Khmelnytskyi National University, a leading higher education institution in Podillya region, provides academic

teaching in 18 fields of study and more than 40 specialities, and conducts academic, methodological and research work.

The University was founded in 1962. During 54 years of existence, it has transformed from General-Technical Faculty

of Ukrainian Printing Polygraphic Institute to Khmelnitsky National University.

The mission of the university is to meet the needs of the society in high-quality education, to provide all sectors

of human activity with highly qualified graduates, to promote all-round development of personality, using advanced

educational technologies.

Educational training is provided by 7 faculties in the following fields of study: Education; Culture and Arts;

Humanities; Social and Behavioral Studies; Management and Administration; Natural Sciences; Mathematics and

Statistics; Information Technologies; Mechanical Engineering; Electrical Engineering; Chemical and Bioengineering;

Electronics and Telecommunication; Manufacturing and Technology; Health; Social Work; Services; Civil Security;

Transport Services.

Currently more than seven thousand students study at the university. More than 600 lecturers, including 70

Doctors of Sciences and Professors, and more than 350 Candidates of Sciences work at the university. In 2009 the

University was granted the international Authorized CSWA Provider status. Since then it has delivered official

authorized SolidWorks examinations. SolidWorks Centre, created at the Engineering Science Department, delivers

examinations to students and academic staff of our university, universities around Ukraine for receiving certificate of

Certified SolidWorks Associate level and Certified SolidWorks Professional level, and for factory workers professional

advancement. Besides, our university is the only one in Ukraine authorized to provide the licensed version of CAD

SolidWorks for students and teachers for training on their home computers, which can be very helpful for students’ self-

study.

Khmelnytskyi National University has adopted a level system of training based on educational and research

cycles of Bachelor, Master, Doctor of Philosophy and Doctor of Sciences. Within this system, five educational-

research-and-production complexes, comprising different level educational institutions and enterprises, are functioning.

The university is a recognized in Ukraine and abroad educational, research and cultural centre, embracing more than 17

research schools, doctoral training, postgraduate studies, Specialized Doctoral and Candidate Thesis Academic Councils

for the degree of Doctor of Philosophy and Doctor of Sciences.

Khmelnytskyi National University is expanding not only Ukrainian education and research horizons, but also is

constantly gaining world recognition; it develops international cooperation in various spheres, actively participates in

international projects, conferences, student, research and staff exchange programs.

HISTORY OF THE UNIVERSITY

June 1962 – is the beginning of the university history, when General-Technical Faculty of Ukrainian Printing

Polygraph Institute was founded. 250 students were enrolled to evening and by correspondence training; about 200

graduate students were transferred from other higher educational institutions to study at our university by

correspondence.

January 1966 – the faculty was reorganized into a branch of the Ukrainian Printing Polygraph Institute with

Mechanical and General-Technical Faculties. 520 applicants became the first-year students, and 90 of them were

enrolled for full-time training. 30 more students were enrolled for the second year full-time training at the mechanical

faculty.

September 1967 – the branch of the Ukrainian Printing Polygraph Institute became an independent educational

institution – Khmelnytskyi Technological Institution of Consumer Services (KhTICS). S.M. Gandgurov became the

rector of the university. Three faculties – Mechanical, Technological and General-Technical – provided training for

1500 students. 65 staff lecturers and assistants worked at the university nine departments.

July 1969 – the university had four faculties with two general-technical ones among them: Khmelnytskyi and

Kamyanets-Podilkyi. Under the direction of M.I. Karpylenko, who held the post of rector from July 1969 to December

1974, a preparatory department and engineer-economic faculty were opened. More than 5639 students studied at the

university. 254 lecturers worked at 21 departments, 100 of them with academic degrees and titles.

December 1974 – R. I. Silin, doctor of technical sciences, professor, was appointed rector. The university

became a multi-profile higher educational institution, training professionals for many branches of industry.

September 1989 – the university got status of Khmelnytskyi Technological Institution. During this period

Building 4, Dormitory 4 and 5, modern library, dining-hall, sport centre, research and trial infrastructure, rowing

training centre, two apartment buildings were constructed, and the foundation for Building 5 was laid. New faculties -

radio electronics, business and law, the faculty for liaisons with foreign students started their work. The Institute trained

professionals for 47 countries around the world, and provided post-graduate and doctoral training.

October 1994 – the university was granted Level IV accreditation and got the status of Khmelnytskyi

Technological University of Podillya. The faculty for liaisons with foreign students was reorganized into the faculty for

humanities and education. Eight new specialities were opened and the number of students increased.

