan which we are launching today, the ESRF has positioned herself to play a leading role in supporting the Government in the implementation of Sustainable Development Goals in Tanzania” she said.

During the launch, there was a presentation delivered by Dr. Oswald Mashindano, the Principal Research Associate, ESRF covering MTSP themes and sub themes in order to give the participants the broader picture of the strategic plan. Questions from participants were answered and clarified by ESRF’s Heads of Departments.

The ESRF’s sixth Medium Term Strategic Plan contains seven Core Research

Themes and twenty six sub themes. The Core themes are; Inclusive growth, Employment and Industrialization, Governance and Accountability, Globalization and Regional Integration, Social Services Delivery and Social Protection, Natural Resources and Environmental Management, Knowledge Management and Social Innovation, Implementing Sustainable

development Goals (SDGs)

The Medium Term Strategic Plan is prepared in a way of showing the Foundation’s roadmap by setting out priorities and plans, as well as providing contextual justification of those priorities in a comprehensive and coherent manner.

StRatEgic RESEaRcH and PuBLicationS

In fulfilling the principal mandate to undertake research the departments’ activities for July November considered ESRF seven thematic areas/clusters as outlined in our 2016-2020 Medium Term Strategic Plan to match with national policy priorities of the 5th Phase Government as well as the regional and global concerns.

The research conducted by the department in the period under review was crucial to assist the country in providing research evidence for informed decisions.

This includes evidence-based research to support implementation of the Long Term Perspective Plan (LTPP), as well as the Second Five Year Development Plan (FYDP II) that seeks to nurture and industrialize the economy for the purpose of human development.

Key Project details:

Backstopping MoFP on the 2FydP implementation Strategy

Following the unveiling of the second Fiver-Year Development Plan (FYDP II), the Government of Tanzania is in the process of developing an Implementation Strategy to guide the

implementation of the interventions outlined in the Plan. The ESRF, working with Overseas Development Initiative, Supporting Economic Transformation Programme (ODI-SET), was asked to assist with developing an analytical paper on principles for effective implementation and should serve as input to the implementation strategy.

In addition, the ESRF, working in collaboration with the Ministry of Finance and Planning, Planning Commission, and ODI-SET, coordinated a consultative workshop with the purpose of providing the private sector, and private sector organizations with the space to advise on how to facilitate private sector initiatives in implementing the Plan.

Migrant organization and Spontaneous urban Planning: Keys for a Rational urbanization Process in the absence of State.

The general objective of the project is to foster better and more rational processes of urban expansion in developing countries, in a context of informal urbanization and absence of formal, state-sponsored or otherwise, urban planning.

Practical norms in Education and

Health Sectors

The study aims at explaining ways to improve service delivery and levels of integrity by drawing on empirical evidence on practical informal norms in key government departments (health and education) in francophone (Senegal, Togo, Niger) and Anglophone (Seirra Leone, Malawi, Tanzania)

out of School children (ooSc) in the Primary Education System in Mara Region

Objective of the this study was to profile the out of school children in Mara Region, as well as profile all available public/private schools, and identify potential support services and organization that extend to support these children to or re-enrol in school. Thus, the baseline is meant to provide the basis for which the intervention by the Mara Alliance will be designed as remedial measures.

East africa youth inclusion

EAYIP’s overarching program goal is to improve the livelihoods of 25,000 youth in Uganda and Tanzania by increasing their income through youth employment and enterprise development. Providing youth with a direct pathway to sustainable livelihood is an integral part

Extractive industry gap analysis and designing of the tanzania Extractive industries governance Programme (tEgoP)

The aim of this project was to identify existing gaps and needs in support given to the government in strengthening its capacity in governing and managing EI and recommend best approaches for UNDP engagement. Subsquently, develop a programme to be implemented by UNDP, taking into full account the identified gaps and needs in the Gap Analysis study.

