Student opinions are examined next, and include assessments on self concept, peer influence, attitudes toward police, and other factors. The surveys indicate that the DARE projects were successful; teachers, parents, and administrators all recorded positive opinions of DARE programs. The programs also fostered community involvement, multi-agency cooperation and pooling of resources, and enhanced citizens' positive attitude toward local police. A number of recommendations are made for future programs and a list of youth prevention programs appears. Four appendices offer examples of DARE lessons, a list of substance abuse coordinators, tha evaluation instruments used, and figures on juvenile arrests by local agencies. ABSTRACTThe DARE (Drug Abuse Resistance Education) program

P FACEDARE (Drug Abuse Resistance Education)is a drug abuse prevention education programdesigned to equip elementary school childrenwith skills for resisting peer pressure toexperiment with tobacco, drugs, and alcohol.Developed in 1983 as a cooperative effort bythe Los Angeles Police Department (LAPD)and the Los Angeles Unified School District(LAUSD), this unique program usesuniformed law enforcement officers to teach aformal curriculum to classroom students.DARE gives special attention to fifth and sixthgrades to prepare students for entry intomiddle/junior high and high school, wherethey are most likely to encounter pressures touse drugs. This program has severalnoteworthy features:

*DARE targets elementary schoolchildren. In the past, middle/junior high andhigh school drug education programs havecome too late to prevent drug use amongyouth. Therefore, substantial numbers ofyoung people report first use of alcohol,tobacco, and marijuana by middle/junior highschool.'

*DARE offers a highly structured,intensive fifth and sixth grade curriculumdeveloped by Dr. Ruth Rich, the Los AngelesUnified School District health educationinstructional specialist, in cooperation withrecognized experts in the field. A basicprecept of the DARE program is thatelementary school children lack sufficientsocial skills to resist peer pressure to say no todrugs. DARE instructors do not use the scaretactics of traditional approaches that focus onthe dangers of drug use. Instead, theinstructors teach children a variety oftechniques to resist peer pressure. As a resultof the instruction, children gain goodjudgement by learning skills in assertiveness,

self-esteem, and decision making and aregiven alternatives to tobacco, alcohol, anddrug use. In many instances the DAREcurriculum addresses learning objectives of theStates's department of education whileconforming to health education standards.

*DARE uses uniformed lawenforcement officers to conduct the class.Uniformed officers as DARE instructors notonly are role models for impressionablechildren but also have high credibility on thesubject of drug use. Moreover, by relating tostudents in a role other that of lawenforcement, officers develop a rapport thatpromotes positive attitudes toward the policeand greater respect for the law.

*DARE represents a long-termsolution to a problem that has developedover many years. Many people believe thatin time a change in public attitudes will reducethe demand for drugs. DARE seeks topromote that change. Equally important,DARE instructors instill in children decisionmaking capabilities that can be applied to avariety of situations as they mature.

In 1988, the Bureat of JusticeAssistance (BJA), Office of Justice Programs,U.S. Department of Justice, actively supportedthe DARE program by awarding grants tofund regional training centers to disseminatethe DARE program. Today, over 10,000 lawenforcement officers have been trained toteach DARE.

INTRODUCTION

The DARE (Drug Abuse ResistanceEducation) program focuses on teachingstudents decision-making skills, showing themhow to resist peer pressure to experiment withdrugs and alcohol, and providing positivealternatives to drug use. Although DARE isknown nationally and has been around for 10years it is fairly new to Idaho. Idaho's firstDARE program originated in Emmett,1988.The officer volunteered her time, usingvacation for the two week certificationtraining, and off hours to teach for the firstyear. In 1990 three Bureau of JusticeAssistance grant funded projects started inBingham County, Kootenai County and NezPerce County. Word spread from communityto community of the acceptance and supportfor DARE and over the last three years 23additional programs have been initiated, 16using federal and state grant funds.

The number of projects have increasedalong with expanding into middle school/Jrhigh. They are mostly rural in nature withcounty populations varying from 2500 to120,000. The 27 programs have made contactwith over 70,000 students in 1993. Some ofthe programs cross over county boundaries,multiple school districts, and many combineefforts of county and city law enforcementagencies.