1995 – due to the achievements of Technological University of Podillya the Mukachevo branch with two

faculties was created. Later it has become an independent higher educational institution – Mukachevo State University.

2001 - in October prof. M. Skyba, doctor of technical sciences, was appointed rector of the Technological

University of Podillya. Under his direction new faculties and the departments of humanities, design,

telecommunications and radio engineering, computer and information technologies were opened. As of January 1, 2002

more than 11 thousand students studied at the university, including 6.4 thousand of full-time students and about 1.5

thousand of students at the faculty of pre-university and post-graduate training.

2003 – by Regulation of the Cabinet of Ministers of Ukraine of 17.12.2003 № 771-р, and by Decree of the

Ministry of Education and Science of Ukraine of 26.12.2003 № 261, Technological University of Podillya was

reorganized into Khmelnytskyi State University.

2004 - by Decree of the President of Ukraine of 21.08.2004 № 954/2004, and by Decree of the Ministry of

Education and Science of Ukraine of 13.09.2004 № 719, Khmelnytskyi State University was awarded the status of

national university. The total number of students became 13,000.

2014 – by the Decision of the Accreditation Commission of Ukraine, Khmelnytskyi National University is re-

granted Level IV Accreditation (Minutes of 03.06.2014 № 109).

GENERAL DISCRIPTION OF THE UNIVERSITY

The university consists of 7 faculties, 45 academic departments, educational service department and a number of

support offices: educational and methodical; education and social affairs; higher education quality assurance; science

and research; licensing, accreditation and documents preparation; business and finance affairs; physical education and

sports; international and public relations; culture and arts; publishing and printing; facilities operation and maintenance,

etc. The university also has a large library and several centres: professional advancement centre; post-graduate and pre-

university training centre; information management and graduate placement centre; accounting department and other

departments and offices that provide functioning of the university.

ACADEMIC STAFF AND STUDENTS

Currently Khmelnytskyi National University (KhNU) employs over 1,200 people, including more than 600

full-time academic staff, among them around 70 full-time doctors of sciences, professors and over 350 candidates of

sciences and associate professors. The university provides post-graduate and doctoral studies for its academic staff.

More than 7,200 students study at the university, among them 4,700 full-time students and around 2,500 part-

time and distance students.

Levels and degrees of higher education. The university training is delivered at the following qualification

levels and degrees: Bachelor, Master, Doctor of Philosophy and Doctor of Sciences.

Bachelor degree is an academic qualification acquired at Level One of higher education and awarded by a

higher education institution upon successful completion of a professionally oriented bachelor programme comprised of

240 ECTS credits. One credit equals 30 hours. Period of study makes 3 years and 10 months.

Individuals may have access to enter bachelor degree studies having completed full general secondary education

or had junior bachelor degree (junior specialist degree).

The amount of workload for acquisition of bachelor degree on the basis of the already attained junior bachelor

degree (junior specialist) shall be defined by a higher education institution.

Master is a degree acquired at Level Two of higher education and awarded by a higher education institution

upon successful completion of a corresponding program of study. Master degree may be acquired under academic or

professionally oriented program. A professionally-oriented master program is comprised of 90-120 ECTS credits, and

an academic research programme is comprised of 120 ECTS credits. Academic master programmes should include

mandatory research component in the amount of not less than 30 per cent.

Master degree may be obtained only on the basis of successful completion of a bachelor program.

Doctor of Philosophy is an academic degree and at the same time the first research degree acquired at Level

Three of higher education on the basis of attained master degree. Doctor of philosophy degree is awarded by a

specialized high council of a higher education institution or research institution upon successful completion of a

relevant programme and public defence of a dissertation at a specialized Academic Council.

Individuals have the right to acquire doctor of philosophy degree in the course of post-graduate studies. A period

of study at post-graduate course makes four academic years requiring 30-60 credits.

Doctor of Sciences is a second research degree and stipulates acquisition of the highest competencies in the field

of development and implementation of research methodology, engagement in original research leading to scientific

results that provide solutions to an important theoretical or application problem, have nationwide or global significant.

Doctor of sciences degree is awarded by a specialized Academic Council upon successful execution and public

defense of a dissertation or on the basis of research work collection.

Training of academic and teaching staff at the university is provided by post-graduate and doctoral study. Post-

graduate study was opened in December 1988 and doctoral study – in April 2000. Post-graduate training is conducted in

14 subject areas (according to the “List of 2015), and doctoral training – in 8 subject areas. There are five specialized

academic councils at the university.