This work aimed at mapping the business opportunities in Simiyu Region and develop a

business guide to highlight the various business opportunities for prospective investors and various stakeholders.

Publications:

Since June 2016 the department prepared the following publications:

• The SRPD prepared two (2) issues of

QER covering periods of April-June 2016 and July-September 2016.

• Produced one (1) issue of Tanzania Economic Review for the year 2013.

• Published sixteen (10) Discussion Papers.

• Published four (4) Policy Briefs.• The department successfully prepared

the Annual Report for 2015.

govERnancE and caPacity dEvELoPMEnt dEPaRtMEnt

As reflected in this year’s work plan, the Governance and Capacity Development Department (GCDD) has continued to implement its activities based on evidence-based research findings to

build capacity in policy development and analysis.

CD activities are implemented in the backdrop of the national and International

development frameworks such as Tanzania Development Vision (TDV 2025), the Five Year Development Plan (FYDP) II, Agenda 2063 and agenda 2030 for Sustainable Development.

From July-December 2016, the department conducted four (4) policy dialogues. These included: The Post-Budget policy dialogue on the Implication of the 2016/17 Budget on the Health and Industrial Sectors in Tanzania held on 29th July 2016 at ESRF Conference Hall; The National Reference Group Meeting on Agro-processing: Where does Agro-Processing meet Trade, Climate Change

and Food Security? held on 16th September, 2016 at ESRF Conference Hall; The Policy Institute Committee Meeting on the African Capacity Index

(ACI) in collaboration with the Africa Capacity Building Foundation (ACBF) which was held on 27th September 2016 at Ramada Resort; and the Getenergy VTEC Africa 2016 meeting for host Governments and the Oil and Gas industry in the Sub-Saharan Africa region which was held on 22nd-23rd November 2016 at Mlimani City Conference Centre.

During the referred period, the department organized four (4) knowledge sharing workshops namely: A National Sensitization Workshop on Making the Commitments of the Sustainable Development Goals work for Older People in Tanzania held on 1st September 2016 at ESRF Conference Hall; Meeting on Opportunities and Risks of LDCs Graduation held on 2nd September 2016 at ESRF Conference Hall; Working Session on the Phase out of Second Hand Clothing and Footwear in the East African Community held on 25th August 2016; and the National Consultative Workshop on the Role of the Private Sector in the Implementation of the Second Five Year Development Plan

(FYDP II) held on September 27th 2016 at ESRF Conference Hall.

The department also organized the Launch of the Africa Human Development Report 2016: Accelerating Gender Equality and Women’s Empowerment in Africa which was held on 21st September 2016 at the Best Western Coral Beach Hotel.This was organized in collaboration with UNDP and was officiated by Ms. Sihaba Nkinga, the Permanent Secretary, Ministry of Health, Community Development, Gender, Elderly and Children.

The department also organized the launch of the ESRF Medium Term Strategic Plan (MTSP 2016-2020) in order to inform the stakeholders of the Foundation’s focus on central issues to the Five Year Development Plan II (FYDP-II) as well as on the key sector strategies in agriculture, livestock, mining, tourism, and industry. The launch was held on 2nd November 2016 at ESRF Conference Hall. Ms. Amina H. Shabani, the Deputy Permanent Secretary, Ministry of Finance

and Planning officiated the launch on behalf of Mr. Doto James, the Permanent Secretary of the same Ministry.

The department also organized three (3) short training courses on how to write winning proposals and breakthrough to major funders which was held on Wednesday 20th August 2016 at ESRF conference hall; Training of ESRF researchers on how to write proposals according to DFID Standards which was held on 5th August 2016 at ESRF Conference Hall; and Training of CSO’s in developing M&E framework for inclusion in strategic plans was held on 28th September 2016 at ESRF Conference Hall.