Law enforcement experts recognize thatthe problem of substance use must beaddressed by stemming the demand, especiallyamong young people who might becometomorrow's drug users. School children mustbe educated about the dangers of drug use andencouraged to resist subtle and direct pressureson them to experiment with drugs.2

This report will look at Idaho's DAREprograms: Implementation Process; Program

Appraisal with Indicators of ProgramSuccess; and Outlook for the Future.

METHODOLOGY

An Evaluation, funded by Bureau ofJustice Assistance (BJA) subgranted by theIdaho Department of Law Enforcement,started in 1991 with the purchase of theDREAMS software, a DARE grantmanagement package designed by CookDatabase Design, and'implementation of fiveappraisal and survey instruments adopted fromthe federal DARE Implementation Guide.To use the DREAMS software several of thegrant funded projects needed compatiblehardware. Federal BJA and state grant fundswere used to purchase computers, printers andsoftware as needed for projects. On sitetraining was provided for the software andsurvey appraisal instruments. Appraisals weregiven to school administrators, teachers,parents, and pre/post Student Opinion SurveyQuestionnaire. The 1992-93 data provided asufficient quantity sampling for analysis.Copies of evaluation instruments are inAppendix C.

A monitoring site visit questionnairewas also developed to add to the survey datacollected. Each of the BJA grant fundedprograms receive at least five site visits a yearfrom the programmatic, fiscal and evaluationpersonnel. Grant funded projects are requiredto submit quarterly progress reports plus anarrative annual report. These reports werealso used as a resource. The non-grant fundedprojects were contacted in person or by phoneto answer the site questionnaire. All of theabove information was used to compile thisreport on the DARE projects in Idaho.

IMPLEMENTATION PROCESS

FUNDING

One of the first concerns given by mostlaw enforcement agencies considering aprogram such as DARE is funding to coverassociated cost of employees and materials.Law enforcement agencies in Idaho have beenvery resourceful in finding a way to fund theirrrograms. Of the 27 DARE projects.,L.oughout the state, 17 of them started withthe federal Office of Justice, Bureau of JusticeAssistance, Edward By ne Memorial, grantfunds. Over one and one half (1.5) milliondollars has funded DARE projects in the lastfour years. These funds are made availablethrough annual subgrant applications to theIdaho Department of Law Enforcement. In1990, 1991 and 1992 a total of $478,225 instate funds from the Idaho legislature wasincluded in the application process. Federaland State funding table is on page 3.

The other 10 projects have used avariety of resources to start, continue, orexpand, their programs. The resourcesinclude the following and/or combination of:Law Enforpement agency budgets; Officervolunteering time; Drug Free Schools fundsthrough school districts; Health and Welfaregrants; Community substance abuse councilsor boards fund raising efforts; and businessand community donations.

COMMUNITY

It is likely that the idea of starting aDARE program in a community has beencredited to one person or agency. Duringinterviews with the project personnel itbecame very obvious that the communityquickly seized the opportunity to supportDARE for the youth of their community.

Community substance abuse council,boards, planning committees, etal., have beencreated and proven in several areas to be very

beneficial as support for the DARE projects.These groups usually include a balancedrepresentation of the community such as: cityofficial(s), law enforcement, health &welfare, business, substance abuse specialist,education, students and local citizens. Theycome together with a shared goal "improvingthe community".

Community involvement has includedbut is not limited to the following: donations,public display of the DARE logo, purchase oft-shirts to wear at work on specified days,calls and letters of support to the officers andagencies. Citizen activism against drugdealers is not uncommon support (example onthe following page).

SCHOOLS

School involvement has been absolutelynecessary for the DARE program to beimplemented. The DARE curriculum isrev'ewed by the school board and, in manycases, the Parent Teacher Association (PTA)before implementation. The schoolsuperintendents, principals, teachers andSubstance Abuse Coordinators have workedwith the DARE Officers and providedassistance such as: to provide a point cfcontact, coordinate schedules, locate educationfunding resources, arrange for office space ifnecessary, and assist with extracurricularschool activities.