Annually, around 130 post-graduates and up to 10 doctoral students are trained at the university, and more than

50 individuals upgrade their professional skills as applicants for an academic degree.

GENERAL ADMISSION REQUIREMENTS

To be eligible for admission to Khmelnytskyi National University you need to have Ukrainian citizenship. International applicants or stateless applicants need to have proof of their legal right to live in Ukraine. All applicants need to have a relevant educational (qualification) level.

Foreigners are admitted on the ground of:

International agreements between Ukraine and other countries

Nationwide programs

Contracts between the university and individual and legal entities.

The grounds for admission of individuals to get higher education on different levels and degrees are the Ministry of Education and Science of Ukraine license for providing relevant academic services and admission requirements, adopted by the Academic Council of the

university. Academic training at the university is funded:

at the expense of state and local budgets

at the expense of state preferential long-term loans

at the expense of individuals and legal entities. Citizens of Ukraine shall have the right for free higher education at the university on competitive basis according

to the standards of higher education if an individual is going to obtain the degree of higher education funded with the state or local budget for the first time.

Foreigners and stateless individuals are trained in accordance with the Law of Ukraine "On Legal Status of Foreigners and Stateless Persons", «On Foreign Ukrainians», Decrees of the President of Ukraine, Orders of the Cabinet of Ministers of Ukraine of 26.02.93 № 136 "On the training of foreign citizens in Ukraine", of 11 Septem-ber 2013 № 684 «Some issues of teaching foreigners and stateless citizenship», Order of the Ministry of Education and Science of Ukraine of 1 November 2013 № 1541 «Some issues of the organization of recruitment and training (internship) of foreigners and stateless persons» and other effective laws and orders.

Foreigners, who get state scholarships according to international agreements, national programs and other

international obligations of Ukraine, shall be admitted on the basis of Ministry of Education and Science within the scope of the government order and within the state quotas.

Foreigners and stateless persons permanently residing in Ukraine, persons who have been granted refugee status in Ukraine, persons in need of additional or temporary protection and persons granted the status of foreign Ukrainian and who reside in Ukraine on legal grounds have the right to higher education as citizens of Ukraine. Higher education for this category of persons at the expense of the state Budget is provided within the quotas determined by the Cabinet of Ministers of Ukraine.

Other foreigners and stateless persons can pursue higher education at the expense of physical (legal) persons, unless otherwise provided by international treaties of Ukraine approved as obligatory by the Verkhovna Rada of Ukraine, laws or agreements between higher educational institutions on international academic mobility.

Foreign citizens who submit the documents that certify their education level, obtained at schools / educational institutions of other states, are admitted according to the Procedure for recognition, and in Ukraine equivalence, of educational documents issued by educational institutions of other states, approved by Ministry of Education and Science of Ukraine of 05.05.2015 number 504, registered in the Ministry of Justice of Ukraine on May 27, 2015 by number 614/27059.

Khmelnytskyi National University then shall, by the beginning of the second semester of the 1st year of study, make the decision on recognition of the Document for a document holder continues education.

PROCEDURE OF ADMISSION OF FOREIGNERS

Foreigners and stateless individuals coming to Ukraine need to have their entry documents (passport) and valid

entry visa, if otherwise provided by law or international treaties of Ukraine. If necessary, an invitation for training is

issued in the order established by Ministry of Education and Science of Ukraine.

The enrollment to the university is carried out according to the Order on “Training foreign citizens and stateless

persons in Khmelnytskyi National University”.

To be registered at the university (for enrollment for the first academic year or transfer from another educational

institution) the foreigners need to submit their documents to the admission commission (post-graduate studies or

doctoral commissions), and to the International Relations Office of the university.

After successful pass of the entrance examinations and enrollment to the university a foreign citizen applies to

the international relation office (within 4 days from the date of enrollment) for getting documents, necessary for

obtaining temporary residence permit in Ukraine in State Migrations Agency of Ukraine.

Foreigners and stateless individuals who entered Ukraine with the purpose of study and obtained temporary

residence permit are considered as such who stay in Ukraine legally for the period of study.

The university does not provide training for foreigners who entered Ukraine illegally, have no grounds for

further residence in Ukraine, or submitted documents not duly executed.

In case a foreign student is expelled, the university shall notify the Migration Agency of his/her termination of

study.