The ESRF 5th Annual National Conference was held on November 29th 2016 at the Hyatt Regency, The Kilimanjaro Hotel. The theme of the conference was “Social Policy in the Context of Economic Transformation” derived from THDR 2017. Hon. Dr. Ashatu K. Kijaji, Deputy Minister, Ministry of Finance and Planning officiated the meeting that was jointly organized with UNDP.

Meanwhile the department has continued to host university students for field attachments and university graduates as interns for the mentoring and coaching programme. During the reporting period, the department continued to provide mentoring and coaching to young professionals accepted to the Foundation for Internship or Field Attachment.

The 11 Background papers prepared for Tanzania Human Development Report 2017 were distributed during the conference.

coMMiSSionEd RESEaRcHThe Commissioned Research Department (CRD) is implementing and coordinating demand driven research in accordance with the foundation’s research agenda and strategic plan. The core activities of the department include conducting socio-economic policy research, writing proposals and expression of interests for consultancy assignments, strengthens networking and project management.

The department has conducted a total of 5 new projects from July 2016 to November 2016. The projects are: East African Community Phase Out of Second-hand Clothing & Footwear (Mitumba), Baseline data collection for Impact Evaluation of the Patient Procurement Platform and Winners Insurance Projects, How can the

SDGs and infrastructure financing contribute towards development? Mapping current trends in infrastructure financing within low-income countries in Africa, Economic impact Assessment services for Agribusiness Reforms in Tanzania and the State of Civil Societies Organizations (CSOs) in Tanzania. As detailed here below:

1. East african community Phase out of Second-hand clothing & Footwear (Mitumba).

East African Community (EAC) Mitumba phase out study was commissioned by and for the Ministry of Industry, Trade and Investment (MITI) through its Textile Development Unit (TDU) to examine Mitumba sector and implication of the phase out in view of identifying key

r e c o m m e n d a t i o n s for the Government roadmap in implementing it. The phase out is the Government’s response to the EAC directive. In undertaking the study, Overseas Development Institute (ODI) was c o m m i s s i o n e d alongside with ESRF to consult a number of key stakeholders including the MITI, Ministry of EAC and other key MDAs (Ministries, D e p a r t m e n t s and Agencies), Mitumba traders and consumers, and local textiles and garments producers among other key players in the private sector.

The study was conducted in two weeks and also aimed

at identifying the awareness and perception of the customers and traders about the intention of the government to phase out Mitumba business in Tanzania.

2. Baseline data collection for impact Evaluation of the Patient Procurement Platform

Imperial University College (UK) and the World Food Programme (WFP) commissioned ESRF to undertake a baseline data collection for Impact Evaluations of the Patient Procurement Platforms and Winners Insurance Projects in 10 regions namely Mbeya ,Songwe, Njombe, Ruvuma,Singida, Morogoro, Dodoma , Manyara , Arusha and Kilimanjaro.

The study aims at increasing maize farmers productivity and enhancing their markets in the region. The first phase has already been conducted in the Southern part covering four main regions (Mbeya, Songwe, Ruvuma and Njombe) and second phase is yet to commence on 6th December covering the remaining 6 regions.

3. How can the Sdgs and infrastructure financing contribute towards development? Mapping current trends in infrastructure financing within low-income countries in africa

This project was commissioned bySouth African Institute of International Affairs (SAIIA).The objective of this study is to better understand the borrowing patterns of African LICs, the challenges they face, and the changing trends in infrastructure financing and development against the backdrop of SDG 9 of Industry Innovation and Infrastructure.

4. Economic impact assessment services for agribusiness Reforms in tanzania

On another count, the Vice President said, the local force and supply chain must be rapidly and strategically put in place in order to meet with the needs of the growing industry. She further pointed out that in Tanzania the

untapped natural gas discoveries stand at 57.27tcf, and country looks towards becoming a significant exporter by 2020.

Alliance for a Green Revolution in Africa (AGRA) commissioned ESRF to undertake a research a for African Agribusiness (MIRA) project in Tanzania. The aim of this project is to provide governments with access to high quality local and international technical assistance for identifying, prioritizing and reforming specific agricultural regulations that currently deter or limit private investment in agribusiness operating in smallholder agricultural value chains.

