Recalling t$e Sin#le Con(ention on Narcotic Dru#s of )*+), in w$ic$ t$e#rowin# of opiates for le#al purposes, suc$ as medical and scienticpurposes, is permitted, wit$ mentioned conditions,

Further recalling its resolution -..+/01 of -2t$ 3uly -..+ and -..2/* of -4t$  3uly -..2, as well as pre(ious rele(ant resolutions,

Recognizing t$at t$e medical use of narcotic dru#s, includin# opiates, is

indispensible for t$e relief of pain and su5erin#,

Emphasizing t$at t$e need for a balancebetween t$e #lobal licit supply ofopiates and t$e le#itimate demand for opiates used to meet medical andscientic needs is central to t$e international strate#y and policy of dru#control,

 Acknowledging t$at t$e strict control on opium production may decreaserapidly increasin# employment numbers in t$e opiate manufacturin#industry, and t$ereby $arm t$e economy of t$e country,

Noting with concern t$e proliferation of t$e culti(ation of opium poppy incertain areas t$an t$e traditional and establis$ed #rowin# countries,

)6 !ecommends countries continue to support traditional producers ofopiates suc$ as %urkey and ndia, as well as in(est in non traditionalproducers suc$ as "f#$anistan, t$e #reatest producer of opiatesinternationally, in order to reduce t$e illicit dru# trade from t$e opiatesproduced7

+6 Endorses t$e opinion t$at licensin# "f#$anistan as a le#al opiate producerwould decrease t$e number of insur#ent dru# cartels, as well as make upfor t$e s$ortcomin#s of pain relief medicine in t$e de(elopin# world,t$ereby makin# it readily a(ailable and less likely to be ille#aly producedto fulll demand7

26 !e;uests all consumer countries of opiates to carefully audit t$e

necessary amount of opiates consumed le#ally annually and to onlypurc$ase as muc$ as absolutely re;uired for medical and scienticpurposes of t$e country7