INTERNATIONAL COOPERATION

International cooperation of Khmelnytskyi National University as an integral part of its activity is aimed at

integration with European and world academic area.

The collaboration of the university with the educational establishments of other countries is based on the priority

of national interests; development of the university academic and research potential; systematic and mutually beneficial

relations; focus on raising fresh funds through grants, agreements with foreign legal and natural persons for training

students and academic staff; carrying out research and development work.

Currently the geography of the university international cooperation

spans such countries as Poland, Slovakia, Russia, Belarus, Germany, the USA,

Lithuania, Spain, Kazakhstan, China, Israel etc.

Khmelnytskyi National University has been deepening and expanding

its ties with the universities of Poland and Slovakia; among them Lodz

University (Poland), Lublin University of Technology (Poland), Cracow

Tadeusz Kościuszko University of Technology (Poland), University of Science

and Technology in Bydgoszcz (Poland), University of Žilina (Slovakia).

The university has established joint research projects with a number of

educational institutions across the world: The University of Koblenz and

Landau (Germany), Maria Curie-Skłodowska University (Poland), University

of Hildesheim Foundation (Germany), Śniadecki’s University of Science and

Technology (Poland), Royal University of Technology (Sweden), Otto-von-

Guericke University Magdeburg (Germany), Newcastle University (England),

A. V. Luikov Heat and Mass Transfer Institute of NAS of Belarus,

A. A. Blagonravov Mechanical Engineering Institute RAS (Russia), Yaroslav-

the-Wise Novgorod State University (Russia).

Collaboration with universities of other countries provides opportunities for academic staff to upgrade skills,

improve academic programs, to organize summer schools, students and staff exchange in the framework of European

Credit and Transfer System.

One of the strategic international collaboration development trends of the university is development of “Double

diploma” program, in particular, with the educational institutions of Poland: Cracow Tadeusz Kościuszko University of

Technology, Lublin University of Technology, Kielce University of Technology. “Double diploma” participants are

trained according to the coordinated by two partner universities study programs. Subjects, studied at one of the

universities, are recognized by a partner university.

The number of academic stuff and students, participating in the programs, funded by the German Academic

Exchange Service “DAAD”, the International Research and Exchange Board (IREX), Fulbrigh Fund, USA Ambassy in

Ukraine, Goethe Institute, Consulate General of Poland in Vinnitsa, “Semper Poloniya” Fund, British Council, “The

Polish Community” is constantly growing. Knowledge and experience, obtained by the academic staff and students

during their training abroad, are used to improve educational process at the university, develop existing and create new

teaching methods and technologies.

International cooperation of Khmelnytskyi National University enhances organization of international research-

to-practice conferences, workshops, round-table discussions, and brings together famous Ukrainian and foreign scholars.

Annually, about ten or more international and republican conferences are held at the university. They give the

chance for students and academic staff to acquaint with the achievements of European and world academia, to exchange

experience and implement acquired knowledge in practice.

The aim of the Ukrainian-Polish Centre, functioning

at the university, is the development and strengthening

bilateral Ukrainian-Polish relations in academic and

research fields. The Centre focuses on students and

academic staff training at the high-ranked Polish higher

educational institutions, carrying out researches, teaching

Polish language; it fosters cultural cooperation by

holding round-table discussions and meetings of the

Ukrainian diaspora representatives in Ukraine and

Poland.

The Ukrainian-Polish Institute of Tribology and

Tribological Materials Technology, functioning at the

university, pools together leading Ukrainian and Polish

researchers, fosters strengthening the existing and

establishing new ties with Polish partners.

Khmelnytskyi National University collaborates with international organizations and participates in various

international events that help to ensure the world and the European work quality standards and expand the fields of

activity.

The following international research organizations are successfully functioning on the basis of the university:

National Council of Ukraine for Mechanisms and Machine Science (IFTOMM), Branch of the International Academy

of Informatiology, Association “TESOL – Ukraine”. Due to the cooperation with Dassault Systemes SolidWorks Corp.

(USA) and Intersed-Ukraine Company support, the university was granted the international status of Authorized CSWA

Provider for delivering official Certified SolidWorks examinations for students from different universities of Ukraine

who have had the relevant training.

SPORTS AND LESURE FACILITIES

Student fashion house (SFH) has

been functioning at the university for more

than 20 years and unites a group of fashion

designers and a school of fashion models into

one great creative team. Creative designers -

the students of the clothing technology and

design department – by their own design and

manufacture creative clothing collections,

while the models of the fashion school

demonstrate them on various catwalks.