This project will also ultimately build capacity of African governments to continuously review and reform regulations that unintentionally

limit private investment in local agribusinesses operating in the smallholder value chains.

5. the State of civil Societies organizations (cSos) in tanzania

This research study was commissioned by the Foundation for Civil Society(FCS) in Tanzania. The study aimed to conduct an inventory that will update on the number of existing CSOs in Tanzania, their thematic objectives, structures and functions and to generate up-to-date information on the state of CSOs in Tanzania to inform further interventions by FCS, the government, development

partners and other stakeholders.

Three State of CSO reports have already been published in 2009, 2010 and 2013 years respectively and thus the current study has provided an update of the latest report based ongeographical coverage, structure, legal framework, funding details as well as information on the trends, successes recorded and challenges facing the civil society sector in Tanzania annually.

The study was conducted for 10 days andcovered 8 regions namely: Dar es Salaam, Kagera, Lindi, Dodoma, Iringa, Kigoma, Zanzibar and Arusha

From July to December 2016, the KMI Department continued to implement activities under the two projects namely Capacity Development for Results Based Monitoring & Audit and Pro- Poor Economic Growth and Environmentally Sustainable Development Programme.

The projects focuse on strengthening Community Knowledge and ICT for Development, Knowledge Transfer and Innovation and Information Sharing and Dissemination.

Strengthening community Knowledge and ict for development

Content has been an acute challenge to most community radio stations in the country, in solving this problem, the Department through the Maendeleo studio between July and December managed to produce 15 educative programmes for television stations and radio. Some of these programmes have beeen sent to various community radio stations.

The Department assisted the finalization and installation as well as commissioning of Community radios in Bunda (Bunda FM) Ileje (Ileje FM) and Nyasa (Unyanja FM). Kagera Community radio, Mazingira FM and

Sengerema also received funding for developing business as well as future sustainable plans.

The Department won the proposal for contents development for community radios, the funding was secured and radio programmes on poverty reduction, environment protection, youths’ development, climate change and gender were produced.

Knowledge transfer and innovations

The KMI Department supported Horticulture and Fish farming in Mtwara through construction of water system in Mtwara Rural district. KMI also conducted a study on Development of Biharamulo District Investment Profile to attract investors into Environment Friendly projects and to help overcome the problem of encroachment of forest reserve by farmers and livestock keepers.

In August 2016 the KMI organized Knowledge Transfer workshops on agribusiness and smart farming in Mwanza City for Lake Zone. The workshop was organized with the purpose of revealing opportunities that are available in smart farming and it attracted more than 750 participants from the Lake Zone. The workshop

ESRF in collaboration with the Simiyu Regional Office organized a National Youth Forum in Bariadi, Simiyu Region with the theme of “Youth and Industrialization in view of Tanzania Development Vision 2025”.

The Forum was featured by presentations from experts and some

discussions on the position of youths in industrialization process as articulated in the Tanzania Five Years Development Plan (2016/17 – 2020/21) and the President’s directives on Tanzania with industrialization. The forum attracted morethan 850 participants.

The Department in partnership with AEC Konsult of South Africa organized the launching of a PAN - African Entrepreneurship platform in Dar es

Salaam. This is a Diaspora initiative for facilitating access of Tanzanian

products to the SADC Market through linking entrepreneurs from SADC to Tanzania. Itdrew about 120 participants from Tanzania, and 11 entrepreneurs from South Africa, 3 Zambia, 1 Kenya and 1 from Rwanda. The purpose of the forum was to help the entrepreneurs to network and learn from each other’s success and challenges in order to improve and thrive in the competitive Africa and global Market.

In the period under the review, the Department showcased Foundation’s products and services during theAfrica VTEC 2016 Exhibition held at Mlimani City Conference Hall.

