    On Leadership and Living

    When great leaders retire they either write their memoirs or they give speeches. Sometimesthey have valuable experience to share. I recently came across comments on leadership byretired four star general Colin Powell and found much of what he had to say to be true anduseful:

    Being responsible sometimes means pissing people off. Ironically, by procrastinating onthe difficult choices, by trying not to get anyone mad, and by treating everyone equally

    "nicely" regardless of their contributions, you'll simply ensure that the only people you'llwind up angering are the most creative and productive people in the organization.

    Don't be buffaloed by experts and elites. Experts often possess more data than judgment.Elites can become so inbred that they produce haemophiliacs who bleed to death as soonas they are nicked by the real world. Policies that emanate from ivory towers often havean adverse impact on the people out in the field who are fighting the wars or bringing inthe revenues. Real leaders are vigilant and combative in the face of these trends.

    You don't know what you can get away with until you try. So the moral is, don't ask. I'mserious. "If I haven't explicitly been told 'yes,' I can't do it," then believe that "If I haven'texplicitly been told 'no,' I can." There's a world of difference between these two points ofview.

    Fit no stereotypes. Don't chase the latest fads or those that make everyone else the mostcomfortable. The situation dictates which approach best accomplishes the team's mis-sion. Leaders honour their core values, but they are flexible in how they execute them.

    Part I: Use the formula P=40 to 70, in which P stands for the probability of success andthe numbers indicate the percentage of information acquired.

    Part II: Once the information is in the 40 to 70 range, go with your gut.

    Powell's advice is don't take action if you have only enough information to give you lessthan a 40 percent chance of being right, but don't wait until you have enough facts to be100 percent sure, because by then it is almost always too late. His instinct is right: To-day, excessive delays in the name of information-gathering breeds "analysis paralysis."Procrastination in the name of reducing risk actually increases risk.

    Perpetual optimism is a force multiplier. The ripple effect of a leader's enthusiasm andoptimism is awesome. Spare me the grim litany of the "realist"; give me the unrealistic

    aspirations of the optimist any day.

    The commander in the field is always right and the rear echelon is wrong, unless provedotherwise. Shift the power and the financial accountability to the folks who are bringingin the beans, not the ones who are counting or analyzing them.

    Command is lonely. Even as you create an informal, open, collaborative culture, prepareto be lonely.

    Uncover Hidden Investment Money

    Facing what seems to be a never-ending flow of day-to-day living expenses, it can appeardifficult to set aside money for investing. But you know you shouldpaying yourself firstby contributing regularly to your RRSP eligible investments and other investments is thebest way to achieve your retirement and long term financial goals.

    To help you do the right financial thing, here are three dos and donts for uncovering hid-den money you already have that you can use to regularly fund your investments.

    Do consolidate debt. Gather up your small loans and credit card debt and combine them ina larger debt consolidation loan at hopefully a better interest rate and a lower overallmonthly payment. Another option, transfer your credit card balances to a personal line ofcredit at an interest rate that is lower than the 18 to 28 per cent annual rates of most creditcards.

    Use the found money now available from your lower monthly loan/debt payments to fundyour investments.

    Do make your life less taxing. Great, you think,.I just got a big tax refund cheque.Well, really not so great. By having too much tax withheld from your pay each month, youare actually lending the government yourmoney, interest-free. Instead apply to reduce theamount withheld from your cheque (file a T1213 form with the Canada Revenue Agency)and invest that extra money each pay period.

    Dont make that a double-double. You buy a coffee on your way to work each dayprobably paying two, three or even four dollars or more for that large latte. Seems like asmall amountbut cut your coffee habit and invest those small dollar amounts in yourRRSP and heres what happens: Thanks to the magic of compounding, the price of yourdaily coffee will add up to an additional $11,000 in your plan in 10 years (based on an an-nual return of six per cent). Over 30 years, you could accumulate $67,000and that wouldprovide and annual pre-tax retirement income of $5,000 over 25 years. And thats just forinvesting the price of a regular coffee. Cut your more expensive latte habit and you wouldhave an additional $22,000 in your RRSP after 10 years and over $132,000 after 30 years.for a pre-tax annual retirement income of $10,000 for 25 years! Besides, your nerves wontbe as jangled.

    It can be tough to discipline yourself to invest those hidden dollarsmake it easier with a

    Pre-Authorized Contribution Plan (PAC) where direct withdrawals are made from yourbank account to an investment account. And remember: Your professional advisor can helpyou use these and other strategies to get the most out of your money and reach your finan-cial goals faster.

    On November 3rd, 1873 the first 150North West Mounted Police (NWMP)were sworn in at Lower Fort Garry,Manitoba, after an arduous overland

    journey from the east; training began fortheir march westward in 1874. Theyoung men were recruited by the militiafrom Ontario, Quebec, New Brunswickand Nova Scotia.

    In June 1874, the two groups assembled

    at Dufferin, Manitoba, to completepreparations for a march west to inter-cept the whisky traders from Montana.When clothing and equipment had beenissued and the divisions adjusted to equalstrength, all ranks were assembled for afull-dress ceremonial parade. This is theonly occasion in the history of the Forceon which it paraded at full strength.

    On 8 July, the Force began its marchwith a strength of 275 officers and men,114 Red River carts, 73 wagons, and two9-pounder field guns. The beef ration,

    still on the hoof, was herded along at theend of the column. CommissionerFrench planned to move directly to theforks of the Belly and Bow rivers, whereFort Whoop-up, headquarters of thewhisky traders, was rumoured to be. Hewould leave a garrison to police the area,and would return with the remainder ofthe Force to establish headquarters atFort Ellice. Another division of theForce was to leave the column at RochePercee and proceed to the north of whatis now Saskatchewan.

    On 18 September, after failing to locateFort Whoop-up, the column halted at asuitable site for winter quarters in theSweet Grass Hills. In seventy-two daysthey had covered more than 1700 km(1000 mi.) under most difficult condi-tions. The B, C, and F divisions were leftunder the command of Assistant Com-missioner Macleod, while D and E divi-sions returned with the commissioner toFort Ellice. The A Division was sta-tioned in Edmonton