SFH actively participates in different

contests, festivals and fashion shows. Over

the period of its existence, the Fashion House

has been participating in more than 250

contests, both national and international, and was awarded with more than 400 prizes and special prizes, in particular,

with work places in Germany, Dane, Holland, Egypt, Russia. Its best fashion models are now working in London, Paris,

Toronto, Milan, Moscow, and Kyiv.

Creative work of the students at SFH is an assurance for creativity of the future ideas and professional standing

of young individuals – the university graduates.

Culture and Arts Centre. The university has

its own artistic groups and associations. Among them

the laureate of the Ukrainian and International festivals

and contests folk dance company “Yunist Podillya”

(“Youth of Podillya”), the laureate of the National

contests – student theatre of variety miniatures

“Yumodes”, a winner of the international award – folk

song theatre “Suzirya” (“Constellation”), a folk variety

dance theatre. The university also has several student

VIA and theatrical groups and associations. The amateur associations of the university

contribute to the career guidance, international links and patriotic education of the students. Student

creative teams have established links with public organizations and educational institutions of Netherlands, Belgium, Spain, France, Italy, Portugal, Turkey, Greece, Slovak Republic, Poland, Malta, etc. the programs of the university creative teams are based on the best Ukrainian traditions and customs.

Physical education and sports. Physical education and sports are an integral part of educational process, an

important factor of healthy way of life and leisure activity; they provide the conditions for harmonious development of students. For students’ disposal, there is a gym with an equipped room for freestyle wrestling, sambo and judo, an

indoor track, a playground for basketball and handball, a fitness room, a medical aid station, and a multimedia laboratory, etc. There is also a gym for team sports, weightlifting, aerobics, rehabilitation centre with a specialized room and a massage therapy room. On the bank of the river South Bug there is a university health and sports camp, a rowing base with a recreational centre, a hotel, a sports ground, where different competitions of high rank are held. On the territory of the campus, there is a stadium, sports ground with artificial turf.

The university offers its students 28 kinds of sport. Among the high professional coaches, there are Masters of Sport of International grade, Masters of Sport of Ukraine, merited coaches of Ukraine. Among the university students and alumni there are merited Masters of Sport, Masters of Sport of Ukraine of international grade, and more than 30 Masters of Sport.

Students of our university achieve high results at competitions of different levels. We are proud of our students and graduates among whom there are the world-known Olympic champions: a rower Sergiy Nagorny and

weightlifter Timur Taymazov; fencers Galyna Pundyk and Olga Zhovnir; a septuple rowing world champion Valeriy Veshko; a world champion and World Student Games champion, participant of two Olympic Games Volodymyr Lukashenko, a “Fire Play” prize winner, World Cup twice winner and World Student Games golden medal holder Olga Portala; the World Youth Championship and World Student Games champions Dmytro Boyko, Oleg Schturbabin, Olexandr Torchuk, Dmytro Yanchuk and Iryna Kravchuk; a dumbbell World champion Vasyl Mykhaylinchyk, and others.

In all, at the international competitions the state national flag of Ukraine was hoisted for more than 50 times over the victory of the students of our university.

Student organizations. Student organizations of the university are the unions of self-governing bodies, focusing on providing students with facilities, support, and services, students’ leisure activity and cooperation between students and the university governing bodies.

The executive body of student self-governing is Student Council whose members are the heads of faculties’ student councils, dormitories, service clubs, members of student trade union and other unions.

Student self-governing is aimed at educational process, healthy way of life and leisure activity, environment and everyday life issues, etc. Student Council has close relations with the student scientific union, and organizes work of various student clubs: an intellectual club “Smart game”, patriotic – “We are Ukrainians”, debate – D’club, poetical – “Prima Passo”. Student Council has its press-centre.

Students of the university actively participate in organization of cultural, educational, health and recreational events, in particular, topical meetings, author show programs, actions dedicated to various state, region and city events.

The university Student Council has close relations with the Ukrainian Student Council, Student National Union, region and city self-governing bodies, students of other countries. It has signed cooperation agreement with the United Nation Population Fund in Ukraine and other youth organizations.

Student activists participate in international and national conferences; they organize conferences, round-table discussions, forums, etc.

Cost of living. Average cost of living in Khmelnytskyi city is 3,000 – 5,000 hrn. per months and 36,000 – 60,000 hrn. per year.