"In 1993, nearly three out of fourstudents at each of the grades surveyed feltthat drug education should begin before gradesix. The highest percentage of students, morethan 40 percent, felt it should begin at .hirdgrade or earlier. This finding is consistentwith the decrease in use and increase inperception of harm due to use which wasreported throughout the survey. "3

Central Elementary School has been using the DARE Program for

three years and it has been well received by parents, teachers, and

students. We have presented the complete program to all of our

sixth grade students and have also introduced our third, fourth,

and fifth grade students to the program. The students at the sixth

grade level exhibited a high level of interest in the different

lessons presented.

When Officer Powell is at our school during recess and noon

hour, he makes a point to interact with students on the playground

or in the lunchroom. This has been a very positive experience for

both the students and our DARE officer.

As principal of Central Elementary, I feel this is the best

program we have ever presented to our students and I would hopethat it could continue.

The DARE team also works with thePAYADA program, teaching one of thesegments, which is considered to complimentthe DARE program. This gives the officersmore time with the student's parents.

During the school year the DAREBoard sponsor "DARE Dances", in the juniorhigh and middle schools, the DARE officersare the DJ's. The dances have been verypopular student events.

There is a very active summer programin this area, so that contact does not end withgraduation, which includes bowling,swimming, movies, jogging/walking andservice projects. The summer program isfunded though a Health and Welfare grant. Atthe end of the 1993 summer activities theDARE students were rewarded with a specialcelebration. Karl Malone of the Utah Jazzbasketball team provided a special assemblyfor all DARE graduates. Students wereentertained by a new rap group, Hype-C.Also appearing at the assembly were thecurrent Miss Teen Idaho and teammate IsaacAustin of the Utah Jazz.

During1993 the program was expanded to include allof the 6th grade classes in the county andkindergarten through 5th grade.

Moscow Police developed and printeda celebrity poster with an anti-drug message.The poster is a photo of an Air ForceThunderbird jet, a Moscow Police patrol carand a DARE vehicle (Camaro) borrowed fromLewiston Police. The message on the posteris "D.A.R.E. TO BE..."

NEW PLYMOUTH .

This project started with the assistanceof Emmett's DARE Officer Ron Coats.Officer Coats taught the first year and OfficerFeldner assisted until officially receiving theDARE training. The joint efforts of the citycouncil, school district and the New PlymouthPolice Department has provided the smallrural town with the DARE program. ChiefCoburn and Officer Feldner said thecommunity businesses' support wasoverwhelming. They were "fighting overdonating the needed renovations" for theDARE car. The vehicle was a drug caseseizure. When the car was finished it notonly had the DARE logo but also the phrase"You deal drugs, we drive your car".

Officer Feldner began teaching thecurriculum in 1991. New Plymouth has a

population of 1200 with one elementary schooland three sixth grade classes. Officer Feldnertaught the core curriculum three to four hoursa week and continued to work the night ihiftat the five man New Plymouth PoliceDepartment.

On the early morning of January 20,1994, Officer Wade Feldner was shot andkilled in the line of duty. The DAREstudents, community, and family weredevastated and have suffered a great loss.

This is a joint effort of lawenforcement and fire fighters covering topicssuch as: drugs, firearm safety, fire safety, theuse of 911 and many others.

Officer Gleason appears at graduationin a red and black tuxedo donated by a localbusiness.

This program has increased in size dueto increase in population and demand forpresentations. Officers have been requestedby the Association of Home Study to dopresentations to the students involved in homestudy. There has been request to teach theJunior High curriculum in the next schoolyear. In the attempt to fill the demands theTwin Falls County Sheriff's office is in theprocess of training an officer to take over theout-lying area schools.

This program has received three yearsof federal and state grant funds. The city andcounty agencies have now picked up a portionof the total cost, and the Magic V?' .ey DAREFoundation has also provided a r lion of thefunding support for activities and programneeds. All of the Foundation fund raisers arerun by community volunteers.

Community Support: The localcommunity college supports DARE byallowing special appearances of the teambasketball players at special events. Allthrough the county there are black and redroad signs that say "This Community SupportsDARE".

Summer activities includes "DAREDay." DARE graduates get a discount atlocal business ( bowling, skating , videoarcade establishments, etc.).

This past year it was our distinct pleasure to host the D.A.R.E.program at Castleford school (a rural K-12 system in southwesternIdaho). This past week, Deputy GaryTelebar and I had interviewswith students at Lakeland HighSchool to select this semester'srole models. I commend Prin-cipal Chuck Kinsey and Coun-selor Don Wilhelm for assistingus in this selection.