It was an opportunity for the Foundation to market itself to different visitors and media houses

The Department also continued to render Library services to in house researchers and the general public, by providing useful information. It also continued to update different ESRF’s websites TzOnline, Tanzania Gateway, Taknet.

It also managed to maintain and upgrade various systems in making sure that all the ICT related services at ESRF are running optimally.

The United Nations Development Programme (UNDP) in Tanzania in partnership with the Economic and Social Research Foundation (ESRF)launched the Africa Human Development Report 2016 titled: “Africa Human Development Report 2016, Accelerating Gender Equality and Women’s Empowerment in Africa.”

The launching ceremony was held on November 21th, 2016 at Best Western Hotel, Coral Beach officiated by Ms. Sihaba Nkinga, the Permanent Secretary, Ministry of Health, Community Development, Gender, Elderly and Children.

education and health care thereby posing a significant human development challenge and impending Africa’s structural transformation.

The launching ceremony was featured by a presentation from Dr. Rodgers Dhliwayo, Economics Advisory for Tanzania and

East Africa Community, United Nations Development Programme. Dr. Rodgers saidrising human development across Africa is threatened by inequality. He further said expanding capabilities and opportunities for women and men are central to sustainable human development. “Persistent inequality and

a gender gap prevent Africa’s economic, social and political transformation.”

He revealed that in 2014, Africa got a loss of around USD 105 billion (6% GDP) because of gender gap and inequality. “This gender gap is driven by unequal distribution of wealth, power, opportunities as well as the negative social and institutional norms that affect women’s health, education, security, work, and leadership,” he noted.

In September 16th, 2016 the Economic and Social Research Foundation (ESRF)

in partnership with CUTS International Geneva organized a National Reference

Group Meeting on “Agro- Processing: Where does Agro-Processing meet Trade, Climate Change and Food Security?” which was officiated by Ambassador Extra Ordinary and Plenipotentiary Modest J. Mero at the ESRF Conference Hall.

The one day meeting sought to share findings of the policy research study with stakeholders on how agro-processing can become more climate aware, trade driven and food security enhancing in Tanzania. The meeting further, charted out the current policy agenda in order to identify where to influence policy and briefed stakeholders on the status of current multilateral trade and climate negotiations.

The Foundation hosted the Pan African Entrepreneruship Platform Forum on the 17th November 2016. The Forum made by AEC Konsult, THUD and ESRF brought together young entrepreneurs from South Africa, Kenya and Zambia to network and share experiences with a good number of Tanzanian entrepreneurs. AEC Konsult is a consultancy firm based

in South Africa owned by Ms. Fay Shao a Tanzanian Diaspora.

The Foundation brought numerous local entrepreneurs the majority of them being below the age 25 to come and network amongst themselves and their counterparts from the Eastern and Southern African Region. Some

business seed funds had been allocated for the entrepreneurs or prospective entrepreneurs who would pitch a business concept then gets voted by the participants.

The presenter who attained the highest aggregate grades was granted the prize in kind and was also promised a free business consultation services from time to time from AEC Consultant for the duration of the execution of the business.

Speaking on behalf of the Executive Director Prof. Fortunata Makene emphasized the role of young entrepreneurs in Tanzania, and stated that “Half of the population of Tanzania consists of the youth, thus it is upon the youth to step forward and assume the mantle of creating employment hand in hand with all stakeholders”.

The workshop was aimed at training and bringing up young entrepreneurs and exposing them to various opportunities in shaping their skills. ESRF and partners plan to do a monthly networking forum as of 2017 with the young entrepreneurs to help them horn their entrepreneurial acumen and offer an opportunity network with other business prospective.

nationaL SEnSitization WoRKSHoP FoR tHE ELdERLy PEoPLE in tanzania

The Economic and Social Research Foundation (ESRF) in collaboration with Help Age International organized a national sensitization workshop to discuss the implementation of Sustainable Development Goals (SDGs) in Tanzania focusing particularly on elderly.

