1 Introduction

This procedure details the configuration and commissioning procedures for the GPRS/3G/4G communications devices used on the UKPN SCADA network.

A single router has the capability provide communications for up to four RTU devices on site using the Ethernet ports on the front of the router (assuming the ports are not being used by other equipment on site, such as LV monitoring I/O units).

2 Scope

This document only covers the configuration and commissioning of the comms device, the installation procedures for the comms devices are detailed in the relevant RTU/network equipment ECS documents.

3 Glossary and Abbreviations

The router part number is MTR5-LEU2-B04-EU-GB.

The following items are needed:

A PC or laptop.

Ethernet cable.

Up to date firmware file for the router (if it is not up to date already).

Configuration file for the router.

Radius username.

SIM card (O2 or Vodafone).

A standard antenna from stores, eg the Panorama antennas B4BE for outdoor pole mounting or the LPW antenna for indoor or outdoor wall mounting.

Mounting bracket for the router (allows it to be mounted on the DIN rail in the RTU).

Download the latest Config file from Alfresco:

Select the correct Configuration file: xxxx.bin

Download it to a suitable folder on your laptop.

Download the latest Firmware/Software file from Alfresco:

When upgrading to firmware version 4.12 and a V3 config file, be sure to upgrade the firmware before you install the new config, otherwise you will not be able to log into the router.

The following configuration can be carried out in the office:

1. To configure the router set up the PC set as follows:

Set the PC for a DHCP IP address (the PC is most likely already set up for this).

2. Connect the PC to one of the LAN sockets of the router E1, E2, E3 or E4 (For primary serial RTU configs the E1 port cannot be used, but for all other configs, it can be used) and provide power to the router. Use a web browser to connect to the router using the following URL:

2. Check the Comms Device has the correct latest firmware version installed as available on

Alfresco. If it is not the latest version, update the firmware by selecting ‘Firmware Upgrade’. If the

firmware version in the router is pre v4.12 then the screen will differ from that shown below. In this

case, refer to Appendix A to upgrade the firmware.

3. Select ‘Browse’, then browse to where you have downloaded the file on your PC, then select

‘Upgrade’.

Update can take up to 10 minutes.

You will see the following screen while the router is upgrading.

The router will automatically reboot.

4. Once the router has rebooted, log back into the router using https://192.168.1.1 (as described in

section 3) and check the Firmware is showing the correct version.

5. Load the required configuration into the router.

Select ‘Configuration Restore’.

Select ‘Browse’. Browse to where you have downloaded the file on your PC, then select ‘Upgrade’.

6. Once the router has rebooted, log back into the router using https://192.168.1.1 and check the

Configuration is the correct version (this is always displayed on the top of screen when logged

on).

7. Input the ‘Site Name’ as appears on Power-On, the ‘O2 APN Username’ and the ‘Vodafone APN

Username’ and click ‘Save’.

The APN User Names (often known as Radius User Name) will be provided by the Power-On

Commissioning Engineer and will follow the following format:

The user name configured in the router must match the username set up in the radius servers – this

will normally be done automatically via Power-On for secondary SCADA (UKPN IP Secondary

SCADA polling). The secondary RTU username format is:

LPN only:

8. Power the router off, install a SIM card into the SIM A slot, and power the router back on. After about 3 minutes the router should have restarted and should have authenticated on the UKPN network. The SIM A LED changes from flashing to steady, and remains steady once it has authenticated. When the SIM A LED is steady, the router should have been assigned an IP address.

9. Log back into the router and check the correct IP Address (as specified by the Power-On commissioning engineer) has been populated.

Select ‘View Network Status’.

10. Check the correct IP address has been assigned, until the correct IP address is obtained, the tool will show 0.0.0.0. Please ensure it is the correct IP address. This page does not auto refresh so you will need to exit back to the main screen and re-enter the View Network Status page to refresh the IP address. To return to the main menu select the ‘Back’ button at the bottom of the page (may need to scroll down).

11. REPEAT THIS PROCESS FOR BOTH THE VODAFONE AND O2 SIM CARDS TO CHECK THE SIM CARDS AND RADUIS SETUP FUNCTION CORRECTLY.

The Network status page also has a ‘Shutdown’ button. This should be used if you need to replace an existing SIM card with a different SIM card while using the same radius account, for example if you are testing several SIM cards in the office using one of the test accounts. This should overcome the problem seen in the past when it sometimes took a few hours for a router to pick up an IP address. Use the shutdown button before removing the SIM card from the router. The issue is that the mobile network forms an association between a radius username & IP address and the physical SIM, which can last for up to 24 hours, so if you replace one SIM with another SIM, the first SIM remains associated with the IP address, so the second SIM cannot acquire the IP address. The Shutdown button tells the mobile network to break this association and then it remains idle so you can power down, replace the SIM with the new one and then power up again.