The number of applicantsand the quality of those apply-ing made the selection pro-cess very difficult. It's greatto see so many of our youngpeople at the high school levelhave such an interest in help-ing the younger students. Iknow the rol; model class is

What a great week for the D.A.R.E. students. They had theopportunity to ask questions of high school role models and findout from them what it's like to be in high school and the kinds ofpressures they faced while growing up.

Here are some of the questions asked by the sixth gradeclasses and the answers given them by the role models.

QUEGT1ON:Da you get offered drugs very often?ANSWER:No. When you get a reputation for not using drugs,POST FALLS TRIBUNE 1993 the other kids respect that. They don't try to force you into

QUESTION:what is the best way to avoid drugs?ANSWERS:The best way to avoid drugs is to choose friends

with the same interests as you...know in advance what you aregoing to say to a person if they do offer you something. Don'twait until the last second to think of something to say.

Program Appraisals

PARENT APPRAISAL

Of the 589 returned parent surveys: 94% said their child told them about the DARE program; 14% said they attendedthe DARE parent meeting; and 83% recommend that the DARE program be continued, 3% were opposed and 14% wereunsure or neutral. As a result of the DARE program, over half (58%) of the surveyed parents said it was easier to talkto their child about drugs. When asked their opinion on what was the effect of the DARE program on their child'sattitude toward drug use 92% chose "less likely .) use drugs". In the opinion of the 589 parents surveyed, the DAREprogram contributed to a more positive attitude cc erning law enforcement (62%) and school (45%).

STUDENT OPINIONS

Student were asked to answer an opinion questionnaire which was designed to look at self-concept, knowledge andattitudes toward drug use, peer influences, acceptability of drug and alcohol use, consequences of use, and attitudestoward police. The following information is based on 5512 student surveys from around the state. The average age ofa DARE student in Idaho is 11; 51% are males and 49% females. Idaho DARE students have a healthy self-conceptattitude as the following chart demonstrates:

STUDENT OPINION

Attitudes Toward Police

Of the Idaho DARE students surveyed,93% stated most police officers can betrusted, and 87% felt that police officerswere not out to catch you doing somethingwrong.

To Tell an Adult or Not

Most of the Idaho DARE studentssurveyed, (95%), stated they would tell anadult if someone offered them a drug such asmarijuana.

NATIONAL STUDIES

Research has shown that DARE buildsan attitude in children against drugs, itincreases the children's ability to resist drugs,it enhances their self-esteem, reduces the levelof drug use, and it delays the onset of druguse. In July of 1993 a Participants'Evaluation of the DARE Program was releasedby The Gallup Organization, Inc. 7 he Gallupsurvey results are based on telephoneinterviews with a national sample of 632young people ages 11-18 . The surveyrevealed that 93 percent of DARE graduatesstate that DARE helps them avoid drugs andalcohol, increases their self-confidence andability to deal effectively with peer pressure.Although this is not a scientific longitudinalstudy, it does reflect attitudes of DAREgraduate students.

OUTLOOK for the FUTURE

FUNDING

Bureau of Justice Assistance grantfunds will continue to be available on asubgrant individual project application basisthrough the Idaho Criminal Justice Council.Projects with a community substance abusecouncil or board which conduct fund raisingactivities has proven to be an effective meansof funding. There are also grant fundsavailable through the Department of Healthand Welfare and Department of Education.Projects that have completely assumed thefunding of their program have a strongcommitment and support from le community.

LEGISLATIVE ACTIVITY

During 1990, 1991 and 1992 the StateLegislature provided a total of $750,000dollars to go to local agencies forapprehension and education. Funding wasrequested and denied during 1993 legislativesession. As federal grant funds decrease theneed for legislative support is moreimportant than ever.

ENHANCEMENT - EXPANSION

It is the goal of DARE programs inIdaho that all the students in fifth/sixth gradereceive the core curriculum and kindergartenthrough 6th grade receive the basicintroduction, visitation sessions. It is theconsensus of the DARE Officers and theiragencies that the DARE program needs to beexpanded into Middle School, Junior Highand High School, reinforcing the drugresistance messages and building upon theskills and tools needed. Currently, fourprojects have expanded into the Middle/JrHigh School with three projects planning to dothe same in 1994-95 school year.