The workshop was officiated by Hon. Ummy Mwalimu - the Minister of Health, Community Development, Gender, Elderly and Children on September 1st, 2016 at the Economic and Social Research Foundation Conference Hall.

In her welcoming remarks, Dr. Tausi Mbaga Kida, the Executive Director of ESRF highlighted four objectives of the workshop as;

• To review the 17 Sustainable Development Goals with a view of understanding the application and relevance of the specific Goals to older people issues

• To sensitize stakeholders involved in the localization of the SDG’s in Tanzania on the relevant SDG’s on ageing and explore opportunities to include vulnerable groups and

establishing common ground to address.

• To anchor the SDG’s in Tanzania’s development frameworks such as Tanzania Development Vision 2015, The Five Year Development Plan (FYDP II) and sector policies, with a purpose of uncovering the extent to which older people’s issues are addressed and monitored

• To critically review national level development indicators and data collection systems in Tanzania with a view of identifying better ways for data generation in order to provide a solid base for policy and planning to ensure ageing issues are included

In August 27th 2016, the Economic and Social Research Foundation (ESRF) in collaboration with the United Nations Development Program (UNDP) and United Nations Environment Program (UNEP) organized a one day dissemination workshop on Agribusiness in Lake Zone. The live event held at the Rock City Mall in Mwanza, was officiated by Hon. John Vianey Mongella, the Mwanza Regional Commissioner.

The workshop aimed at disseminating findings of the studies and sharing of experiences from pilot projects districts of Ileje, Nyasa, Sengerema, Ikungi, Bukoba Rural and Bunda, some farmers groups, champions in projects districts and the National Service, Rwamkoma and Ruvu Camps.

In her welcoming remarks, Dr. Tausi Mbaga Kida the Executive Director of ESRF told the participants that researches conducted in these six districts have shown that the advancement of technology has increased opportunities in different sectors including agriculture. She said, Technology has assisted farmers not to largely depend on rainfall, which to-date has been a challenge in the country. She further said that technology has assisted farmers to produce abundantly and quality products in a small piece of land.

Meanwhile, Dr. Charles Mahika – Director of Aquaculture Development Division, Ministry of Agriculture, Livestock and

Fisheries told the participants that, his Ministry in collaboration with countries around Lake Victoria are preparing a guideline for introducing fish caging which is in the final stages. Once the guideline is signed it will pave a way for development of Cage culture in the country, which is believed to be a suitable and lucrative type of fish farming.

The workshop featured six presentations from the experts in respective areas of specialization. The presentations, covered wider subject areas including;

poultry, entrepreneurship, green house technology, Hydroponic fodder, Hydroponic vegetable, aquaponic and circulative fish farming. Other areas included; fish farming by using ponds and cages, modern beekeeping as well as Azolla as animal feed and Bio-fertilizer.

Mr. Ahmed Mbae, a farmer from Bukoba Rural who uses Azolla and fodder to feed chicken and fish; testified that the use of Azolla and fodder as animal feed has reduced drastically the cost of buying feed for his livestock. Ms. Kallega, from Bukoba Rural who uses Azolla shared the same testimony.

The Lake zone Agribusiness workshop drew more than 750 participants from regions of Geita, Mara, Kagera and Mwanza. The workshop was the

second in a roll preceded by the one held in Dar es Salaam in April, 2016 which also attracted more than 600 participants from Dar es Salaam and nearby regions.

In her speech, the Minister urged various stakeholders of development in the country especially the youth to have a self awareness and thinking of development especially in industries. She further elaborated that the industrialization which is being advocated today is among the agenda in the Tanzania Development Vision 2025.

The Minister however, expressed her dissatisfaction with the behavior among youths who want don’t to work instead they spend much of their time in jobless corners. She said youths are now required to sit down and think deeply on the various challenges faced by them and take positive action towards their development and of the nation at large.