Scholarship. An average academic scholarship is 825 hrn. per month. The scholarship is available for students

who have completed a semester with only “good” and “excellent” grades and at least 4.00 grade point average. Students

with only “excellent” grades are eligible for a 925 hrn. scholarship.

Benefits for special needs and vulnerable students. The following categories of students according to the

Ukrainian legislation can be provided with benefits: orphaned children and children deprived of parental care; disabled

children and I-IV group of disabled persons; persons who got disability due to Chernobyl catastrophe.

Tuition fee. The tuition fee covers all spending on one students training and is established for the first year of all

forms of studies. Tuition fees are as follows:

Bachelor: full time studies – from 8,500 to 9,900 hrn. per year; Part time studies – from 4250 to 4,900 hrn.;

Distance studies – 4,000 hrn.;

Master: full time studies – from 10,000 to 11,500; Part time studies – from 6,000 to 6,750 hrn.;

For foreign students: from CIS states (bachelor) – 25,000 hrn.; Other international students – 35,000 hrn. (full

time studies); 20,000 грн. and 30,000 hrn. (part time studies). Master: full time studies – 30,000. and 40,000 hrn; part

Further education – another speciality on the basis of the completed higher education: part time studies - 6,000

hrn., distance – 4,800 hrn., for CIS students – 11,000 hrn.

Housing. The university campus is very favourable and compact. Five dormitories, which can house more

than 2,500 students, are situated very close to the university buildings.

Every dormitory is equipped with gas- and electric-stoves, has WC and a bathroom, laundry facilities, a

drying and household room. Dormitories №2 and №3 have recreation rooms and a lounge, decorated in Ukrainian

national style. Coin-box and card telephones are offered to students for their use (dormitories №3 and №5).

In dormitory №5 there are 36 rooms for married family students. Dormitories №2 and №3 have sports and

fitness mini halls.

Campus Director Office (Nochka Juryi Ivanovych), Passport Office, Information Office are located in

dormitory №4.

Campus Administration Office working hours are 800–1700 with a dinner hour (1200-1300); tel.: (03822) 2-21-

29; Saturday and Sunday are days off.

All dormitories are equipped with internet connection and Wi-Fi.

Health care and insurance. Pursuant to the laws of Ukraine, citizens of Ukraine and foreign citizens (nationals

of other states and stateless persons), who reside permanently in the territory of Ukraine, enjoy the right to a free-of-

charge medical aid. For all other foreigners the procedure for rendering medical assistance shall be established by the

Cabinet of Ministers of Ukraine.

On 22.06.2011, the Cabinet of Ministers of Ukraine passed Resolution N667, which approved the “Procedure for

rendering medical aid to the foreigners and stateless persons, who reside temporarily on the territory of Ukraine”.

Pursuant to the Procedure, foreigners and stateless persons, who reside temporarily on the territory of Ukraine,

shall pay for the medical aid, including emergency medical aid, unless otherwise provided by the effective legislation or

international treaties of Ukraine.

Foreigners and stateless persons may be provided with medical aid, including emergency medical aid, by any

state or other health-care institutions.

Pursuant to the Procedure for rendering emergency medical aid to foreigners, who reside temporarily in the

territory of Ukraine, the obligatory availability of an insurance policy (certificate), that guarantees payment of an

emergency medical aid cost, was established for foreigners and stateless persons, who reside temporarily in the territory

of Ukraine. The said policy (certificate) should be purchased from the insurance company that shall guarantee the

payment of cost of rendering of an emergency medical aid to a foreigner or a stateless person, residing temporarily in

the territory of Ukraine, provided the said person is a holder of the foreign insurance company’s insurance policy

(certificate).

In accordance with the Resolution of the Cabinet of Ministers of Ukraine “On Approval of the Rules for issuing

visas for entrance and transit through the territory of Ukraine” No. 567 dated June 1, 2011 (with amendments), one of

the grounds for visa refusal to foreigners or stateless persons who reside temporarily in the territory of Ukraine, is proof

of holding insurance policy of the established by Law of Ukraine state-recognized insurance companies (Megapolis,

Ukrainian Security Insurance Company, VUSO, ACTIV-GARANT).

The university has Health and Treatment Centre with therapeutic, dental, and treatment rooms, functioning at the

faculty of physical education. The centre provides medical, preventive, sanitary and hygienic services.

ACADEMIC FACILITIES

University library. The university academic library was founded in 1962. Today it is located in a nine-storied

building with the total area of 3,850 m2.. The library has 3 branches, 8 departments libraries, and 6 divisions. There are

5 reading rooms, 3 delivery desks, several specialized sectors: science and technology documentation, literature in

foreign languages, catalogue and digital information halls, interlibrary exchange system, electronic document delivery.