The following procedure must be carried out on site:

12. Choose which service provider network to use:

Either:

Use a Dycon D2377 4G/3G/2G Signal Analyser (see Appendix C)

OR

Use the MultiTech router. On newer routers (serial number above 40004225A), a more in-depth signal

strength analysis can be performed (see Appendix B), for older routers this option is not available and

the simple ‘Signal Strength’ level should be used.

Follow steps 8 to 11 and ensure the router has the correct ‘APN’ and ‘Radius User’ name for both

Vodafone and O2 and the correct ‘Site Name’.

Install a Vodafone SIM into the ‘SIM A’ slot, reboot the device and note the signal strength. Repeat for

the O2 SIM. Use the SIM with the best overall signal strength. Guidance for using the signal strength

analyser functionality in the router is contained in Appendix B.

If the router is a newer model select the ‘Scan’ button to perform the signal strength analysis, if it is

older and does not have the scan function, note the ‘Signal Strength’ level.

13. If mounting the router on DIN rail: Fix the adaptor plate on the top of the router (remove the

existing 4 x screws and bolt the plate on). Fix the DIN rail mounting bracket on the mounting plate

and mount the router in the RTU.

Appendix B – Signal Strength Analyser Functionality

On newer routers (serial number above 40004225A), a more in-depth signal strength analysis can be performed.

The colouring of the signal strength survey is as follows:

• Green Good signal level – reliable operation. Ideally, there should be at least two

cells from the chosen provider in green.

• Yellow Medium signal level - not ideal but adequate. One or two cells from the

chosen provider in yellow or green is acceptable

• Red Low signal level – not acceptable. If the only O2 or Vodafone cells are in

red, then we need to try a better antenna or change to another form of comms.

The router will use 4G if it is available, and if not it will use 3G and if that’s available it will use 2G. 4G

and 3G give good bandwidth, but 2G has very low bandwidth and is a last resort. In the following

example, O2 is best, but Vodafone would be ok.

Appendix C - Dycon D2377 4G/3G/2G Signal Analyser

This guide will show you how to use the basic commands of the Dycon D2377 4G/3G/2G Signal

Analyser to carry out a signal survey at a site. A small stubby antenna is provided with the unit, but

better results can be gained by using the proper UKPN aerial available from stores.

Below is a picture indicating the relevant buttons, sockets etc related to the operation of the Signal

Analyser.

The Signal Analyser should be fitted with known good a sim card.

Before use, fit the aerial and fully charge this unit.

To switch the unit on, hold down ON/Off button until the following icon appears.

Once the unit has booted up, the following screen will be shown.

The hourglass symbol is displayed in the top right of the screen while the radio module is initialising – This can take approximately 2 minutes. Once the hourglass symbol has disappeared, the unit is ready for use.

If a failure occurred during initialisation, a warning triangle is displayed in the top right of the screen - press the left arrow to go to the start-up screen to find out what the fault is. Re-booting the unit may clear the fault.

Setup Menu

This is the menu from which the basic settings for the unit are setup.

Use down arrow to select Setup and press the Select button (Right Arrow):

Press Down Arrow to select Survey / Options, and press the Right Arrow

Press Down Arrow to select Auto Off and press the Right/Left Arrow to change

settings (suggest changing Auto Off to 15 min or as appropriate)

Press Down Arrow to select Mode and press Right/Left Arrow to select Engineer

Mode

Press up arrow to Exit/Save then press Select button (right arrow) to save options

Using the Up/Down arrow keys, select Survey

In the Select Mode menu, select All and press Right Arrow

Make sure Network is set to Any

Press Right Arrow to start survey

Once complete press Down Arrow to scroll down to Results

Results Menu

The first screen ranks the networks in descending order with the best network at the top and the worst at the bottom (NB pressing the Up Arrow toggles the results between displaying % and dBm. Any results above 33% are useable).

If the unit fails to return results or give a warning about interference, try re-booting the unit and/or moving to a different location.

To view results press the Right Arrow button, the following screen will be displayed

which shows the Best Networks based on signal strength.

Step through the results screens using the Right Arrow button. The second screen

shows an overview of the Top Cells based on signal strength.

Select the preferred provider (Vodafone or O2) by counting which provider has the most

cells above 33%

To exit the Results page, press the Down Arrow, the following page will be displayed:

Exit back to the Main Menu using the Left Arrow

Appendix D – Remote Connection to Router

Once connected to a mobile network, it is possible for engineers with the correct security clearance to remotely connect to a router using the GPRS/3G/4G network from the UK Power Networks corporate IT network.

1. Open a web browser and type the substation IP address (the IP address Power-On uses to connect to the RTU) into the address bar of the web browser (using https://).

2. Login to the router by following the appropriate procedure as detailed in this document.
