The 7.8 magnitude earthquake that struck the coast of Ecuador on 16 April 2016 killed 660 people and left at least 4,600 people wounded. The provinces of Manabi and Esmeraldas were the worst hit. It is estimated that approxi- mately 218,000 people are in need of humanitarian assistance. Of this total, approximately 73,000 could be displaced as a result of the partial or total destruction of their homes, according to the Government of Ecuador. The remaining 145,000 are not displaced but require some kind of assistance. IOM, as part of the Humanitarian Country Team, has supported the Government of Ecuador in the humanitarian response since the beginning of the emergency. IOM RESPONSE COORDINATION IOM is coordinating all of its activities with the Government of Ecuador, specically with the Ministry of Social and Economic Inclusion (MIES), the Ministry for the Coordination of Social Development, the armed forces as well as with local authorities, inclu- ding the Decentralized and Autonomous Govern- ments (GAD). IOM is leading the Camp Coordination and Camp Management (CCCM) sector at national level, and the Shelter/NFI sector at sub-national level. In order to improve the response and coordination, IOM is establishing sub-oces in Manta and Pederna- les in the Province of Manabi. These sub-oces will implement activities and drive the delivery of assis- tance to the aected areas in coordination with the central oce in Quito. Camp Coordination and Camp Management (CCCM)

IOM has rolled out the Displacement Tracking Matrix (DTM). As of now, the needs and priorities of 18,000 displaced people in 149 sites have been identified. In addition, the DTM, in coordination with protection partners, has integrated monitoring indicators for protection risks and incidents at site level. The DTM has also produced actionable data to improve security, privacy and dignity in displacement sites.

IOM has presented to the Government of Ecuador with an Action Plan for the Progressive Resolution of Displacement Situations, which includes return and exit strategies from sites, giving priority to those sites facing the most severe problems and collective centres established in schools.

Protection

IOM has provided technical assistance to the Govern-ment of Ecuador on protection issues, including site management concepts and approaches, improve-ment of displacement sites and on the Host Family Strategy.

IOM participated in the drafting and dissemination of a Gender Alert to inform the humanitarian community on priority considerations during the response. This effort to capture and analyze differential needs of the affected populations has drawn strength from data produced by the DTM. IOM has also been working on prevention and mitiga-tion of gender-based violence (GBV) within displace-ment sites, and to facilitate access of GBV survivors to specialized care.

It has also identified and provided assistance to persons with specific needs and in extreme vulnerable conditions through referrals to specialized partners,

and/or by providing them and their families with direct assistance.

Additionally, IOM is working with the Ministry of Interior on a strategy to prevent trafficking in the affected areas.

IOM has trained 250 officials in displacement site management, including 80 Peacekeeping officers and 170 MIES and Risk Management Secretariat (SGR) officers.

Emergency Shelter and Non-food Items (NFIs)

IOM is in the process of distributing 10,000 tarps and 1,000 tool kits in rural areas to respond to the needs for emergency shelter that are still to be covered. IOM designed a temporary housing model to allow the most vulnerable families in affected areas to live in dignified conditions.

Early Recovery

IOM is working to implement debris removal and income-generating activities so that affected families can go back to their land in a temporary housing solution. IOM is working hand in hand with various ministries to advise and inform on the rental subsidy and host fami-lies plan. This plan aims to make this self-help strategy more sustainable.

This is Viviana Celorio's story. The earthquake destroyed her house located in a rural area of Manabi, one of the most affected areas by the earthquake. Viviana and her family are now living with a host family.

Andrés Mero is a fisherman and lives in La Chorrera, a fishing port completely destroyed by the earthquake. He lost his daughter and her two grandchildren in the earthquake. He also lost his only livelihood and home.

Mariana Garces is from Perdernales, one of the cantons of Manabi affected by the earthquake. She is now living in one of the displacement sites managed by the Government of Ecuador. She is a woman leader.