The library stocks over 615 thousand items. Annually, it receives more than 150 periodicals.

The library is a research and information heart of the

university, providing academic process and research activity of

the university with information, as well as enhancing

educational work. Being a regional methodological centre for

the libraries of higher educational institutions of Khmelnytskyi

region, the academic library fosters the development of libra-

rianship, upgrades the librarians’ skills, and joins electronic

resources of the region. The staff of the library conduct

marketing, sociological and other researches. Annually, the

library lends out 700 thousand items for 35 thousand users.

The library development top-priority goal is to improve

on-line servicing, expand range of services, create and spread

full-text research database (DB), provide access to the world

information resources. The web site of the library www.lib.khnu.km.ua provides access to the full-text research

databases of EBSCO, Springer, DOAJ publishers, Ukrainian research and educational telecommunication network

Uran” resources and other databases. The users also have access to the library electronic catalogue and libraries of

Khmelnytskyi region joint catalogue, on-line library, scholarly research full-text database, institutional repository,

information service, bibliographic databases, search engine according to the university profile, digital exhibitions etc.

The library local area network, which is a segment of the university network, joins 58 computers with Internet

connection. All reading rooms are supplied with Wi-Fi connection to the Internet.

Information computer centre. Currently, computer network of the university covers the entire university and

dormitories with high performance fiber-optic communication. More than 2,000 computers are used in academic

process, with more than 1,900 computers with Internet connection. The university network houses more than 20 servers

with different purposes. All reading rooms of 5 dormitories and about 800 personal computers of the students, living

there, are connected to the university computer network.

Thirty Wi-Fi access points on the territory of the university allow students and academic staff to connect their

computers, or other internet enabled device, to the local network and information resources of the university, as well as

to the information academic resources of the global Internet network.

University information resources are integrated into a single system with a single digital learning environment.

Multimedia teaching, testing, virtual laboratory works, on-line communication of students, instructors and

facilitators, teleconferencing and videoconferencing are carried out with the help of modern Microsoft Skype

technologies with sever equipment, maintained by the university Information Computer Centre.

Information Computer Centre provides the following services:

maintenance and development of the university local network;

development and providing Internet service;

maintenance of servers;

maintenance, development and operation of multimedia training techniques and computer class-rooms;

provides support for the integration of technology in teaching and learning;

provides computer class-rooms for training students to work with programming languages, operating systems,

to apply modern graphical programs, for example, such as SolidWorks, for graphical drawing;

provides access to the Internet, educational database, software;

provides e-mail service.

Computer centre also provides the academic staff with workplace for preparing instructor’s manuals, research

articles, lecture notes, etc.

The university has internet access using optical fiber, provided by URAN provider, operating at 150 Mb/s, and

KhmelnytskInfocom, operating at 600 Mb/s.

Banking services. There are more than 20 banks with a wide branch network and ATM. Banks provide a wide

range of services, in particular: open accounts, deposit scholarships to special credit card accounts (VISа International, VISa

Electron, VISa Classic credit cards), lend money, and transfer money, using Privat Money and Western Union services.

Public Transport. City public transportation is very well developed. All parts of the city are well connected with

trolleybuses, buses, and minibuses. Transportation fare ranges from 1.50 hrn. to 3.50 hrn., depending on type of transport.

ORGANIZATION OF EDUCATIONAL PROCESS

Educational activity of the university and assessment of academic achievements of the students are realized in

accordance with the Law of Ukraine on “Higher education” and related Orders.

Degree programs. Educational programs for training professionals in 2016 – 2017 academic year are designed

according to the list of fields of study and programs subject areas in higher education (List – 2015).

The length of the bachelor degree program is typically 3 years and 10 months; the specialist degree program -1

year; and the master degree can be completed in 1 year and 5 months. The bachelor degree program includes the

normative subjects, defined by an educational program, and elective subjects, defined by a higher educational institution

to meet the individual’s educational and qualification requirements, traditions of an institution, needs of a region and of

a student. The cycle of elective subjects should constitute at least 25% of the total training workload. General workload

is 30 credits per semester. The credits are awarded to a student after completion of a program and the successful

assessment of the achieved learning outcomes.

The educational programs also include learning foreign languages – English, German, and French (at choice).