COMMUNITY SUPPORT

Overwhelming support has beenobserved throughout the state. Communitieshave embraced the DARE program as amethod to participate in and contribute to theeducation of the youth in their community in ahighly visible and positive way.

MULTI-AGENCY EFFORTS

Idaho's DARE projects have beenresourceful and successful in finding ways topromote, fund and implement the DAREcurriculum to over 70,000 students. With thedecrease in federal grant funds the last fewyears, agencies will need to continue to poolresources.

CONCLUSION and RECOMMENDATIONS

CONCLUSION

The drug and alcohol problem of oursociety is very complex. Therefore it isunrealistic to expect the DARE program orany single program to solve this complexproblem. The goal of the DARE program isnot to completely eliminate the drug andalcohol problems of our society, it is aprevention program designed to equipelementary school children with skills forresisting peer pressure to experiment withtobacco, drugs, and alcohol. When educationis used to change behaviors it needs to bereinforced over and over again. The averageage of a DARE student in Idaho is 11. Eventhough this is a very impressionable age, toexpect students five years later to resist is ahigh expectation. To expect a student to be amaster at English or math with one semesterof class instruction goes against all educationpractices, therefore it is reasonable to say thata drug resistance program will need to be re-enforced throughout school levels to beeffective. This has been recognized by theprogram originators, D.A.R.E. America,and curriculum has been developed to reachstudents in the middle and high school level.

Have the Idaho DARE projects beensuccessful? All of the projects haveaccomplished their objectives. Results of theteacher's, parent's, and administrator's opinionsurvey show positively in favor of the DAREprogram. Are there results showing that sixyears after a youth has stayed drug free? No,not at this time. Further evaluation is needed.Have there been unexpected results of theIdaho DARE projects? Yes.

There have been many positive,unexpected results of the implementation ofDARE projects throughout the State such as:

- active community involvement

- multi-agency cooperation and pooling ofresources

- citizens' positive attitude toward local police

- the "feel good " component, all partiesinvolved express a positive attitude about theprogram, parents, teachers, administrators,law enforcement, and citizens

- positive interaction with the public for locallaw enforcement

an effective component of the communitypolicing programs

RECONEVIENDATIONS

*Expand and reinforce the DARE curriculuminto the Middle/Jr. High and High Schools

*Continue working in partnership with otherprevention programs and

IDAHO YOUTH PREVENTION PROGRAMS

C-STARS: The Center for the Study andTeaching of At-Risk Students is an innovativeearly intervention program that identifies highrisk elementary students and provides supportto help keep students in school. It now servesgrades 3 - 6 in Kuna, Idaho.

EXTENDED DAY ALIENATION PROJECT:Caldwell received a federal grant for thisproject of which the focus is an elementaryafter-school program (7pm).

HERE'S LOOKING AT YOU 2000 is a K-12curriculum which includes teaching manuals,materials and lessons that provide information,social skills, bonding, peer pressure and self-esteem.

IDAHO DRUG AND ALCOHOL FREEYOUTH (I.D.F.Y.): Developed in northernIdaho by the Port of Hope, I.D.F.Y. is aprogram where young people pledge toremain drug free and agree to random testing.Drug free youths are rewarded with discountsand /or privileges from the business sector.

LIONS QUEST SKILLS FORADOLESCENCE is a junior high schoolcurriculum developed and supported by theLion's service club A semester-long courseaimed at developing self-awareness and self-confidence while teachirg young people howto set goals and make responsible decisions,its focus is on developing life skills that willhelp students remain drug resistant for life.

NATURAL HELPERS is a school basedprogram which identifies staff members andstudents who are seen by the schoolpopulation as "natural helpers" in their school.After selection, special training is provided sothat the "helpers" are better prepared to assistothers who may come to them with problems

or concerns. "Helpers" meet all during theschool year so that ongoing support can beprovided.

PAYADA: Parents and Youth Against Drugsand Alcohol is a program developed forparents of elementary and secondary schoolchildren. Designed to educate parents todeal effectively with drug-related situations,both in relation to their children and to otheradults, the program works closely withcommunity resources to provide parents witha plan of action to use alternatives and diverttheir children from the drug scene.