Mr. Antony Mataka, the Simiyu Regional Commissioner said that, his region has begun to implement industrialization and he is proud to announce some products which are manufactured in his Region. He said, in Meatu district, there is meat processing plant while in Maswa District, there are two industries namely the chalk making and the other one is

for shoes making. Mr. Mataka however said, his region targets to be one of the top regions in Tanzania in contributing to the GDP.

The Forum was colored by presentations from experts and some discussions on the position of youths in industrialization process as articulated in the Tanzania Five Years Development Plan (2015/16 – 2020/21) and the President’s directive on Tanzania with

industrialization.

The National Youth Forum attracted participants from Government, Members of Parliament from the Parliamentary Trade and Industrial Committee, Youth representatives from University Students Organizations, Youth Leaders from NGOs, Officers from Vocational and Educational Training agencies and Tanzania Small Industries Development Organizations (SIDO).

The delegate was welcomed by Professor Fortunata Makene, the Head of Research and Publications Department, Mrs. Margareth Nzuki who doubled as the Head of Knowledge Management Department & Innovation and projects coordinator and some ESRF staff.

Prof. Makene gave the visitors a comprehensive briefing of the Foundation and its mandate to its broad range of its stakeholders ranging from the government, academia, civil society, the fast growing private sector and policy makers.

Speaking during the visit, the Ileje District Commissioner Hon. Mkude congratulated the ESRF for the efforts made to coordinate and manage the projects which led to vividly seen changes to the people’s living in his

District. The DC mentioned some of fruits of the projects as the establishment of Ileje Radio FM, Ileje District Website, Mobile Kilimo Platform and supporting beekeeping initiative.

Commenting to the statement by the Hon. DC, Mr. Joseph Mchome, the Ileje District Land and Natural Resource Officer who was the key person to these projects said, the two projects have helped the District in different areas. In information sharing, before the establishment of Ileje Radio FM, it was difficult to know what were happening in other villages in the same district. The radio has helped to share information among villages and their villagers.

Mrs. Margareth Nzuki, who is the team leader of these projects in project districts, gave the summary of the projects and their status. She said, apart from helping Ileje in establishing radio FM, MKilimo and supporting beekeeping,

the projects also helped other projects districts in smart agriculture, biogas as well as cage and pond fishing. In smart agriculture she said, the projects introduced hydroponic fodder- animal feed, acquaponic vegetable, azolla and green house technology.

Ms. Nzuki said by using smart agriculture one can use a small piece of land to produce an abundance of products. She cited JKT Bulamba, JKT Ruvu as demonstration sites whereby smart agriculture is being implemented.

Contributing on smart farming Ms. Janet Mbene, the Member of Parliament for the Ileje Constituent said, given its geographical position Ileje District has all features which can support smart agriculture, cage and pond fishing and biogas. She called upon ESRF to also think of extending these activities to Ileje District.

The Economic and Social Research Foundation in collaboration with the Government of Tanzania by the support from the United Nations Development Programme (UNDP) have been working in six districts of Ileje, Nyasa, Ikungi, Bunda, Bukoba

rural and Sengerema to implement the two projects whereby a good number of people have benefited from trainings on beekeeping, fish farming (ponds and cages), smart farming (the use of azolla- bio fertilizer and animal feed, hydroponic fodder), content development for websites and radio programme and Mobile Kilimo.

The Economic and Social Research Foundation working with Mara Alliance and Graca Machel Trust (International and Local Offices) identified over 5000 out of primary school regions in four districts. ESRF is implementing a two year project that requires the Foundations’ experts to profile 20,000 out of school primary children, in the six districts.

The Foundation had successfully trained over 500 primary school teachers on how to profile the out of school children assessing the nine priority areas identified as barriers to teaching and learning in the Care and Support for Teaching Learning (CSTL) Programme. District Education Officers (DEOs) and volunteers were training to

profile schools in relevant aspects that may contribute towards enrolment or truancy of students into these specific schools. The DEOs and the volunteers ably profiled over 200 schools in the four sampled districts of the first phase of the project.