Students of International Relations Faculty learn two foreign languages. All students of the university can study some

other foreign languages optionally.

The main regulatory documents of a higher education institution are educational program and curriculum, the

latter being the basis to design an individual learning pathway. A program and a curriculum should not include more

than 8 subjects.

Student independent work. Student independent work makes 1/3 – ¼ of the total load allocated for a course,

and is provided by a course learning pack – textbooks, workbooks, training environment MOODLE, lecture notes,

guidance, practicums, etc. The course learning pack provides all necessary materials for student self-control. The

material, assigned for student independent work, is included into a course final examination or test.

Students pursue different types of independent work: individual – essays, course works, design works, project

reporting, survey of problematic situations, research works and thesis for conferences and seminars, participation in

olympiads, contests etc.

Assessment procedure. At the beginning of a semester, the instructor provides a student with a description,

plan and requirements of the course. Course description is based on the curriculum.

Student learning outcomes assessment and grading. At the university, assessment of student learning

outcomes is based on a module-rating technology that includes the following components: learning performance,

structure of a course knowledge components, assessment scale, ECTS rating, forms of continuous and final assessment

Continuous assessment is carried out through the learning process at the practical lessons, seminars and

laboratory work. It also includes assessment of student independent work according to the established by the instructor

schedule. Continuous assessment is conducted according to the four-point grading scale (Table2); its results are

displayed in an e-register.

Form and terms for continuous assessment are established by the department and specified in the syllabus for

each course. The final grade is made up of cumulative grade point average according to the four-point grading scale, including the weighting coefficient for every type of student learning activities according to the syllabus for each course. Final course grade is calculated as the cumulative grade for the course, converted to the grade intervals scale (Table 2): according to the institutional scale (“Excellent”, “Good”, “Satisfactory”, “Fail” or “Pass” and “Fail”) and ECTS scale (A, B, C, D, E, FX, F).

The final assessment and grading may be conducted in the form of examination, graded credit test, or credit test, and are specified in the course syllabuses.

The final qualification assessment is carried out in the form of complex qualification examinations (usually, in the form of tests) or qualification work/thesis defense, and assessed and graded according to the above displayed scale.

Individual study plan. Every spring semester a student under the guidance of a supervisor draw up the individual study plan (ISP) for the next academic year based on the curriculum and the list of elective (optional) courses in compliance with the established form. The ISP should be revised during the first two weeks of the semester. Drawn up and revised ISP shall be approved by the dean. Student ISP includes all compulsory study courses and the established number of optional courses. The total number of courses in an academic year amounts to 60 ECTS credits. Electives (free option courses) are selected from the list of humanities and social and economic sciences courses, from one or several specialisations, including military training courses. The courses from the catalogue can be substituted with modules from the other course after co-ordination with the dean. Responsible for ISP fulfillment are the group supervisor and the dean office.

Control over fulfillment of student individual study plan. The group supervisor and the deputy dean should assist in drawing up and fulfillment of ISP during all learning period.

The supervisor is appointed by the rector’s order after representation by the dean of the related faculty. The supervisor is subordinate to the faculty deputy dean for education.

Regulations on transfer, dismissal, readmission and withdrawal of students. The procedure for transfer,

dismissal, readmission and withdrawal of students is specified by the Law of Ukraine “On Higher education” and effective regulations of the university.

All mobile students from the partner institutions applying for admission must submit the following documents: Student Application form, Learning Agreement, Transcript of Records, Grading Scale, a copy of academic agreement from the partner institution. When application of a mobile student is approved by the rector, the dean office makes decisions on recognition of learning outcomes and transfer by comparing the number of credits, course structure (annotations) from the information package, and defines academic difference in the normative courses (modules), which should not exceed five units. The optional part of the previous study program is fully transferred. Academic difference also includes elective courses of the subject area a mobile student is admitted to. The terms to liquidate academic difference are established by the dean office. Teaching methods and learning activities. Educational process at the university is based on both, traditional (oral, demonstration and practical activity) and innovative methods of teaching. Lecture, as a rule, is based on oral presentation of information; for senior students lectures may be problem solving. Master degree training involves research, problem solving and Heuristic debate methods.

Innovative methods, used in educational process, include educational game (management play, role-play, simulation training, game design, case technologies, etc.), and non-imitating teaching methods (discussion, brain-ring), master classes and information technology, based on computers and computer graphic tools.

Independent work implies writing a course work or project, essays and their defense, making portfolio, etc. For detailed information on the educational programs (course descriptions) for all fields of study