PROJECT "LA PUENTE" THE BRIDGE is aprogram at Robert Stuart Junior High School inTwin Falls. It involves Hispanic role models whohelp teach life skills to minority students. Its mainfocus is in understanding the value of educationand non use of drugs and alcohol.

TWIN FALLS ON CAMPUS RELAPSEPREVENTION PROGRAM is a cooperativeprogram involving three area treatment programsto provide close follow up for recovering schoolage students as they make the return to normal,but now drug and alcohol free school life. Parentinvolvement plays a large part in the program.

YOUTH TO YOUTH is a program developed byParents and Youth Against Drugs and Alcohol(PAYADA). It provides children and adolescentswho choose to be drug free with social activitiesand a place to come together. Activities andevents are organized by the members with someadult involvement.

DARE LESSONS

The DARE curriculum is organized into 17classroom sessions conducted by the policeofficer, coupled with suggested activities taught bythe regular classroom teacher. A wide range ofteaching activities are used: question-and-answer,group discussion, and role-play and workbookexercises, all designed to encourage studentparticipation and response.

Each lesson is briefly summarized below, giving asense of the scope of the DARE curriculum andthe care taken in its preparation. All of theselessons were pilot tested and revised beforewidespread use began.

1. Practices for Personal Safety. The DAREofficer reviews common safety practices to protectstudents from harm at home, on the way to andfrom school, and in the neighborhood.

2. Drug Use and Misuse. Students learn theharmful effects of drugs if they are misused as

depicted in the film "Drugs and Your AmazingMind."

3. Consequences. Focus is on the consequencesof using and not using alcohol and marijuana. Ifstudents are aware of those consequences, theycan make better informed decisions regarding theirown behavior.

4. Resisting Pressures To Use Drugs. The DAREofficer explains different types of pressure rangingfrom friendly persuasion and teasing to threatsthat friends and others exert on students to trytobacco, alcohol, or drugs.

5. Resistance Techniques: Ways to Say No.Students rehearse the many ways of refusing offersto try tobacco, alcohol, or drugssimply saying noand repeating it as often as necessary, changingthe subject, walking away, or ignoring the person.They learn that they can avoid situations in whichthey might be subjected to such pressures and can"hang around" with nonusers.

6. Building Self-Esteem. Poor self-esteem is oneof the factors associated with drug misuse. Howstudents feel about themselves results frompositive and negative feelings and experiences. Inthis session students learn about their own positivequalities and how to compliment other students.

7. Assertiveness: A Response Style. Studentshave certain rightsto be themselves, to say whatthey think, to say no to offers of drugs. Thesession teaches them to assert those rightsconfidently and without interfering with others'rights.

8. Managing Stress Without Taking Drugs.Students learn to recognize sources of stress intheir lives and techniques for avoiding or relievingstress, including exercise, deep breathing, andtalking to others. They learn that using drugs oralcohol to relieve stress causes new problems.

9. Media Influences on Drug Use. The DAREofficer reviews strategies used in the media I.)encourage tobacco and alcohol use, includirigtestimonials from celebrities and social pressure.

10. Decision Making and Risk Taking. Studentslearn the difference between bad risks andresponsible risks, how to recognize their choices,and how to make a decision that promotes theirself-interests.

11. Alternatives to Drug Abuse. Students learnthat to have fun, to be accepted by peers, or todeal with feelings of anger or hurt, there are anumber of alternatives to using drugs and alcohol.

12. Role Modeling. A high school studentselected by the DARE officer with the assistance ofthe high school staff visits the class, providingstudents with a positive role model. Studentslearn that drug users are in the minority.

13. Forming a Support System. Students learnthat they need to develop positive relationshipswith many different people to form a supportsystem.

14. Ways to Deal With Pressures From Gangs.Students discuss the kinds of pressures they mayencounter from gang members and evaluate theconsequences of the choices available to them.

15. DARE Summary. Students summarize andassess what they have learned.

16. Taking a Stand. Students compose and readaloud essays on how they can respond when theyare pressured to use drugs and alcohol. The essayrepresents each student's "DARE Pledge."

17. Culmination. In a school wide assemblyplanned in concert with school administrators, allstudents who have participated in DARE receivecertificates of achievement.