The Foundation is presently doing the analysis of the information gathered about each student and each school, thereafter ESRF’s Knowledge Management and Innovation will create a database for the local government and Mara Alliance to follow up on each individual and progress made in all school and centers.

The profiling of the out of school children and schools will feed into the

intervention programme that will be introduced in January 2017 in the four districts. ESRF will continue to work with Graca Machel Trust and Mara Alliance in the other districts in profiling the students and schools, and identifying the needs to provide Graca Machel Trust and other stakeholders with the relevant information for intervention.

The Foundation will also evaluate MEMKWA and COBET centers to provide all the necessary alternatives to formal primary education schooling system while preparing the intervention to get the 5000 plus out of school students identified back to school. The Foundations hopes to profile the remaining districts of Rorya and Serengeti in 2017.

ESRF PRoFiLES out oF PRiMaRy ScHooL cHiLdREn

In 2013, the Foundation in collaboration with the Norwegian School of Economics (NHH) and Femina Hip began implementing the Girl’s Economic Empowerment project. The programme selected 3,500 girls from 80 secondary schools across Tanzania.

The sampled girls were split into 4 study groups and depending on the group they received a different combination of additional training (health and/or business skills trainings) in their final months of Secondary School.

The aim of the current phase was to

evaluate the impact of these trainings provided by Femina in 2013. This phase of the project involved biomedical testing for malaria, pregnancy and syphilis. From August 2016, survey sites were set up in 21 districts across 10 regions of Tanzania in order to conduct Face-to-Face interviews and medical testing for malaria, pregnancy and syphilis.

One of our collaborating partners, Economic Development Initiatives (EDI), with the support of ESRF implemented this phase of the project in data capturing for the biomedical

component. The team has successfully reached over 80 percent of the intended sample population.

ESRF researchers and NHH will co-author the final report and a policy brief on empowering young women in Tanzania in 2017 after completing the analysis of the data.

The project in previous phases had been implemented in collaboration with different partners at several points of the project more notably Femina Hip and Development Pioneer Consultants (DPCs) from 2013 to 2015.

ESRF oRganizES a tRaining WoRKSHoP onRE ciRcuLating aquacuLtuRE SyStEM - “RaS”

The Economic and Social Research Foundation (ESRF with the support from the United Nations Development Programme (UNDP) organized a three day workshop on Re circulating Aquaculture System – “RAS” which was held at the ESRF Conference Hall from 15th to 17th, December 2016.

The RAS training workshop was officiated by Dr. Charles Mahika, the Director for Aquaculture Division under the Ministry of Livestock and Fisheries.

In his speech, Dr. Mahika gave some statistics on fish production in Tanzania which is relatively low compared to the amount of water bodies which are available in the country. He called upon the participants to learn from an expert in order to gain knowledge which will assist to raise the production of fish in the country.

Professor Fortunata Makene, the Head of Research and Publication at ESRF told the participants that the

training workshop has resulted from research which ESRF conducted in six districts of Nyasa, Ikungi, Sengerema, Bukoba Rural, Ileje and Bunda whereby opportunities in modern agriculture and fishing were spotted out.

conducted and its outputs. She further said, the advancement of technology gives an advantage of using a small area of either land or water (ponds, cage, RAS etc) to produce an abundance of products if one follows all the required measures.

The RAS training workshop was conducted by Mr. David Fincham from the David Fincham Aquaculture PVTL Company based in South Africa. Apart from teaching successful engagement into commercial aquaculture, he also shared his experience and other experiences from various nations which

are practicing RAS.

Dr. Nathanael Madalla, from Sokoine University of Agriculture said, the training workshop has come at the right time, since it has linked aquaculture stakeholders together and now our task is to strategize the way forward of aquaculture industry in Tanzania.
